a look it is shaping up to be a stellar year in the sierra for snow ennewsieses. we will take a look at the highway conditions. >> shopping centers will be busy once again as crowds return on this one day after christmas how the retailers are offering some hope for the long suffering economy. a young girl whose military father is overseas for the holiday, was determined to make this christmas one to remember. 7:30 a.m. sunday december 26th, it is actually our last weekend early edition of 2010. i am ann makovec >> i am phil matier we have a lot of news to cover in the next half hour. we will be talking of course of president obama.

we will have a look at the weather this weekend too. >> yeah, a lot of rain yesterday. a christmas wash out all over the bay area. i was out in the thick of it. we will have some pictures. >> and talking about san jose's water problems. >> definitely but first our top story this morning despite the steady rainfall throughout the bay area, the holiday spirit did stay afloat it left some people in marin county quite concerned an urban small stream and flood watch was in effect for most of yesterday afternoon. after a couple huge sewage spills over the past week, a dozen contractors were keeping a close eye on pipeline repairs, making sure no toxic leaks were flowing from that system. a temporary pipeline is in place for the rest of the weekend at the ross valley system we will check with our weather forecast for the rest of the week in a few minutes. >> for people with another week off before the new year vacation plans might include a trip to the snow but you might find it hard to get to the

but this is quickly as this snow man was gone so too was this christmas daylight the mass exodus of those enjoying their holiday lining up in the face of a hard drive down the hill. >> i got to go snow boarding today and stuff but on the road it kind of not really ideal. >> reporter: but worth it hope as the chains go on that memories of a sierra christmas remain. >> nice white christmas. >> reporter: chain controls are expected to be in place here on interstate 80 throughout night even if they are not you are expected to have them in your car ready to be put on in a moments notice. in truckee, derek shore, cbs 5 news. >> those chain requirements are in effect on the main sierra highways, interstate 80, chains between baxter and 12 miles

exact blood alcohol level of oakland city councilman who was pulled over thursday night on interstate 580 oakland accused of speeding and drivinger ratically. cph says only preliminary blood results show his blood alcohol was at least a .08. which under the law is considered intoxicated. being in the hospital of course is not a lot of fun especially on christmas day. >> there are kids in one bay area hospital who were left in good spirits after a visit from one of santa's helpers, melissa shows us how a 5-year-old girl is spreading the holiday cheer in honor of her dad. >> reporter: it may not look like santa's sleigh but inside this black suv are lots of toys and goodies for little girls and boys. not santa making this delivery, but little 5-year-old kay lee

than to receive. >> she really has a great heart. >> reporter: in dixon, cbs 5. well, christmas may be over now but the holidays are still in full swing. today is boxing day. something you may have only experienced by looking at a calendar it is a holiday observing served in canada, britain and other parts of the world there are various purposes of it, including it is just a day of giving to those less fortunate. rahm emanuel is getting some help cnn reporting former president bill clinton will endorse and campaign for him in january he served in the clinton white house five years before becoming a member of congress. now he is pushing ahead with mayoral campaign after a favourable ruling from chicago board of elections they said thursday he is ' chicago resident despite spending a lot of time in washington.

>> bill clinton doing him a favour you can get if elected he will do clintons a few. speaking of favours, president obama only time will tell how the new congress is going to effect his agenda next year. the president has long been the target of criticism but that has shifted now that he is playing ball it seems with the other team. >> that has gotten him criticism i sat down with willie brown and asked him okay the president's realist dealings with republicans, up or down good or bad? >> well, he had an incredible incredible week when you go from doing something about an arms treaty with the russians follow that up with don't ask don't tell and then cap it completely, with silence coming from the republican side on the taxeme jury the only thing you lose -- measure is the only thing you lose is the dream, business of transitioning from illegal immigrant to acceptable human being it is a great week.

i think in facto he will be on the side of the american people you will see the tea party within the republican party creating problems for republicans. >> they will push him in one direction you thing it will alienate him for most of the americans. >> no question they will be demonstrated all of what sarah palin is about that is only one third america. >> on that front, the -- what america is all about is where they live these days california for the first time in anybody's memory did not grow in population what does that mean for our congressional delegation? >> one we stay where we are on the congressional side and decade after decade we have been expanding our influence with pure numbers. texas picked up two new seats, florida picked up two new seats. ohio lost two, new york lost two. it is not a good day for us in addition, federal dollars distributed on the basis of

pure unadulterated population figures. that means our numbers may have stabilize, we may not look for growth, we may not be able to project growth in federal money. >> final question given that, how important are we going to be in the presidential race in two years hey, that is california out there on its own or recording us? >> no, i suspect that barack obama will start claiming california, as his new home. >> reporter: how many homes does he have? now hawaii. >> well, i don't think he will go to one of those red states any more i think he will think of the blue states and california is the bluest of all blues. >> true. >> well, as he pointed out california is bluest of blues but under this new census when we count how in people are in states, we are losing power to florida and texas. so watch out, because we watch

