the north bay gets the brunt of the storm. the sewage situation being monitored this morning. >> and the mud slide is going to cause some problems for the morning commute plus a whole lot of wind. we'll tell you about it live coming up next. good morning. it is wednesday, december 29. i'm elizabeth wenger. >> i'm grace lee. sydnie and juliette are off this morning. the wind was so strong, i almost couldn't get out! >> it was a windy evening as well as last night and the winds are still an issue this

morning throughout the afternoon. our highest wind gusts since midnight, oakland international airport, gusting at 38 miles per hour, sfo at 40. inverness ridge 37-mile-per- hour wind gusts and san francisco ocean beach, sustained winds out of the west to northwest at 28 miles per hour, gusting to 45. it will be this windy all day long but the rainfall has essentially moved out. still a few lingering showers possible during the day but nothing like the onslaught yesterday. here's how much rainfall we picked up. boy, it was a doozy. 1.3" in san francisco. a little more than than 1.25" in santa rosa and half inch of rainfall in san jose. whoo! it was crazy. that's a look at your weather. back to you, grace. >> thank you. in a few minutes we'll take a

check on how rain is taking a toll on traffic but first, sharon chin is in larkspur where record rainfall could be a problem for the sewage spill out there. and how is it as far as the rain is concerned now? looks dry, sharon. >> reporter: right now, it is pretty dry but right now here in larkspur officials have been keeping track of the weather and the rain. they don't want to cause more sewage problems here. crews had set up a temporary sewer line here along this road as you can see. an overflow and pipeline break almost two weeks ago caused more than 3 million gallons of raw sewage to flow into corte madera creek. sanitation officials have been monitoring the situation especially with last night's storm. a flash flood watch and urban and small stream advisory for marin, sonoma and napa counties is lived and now drivers have to watch -- is lifted and now drivers have to watch out for debris. >> i like it.

it's nice. it makes things a little hard. >> reporter: what was driving like? >> dangerous and scary. >> reporter: this morning drivers should watch for flooding on the road. in petaluma, part of petaluma boulevard south was flooded at a truck stop. in some of the unincorporated areas of sonoma county flooding has closed some roads this morning. and in kentfield a downed tree covered part of the road. here in the north bay, we understand that the creeks and rivers are all within capacity. there is no flooding but they are keeping an eye just on the sewage situation here. >> thank you, sharon chin in larkspur. rain and wind are causing more damages across the bay area. a mud slide has shut down devil's slide. it could mean a troublesome commute for people along the coast. our anne makovec is in pacifica with more on the road closure.

anne, hang on to your microphone out there. >> reporter: whoo! it is so windy out here, elizabeth. it is windy and cold. and that is not the only problem weather-wise. the mud slide behind me you can see highway 1, i'm in linda mar right now at pacifica, highway 1 is closed at this point because of a mud slide in devil's slide. let me show you some of the pictures that we shot just a few minutes ago up towards the slide. crews just trying to get rid of the mud on highway 101. overnight, some rocks tumbled down buckling the pavement closing the road. now, they have been working on making a tunnel through san pedro mountain. they have been working on that since 2007 and crews broke through in october. so that's going to be the saving grace because this does happen from time to time. for commuters it can make a 10-

minute commute up to an hour. and that is the wind, gale warning all day today until midnight tonight. we had some gusts over 50 miles an hour overnight. that did not stop some people, though, from heading to the coast and onto the pacifica pier. > right in the middle of a typhoon and any second you feel like you're going to get blown off the bridge, exciting and scary at the same time. >> reporter: there are warnings to stay away from the ocean today. wind gusts of more than 30 miles per hour have been felt around the bay area this morning. i know tracy is keeping us updated on that but my eyings are watering. it's nasty . i did just speak with an officer here and he thinks that the road is going to be re-opened within an hour. so that was good news for anybody who commutes along highway 1 along the coast south of pacifica. >> absolutely. fortunately, a lot of commuters have this week off. anne, you're a trooper. anne makovec live for in us

pacifica. thank you. well, the storm knocked out power in parts of the bay area. more than 40,000 customers in san francisco and on the peninsula lost power for a couple of hours last night. most, fortunately, have been restored. right now, more than 6,000 pg&e customers in castro valley are still in the dark. well, wet roads and wind. it is a recipe for a tough commute. let's go to gianna franco with a look at traffic. >> reporter: you just saw anne live on highway 1 it's shut down in both directions. from you commuting out of half moon bay, let me get you some alternates. take 1 towards 92, cut across 92 to 280. so if you need to go into san mateo, san francisco, you can use 280 from 92 or over towards 101 as to avoid the closure on 1 near devil's slide. we are still dealing with windy conditions affecting your drive on 280. wind advisory in effect for 380 and parts of the 92 through the

