giants hosting a play-off game for the first time in 7 years. let's go to sharon chin at at&t park very early this morning, probably the first. sharon, good morning. >> reporter: good morning. you're right. we are the first ones here. game 1 tonight against the braves in the best-of-five series in the division series here at at&t park. we caught up with the giants in practice this week in the quest to win their first world series since moving from new york to san francisco after 1957. tonight, tim lincecum will be pitching for the national league west champs. the two time reigning cy young award winner also a play-off rookie at 26 years old. lincecum will be the fourth youngest pitcher in giants history to start in game one of the post-season. meanwhile, giants manager has confirmed that barry zito will be left off the starting rotation for the division series and a source told the "san francisco chronicle" he will be off the roster because he lost to the padres saturday when the giants had the chance

to clinch the a.l. west a day earlier. >> we are going with what we think our best team s we're not caught with salaries. we're out there, it's how guys are doing now. >> reporter: all right. game one tonight a little after 6:30, derek lowe and tim lincecum. i took a look at the san francisco giants website. it says that there are still some single tickets or no tickets available for tonight's game. >> all right. going to be very exciting there and very packed in just a few hours. >> reporter: you bet. it will be a lot fun. >> thanks, sharon chin in san francisco. well, another big event starting this afternoon, fleet week. windows may rattle, car alarms may be set off later today, because the blue angels precision flying team begins the first of four days of flights over san francisco bay. this is going to be the biggest

fleet we in 20 years. aerobatic teams will practice their high-flying stunts between noon and 5:00 today and noon and 4:00 tomorrow. the official airshows are this weekend. during fleet week, people will also be able to visit navy ships docked along the waterfront. today transportation officials in the south bay will hear recommendations on how to get their cash-strapped agency out of the red. the valley transportation authority will get suggestions on cutting $40 million a year from 2012 to 2019. suggestions include cutting employee benefits and freezing spending. the authority will also hear a proposal to generate more revenue in its bus and light rail service. the dethat plan trying to increase ridership by 88% over the next decade, the key to that plan. a vote today on a plan to raise fares and cut services on caltrain as caltrain administrators are under fire for their double-digit pay raises. mark sayre is in san jose with all of the details and also some reaction. good morning to you, mark.

>> reporter: good morning, juliette. this morning, caltrain is responding to those reports on the soaring pay for its administrators. a report in the bay area news group papers and analysis by them shows that caltrain pay for administrative expenses rose 14% over the past three years and 58 caltrain managers earn more than $100,000 a year. but caltrain says its budget problems are to some extent responsible for the overall raise in pay because employees are working more time on budget issues with things like community meetings and even media interviews. >> what's happened is that individual employees are billing more time to caltrain. in other words, i work for the san mateo county transit district and the time that i spend doing this interview, i'm going to bill to caltrain. >> reporter: today the caltrain board of directors will meet in san mateo to consider a fare

hike and also service cuts. if approved, fares overall will go up 7%. for example, that would hike by 75 cents a one-way trip from san jose to san francisco up to $8.50. and four daily trains will be dropped from the schedule. that meeting is scheduled for 10:00 a.m. this morning. if approved, the cuts and the fare hike would all go into effect on january 1. reporting live from downtown san jose, i'm mark sayre, cbs 5. >> thank you. california's record budget impasse could finally end today. the full legislature scheduled to vote on a plan in just hours. there are no new taxes or fees. it does restore nearly $200 million in funding to the csu system. on the downside, though it would delay nearly $2 billion in payments to k through 12 schools and community colleges until the next fiscal year. california has been without a budget for 99 days. the longest ever. >> yeah. all right. we're just weeks away from the

election and today mayoral candidates in oakland will square off at 6:00 p.m. at city hall. at least 7 candidates will be there. people can also ask questions during the forum. let's get another check of traffic and weather before you head out the door. elizabeth, how's the commute looking? >> not too bad. let's start off with a mass transit check. so far everything is on time. bart, ace, muni and caltrain. but we do have the big giants game later on tonight. giants play the braves in the national league division series. first pitch at 6:37 so use bart. they are going to be running longer trains. get off at montgomery or embarcadero stops and take muni or walk to the game instead. let's go outside show you a live look some of our cameras, here's one. san mateo bridge just past the toll plaza. this is the flat section of the bridge looking good towards foster city and the peninsula and those westbound lanes of 92. eastbound traffic looking just as good heading toward hayward. the nimitz freeway live look at 880 through oakland. you can't see it because it is so dark outside but this is

