breaking news right now at 11. new ice activity developing in the south bay as anger grows over multiple detainment by federal authorities across the bay area. the action one bay area family is taking today for

their loved one, who remains in custody hundreds of miles away, plus a new angel investor for san francisco police department. we spoke with the man behind the new multimillion dollar offer. commissioners are now debating. thanks for joining us for our midday newscast. i'm marcus washington and i'm kris sanchez in for laura garcia ice agents spotted once again in san jose today. nbc bay area's robert honda joins us live now. he's following the developments as we track more immigration activity in the south bay. hi, robert. hello. yeah, we are in south san jose near blossom hill road and snell avenue, where in this neighborhood, there does seem to be some activity brewing. now we have crews over at a chavez supermarket on blossom hill road, where we do see ice agents and other officers wearing fbi and police vests gathering. right now. we don't know yet, of

course, what their plans are. we asked agents and they would only say they are federal agents conducting a federal law enforcement operation. and they reiterate reiterated that a couple of times. now, of course, we are watching them closely, especially after what we saw down the road here yesterday. now, here in this plaza that we're at again near blossom hill road and snell avenue, it is very quiet and calm, but there was so much activity yesterday centered around ice agents, and there was some concern that there might be some more of that kind of action going on. now. this was what it looked like yesterday at this parking lot, when immigration enforcement agents, with their faces covered were gathered and there were at least four people who we saw shackled and then taken away in white vans. now, even though much of this took place in a public parking lot, this was apparently not a random raid of immigrants, according to the rapid response network, which is sort of a hotline for

immigrants, the people that were taken away were specifically identified and designated for detention. people have pending or have removal orders. at the moment the office is nearby, and so they had their transport van stationed here at mountain mike's and jack in the box parking lot, and they were transporting the detainees from the office to here. that's what our legal observers were seeing. now on this specific incident. we have not heard back from ice on what happened or why the agents decided to deal with the detainees the way they did. now, this is sure to be an issue that's going to be raised at a rally going on in livermore this evening at the livermore plaza, and it's titled bring miguel home. and it is centered around miguel lopez lujan, who is being currently held by ice in kern county. we are told by his family that he works at a vineyard in livermore and has been in this country for 27

years and is not only a father of three, but also a grandfather. and they want to know more details. they say he went in for a routine appointment and then ended up being arrested, and then taken away and again being held at kern county again. that rally will be at the livermore plaza in livermore at 6 p.m, and of course, we do plan to be there reporting live in san jose. robert honda, nbc bay area news. we'll have that in our later newscast here on nbc bay area, as well as online at nbcbayarea.com. in other news, we still don't know exactly when the man convicted of killing cashapp co-founder bob lee will learn his fate. a court clerk says nima momeni won't learn his fate for several months, though, and that's because momeni is appealing his conviction and his new legal team has to be brought up to speed on the case. we caught up with one of his attorneys outside the court this morning. he says he's awaiting transcripts from the trial. he is anxious to get through with this process and move on to the

next stage. there are good reasons to believe that there were problems with the trial that compromised the fairness of the proceedings, and we are going to address those going forward. prosecutors argue that momeni stabbed lee after an argument about momeni sister, kathy vara, in april of 2023. he now faces 16 years to life in prison. a san francisco judge now has set a new status hearing for august 22nd. san francisco police may get a big boost from a private donor. this is a nearly $10 million donation that would be intended to modernize the department's crime fighting technology. but it needs to jump through a couple of hoops here. nbc bay area's ginger conejero saab is live for us in san francisco this midday. and, ginger, i understand you just spoke with that donor one on one. so break down to us where this money specifically will go. well, marcus kris, it would benefit a number of things within a pd. we're talking about their use of drones, surveillance cameras, license

plate readers, things of that sort. it would also mean a move for its real time investigation center to this building. now, currently that investigation center is in the hall of justice. we are now in the heart of the financial district. 315 montgomery and that is where this is the building where crypto software firm ripple used to lease office space. they no longer use that. which then leads us to where this donation and this private donor is coming from. so we'll talk more about that. this multimillion dollar donation is from crypto billionaire chris larsen. larsen is a tech executive and angel investor who helped develop ripple software. he is also a san francisco native who created and funded the san francisco police community fund. now, according to the proposal, $9.5 million would help create a new state of the art hub for the department's real-time investigation center, which focuses on police surveillance. today, san francisco police commissioners will debate

whether or not to accept his gift, which is not a first in the interest of improving public safety and investing in san francisco's police officers. we're still course correcting. but that said, we do always have to be vigilant that, you know, we don't let the pendulum swing too far. and we have a history of doing that right in this country, of going from three strikes and you're out a total disaster for criminal justice reform, to defund the police, a total disaster for public safety. we are correcting. we all have to be focused on not over correcting. i'm confident we're not doing that at this point. but, you know, we have to watch in the future that we don't too far. now. san francisco mayor daniel lurie, who has helped raise almost $38 million in private funding for the city's future budget proposals, supports the improvements that would be made from these funds. in a statement, mayor lurie says in part, real time investigation center or the rtc has already supported hundreds of arrests,

