right now at 11, like a rock star tonight. one of the world's most famous and most talented athletes, waving from a balcony at santana row. fans going wild over soccer star lionel messi in the house. yeah, messi plays for inter miami. his team faces off against the earthquakes at paypal park on wednesday. now, from that team hotel to the practice field this afternoon, people watching and waiting, hoping to just get a glimpse of leo messi. a lot going on in bay area sports this week. a warriors playoff run. plus messi mania, which includes a major concert in downtown san jose. let's bring in nbc's jocelyn moran with all the details. jocelyn. hey, yeah. messi's impact on and off the field is

undeniable. there were kids parents here just hoping to get a glimpse of messi just one second. a whole lot to them. this is the player that inspired them that a lot of people grew up watching. and this is great for the city of san jose. it means more people here. and this is also the start of some pretty big events coming to the south bay in the next year. tonight at santana row screams and cheers as fans got a look at lionel messi. for many, their greatest of all time. he waved at fans when he came off the bus and then again from the balcony moments tonight. fans will remember for a very long time. it's really incredible. he's like an idol of mine. it's really incredible that he's playing san jose. ethan brought proof he's been a fan for years. so this was durg the 2016 copa america, when it was also played here at levi's stadium. earlier, messi, along his inter miami soccer team, were practicing at the earthquakes training facility. people there saw him as he got off the bus. it was exciting. you know, probably the

closest i get to seeing messi my whole life. but it's been weeks of preparation ahead of this earthquakes inter miami game. tonight, the fence around paypal park is shrouded in black material, making it difficult to see what's going on inside. as the excitement builds for wednesday's game, fans will be at other events across san jose, including a block party featuring steve aoki downtown tomorrow. we want to show off the city of san jose, so we want to light up downtown the night before the game with the concert, bring people out, support the small businesses, and then have an excellent game environment at paypal park on wednesday night. panetta is gearing up for tuesday. they'll be selling their mexican paletas at the block party. one of the owners tells us this match and the excitement around it is an opportunity to showcase san jose's talent and culture. everybody is great. we're really respectful, really kind to one another and also showcase our downtown. i think it's time for downtown to make a resurgence and, you know, change the change the way it's been. so i think it's a perfect time for all that to happen. the earthquakes team president says this is a preview

as for tonight, what happened the third quarter, that and the fact that jimmy butler was held in check to just 14 points. the reality is without stephen curry on the court, the warriors really don't have the offensive firepower to hang with the minnesota timberwolves. so now they are three down three games to one in this best of seven series. as you mentioned steph curry still not playing. he is battling a strained hamstring but will be reevaluated before game five. jonathan kuminga gave the warriors a big spark off the bench with eight of his team high 23 points in the first. the warriors were up a point after one, despite julius randle scoring 19 points in the first half. the dubs took a two point lead into the locker room at halftime. then the third quarter happened. it was hard to watch for the warriors. they were outscored 39 to 17. anthony edwards scored 16 of his 30 points in the quarter. randle finished with a game high 31. now, the warriors bench made a spirited effort to close the gap

creating some slick conditions on the roads. chain controls were in effect for several hours this evening. and the chp did respond to a bunch of crashes and spinouts. at one point, all westbound lanes were shut down because of a big rig crash near kingvale. luckily, traffic is moving again tonight. snow in the sierra, of course, means some rain here in the bay area. but the question is, what about tomorrow? we're going to check in with chief meteorologist jeff ranieri in about ten minutes. well, no more excuses. governor newsom says it's time to take back the city streets and sidewalks. he's demanding local governments step up to clear and ban homeless encampments. in a new ordinance, the governor says he's got the right plan, but there's already pushback. nbc's gia vang reports from san francisco. cat montes is the program manager for san francisco's city team. hi. how are you? outside their soma location, you can see the need for their work, where they serve meals for the unhoused and connect them with resources. cat says it was worse during the

