once again even though we're starting out with some fog, let's get a live look outside in oakland where it is clear here but we've seen the fog moving around parts of the south county and the north bay. as you step out in pleasant hill temperatures in the low 50s. it's a cool morning. at least here it's clear. we will see sunshine for the rest of the day as our temperatures warm up. in some spots warm and sunny. other areas cool and foggy. hence, microclimates. we will reach into the upper 50s for half moon bay. fairfield reaches 87 degrees. we'll talk more about what's ahead coming up. mike, you have an alert for the east bay. >> the location was updated once chp got on the scene. standard build and highway 4 looking all right despite the crash at the on ramp. it's over here just off the east shore freeway. southbound 580 right around bayview getting over to the richmond to san rafael bridge. because of that transition and

blocking two of the three lanes there we're looking at the east shore freeway with the build and that may cause a ripple throughout the area. we're tracking that and vasco road that has debris and a crash. you may not be able to get by for a few more minutes. 6:02. now to decision 2022. election day is november 8, but in some places voting starts as soon as today. in san francisco some polling stations will open this morning including at city hall. >> if you plan to vote by mail, check your mailbox. most county registrars are sending ballots out now. we got ours yesterday. if you don't get yours within the next week or so contact your county registrar of voters. >> there will be several key races across the bay area.

the city of walnut creek will ask people to vote yes on a half cent sales tax increase. >> "today in the bay's" bob redell explains the money from measure o would go to things such as law entorsment. >> reporter: walnut creek hired five more police officers but the stimulus funds will run out soon. measure o would fund those for the next ten years. it asks walnut creek residents for a half cent increase over the next decade from 8.75% to 9.25% to raise about $11 million annually which would not only pay for crime prevention and public safety but would, among other things, help people who are unhoused, improve services for the young and the old, and upgrade aging infrastructure like the pool at heather farm park. >> it's old, it's always breaking down. the locker rooms are bad. it's very shallow so you can't use it for certain times of swim meets. >> building a new swim complex at heather farm brings

additional meets to town, people staying in hotels and eating at restaurants. >> reporter: since this would be a general tax, mayor matt francois and the city council, which unanimously approved this measure for the ballot, would decide how the new money is spent with annual audits and independent oversight from the citizens. >> half the tax would be paid by visitors, nonresidents, people coming to shop at broadway plaza or to come to our restaurants and shops. they would be paying their fair share, too. >> this is one of the wealthiest communities in the united states. it's like everything else, always find more ways to spend more money. >> everything costs more. people are struggling as it is. why would you tax them even more when you are going to have more issues just as a city because of that? you're going to have people not able to pay their rents, their mortgages. >> if the taxes went to something that you could visually see, maybe that would

brie, what do you think we can expect from this meeting? >> reporter: well, good morning, laura. that virtual call started just under an hour ago and president biden is pledging to help ukraine defend itself and also renewing calls for russian troops to withdraw from ukraine. now this as russia's president vows to continue his attacks. ukraine under fire this morning and a second wave of missile attacks. smashing civilian targets including a children's playground. the united nations condemning the violence during an emergency session. >> the entire world has once again seen the true face of the terrorist state that kills our people. >> reporter: to show solidarity with ukraine, protests are taking place across the u.s. delivering his nightly address amid the rubble in kyiv, ukraine's president says russia

is trying to wipe us off the face of the earth. he's addressing g7 leaders on the situation this morning. russian president vladimir putin says the attack is in retaliation for a bridge explosion that damaged a critical supply route. ukraine has not publicly taken responsibility for the blast, but it serves as another devastating blow to putin's war. thousands are fleeing russia to avoid a recent draft. >> putin feels as though his efforts are failing and in so many ways they are and in particular the ground war is going badly against him at this point. >> reporter: more than seven months into the war and ukraine is not backing down, instead urging allies to continue providing military support. >> we know the fight is serious there and we're going to keep making sure that the capabilities we give them are helping them in that fight, helping them defend their territory. >> reporter: president biden promising advanced air defense

systems to ukraine and pledging to hold russia accountable for its aggression. and defense secretary lloyd austin travels to brussels today. while there he'll meet with nato officials and also host a meeting with about 50 other nations who are working together to provide more aid to ukraine. laura? >> doing what they can. brie, thanks for the latest. >> reporter: the trial of harvey weinstein is under way in los angeles. weinstein faces four counts of rape and seven other sexual assault charges involving five women. among those accusers is jennifer siebel newsom, the wife of governor newsom. weinstein is serving a 23-year prison term after conviction in new york. a case that he is now appealing. criminal attorney paula canny says siebel newsom is a leader in a trial where women are standing up for women. >> she isn't balking. she's saying this happened to me. it was wrong.

i stand up for myself, and i'm here to tell the truth. so i think that is impactful to the jury. >> currently siebel newsom is a documentary filmmaker but was an actor between 2002 and 2011. a statement her attorney released says, in part, like many other women, siebel newsom was sexually assaulted by harvey weinstein at a purported business meeting that turned out to be a trap. she intends to testify at his trial in order to seek some measure of justice for survivors and as participate of her life's work to improve the lives of women. 6:09. new details this morning. a new santa clara county grand jury reports some have acted unethically in dealing with the san francisco 49ers. the report suggests some councilmembers have ignored city interests even alluding to potential city and state legal violations. the panel says the city never met a deadline of yesterday morning to respond to the report at which time it was released.

