runoff election. tortillas is the planning commission chair who just barely took second in the primary, where lopez was the frontrunner. he's also endorsed by mayor matt mahan. the next update is expected tomorrow. fix it or pay a steep price. that is the message. as the u.s. department of education accuses california schools of violating federal law and students civil rights today. the accusations centers around state law that allows trans athletes to compete in school sports. nbc marianne favro tells us the accusation also comes with an ultimatum to fix it or lose millions in federal funding. the federal finding comes after a 16 year old trans athlete from southern california competed and won in a statewide high school track and field meet last month. now, the u.s. department of education says california violated title nine by allowing that trans athlete to compete. in a statement, u.s. secretary of education linda mcmahon said the trump administration will

relentlessly enforce title nine protections for women and girls, and our findings today make clear that california has failed to adhere to its obligations under federal law. the ceo of the billy defrank lgbtq plus community center in san jose is deeply concerned about the federal claim. don't let the federal government bully the state over something that makes no sense. it goes against the california way of being, which is, you know, honoring diversity, honoring our transgender folks. governor gavin newsom also releasing a statement saying it wouldn't be a day ending in y without the trump administration threatening to defund california, adding, this won't stick. california is one of 22 states with laws requiring schools to allow transgender students to compete. now, the u.s. department of education says california has

ten days to change that or face penalties, which could include a loss of federal education funding. the order also calls for california's department of education to adopt a biology based definition of males and females, and demands ■the state restore medals and issue apologies to female athletes who competed against trans athletes. the california department of education says it believes that all students should have the opportunity to learn and play at school in san jose. marianne favro, nbc bay area news. marianne. thank you. well, money talks and in this case, it's going to save the day at sonoma state. tonight there's a new lifeline for the university. the school just secured $45 million in state money to help launch new programs and restart some of its academic disciplines. this comes months after the school made extreme cuts to balance their books, including cutting their entire athletic program. we're told 8 million bucks from that new state funding will be

set aside for athletics. the school made the initial cuts to head off a looming $24 million budget deficit. state senate president mike mcguire says the one-time investment is a response to community outrage over those cuts. well, there are new homes in the east bay for people needing safety from domestic violence. today, the grand opening for new tiny homes at betty's village in hayward. it's part of the renovated shelter run by restorative pathways, giving housing and support for up to 54 people, including parents and their kids. the co-president of the group says it was an eight year old labor of love, an eight year labor of love to rebuild the shelter. the mayor of hayward says the organization has also had long ties in the community. we've had this relationship for 50 years. i'm looking forward to many more years of meeting the needs of some of our most vulnerable families in alameda county. this village is named after betty moose, a founding

member of the original shelter back in the 1970s. it's believed to be the first shelter for battered women in the united states. well, in tonight's making it in the bay report, it's not just the bay area housing market that's heating up. we're also seeing a surprise jump in rental prices. we want to bring in our business and tech reporter scott budman to break things down. lots of people considering renting instead. yeah, it's true jessica. rents are up. big cities are getting hit especially hard, including here in the bay area and across the country. rental prices have been moving higher. let's look at the latest numbers. these are from rent tracker zumper. new york city rents are still leading the pack by a mile. this is a very hot topic, by the way, for those running in the primary election last night here at home, san francisco rising more than 12% from this time last year. san jose also higher among the takeaways from all this. lots of people here, especially young people telling us they're choosing to rent, even with higher prices because it's still more accessible than trying to make a down payment on a home. with current interest rates

still pretty high, it's hard to justify that and putting down so much of a down payment, and especially with young people, millennials, including myself, i think lifestyle and liquidity really matters. so i at this point in my life, i and i'm sure a lot of other young professionals as well, would rather invest in other areas like the stock market. this is interesting, jessica. in order to have a good lifestyle, you can't buy a home here if you're a young person. like that's where we are in this whole housing price thing. those prices, by the way, for the median one bedroom. yeah, that's really steep. plus you got to pay property taxes. you got to do the ueep. there's all that other stuff that comes with buying a home and keeping a home. so we've seen home prices kind of stabilize, right. more more houses are going on the market. but what about apartments? is it easy to find an apartment or is it hard to find an apartment? really goes city by city and region by region. some regions are starting to build more apartments since parts of the east bay like dublin, we're starting to see more apartments, more inventory on the market, and prices have actually stayed steady if not dipped for people.