pandemic. there was campments everywhere. all the alleyways. it has cleared up a lot. today we showed her the new directive from the governor, urging local jurisdictions to immediately clear encampments while providing services and also providing $3.3 billion in new prop one funding to address mental health and drug related issues. the state has changed, and so too now must the cities and counties. it is time to take back the streets. it's time to take back the sidewalks. it's time to take these encampments and provide alternatives. and the state is giving you more resources than ever. and it's time, i think, to just end the excuses. the governor's order focuses on prohibiting persistent camping in one location, clearing encampments, blocking sidewalks, and requiring local officials to provide notice and shelter options before clearing an encampment. a spokesperson for san francisco mayor daniel lurie office said in a statement. encampments are at their lowest

level since 2019. they went on to say the city is taking action to transform its behavioral health and homelessness response, and the governor's announcement encourages the continued progress. cat says the model is already in place, with major gaps in the system, like a staffing deficit for police officers or a lack of mental health caseworkers and case management follow ups. cat says she's most worried about a math problem. you're going to move encampments, but do you have a space for them? mayor lurie has committed to 1500 new shelter beds, on top of the more than 3000 the city currently has. but during last year's homeless count, there were more than 8000 unhoused. and if they get a bed, cat says it comes with caveats. you can only go in there with certain amountt of personal belongings. and when people have the tents, the camping supplies, pets and some a lot of them don't allow pets. we have very limitedmount of shelter space for families, so it's really difficult to get to oblige with

the ordinance. the governor says he wants to see real results. so when the revised budget is released on wednesday, he says they will be, quote, holding the line. he also says municipalities that don't comply could miss out on funding. we're live in san francisco, gia vang nbc bay area news. thank you. there's also pushback in san jose. mayor matt mahan has already rolled out his homeless plan. today, dozens of protesters gathered at san jose city hall to denounce it. the mayor wants homeless people who repeatedly refuse shelter to be detained, hospitalized or arrested. sjp would be in charge of the enforcement. critics say san jose needs housing, not handcuffs. even if we build a thousand more units, there will be thousands, 4000 more that won't have a place to call shelter. so the idea of rounding people up, giving them citations and adding to their misery is not fair. the mayor says the city is adding 1400 shelter beds

this year, and the current street encampments cannot continue to be an option. the city council is expected to make a budget decision on this new policy in june. new video tonight of a brazen attack outside a san jose bakery. watch this. this is the moment a 15 year old boy was randomly hit in front of peters bakery on alum rock avenue. it's a story you'll see only on nbc bay area. happened in front of his little brother and his mom friday morning before school, but were just seeing the video tonight. tyler says the man also yelled a slur at him. police did take the man, who they said was unhnhous, into custody. they say because the man used a slur after hitting the teen, they'll be adding a hate crime charge as well. family members of a teen stabbed to death at santana row on valentine's day want harsher punishments for his accused attackers. friends and family of 15 year old david gutierrez rallied again outside the juvenile courthouse in san jose today. inside, 316 year olds charged with assault in gutierrez appeared before a judge. the 13 year old boy

accused of fatally stabbing gutierrez also faces charges, but because of his age, he's ineligible to be tried as an adult or serve any significant jail time. investigators believe that a group of gang members targeted gutierrez for wearing red on valentine's day, even though he had no gang ties. the 16 year olds are due back in court at the end of the month. the stock market surged today after the united states and china agreed to delay their tariffs. president trump announced a 90 day delay on most tariffs between the u.s. and negotiations, the u.s. will lower its 145% tariff on chinese goods to 30%, while china will go from a 125% tax on american products to 10%. economists say more instability, though, is likely ahead. for now, consumers and businesses that rely on cheap goods from china are breathing a sigh of relief. president trump's announcement of a trade deal with china, although temporary, is expected

children told a judge she is not guilty of the charges. 31 year old jessica jessica barajas is facing felony counts of dui, vehicular manslaughter and child abuse. back in march, investigators say that she crashed her car on highway 29 in napa. her nine year old daughter and her ten year old son died in

