5:30 pm
arrive. the news at 530 starts right now. thanks for joining us. i'm audrey asistio and i'm raj mathai. we start in san francisco where there are signs pointing for an uphill battle as mayor lurie tries to pass his first budget. a majority of the board of supervisors were among those who attended a rally against his proposal. today's rally was hosted by the founder of a nonprofit free legal services clinic and fellow legal service providers. they say their work helps the most vulnerable in the city and is at risk of being cut. the director of open door legal is even plpledging to go on a hunger strike to convince city leaders to not cut the $4.2 million that help fund lal programs. seven supervisor showed up today voicing opposition to the mayor's cuts to legal services is prevention. it saves lives. it's cost saving. so this is a clear message that we are not going to balance the budget on the backs of our most
5:31 pm
marginalized, most vulnerable community. this is a clear and loud message. we did reach out to the mayor's office about a majority of the board opposing this portion of his budget. they did not. they didn't directly respond to our question, instead issuing a general statement about the importance of addressing the city's multimillion dollar budget deficit. our investigative unit looked into why some believe these cuts could lead to a spike in homelessness. here's our senior investigator, bigad shaban bigad. well, this all stems from san francisco's shortfall over the next two years, totaling roughly $800 million, fewer tourists and more empty office space means less money city hall has to spend now on the chopping block is free gal aid for families struggling with everything from wage theft to unpaid child support. the mayor is proposing to eliminate that program as part of a slew of cuts included in his roughly $16 billion budget. adrienne fears he'll
5:32 pm
soon have to lay off about 30% of his staff. well, i'd say my overall reaction is extreme disappointment. he's san francisco based nonprprofit open door legal receives about a third of its funding from the city's civil legal services program, a $4 million effort to offer free legal representation for a wide range of issues, including family law, discrimination and poor living conditions, and rental units. providing free legal assistance to help people secure money they're owed or keep housing that's rightfully theirs, has been proven to prevent some families from becoming homeless. according to open door, legal's own research, as well as other studies across the country. but san francisco's mayor, in his just released budget, is proposing to eliminate the program. the city's own data shows that for every one person, they help exit homelessness, 3 to 4 people enter it. and that means we'll never get a handle on the problem unless we go
5:33 pm
upstream and prevent people, as many people as possible, from entering. homelessness began a hunger strike today that he plans to continue until the funding is restored, while nine other nonprofits also stand to be cut. open door legal estimates the impact on its work alone would result in 300 more people becoming homeless in san francisco each year. that's in addition to the more than 8000 already unhoused in the city. the budget will mak homelessness worse, not better. the mayor's office says it plans to allocate an extra $90 million in previously unused funds for homeless services. but bertinotti argues providing free legal aid is often a more cost effective way of attacking the crisis. so if you prevent people from becoming homeless, they don't develop that trauma, and then they don't need all of the supportive services that people who are homeless need. so as far as taxpayers are concerned, it becomes less costly to solve, far less costly. i mean, it's not even like apples to oranges.
5:34 pm
it's like one tenth the cost. since taking office, mayor daniel lurie has warned deep budget cuts were coming in light of san francisco's still struggling economy. post-pandemic, tourism is down and the amount of empty office space is still up. i want to be very clear this is a painful budget. but i am hopeful and i am optimistic about our economic future here in san francisco because we are prioritizing clean and safe streets. while the city's police and fire departments are each getting a more than $20 million boost in their budgets, the city's public works department is losing more than $26 million, though the mayor's office says funding for street cleaning will remain intact. all across city government, about 100 workers are expected to lose their jobs. more than 1300 vacant positions will be cut to. that is, if the mayor's budget is approved by the city's board of supervisors. homelessness is so visible,
5:35 pm
right? supervisor joel engardio says he'll fight to reinstate funding for san francisco's civil legal services program. the city has to cut somewhere. why shouldn't it be this? you have to spend a little money sometimes to save a lot of money. cutting this, you'll end up ballooning the deficit more. so this is not an area to cut because it's proven to be very effective. are you willing to slash other city services in order to prevent this program lot of tough choices we have to make, but i think the lens that i will look through is what works, what doesn't work. this definitely works. we see it. it's proven. we contacted all 11 members of san francisco's board of supervisors, and seven told us they support restoring funding for civil legal services. rafael mandelman, the board's president, says he's still researching the issue, and the remaining three supervisors never got back to us. budget hearings at city hall will continue through the end of the
5:36 pm
month as departments make their pitch for funding. the board of supervisors has until august 1st to approve the budget. bigad shaban, nbc bay area news. we investigate the. thank you. disney and universal are suing an ai company over an unlicensed use of characters. this is the first ai copyright lawsuit from any hollywood movie giant. major media companies allege the ai creator midjourney illegally used ai generated characters from movies like star wars and the simpsons. the pair says midjourney is a, quote, bottomless pit of plagiarism. disney and universal say the ai company disregarded all requests to stop using the images. midjourney has not yet responded to requests for comment, and we should note nbc bay area is owned by the same parent company, nbc universal. brian wilson, the leader of the beach boys, has died at 82 years old, and god only knows what i'd be

offseason workout program is in i feel great. christiantakeaway? mccaffrey is healthy. he's right back to being who he's always been, and it's really fun to watch. the 29 year old all-pro running back missed 13 games last season while battling bilateral achilles tendinitis and an injury to his right knee. with the niners season ending earlier than usual last year, it gave run cmc plenty of time to rehab and get his body ready. he's had zero restrictions during otas and minicamp. last year didn't go the way i wanted. didn't think it went the way anyone wanted. but having this time off has has allowed me to start from scratch and have the time where i can build a base again, come into otas, play football and now get back into it mentally, emotionally, physically in all ways. it's been much needed and i'm happy we had it. head coach kyle shanahan says mccaffrey looks good, but at times he has to limit his reps in practice to protect him from himself. cmc

this wednesday. i'm raj mathai. and i'm gia vang. the bay area's biggest city is on the verge of sweeping its biggest homeless encampment. the move is expected to impact hundreds of unhoused people in san jose, but it comes as the state is poised to pass a budget that would cut tens of millions of dollars from the city's homeless budget. nbc bay area's robert honda explains the impact that may have on the city's effort to get people off the streets. when we've covered sweeps at other homeless encampments, we always ask the people, where will you go next? large encampment at columbuss park. now they say they're wondering what to do now that this place is becoming the city's focus. the homeless encampment at columbus park, off taylor street in san jose, is filled with new arrivals. many people came here, often reluctantly, from other smaller encampments that were swept, including one near the san jose milpitas border. milpitas was much better than here. we were

cleaner, more organized. this place is really a rat dump, i'm sorry to say, but it's. i don't like it here. my kids don't like me here. i don't know, the people are different. it seems to be a lot of violence. reporter. this is what columbus park looked like not that long ago, when the city was cleaning up around a new dog park there. today it is a sprawling encampment with another city sweep scheduled this monday just blocks away. there's probably maybe 50 people living there. they're going to come in here. so that means, i would say in about three weeks, two weeks, there's probably going to be two, three, three, 50 people, maybe even 400 here. the city is aiming at columbus park, and the abatement could take from the end of july to the end of october. mayor matt mahan says 600 units of housing will be made available during that time, but says without help from the county state, it probably won't be enough. we abate encampments for public safety