for democrats and other people in california, to try to take those census figures to court and get them reworked some how because it wasn't fair. >> if they are not successful how will this loss of power effect us? >> s will of money. you get less money out of the feds they will try to even it up. >> less money at a time when we need money. all right speaking of the east coast, a lot of snow coming down right now and that is a travel nightmare for people trying to make it home from grandma's house. >> when weekend edition continues another powerful winter storm pelts most of the u.s. >> also ahead trouble for people trying to fly back home for christmas as we mentioned airlines canceling flights, hundreds of them because of the weather. pgh >> what about the weather here in the bay area? lawrence with the forecast that you will have to take all the way into 2011

well, if you know someone flying to or from the east coast today you better check that flight. a giant snow storm moving up the atlantic coast forces hundreds of cancellations more than a foot is expected today in new york and new england. airlines are grounding a lot of flights at major airports including boston's logan and jfk there is a blizzard warning for new york city through tomorrow, visibility could be zero and ably sars warning in effect for rhode island and eastern massachusetts that same storm lead to significant snowfall in nashville and all over the southeast and mid- atlantic, maryland, virginia, north carolina have declared states of emergency baltimore and washington dc are expected to get 6 inches of snow with

higher totals in some suburbs. washington transportation officials pretreated the roads and have salt trucks and snowplows ready to go. >> jim bernard has the day off but there is plenty to talk about in terms of weather. right now, partly cloudy current temperatures, 48 across the bay in oakland. and now lawrence with a closer look at it all. >> hey, pretty good soaker on sunday around the bay area, that storm system moving through. we have gusts over 50 miles per hour on bay area, and heavy rain some places over 2 inchesover rainfall. now we are looking at more scattered showers around the bay area, we are expecting today and around much of northern california. temperatures running into the 50s. 56 degrees fresno, 58 degrees monterey bay and 53 degrees ukiah. you want to sneak up to high country be prepared you will see snow and might want to take

the chains. come monday they will catch a break from some of that snow but as we head toward tuesday a chance of more snow on the way and more after that as well. we have a series of storms lining up off the coastline one moving through yesterday, more showers on the way throughout the day today, as this starts to move its way on through. keep things unsettled for the better part of today as we head in toward the evening hours a couple scattered showers likely to continue. with that in mind, let's roll the clock forward as we turn to morning hours, more widely scattered showers. head toward noontime hour a batch of rainfall, our computer models, parts of north bay and spreading into central bay as well more scattered showers will continue on and off as we head in toward the afternoon, keep things unsettled and on the cool side around the bay area w. that in mind if you are headed out the door you may want to bring your umbrella with you.

keep temperatures down. cool 50s out toward the coastline blustery and breezy out toward the beaches. warmest temperatures inside the bay in oakland, 57 degrees or so, alameda, north bay temperatures running up into the 50s. a cool, brisk day outside and speaking of which, we will take a hit toward the middle of the week. may get a break monday, tuesday more showers, rain overnight wednesday cold storm dives in, low snow levels down to a couple thousand feet late wednesday into thursday more rain expected in the next weekend that is a look at weather back to you. sounds good. thanks lawrence. san francisco in a peculiar situation. mainly because it holds local elections in odd numbered years and now it has a mayor who accepted a bigger job, he was threatening to stay longer at the job he was leaving. >> he is concern d about who is going to take over after he leaves the current board of

supervisors picks the interim mayor to succeed gavin newsom. it will be the new board in january, on january 8th. >> why? >> the mayor will stick around i think there is a belief that new board will elect someone, who the mayor and those who support the mayor will be a little more comfortable with. >> so you don't see much of a chance of the current board which is rather on the left leaning side putting together the votes and getting a filibuster. >> they could stay in but that vote means nothing as long as the mayor stays in office and then when their time ends january 8th, at noon and the new board is sworn in the mayor could resign. >> this is a little complicated sounds like the mayor himself is holding a lot of cards on this. >> he said publicly he wants a

nonpolitical care taker type administrator to take over for the final term. who do you see fitting that bill? >> two big names, mike hen see our sheriff and ed herton, -- herrington. former mayor brown has been thrown out as someone who could do the job and not come back in november but if two leaders are hen see and herring on the. >> as far as you go what are you looking for as interim mayor. >> i like the idea of someone not worried about re-election politics because next year's budget will be more difficult than the last three put together and if i got someone in room 200 worried, if i make this cut, then maybe local 798 firefighters are not going to endorse me. might make it more difficult to

make the cut in fire department or if you are worried about cuts in the health department, worried about service employees all kinds of political calculations go into budget cuts and if you have a mayor not as worried about that and can do the right thing, i think we would be in a good place. >> you certainly help the supervisors out. >> taking the hatchet to all of these, you get to sit back for a year >> it certainly helps but we need someone who has it in their head who recognizes when their year is done they will be hated andville fied but 10 years from now they will be recognized as one of the best mayors the city has had. >> he just mentioned willie brown i know he is a big bud of your what is are the chances? >> slim and none. couldn't take the pay cut. >> what about phil matier? >> no way, he would be right behind. >> interesting. we will be right back after this break ,, it's really delicious, mom.