great news for young people living out there, because they can have that quality of life and still manage to save a little money. as you saw, though, for some of the bigger cities like san francisco and san jose, not enough inventory. so even when you're saying, okay, i can't affor the down payment on a house, i'll rent prices still going up for renters. we need to see more inventory in order to bring prices back down. okay, aside from winning the lotto, what's it going to take for young people to be able to afford something in california, especially in san jose or santa clara or here in the bay area? right. i mean, the number one answer seems to be inventory, and we're starting to see more come out. we saw it in the spring. we're seeing it in the summer, but still not enough. so the prices go down a big chunk of a down payment. exactly. and when i talk to real estate real estate agents, they say no matter what the age. and this goes for a lot of young people in tech too. the way they are affording housing right nows cashing in tech stock options. yeah. if you have that option, that's a good one to have. all right. thank you very much. you bet. all right. more trouble for struggling tech giant intel. the company announcing new layoffs

in the south bay. south bay chipmaker plans to cut 100 jobs at four santa clara locations. company says it's the first cut in a wider plan to slash nearly a quarter of its workforce. intel will also close its automotive automotive division. legendary silicon valley company has been dealing with a massive drop in sales and growing reports that it's failed to keep up with the ai revolution. well, ice agents and federal immigration officers have become a more common sight in the south bay, but santa clara county has labeled itself a sanctuary county. that means local law enforcement agencies aren't supposed to assist ice with any immigration arrests. is that rule and policy being followed? nbc's robert honda joins us from the county jail facility in milpitas, santa clara county says it releases about 75 people a day from custody, including here at its elmwood facility. sheriff personnel are supposed to follow the same procedures, with each one including anyone ice is waiting for. but some community groups say that's not the way it's supposed to happen. for the most part, it appears ice and immigration agents are

targeting specific people in santa clara county, which is why so many are being detained after seemingly routine appointments at courthouses, hospitals and social agencies. recently, four people were picked up by ice after being released from jail. some community groups have publicly criticized the sheriff's department for cooperating and not stopping the arrests. sheriff robert johnson emphasized his department does not assist ice, but says if agents find out from public records when someone is being released and show up peacefully and respectfully, they will be treated like any other agency. we heard from the county executive who agreed with the sheriff's stance. we're going to respond to a question that we would give any other member of the public meaning if, robert, you came in and you asked and you knew that somebody was being released and you asked, well, what time are they expected to be? if we could get that information, we will get it to you. just like for anybody. but many community groups, including silicon valley, debug says the

groups and the county agreed on a policy barring county officers from responding to any inquiries regarding incarceration status. they're not supposed to be even interacting or talking to us to begin with. so, you know, it's concerning to our community because if they are sharing information which they claim they they don't, but how else is ice going to find this information? they say it's online, but per our experiences, some of this information cannot be found online. the sheriff reiterated ice agents are provided any information the public also has access to, and points out law enforcement agencies may not cooperate, but they also cannot stop any arres or operation if they feel that somebody is impeding or interfering with their lawful job, they could come back and prosecute us. the sheriff's department, county council and various community groups had meetings recently to work out the county policy and now plan to have more discussions at the

fbi and oakland pd, releasing a new clue that they hope will help find her. the agency is now believe 21 year-old kevin mcgee is a victim of human trafficking. mcgee was last seen on january 17th on thermal street in oakland. she told people she was heading to hayward. on january 20th, mcgee was spotted in a commercial corridor in stockton. she hasn't been heard or seen since. today, police revealed that they believe she's the victim of human trafficking, but didn't offer any details on how they came to that conclusion. mcgee's mom is pleading with the public for help. kevin was a genuine person who would never leave her family. kevin loved shopping. she loved, of course, making tiktok videos. she loved cooking. she loved spending time with her friends. and this is not becoming of her. human trafficking is a brutal crime and preys on the most vulnerable

and isolates victims from their from those who care about them the most. investigators believe someone in the stockton area witnessed something that could help lead detectives to mcgee. the fbi is offering a $10,000 reward for any information that leads to finding her. san francisco unified has approved a budget that makes deep cuts, but it does dodge bankruptcy for the next school year. the district says the $1.2 billion budget prioritizes teacher staffing, improving student learning and meeting benchmarks to leave state oversight. it slashes $114 million, mainly through nonessential programs. but there will be some layoffs in administrative roles and non-classroom staff members. the district is now working to exit state oversight, and it's trying to get its finances back on track. well, a victim of its own success. a wildly popular traffic calming program is pushing the pause button in san francisco. the way it worked is that neighbors would email the city to point out traffic hotspots and recommend safety