from the latest rampage monday night. so far, no suspects or arrests. new details about the 80- foot blue whale that washed ashore on the san mateo coast. investigators say it was probably killed in a collision with a ship. the 75-ton female and her fetus were first spotted saturday at bean hollow state beach. scientists took samples from the whale yesterday and are trying to decide what to do with the carcass. the city of san francisco's cleaning up the pollution emitted by cruise ships by plugging them. normally when the ships are docked in the city their diesel engines have to keep running to keep the power on, but now princess cruise ships will shut off their engines and plug in while they're in port. >> if the ship used its diesel power it would be spending about $18,000. we wanted to make it beneficial to the ship to actually use clean power and not diesel power so we are going to be

moves back into the bay. that's a look at your weather. back up to you. here's a look at some of the top stories this morning. caltrain directors will vote today on a plan to raise fares and cut services. the commuter line is facing a $2 million budget deficit. the proposal would raise fares by 25 cents for each of caltrain's six zones. and the state is moving closer to a new budget. the full legislature will vote today. there are no new taxes or fees. it does restore money to the csu system but also delays funding for k through 12 schools and also community colleges. here we go. put on your baseball cap. the giants hosting the braves in game one of their play-off series. that's today. tim lincecum is take the mound against derek lowe. first pitch is set for 6:37:00 p.m. the last time the giants made the play-offs was in 2003. the market is opening in just about an hour.

stock futures aren't showing much change this morning. the dow jones and standard & poor's futures each rising about one tenth of a percent. nasdaq futures fell less than a tenth of a percent. earnings season in swing. texaco and alcoa among the companies expected to report 3rd quarter results today and also today we are going to wait for the labor department to report that first-time claims for unemployment benefits crept higher last week. now hiring for the holidays, many stores putting out the help wanted signs. pier 1 imports is going to hire about 10,000 people nationwide. j.c. penney will start interviewing applicants for seasonal jobs starting next week. their concord store alone will be hiring 85 people. toys 'r us, macy's and kohl's are all increasing their holiday staffing this year. in some cases, those temporary jobs can turn into permanent positions. the former city manager of

bell needs a job now that he is out on bail. robert rizzo walked out of jail yesterday on $2 million bail bond accused of misappropriating millions of dollars in public funds. he has to wear a gps tracking device and turn over his passport. rizzo is one of several former bell city employees accused of paying themselves inflated salaries over several years. >> quite a fall from grace for him. >> absolutely. 5:20. mirror mirror on the wall who is the most powerful woman of them all? forbes has the answer. and police say he is back at it. he is living large by pretending to be a big shot. he is the bay area's scam artist and he is using motown to reach his victims. ,,,,,,,, mm, my water just broke!

owners in san francisco are being conned by a celebrity imposter. police want help in catching that man, 57-year-old alan young accused of scamming people out of thousands of dollars worth of cash, drinks, hotel rooms, and limo rides. people say young often pretends to be famous, a famous motown musician or maybe the relative of one. most recently he claimed to be hall of fame songwriter lamont dozier. >> he is memorable. he is so accomplished at what he does. and he is willing to continue doing this against all odds. >> police say young almost conned a san francisco gallery out of $75,000 worth of artwork. but then, the gallery owner looked up lamont dozier online and found out he and young don't look alike. call 911 if you see alan young. after gary coleman's death

is owe -- actor gary coleman's death is officially ruled an accident. he died in may after falling at his home in utah. now the state medical examiner has confirmed coleman died of natural causes after the accidental fall. the 42-year-old actor suffered a brain hemorrhage and died two days later when he was taken off life support. the first lady of the united states is number one when it comes to the world's 100 most powerful women. forbes magazine says michelle obama is a true change maker who has given a new generation of girls and women around the world a role model. kraft foods ceo irene rosenfeld is number 2. media mogul oprah winfrey is number 3. followed by german chancellor angela merckle and u.s. secretary of state hillary clinton. technology, it has become such a big part of the lives of college students. they say get this, they would actually be stressed out if they didn't have it? that's according to a new poll out this morning. >> more than half of college

good morning. welcome back, everybody. and this is a look at a place that's pretty quiet and dark right now. but oh, in about, what, 11 or 12, they will start lining up for the big play-off game with the giants and the braves starting this evening. we'll hear more in a live report from sharon chin. but first let's get to the rest of the news. i'm sydnie kohara. >> good morning to you, i'm juliette goodrich. after a record-breaking 99 days, our state could have a new budget as soon as today. the full legislature is scheduled to vote on a plan in just a few hours. there are no new taxes or fees. it does restore nearly $200 million in funding to the csu system but on the downside it would delay nearly $2 billion in payments to k through 12 schools and community colleges until the next fiscal year. and the san francisco police department is facing

