an 8-year-old girl sexually assaulted in a walmart store in the east bay. the man accused of the act behind bars, thanks to some quick-thinking customers. anne makovec in san leandro to explain, the second time in two weeks that strangers have stepped in to stop an alleged attacker. ann? >> reporter: we were just talking about a sexual assault that happened in union city a couple of weeks ago, where a 2- year-old girl was assaulted. right in the middle of the store. and it happened on friday night here at the walmart. the victim was an 8-year-old girl. and i'm on davis road in san leandro. here is what happened. >> this whole incident took a matter of seconds. not minutes. not hours. it was seconds. the best thing that i can say is when you're taking your children to the store, keep them close to you. >> reporter: it was 7:00 on friday evening, an 8-year-old girl was shopping in walmart's toy section with her mom when she walked away to find her

brother and seconds later police say she was assaulted by this man, carlyle veozone. >> the suspect approached our victim, came up from behind her and kind of grabbed her and put his hans down her pants. >> he says he put the girl down and ran back to her mother crying and told her what happened. >> the mother told security. >> our suspect took off a hat and jacket that he was wearing, and to kind of disguise himself. >> reporter: but the little girl recognized him in the garden aisle and the mother yelled out that that man had touched her daughter. 18-year-old malcolm mason snapped into action. i spoke with him on the phone. >> then i was like man, i ain't about to let this dude get out of this store. i couldn't let him go. that's it. >> mason chased him down. >> he tried to get up. but i yelled to him to get back down. after i yelled him back down, another guy came over and he was like you are touching little girls, you ain't going

nowhere. >> reporter: and he didn't, until police arrived to make their arrest and today, they're thankful for the good samaritans' help. >> what he did was outstanding. and as a parent, i would hope that most folks would react in that way. >> reporter: now, this man was not a registered sex offender. but the investigation continues. police are looking into whether or not this may have happened before. and he is scheduled to be arraigned tomorrow afternoon. now, coming up at 5:00, we will hear from the other good samaritan. so stay tuned for that. police definitely applauding both of these men's work. allen? >> anne makovec in san leandro, thanks. in other news, a 14-year- old is in custody accused of repeatedly stabbing a 13-year- old girl and her 18-month-old brother. vacaville police say the suspect broke into the home early yesterday morning while the victims were sleeping, and the suspect is accused of sexually assaulting the girl and then stabbing both siblings.

the girl somehow escaped and ran to a neighbor's house for help. >> the suspect is known to the victim. the victim's family. he is apparently an associate to the 13-year-old victim's older brother. he is 14 years of age. and again, he has been taken into custody. >> now, the brother and sister are expected to survive. they were home alone in the middle of the night at the time of the attack and police are going to look into that as well. detectives were virginia learning more now about a 12- year-old girl's time in san francisco as an alleged kidnapped victim. investigators met with brittany smith and 32-year-old jeffrey scott easley for the first time yesterday. they were last seen on a surveillance camera in virginia. then, a week later, last friday, a shopper at a safeway near ocean beach recognized the two from television, and called police. the two had been living in a makeshift encampment. the abducted shasta girl found over the weekend in san francisco has reportedly been

reunited with her family. after a month missing, 15-year- old jean marie burlinghoff was spotted by her cousin just by chance in the mission district. the girl was with her uncle charles, who is under arrest. it could become a very expensive case of two can play that game, between san francisco and cities on the peninsula. mark sayer on san francisco's idea of charging drivers electronically to get in and out and the latest round of one upmanship. >> reporter: thousands of cars cross the border between san francisco and san mateo county every day. under san francisco's proposed plan, drivers would pay $3 in each direction, up to a maximum of $6 per day, but san mateo county leaders are crying foul. and at least one daly city councilman says he will work to charge san francisco residents who come south. >> i would propose a $12 tax, $6 coming in for san francisco residents, and $6 coming back.

and i know it is a tit for tat and petty and silly but we need to take some sort of action. >> the association of government has sent this letter to san francisco supervisors, asking them to drop the plan. councilman kinepa says he hopes the counter-tax proposal will help get san francisco's attention. >> let's be clear. it is a retaliatory action that we are going to take. what i want them to do is not to do any toll or tax whatsoever. >> reporter: drivers who make the trip on a daily basis across san francisco's southern border have the most to lose. and they're none too happy about it. >> i don't think that is right. at all. especially with the parking problems that they have, and now charging extra to be in and out of the city, i think that is crazy. >> i don't think it is right. everybody has to go to where they have to go to make a living. it is not right to charge them extra for getting there. >> reporter: san francisco supervisors will take up the congestion pricing plan tomorrow. but any new tax on either side

of the county line would also require approval of the state legislature. in daly city, mark sayer, cbs 5. other bay area headlines, uc berkeley students are furious over hefty tickets for biking violations. coasting through the campus dismount zone or locking a bike to a railing instead of a rack costs $220. that is the same as a speeding ticket. adding to student anger is tuition hikes. they set up a facebook page called "bike busters." and today, a budget committee will try to salvage san francisco's bid to host the 2013 america's cup yachting race. the city has a deadline of this friday to come up with an acceptable proposal. race organizers are upset about changes that san francisco made to its original proposal concerning location, financing, and development rights. mayor newsom says he remains optimistic. also from san francisco, there is a move to close golden gate park at night. the goal? to cut down on growing violence

already, the metrodome's roof has collapsed, major highways are closed and more than 1600 flights have been canceled. and then today, rescue crews trying to reach drivers who have been stuck in their cars for more than 12 hours because of the brutal midwest snowstorm. manuel gallegus shows us winter's chaos. >> reporter: it feels like minus 24 degrees for people digging out in minneapolis. the arctic blast comes on the heels of a monster storm that dumped almost two feet of snow in parts of minnesota and wisconsin. all of this snow driven by 50 mile-an-hour winds, made driving treacherous. forcing hundreds of vehicles off the road. in northwest indiana, police are searching for motorists trapped in their cars.

at least six weather-related deaths have been reported. airports across the midwest are trying to get back on track after a weekend of misery. minneapolis closed its airport for the first time in 19 years. and at chicago's o'hare, more than 1,000 flights were canceled. >> i might not get out of here until tuesday. >> reporter: in the pacific northwest, mud slides from record rainfall sent this house sliding down a hill. three people had to be rescued including a 94-year-old woman. >> she was hysterical. they weren't sure what was going on. >> reporter: more rain is in the forecast for seattle today. and more snow is expected in michigan, indiana, and points east. but football fans won't care. they will be watching tonight's game between the new york giants and the minnesota vikings indoors in detroit. the giants headed to michigan after their flight was diverted to kansas city. sunday's game was postponed and moved to detroit after the metrodome roof in minneapolis caved in from the weight of snow. it was the fifth biggest snowfall in the twin cities

incandescent won't pass. >> we have an oldie but a goody here. >> reporter: here is what to expect. at the beginning of 2012, 100- watt incandescents will phase out and the next year 75-watts and 2014 say goodbye to the 40- watt bulb. john is not crazy about having to switch bulbs but he really hates that the government is telling him how to light up his life. >> i have looked at the constitution and i can't see that they have any authority to tell us what kind of light bulbs to use. >> like many, he is not happy with the current alternative, cfl's and because if you break them, you have mercury to clean up. lucky for john, the future looks bright thanks to sylvania's research facility in massachusetts and here the future is l.e.d., recently introduced for home use. >> it is 80% more efficient and last 25 times longer. >> and no merckry. they're instant on. dimmable. and they're expensive. about $20. and though prices are dropping.