improvements. but as nbc bay area's thomensen tells us, the current budget realities have the sfmta putting the brakes on this program. since its inception in 2013, the traffic calming program has grown astronomically like these projects in the duboce street triangle. a crosswalk improvement that went in here, and speed bumps. as you can see, this car is about to go over here on scott street, but there are a lot more across the city. 1200 of them. in just the past seven years. the program had a clear goal make the streets of san francisco safer for pedestrians, bicyclists, and others. we had 5000 cars a day going down the street, and they were going very fast. but i do think they've been really effective. although that car doesn't seem to notice it in the news, it's constant. people are getting run over and hit right.

so for pedestrians it makes it causes a problem. but sfmta says it now needs to pause the traffic calming program. in a written statement, the agency said, quote, the strategic shift comes amid rising construction costs, record demand and a challenging fiscal landscape. the agency is facing a $300 million plus budget deficit next year, and it already has a backlog of hundreds of traffic calming projects. i don't know how you measure the value of a life, but i think there's probably been a lot fewer accidents on streets that had traffic coming. it's still dangerous and in some places to cross the street. sfmta says it remains focused on the city's vision zero goal of eliminating traffic and pedestrian fatalities, saying the decision to pause the program is a product of today's fiscal realities. sfmta will take new applications until july 1st. then it's going to focus on the backlog of more than 300 current

north and this warmer area of high pressure to the south. and while this high pressure will warm us up tomorrow, it's not going to get extremely hot. because again, this cool air to the north is just kind of checking the whole pattern here and keeping us a little bit above average for some of you. but again, i don't think it's going to be too uncomfortable. we'll start off with the best chance of fog near the bay and also for the coastline. and then we're going to see a lot of this clear back through the afternoon with just a little bit of fog left here at our beaches. so morning temperatures for tomorrow. keep that jacket handy. we're back down here in the 50s across the bay area. 56 in the south bay, over to san francisco. 54. and right here for the east bay. you got 56 daytime highs for tomorrow. we're going to go up about 4 to 6 degrees hotter. so down here in the south bay it's going to put us at 80 in san jose 79 cupertino right here in morgan hill 86. out here to the east bay antioch 89, pleasanton 83 danville 84 and hayward 72. right through the coastal areas. we'll stay with the 60s

tomorrow. redwood city 77 up to san francisco, 58 in the marina and 67 here in the mission. and for the north bay got you to 86 in sonoma valley. 89 in ukiah. i talked about a 14 day forecast, and this trend is really coming in awesome for us for the start of july. looks like over the next 14 days, we could see three upper level low pressure systems that would be good enough to keep some of the hottest desert air away. now, the other thing we're tracking within the next 14 day period, maybe around july the 5th, sixth or seventh is some tropical air well off to the south. there's no indication we would see any heavy rainfall from this, but we may need to look out for some thunderstorms in california once we hit july 5th, sixth, and seventh. again. we'll keep a close watch on that. certainly could make it a little bit interesting for us right here in that ten day forecast. check out next week 70s and 80s here in san jose. so those cooler systems will keeeep

san francisco and the historic kezar stadium today. mayor lurie officially signed legislation to make kezar the home of the golden city fc. this is the new team that will compete in the mls next pro league in the coming years. it's a developmental league for the mls. the deal also brings in 10 million bucks to upgrade the 100 year old stadium. kezar is so ingrained in our city's history and the lives of everyday residents that golden city fc's investment is truly an investment in the people of san francisco. yeah, kezar was the home of the 49ers even before candlestick. now, some of those upgrades include a new natural grass field, new bleachers, and

a better sound system and scoreboard. they also plan to upgrade the concessions. all right. the postal service is sounding the alarm about dog attacks on mail carriers. agency held a safety demonstration in san rafael today, where workers got a special training on how to defend themselves from dogs using their mail satchels. this is part of a campaign by the usps aimed at keeping postal workers safe. they're also warning mail carriers about aggressive dogs, and they're urging all pet owners to keep your animals inside. we always encourage the public to keep their dogs in the house, and if they have to come to the door and they know it's a letter carrier, if they know it's a delivery person, to always make sure you encourage people to keep the door closed, keep the door locked. if you have a screen. postal service says there are nationwide 6000 mail carriers. mail carriers were bitten more than 6000 times, a 700 of those bites happened right here in california. up next, what do you got? mcdonald's, chipotle, chick fil a. which one is your go to the