budget problems of its own. last night the police chief said the department could lose 25% of its workforce in the next five years. it is facing a $400 million shortfall next year. on the upside, we're told crime is down 9% in the city compared to last year. the excitement is building. the san francisco giants about to host the play-off game for the first time since 2003. let's go to sharon chin. she joins us now from a very dark and quiet at&t park where the first pitch will be thrown out in about 13 hours or so. >> reporter: i know. too long from now. sydnie, check it out. all decked out at&t park with all the bunting here ready for the opening of the best-of-five series against the atlanta braves. the first two games in the division play-off will be held here at at&t park. game one tonight just after 6:30 pitting tim lincecum against derek lowe of the braves. at age 26, lincecum will be the fourth youngest pitcher in

shows that caltrain administrative salaries went up 14% over the past three years and 58 caltrans managers earned more than $100,000 a year but a caltrain spokesman says its budget problems to some extent are actually responsible for the soaring pay hikes because employees are spending more time working on budget matters, things like public community meetings. but a spokesman was asked, what about the public perception? >> it just doesn't seem right that more money is being paid out of the caltrain budget but the passengers aren't getting any more services. in fact, they are getting less service. >> that's true. and that's one of the things that points to caltrain's fundamental problems which is we don't have a dedicated source of funding. >> reporter: today the board of directors will meet in san carlos to consider a fare hike and service cuts. if approved, fares would go up 7%. a one-way fare, for example from san jose to san francisco going up 75 cents to $8.50.

lanes. it looked like they were pick up some kind of debris out there but anyway, they're gone now. so everything is moving fine. no metering lights heading into san francisco. checking the ride westbound 580, we have a camera close to tassajara and the dublin interchange. i think we have this. if i can get this button to push... there we go. all right. westbound 580 traffic so far, so good moving fine all the way out of the altamont pass. still holding steady about a 14- minute drive time from the altamont pass to the dublin interchange. we do have a stall on highway 4 now in pittsburg approaching railroad avenue and you can see some slower speeds hovering just about 40 miles per hour through antioch but then speeds pick back up once you past railroad avenue. that's a check of your traffic. here's tracy with your forecast. hey, thanks, elizabeth. take a look at some of our high temperatures for this afternoon. mid-70s expected out at antioch and in pleasanton. lower 70s in hayward, 47 in santa clara, 74 in san jose.73

palo alto, 65 san francisco, 69 oakland, 69 benicia, the lower 70s in sonoma, santa rosa and in kentfield. it is fleet week and if you are thinking about checking it out, look at this forecast this weekend. take a look at that photo. i get sick just looking at it. boy, it just seems so high up! san francisco waterfront mostly civilian any conditions and check out those temperatures, lower 70s. lower 70s. perfect. that's a look at your weather. back up to you. people in southern california, what is that?? they are a bit confused down there after this rare early october rainstorm. los angeles international airport getting more than .6" yesterday. that's nearly four times the previous record for the date. the storm knocked out power and caused freeway accidents including this one in mission hill. oh. what a mess. forecasters say the southland will clear up and it will warm up starting today. well, that storm just a mere inconvenience compared

with the series of tornadoes that hit northern arizona. take a look. this is amateur video of a twist their caused damage in the town of belmont yesterday. wind speeds estimated at 110 miles an hour. tornadoes are rare in the grand canyon state and they caught everyone off guard. >> had no clue. we just thought it was a bad hailstorm. coming outside we saw that all the destruction. >> that man's home is among those damaged. his garage door is gone. his windows are smashed. his roof is full of holes. at least 7 people were injured in the belmont area. another tornado in nearby camper world derailed nearly 30 cars of a freight train. it's now been one month since the pipeline explosion in san bruno and so far, crews have cleaned up 24 of 35 properties. excavators are still leaving behind fresh dirt lots. federal disaster relief funds from fema have been denied. that leaves the city liable for

about $25 million in costs. this morning, there is clean-up once again at golden gate park. vandals turned the golf course into an off road driving course. they damaged three holes monday night. it's the same area they struck last week causing $75,000 in damage. well, now the parks department says it's fed up with the vandalism. >> i believe our urban park system is spectacular. but you know how much more spectacular it could be if we didn't spend the resources that we are now spending to clean up after people's disgusting behavior? >> there is no damage estimate from monday night's rampage and so far, no suspect or arrests. 5:39. a warning this morning for anyone using atms in berkeley. police say there is a crime trend where scammers will stake out the atms and then gain access to debit and credit cards. in fact, two men are in jail now accused of stealing of

well, the stress the mother feels may make her child's asthma worse. researchers say that overinterference and excessive protectiveness are linked to worsening asthma in children ages 7 and older. the researchers say a mother's stress can be passed along to her child affecting the youngster psychologically and physiologically. another study finds that blind people still use the visual parts of their brains. researchers say people who are blind from birth use the area of the brain that processes vision to refine their sensation of touch and sound. the researchers believe the ability to analyze space, patterns and motion exists in that part of the brain even in people who can't see. some changes on the yahoo website today. yahoo is offering new tools designed to help people find information more quickly