with crime down 30% citywide. and with this new facility, the sfpd will have the tools and technology it needs to take this work to the next level and help our officers keep our streets safe. now, marcus kris, we mentioned that this proposal would still need to jump through several hoops. so today, the police commissioners are deciding on whether or not they will allow for this proposal proposals. it will then move over to the san francisco board of supervisors, who will then have a final say. but really teresting here to see a pretty significant private donation to boost the city's public safety. guys, back to you. we will be following where this goes. thank you. ginger. union leaders just voted to approve a new contract that includes a 40% raise over four years. better dental benefits and updated workplace policies. a long and bitter strike in march paralyzed the south bay, halting bus and light rail service, only ending when a

judge ordered the workers back to the job. we spoke with the passenger this morning about the agreement, and she says she's happy about the increase in pay and considers vta employees essential workers. yes, i was affected by the strike, but the people that were most affected were children, elderly and the disabled. the people that couldn't afford to rent a bike and or walk three or 4 or 6 miles to get to work. those people need to be served consistently. and now the union says nearly 690 members approved the new deal, but nearly 300 rejected it. a new report presented to the oakland city council shows that the police department needs to hire almost 200 more officers to adequately protect the city. as nbc bay area's bob redell shows us, there's no clear solution to this shortfall. it is not clear what the city of oakland will do to reduce this shortfall within the oakland police department, because the city council has yet to approve the proposed budget for the next couple of yrs.

that vote not expected to the end of the month. we'll have more on that in a moment. at yesterday's meeting, the oakland city council agreed to accept the findings of this independent study. the city had hired an outside firm to examine response times by opd, clearance rates of criminal investigations and staffing within the agency. now, the study found that sworn positions within opd declined just over 11% between fiscal year 2021 and 25, while departmental vacancy rates actually improved from 16% in 2021 to almost 12% in 2025. the study found that 678 officers that are currently employed, that that number is not enough to fight crime adequately within the city, report recommends hiring roughly 200 more officers. city council members addressed the challenges oakland faces in trying to get more people on board. there's a mention of hire more police. we just need more academies. if we don't have the individuals going into the academies, is there

some recommendation for how to create public safety when people are just not going into the line of business anymore? 80% of the officers and firefighters don't live in oakland. they're not from oakland. they're not living in oakland. so if i don't live in oakland, that my loyalty and my respect and my, it's a lot different than the city that i'm living in. so i think that that, you know, i think if you can look into what other cities do, oakland used to do it, they would recruit from the inside of the city, and they would train and make sure that they were elevated to serve the community they grew up in, and a community that supported you for a lifetime. the report, accepted yesterday by city council, also found that the rates for violent property crimes have increased since 2021, that nationwide, among big cities, oakland ranks first in violent and property crimes per sworn staffs. the current budget proposal for the next two years calls for defunding of the current 678

police officers and six police academies to get opd up to 700 officers, which, if approved later this month, that would still be short of the 877 officers recommended for opd. bob redell, nbc bay area news. all right, let's take a look out at walnut creek this morning. nice blue sky there and mild temperatures for this lunchtime hour. yeah, it looks really nice. and we are going to continue with this weather. the sunshine, the mild temperatures as we go into the next couple of days and what's helping to cool us off. the fog that's lingering at the golden gate bridge and along the coastline, and the wind blowing off of that cooling fog is helping to keep our temperatures nice and seasonable. even though we've cleared up in san jose. it's at 71 right now, and we'll see temperatures just a little bit warm for the next couple of hours between 2 and 3:00 this afternoon, headed for the low 80s. we'll see low 80s for the inland valleys, upper 70s for novato while san francisco stays in the 60s. and we'll take a

it. it's also driven a wedge between president trump and former so-called first buddy elon musk. musk also opposed to this bill because he says it spends too much compared to what it brings in. he said that gently in the past, he's absolutely unleashed on his own social network, x this massive, outrageous, pork filled congressional spending bill is a disgusting abomination. and then he thought, you know, i have more to say. so he retweeted that and added, it will burden americans with another 2.5 trillion in debt. musk went on to hint he may use his money to unseat republican lawmakers who vote in favor of the bill, saying shame on you for voting for it. now, that caught a lot of lawmakers and the president apparently off guard. here's speaker of the house, johnson. i talked to president trump, you know, all the time, multiple times a day. obviously, we've talked about this. as you know, he's not he's not delighted that

elon did a 180 on that. but look, i don't know what happened in 24 hours. everybody can draw their own conclusions about that. okay. also new this morning the trump administration says california high speed rail has, quote, no viable path forward. that's part of a report released today from the u.s. department of transportation. that assessment may allow the feds to withdraw billions of dollars of funding for the rail line. california high speed rail has about four weeks to respond to that report. back to you. all right. thank you. scott. all new at 11. except housing or face potential arrest. this is a live look in san jose today, where the city continues to look for solutions to the crisis of unhoused people. mayor matt mahan is proposing a new controversial idea today called the responsibility to shelter initiative. the plan would force people into housing and threaten arrest if they refuse housing several times. mayor mahan said

