"early today" starts right now. good morning. i'm frances rivera. we begin with breaking news. president trump's trade war hits a major roadblock. a federal three-judge panel has blocked most of the sweeping

tariffs that the president has rolled out during his second term. let's get right to alice barr. which tariffs are blocked by this decision? >> reporter: frances, good morning. this ruling effectively blocks most of the tariffs that were rolled out on what president trump called liberation day. it blocks the sweeping tariffs enacted under an emergency powers law, including the 10% tariffs on most of our trading partners, and those massive reciprocal tariffs that were later paused. the white house sidestepped getting congressional approval, saying they were addressing national emergencies, including fentanyl, trafficking and the situation at the southern border. the judges on the court of international trade, who were appointed by obama, reagan and trump himself, ruled unanimously that the president overstepped his authority. the white house immediately appealed the ruling with a spokesperson saying it's not for unelected judges to decide how to address a national emergency. the legal challenge was led by

attorneys general from arizona and oregon. they called the tariffs an illegal abuse of power and said the court ruling is a victory for working families. stock futures jumped overnight after the court's decision. frances? >> all right, and alice, we've also learned overnight that elon musk is officially leaving his government role. what did he say? >> reporter: yeah, frances, another new development here. it appears that elon musk is done with doge. he shared this message saying his scheduled time as a special government employee is coming to an end. two sources confirm to nbc news that his off-boarding process has begun, and the separation comes as musk also distances himself from the president's one big beautiful bill. musk said he was disappointed by the massive spending bill passed by the house, saying it increases the deficit and undermines the work of doge. president trump admitted yesterday that he's not happen he with part of the bill and told reporters there would be more negotiations. several republican senators have signaled that they want to make

some significant changes to that bill. frances? >> alice, thank you. the federal trade court's decision to strike down the president's tariffs is already reverberating down wall street to markets around the globe. cnbc's karen gilchrist is here with the early movements for stock. hi, karen, good morning. >> hey, frances. yes, a return to the green for markets as investors respond positively to this move by u.s. federal courts to block president trump's liberation day tariffs. u.s. futures climbing higher overnight after this evening announcement with the dow up around 1.4%. the s&p at 1.7% and the nasdaq 2% higher. now that partly led by strong earnings for nvidia, the tech giant. but largely, this is reverberating or reflecting positive sentiment across global markets. as investors see increased likelihood of a reduction in tariffs or indeed at least improved leverage for some of these negotiating countries. so when asia, gains were led by

south korea's kospi, as well as across japan, and hong kong. positivity spilling over with gains across the board even as some markets are close for a public holiday. and we see increased appetite for risk assets. so certainly taken as positive news by markets so far. frances? new this. >> mo, disgraced reality stars todd and julie chrisley have been released from prison following a pardon from president trump. they were convicted of fraud and tax evasion in 2022. the rapper nda young boy also received a pardon from the president. he was sentenced to almost two years in prison on gun-related charges and has also pleaded guilty to a prescription drug fraud ring. trump also commuted the sentence of former chicago gang leader, larry hoover, serving a life

sentence. it will unclear if he will be released as he still has a state murder sentence to serve. the united states will start aggressively revoking visas for chinese students, including those with connections to the communist party or studying in what the state department calls critical fields. in a statement, secretary of state marco rubio said visa criteria would also be revised to, quote, enhance scrutiny of all future visa applications from china and hong kong. the chinese embassy in washington, d.c. did not respond to our request for comment. there are about 270,000 chinese students in the united states. it is the latest move in the trump administration's campaign against american universities and foreign students. later today a federal judge in boston will hear arguments for and against the government's move to revoke harvard's ability to enroll foreign students. it's happening as the university is winding down the academic year, with a commencement