independent voters where republicans have missed it, they don't understand fundamentally this group, which makes up 20% of the electorate is fundamentally socially liberal. so you can't use the old playbook. that is why it failed them. what you are talking about is deline costates, they are not republicans, not democrats, swing voters is what we are talking about. >> yes. >> swing voters have always been characterized on the conservative side but these past elections they went staunchly blue. >> well, the pun dents have programmed them as if they were on the conservative side but we who run, hang out in campaigns have always known that was a hidden asset on the liberal side if you really played the game well. let me tell you, one more thing that occurred in this last election, i think if you go back and look at numbers probably the highest level of participation ever in the

history of this state by latinos that speaks well for going forward in the future, because the moderate delivery system in this state is going to be heavily influenced, by the immigrants and in particular latino immigrants. >> if you were the tackty san let's address those two issues first of all where are the liberal swing is voters? >> in the bay area and up the i- 80 corridor. >> this is where you can swing an election? everybody thought it was central valley. >> that used to be true maybe in the days but the fact of the matter is, if you look at -- this is surprising, the highst number of declining state voters in call foreign gentleman and county of san -- california, and county of san francisco, -- >> growing. >> what about the latino group, percentage wise that is growing but can that deliver election? >> well, it did for hillary clinton. it is a huge powerful block.

look at los angeles. >> ace did not the latino vote as well influence hillary's position in texas and one or two other states. >> no question about it. >> so if it is latinos and independents what other group? >> the other group not on the asen dependency but just a hidden power are women voters and in california, especially in democratic primary, wholly 55% of the vote will be women. there is great hidden power in latinos, women. interesting point there is if you are going to win the democratic primary you need to get your women voters and latino voters behind you statewide you have to get this group called independents, liberal on social issues,

conservative on fiscal. both republicandemocrats tried to get them, and it was the democrats that did. >> okay well, then it looks like the want for the social liberalism is out. >> yes, because remember the republicans were saying you might not love me on social but like me on the fiscal >> it will be interesting as we see things progress everyone is hacking their butt >> yeah. >> how much the fiscal thing will come in next time around. >> we have other elections. >> yes, former white house chief of staff, rahm emanuel getting high profile help in his run for mayor of chicago. former president bill clinton will endorse and campaign for emanuel in january. he served in the clinton white house for five years before becoming a member of congress and then serving as obama's chief of staffer now he is pushing ahead with this mayoral campaign after a favourable ruling from the board of

what a beautiful day. welcome back to weekend early edition. two families in san bruno had a tragic experience that has lead to a new found appreciation for life and each other. as grace lee tells us they are helping one another move forward. here is the story. >> reporter: christmas is bright outside this house. and inside as well. this is a gathering of family and friends who is shared an experience. they both survived the san bruno fire that destroyed parts

of their neighbourhood. >> it is the holidays that is what you know the holidays are all about, home, family and you know, that is the way it is you know when you are not, i would think that you know, you would kind of feel a little sad. >> it is actually hard every day. every day you know that something you know is not right in the neighbourhood in fact it took my sister there today and it is devastating every time you go by there, you real live it. >> reporter: september 9th, a pg&e gas line exploded destroying 37 homes killing 8. tammy managed to escape the infernal but not before picking up joe he have the 19-year-old was burned trying to save his girlfriend jessica moral lease, joseph survived only because tammy stopped her car. >> we went and saw him a few days ago my daughter and i took him to the hospital he looks great he is a miracle. >> do you feel like the two of

you will always have a connection? >> always. i think i am always going to consider him to be my kid. >> reporter: their house still stands. >> we are happy that we are here. another thing we feel guilty because our neighbors should be too. there is no rhyme or reason why we are here and they are not. >> reporter: this family was not so lucky all that remains of their home is a lonely shed in a small section of fence. >> dealing with the issue is painful, it is painful to sit and think about everything you lost. >> just a block away, they rent a house, they can't even fathom when they will be able to rebuild and move back into their own home. >> some times i park my car and stare at it. i don't know it is still so unreal and i guess i feel if i keep looking at it long enough it will feel real but it doesn't. >> a reality tougher to face