1 in 3 people contacted by the city for housing refuses to take the city up on the offer, but critics say the plan to force those folks into housing is criminalizing homelessness. we need to refocus on compassion, on accountability, on our responsibility to build shelter and at the county level, to build treatment. and our neighbors responsibility to come indoors. under that new plan, if someone refuses. city provided housing three times in 18 months, they could be arrested. the proposal will go before the city council next week as part of mayor mahan march budget message. it would require council approval in order to go into effect. well, nurses in the midst of contract talks are rallying today outside san jose's good samaritan hospital. it got underway about 730 this morning, with more action planned to take place for this

afternoon. now, among the issues they want to address in that new deal scheduling, transparency, more breaks and better compensation and benefits. the nurses say that they also want more staffing to help care for those patients. when we have short staff, patients basically get potentially injured, they can fall. we cannot attend to all of their needs and not give them the kind of care that's compassionate and that they deserve. now we have reached out to hca. they own the hospital and we were trying to get a statement from them, but we have not yet heard back. a heads up for all new graduates out there. scammers are now going to try to test your smarts by targeting you with emails and texts about bogus job offers, fake apartment listings, sham student loan repayment plans and such. we spoke with a cybersecurity expert who says educational institutions like colleges and universities are hit by 75% more cyber attacks year over year.

and that mns scammers potentially have enough information about you to contact you and sound legitimate, offering student loan consolidation, for example. a lot of graduates may not even know who servicing their student loans, so they get an email saying, hey, now that you've graduated, you have to start paying your student loans. let me consolidate them, give me all your information and pay this $50 fee or something like that. you can avoid falling for a scam by knowing the terms of your student loans, being wary of messages warning of unpaid tuition, threatening to revoke your degree. don't pay on the spot. call your college or university and if someone offers you an interview or makes a job offer, do your homework before giving up your personal information. and as you look for maybe your first grown up apartment, remember, if something seems too good to be true, it probably is. scammers will often dupe apartment pictures and descriptions in hope of getting your hard earned deposit money. you can find more tips like these through the better business bureau website.

something to pass along. if you're in the south bay, you may smell a hint of smoke in the air. this is from controlled burn continuing today in south san jose, firefighters burned about 30 acres of land in the calero county park yesterday. cal fire conducting that burn as part of a training session for bay area fire departments. training is going to continue this in that same area today. the burn is expected to last until about 5:00 tonight. meteorologist kari hall is tracking the wind conditions out there. how are they? well, it's light, and they do control burns on days when weather conditions are favorable. although they do want to get rid of those fuels and the dry grasses there. so that's what they're doing today. it's going to be a warm afternoon and some of the valleys and then turning slightly cooler tomorrow. but over the weekend we continue with these steady temperatures kind of going back to the same temperatures day after day as we take a look at our air quality. not only do we have the control burns, but we also have wildfire smoke coming down from canada,

and that could affect our air quality, mainly in the north bay, as well as the coast and bay where we are seeing it at moderate for right now could be unhealthy for some sensitive groups. people with asthma or any kind of heart conditions. here's a look at our high temperatures for today. so not bad in the low 80s. and we're normally in the upper 70. so we're just a few degrees above our normal high temperature. it will be 84 in morgan hill today. and looking at some upper 70s and low 80s for much of the east bay, with livermore up to 8281 in danville and oakland today reaching a high of 73, it will be 63 in daly city and 80 degrees in palo alto for san francisco. we're staying in the 60s a again today and for the north bay, ranging from 60s near the coast to 91 in ukiah. so we are still seeing some hot spots in those interior valleys. but overall, our long range outlook shows that our weather pattern remains steady. there will be daily showers and thunderstorms

firing up over the sierra and parts of the rockies, but here in the bay area, we're getting just enough of an ocean breeze to keep our temperatures pretty consistent as we go through the next several days. in fact, for san jose, there's no significant warm up coming in. we'll see highs in the upper 70s and low 80s even into next week, and it may even get cooler for the end of next week. so we're watching that pattern, looking at some of our warmer spots in the inland areas. we'll see highs in the low to mid 80s into the weekend and our mornings starting out nice and cool with mid 50s. and in san francisco it also remains steady with highs in the upper 60s each day. and the clouds and fog will linger, keeping it cooler as we go into the weekend. back to you. thanks, kari happening now. a san francisco window washer is recovering this after falling from the seventh floor platform. now, thankfully, that safety gear stopped this fall. the building where this all happened yesterday is on sacramento street in the nob hill neighborhood. now, firefighters