one of the councilmembers at the center of the grand jury report did post a reply on social media calling it a political hit piece. switching gears, let's get a breath of fresh air. >> a breath of fog. >> kind of enveloping the entire bay area overlooking downtown san jose. kari is keeping tabs on the fog. >> it's going to be the next few days i think we'll see more mornings like this. even over the next couple of hours really dense fog across parts of the south bay and down to morgan hill visibility at a quarter of a mile. farther to the north visibility is about three-quarters of a mile so the fog has been drifting around. may have an impact to your morning commute, just allow some extra time to get there. as far as temperatures from 90 in brentwood to 68 in san francisco and 85 in petaluma. we'll talk about what's ahead coming up. mike, people want to know where they can find lower gas prices. >> me, too. prices are evening out for the

reports you're putting into gas buddy. unfortunately, that means they're all coming up closer to $6. the south bay's best is $5.74. at the shell $5.69. $5.78 at grand gas on spring road. that's the best we could do in those regions. now out to the roadways. two alerts. i call this an alert because we have southbound lanes blocked by a motorcycle crash, a crash involving a motorcycle. there's debris and the tow truck is stuck in the back of trying to get there out of brentwood heading down to 580. this is an alert west 580, two of three lanes are blocked because of an overturned big rig. over to the richmond bridge off of the east shore freeway. back to you. >> thank you, mike. get ready to break out the credit card. it's prime day 2.0. amazon is hoping you will spend

good tuesday morning. it is 6:14. oakland, a busy morning and a lot of clouds. it's 55 degrees as you head out the dore. it will clear out around 10:00 and temperatures warming here into the low 70s. we are seeing temperatures anywhere from the 50s to about 90. we'll talk about that in the forecast coming up. looking at the san mateo bridge looks just fine right now. we're starting to see a little build in the volume here getting to the richmond bridge. we have a problem. the same thing for vasco road. we'll call those out again as we look at the commute build out of both regions in the east bay. all right. 6:15 now and we are looking live this morning, though we might want to avert our eyes. wall street set to open lower

adding to yesterday's losses. the dow fell 250 points while the nasdaq dropped 1%, close to a two-year low. investigators -- rather, investors are weighing comments from jpmorgan's ceo who tells cnbc the u.s. will likely fall into recession over the next six to nine months. he says the markets could drop another 20% dependsing on whether the federal reserve can engineer a so-called soft or hard landing. >> it will be interesting to see if people will be spending their money this prime day are being conservative. amazon's second prime day of the year event starts today. the company is trying to boost sales. revenues have slowed considerably. the drop comes after demand reached record levels and sales rose by 40% during the pandemic. some analysts estimate the second prime day could add $4 billion in sales to amazon's quarterly earnings. the company survey of prime members found 82% plan to shop during the sale with most planning to spend at least $50.

lot. >> that was before gwen sang any country. >> long before. orange county band. you're going to go solo right about now. we'll take it from here. it's going to be a foggy morning once again. and we've seen that across parts of the bay area from day-to-day but really starting to see the fog developing in morgan hill. visibility down to a quarter of a mile and maybe even less as you move down to gilroy. for the north bay visibility at about three-quarters of a mile. elsewhere it's pretty good if you're about to get the kids' lunches packed and backpacks ready. 55 degrees in san lorenzo. a cloudy day at drop-off time. at pickup, sunshine and in the low 70s. it's going to be another really

nice day. the seven-day forecast is coming up at the bottom of the screen as we head for 80 degrees in cupertino. east san jose and some upper 80s for walnut creek and pleasanton topping out at 89 degrees. fremont will see a high of 79 there. some low 60s for half moon bay. san francisco up to 67 downtown. notice how windy it will be coming in from the west at about 20 miles per hour. and sonoma reaching 81. clear lake reaching 90 degrees today. you can see the difference in the temperatures across the bay area. and there's really not much of a change except for high pressure slowly moving away and through the next few days we'll see a few more clouds especially for the start of next week. a stronger ocean breeze and possibly a drop in temperatures. let's take a look at concord. we're in the low 80s from today through at least friday, and it's going to be a beautiful weekend. hopefully you are already making plans to get outside.

we're looking at highs in the low to mid-70s here. it does start to warm back up. our inland temperature trend goes from very warm today to kind of fog like for the weekend and early next week with some upper 70s for a high. san francisco not changing much here. that fog is not going anywhere and those temperatures stay in the 60s. mike, you have two east bay trouble spots. >> this one vasco really a problem because folks coming down out of brentwood and byron stopped up. i think they may be letting some folks around because the buildup hasn't built all the way back to marsh creek but still don't count on that as a smooth ride. they may need a second tow truck that stuck in the back that's a big problem because coming over to the area highway 4, coming up into antioch and then over here to the backup at pittsburg. not so bad for concord. the east bay, the other trouble spot here is getting to the richmond-san rafael bridge. an overturned big rig at bayview