that crash. the chp says barajas admitted to drinking alcohol and smoking marijuana but has pled not guilty. she's due back in court in july. a highly contagious outbreak is surging down in la. hepatitis a it's a virus that can cause severe infection of the liver and even death. it's usually transmitted by ingesting contaminated food and drink, or by coming with close to skin to skin contact with someone with hepatitis a. now, normally, those at greatest risk of getting the virus are people living in encampments or people who use drugs. but la county health officials say many of the recent cases don't fit the usual profile. the reason why more people are getting it, rather than the people traditional risk factors, is that not everyone is immunized. imimmunizatis only started in a large scale in the late 90s. so now every kid gets immunized, but leaves a lot of adults who don't have traditional risk

factors to get immunized. so far, health leaders confirm at least 30 cases of hepatitis a in l.a. county. at least seven people have died. buying a home in the expensive bay area real estate market may feel out of reach for so many potential home buyers, but now thehe city of antioch is offering a program to give first time home buyers up to 100 grand assistance to buy a home in that city. here's nbc bay area's pete suratos. it's tough out there is just my income is on the low end, so it's a little tough for me. ty whitaker of concord isn't giving up, but admits it can be hard looking for a home in one of the most expensive real estate markets in the country. a recent survey by realtor.com says that a household needs to bring in $263,000 to afford the median home price in cities like san francisco and oakland. but a program in antioch is giving potential home buyers like ty some hope. it's a great way to stimulate ownership versus renting. walters is a director

with the bay area affordable homeownership alliance. the nonprofit helped the city of antioch create a program offering first-time home buyers up to $100,000 in assistance to buy a home in the city. you don't have to live in antioch to apply, but your household must fall into the low to moderate income categories, which, depending on the size of your household, can range from around $87,000 to just over $200,000. someone that's making a pretty reasonable amount of income can get involved with these programs, but in order to apply, you must first complete a six hour homebuyer education course through the department of housing and urban development. once this course is completed, you can head to the city's website to begin the application process. ty has already completed that course and hopes it gives her an upper hand when it comes to getting into the program. i have to just keep my fingers crossed, you know, because there's other people out there that could use it. so come city is expected to award 12 to

the afternoon we could see a few showers pop up around 2:00 near the higher elevations of the east bay in the south bay. but the one locationon whe we may actually get some showers that could bring us trace amounts to maybe five hundredths of an inch, would be up here towards napa county around 3 p.m. tomorrow. so we'll have the radar scanning. we see anything develop. of course we're going to bring that to you. otherwise, if you're headed up to the sierra, look for some winter conditions with some snowfall there. it is going to start off cold. tomorrow we are back down to the low 50s for much of the bay area. 53 in the south bay, 50 in the tri-valley. the one exception, the north bay. that's going to start off the chilliest here with 48 daytime highs warming up a couple degrees tomorrow. i think it will be noticeable down here across the south bay. it's going to bring us to some low 70s san jose, los gatos, morgan hill and gilroy. more of that back here towards antioch, concord, pleasanton and danville closer to the bay 69 in oakland out here to half moon

spider monkey confiscated from its owner. take a look. this is violeta. the zoo says she was surrendered by her owner during a drug related search in vallejo last week. the zoo believes she's about two years old. she's malnourished and undergoing treatment and tests as veterinarians try to rehabilitate her. on new year's eve, you might recall this story the chp confiscated another baby spider monkey during a dui stop in central california. she was also in poor health and was cared for by the oakland zoo. these animals, like violeta, who came to us last week, should never be in this situation, right? they should be in their home countries, in their habitats, with their family. this is a much larger problem of animals that are moving across

the border and should never live this kind of life, and will never have a normalife again. spider monkeys are endangered and illegal to own here in california, the zoo says. violeta will hopefully be moved to a sanctuary after she recovers. lawmakers are joining forces in a collective push to add warning labelso social media in california. if the current proposal is approved, all users would see a warning when logging on to social media app. then, after a few seconds, you'd be able to start scrolling or posting. if you spent three hours on the app, the warning would pop up again, freezing your screen for 90s suggesting you take a break. okay, we're going to head back out to chase center draymond green's reaction after this game to his teammates and really to warriors fans