ceremony kicking off this morning. vice president jd vance was at a crypto currencyonference in las vegas. in his keynote address at bitcoin 2025, he promised to give the burgeoning sector free rein. >> with president trump, crypto finally has a champion and ally in the white house. we reject the biden administration's legacy of death by a thousand enforcement actions. we reject regulators. >> it comes just one day after trump media where the president is indirectly the largest shareholder through a revocable trust announced it was acquiring $2.5 billion in bitcoin. new this morning, a federal judge in new jersey has ruled that the trump administration's attempt to deport mahmoud kahlil is most likely unconstitutional. the palestinian anti-war activist will remain in jail. he was arrested in march, and the government is trying to

cancel his green card and throw him out of the country. it's part of the trump administration's crackdown on foreign students who they allege are a threat to u.s. foreign policy. the justice and state departments did not respond to our request for comment. the british american brothers andrew and tristan tate are now facing 21 criminal charges in the uk, including rape, assault and human trafficking, according to british prosecutors. but the brothers who deny all wrongdoing, will first have to be extradited back to the uk from romania where they currently live. they are also under criminal investigation there for allegedly forming a criminal gang to exploit women. let's bring in nbc's matt bodner, good morning, matt. >> reporter: frances, good morning. the crown prosecution service has authorized the pursuit of 21 charges against andrew and tristan tate. the tates are no strangers to legal controversy. they're currently subject to a

criminal investigation in romania on a variety of charges, ranging from human trafficking to organized crime. the brothers have denied all allegations brought against them in romania. the uk wants to pursue similar charges against the tates but requires theto be physically present in the uk to begin the process. as such, the british government has filed for extradition from romania to the uk. romania has agreed. the british case against the tates centers on allegations of criminal conduct between 2012 and 2015 when the tates lived in the united kingdom. they moved to romania in 2016. and the xtradition warrant was issued last year. the current whereabouts are hard to pin down. they were seen in romania attending court hearings last week. and they're presumed to still be there, as they're legally obligated to appear before the court. the brothers have not commented on the uk charges but have previously denied any wrongdoing

thunderstorms across some locations this morning. the southeast, the central plains, the great lakes stretched back to the northeast. the southeast is going to remain active as we get through the day today. we're looking at heavy rain for that region, potentially localized flooding closer to the coast. and as we get into tomorrow, more of that rain sliding into parts of the mid atlantic and ohio valley, and eventually kicking off our weekend with more of that rain across parts of the northeast so soggy conditions to start the weekend. it's much smaller than it has been in recent days, but charleston, jacksonville, san angelo all have the potential to see stronger storms developing. we're looking at hail and wind gusts to be the main threats. big differen depending on your location. out west we're running above normal. 10 to 20 degrees above normal. the farther north you go, salt lake city headed to close to 90. st. louis topping out at 69 degrees. we start to see a bit of a

community. grant hardin is a former police chief who escaped from prison on sunday, dressed as a corrections officer. priya sridhar is in calico rock, arkansas with the latest on the manhunt. >> reporter: the close-knit community of calico rock, arkansas on alert, with the search for grant hardin, a former police chief turned convicted killer and rapist now in the third day. >> when i heard about it, i shut the windows and doors and we're good. >> reporter: officials have expanded their search area. several agencies working around the clock, deploying k-9s and drones to scour the rugged terrain. they've set up as many as ten checkpoints where they're stopping every single car that drives by and asking the drivers if they've seen anything suspiciousus and looking inside the vehicles for any signs of hardin. >> there's a lot of forests,

caves. plenty of hiding places. there are a number of abandoned units, shoulds and homes and cars. >> reporter: police say hardin escaped wearing a makeshift outfit designed to look like a corrections officer. it caused a corrections officer to open the gate and walk away from the prison. he was sentenced to 30 years for the 2017 murder of james appleton, a city worker who police say hardin shot in the face in broad daylight. hardin's d was tied to an unsolved rape of a schoolteacher from 1997. so far, officials say they believe he's still in the area but have no credible leads. >> it really is a needle in a haystack. that's why we're lacking f for that one credible lead that will put us in the right direction. >> reporter: officials say they were able to detect that hardin was missing from the jail 30 minutes after his escape, but they say that the rain that day and the days after slowed them