peninsula. southbound 280 seeing slow and go speeds, 33 miles per hour through san mateo. we have a wind advisory for the bay bridge this morning. traffic is light not too bad. 18 minutes from the carquinez bridge to the maze. but again, chp is keeping that wind advisory in effect especially as you cross the upper deck into san francisco. 880 in oakland, not too bad. we are seeing a bit of volume but overall traffic is light through that portion. back to you. >> thank you. the number of police deaths are on the rise across the u.s. deaths in the line of duty have jumped 37%. the national law enforcement officers memorial fund reports 160 federal, state and local officers died this year. the sharpest increase is in gun- related deaths but the number one cause of death among officers is traffic accidents. 73 policemen died in traffic- related incidents just this year. this morning, activists are speak out against live poultry

snow survey of the season. it shows water conten phenomenal. that's how the state department of water resources describes the first snow survey of the season. it shows water content well above 100% of normal for the northern sierra. in the southern sierra that number is 267% of normal. the survey chief says the results are surprising. that's because we're in a la nina condition, which usually makes for a drier northern california. well, storm watch started out with a big rain event, now it's going to be a wind event. here's our hi-def doppler in case you're just waking up. not much going on if anything. the rainfall essentially moved out, but a few leftover showers will remain in the forecast during the day. let's take a look at the rain. we've picked up more than 2" in oakland, that's our wettest spot. 1.3" of rainfall in san francisco. more than 1.5 inches of rainfall in santa rosa as well

as in mill valley. mountain view at 1.25. a little more than a half down in san jose. you guys barely got in on the action. 1.2" of rainfall in hayward. you can see out in concord, just shy of an inch of rainfall. .68" there. so here we are, look at that, cold front came through dumped all that rainfall across the bay area through the late afternoon through the overnight hours. as it moves out back behind it cooler conditions will build in, windy conditions will be in the forecast during the day. and it will be blustery, a mix of wind and cold temperatures during the day. out the door windy start with showers expected. can't rule them out so we'll keep them in the forecast. temperatures this morning in the upper 40s to the mid-50s. for this afternoon, highs in the lower to the mid-50s. windy and cold and still a slim chance of a lingering shower in the forecast through the afternoon. for the sierra, not out of the

speeds especially southbound through san mateo. we have a wind advisory in effect for parts of the peninsula. give yourself some extra time. closure on highway 9 at redwood gulch due to power lines down possibly because of a mud slides. they are hoping to have it re- opened by 5:30 so give yourself some extra time. here's a live look at conditions in the south bay, milpitas 880/237, not a bad ride, an easy six minutes taking 237 westbound between 880 and 101. 880 elsewhere through oakland very light both directions actually moving well. here's live look at the golden gate bridge. you're seeing a few cars southbound there. but overall traffic moving well out of marin county. now, if you are headed to the sierra, heads up, put your snow tires on. i checked with the areas of 80 near truckee with snowfall there in our caltrans camera and we do know that parts of 80 are closed between baxter --

no way to get out alive. california's death row at san quentin prison has 717 condemned inmates. that includes 28 who received death sentences this year. the state has not executed anyone since 2006 because of legal challenges to lethal injection and a shortage of the key drug used in the procedure. the "l.a. times" reports a federal judge is expected to rule early next year on resuming executions. the california supreme court is denying governor schwarzenegger's request to sell state buildings. the ruling means the decision on the fate of the properties will fall to governor-elect jerry brown. three former members of the state building authority sued to stop the sale saying it amounts to an unlawful gift of public funds. san francisco's outgoing mayor is working on ways for the next mayor to save money.

welcome back, 5:25 on this wednesday morning. people in atherton may soon have to pay up for leaving their garbage cans out too long. town leaders are considering an ordinance that would limit the amount of time neighbors can leave their bins at the curb. there have been complaints about garbage and recycling containers sitting out for days. it's not clear when it would take effect or how much a violation would cost. all permits for san

francisco's first target store have been approved. doors are scheduled to open in 2012. the store will be at the westfield metreon center at fourth and mission. construction starts next month. san jose's animal care center has no more room it the inn. they are hoping the latest promotion will lead to a lot of adoptions. the shelter is allowing people to name their own price for the adoptions of any dog over 6 months old. the regular adoption fee is $115. the shelter may lose money on some adoptions because there are just so many dogs that need good homes. >> we usually have about 350 animals a month. that's our average. and lately we have been getting 650 dogs coming in a month, which is just tremendous. >> right now, the shelter is over capacity and many dogs are being kept two to a kennel. why so many dogs? one theory is the economy and high foreclosure rates.

anne, do you know when the voted expected to open, anytime soon? >> it just opened actually a few minutes ago. so highway 1 here just south of pacifica is free and clear. there was a mud slide though overnight. let's look at some of the pictures that we got about a half hour ago. these were taken at devil's slide. and that's when crews were just finishing up their work. they had to get rid of the mud. they got rid of the rocks but had to get rid of the mud so drivers weren't slipping around there. there was buckling in the pavements, the road was closed for several hours and crews were out there all night. and some commuters very concerned about that because when devil's slide is closed, which does happen from time to time, that can make a 10-minute commute last for an hour. let's take a look at the winds we saw yesterday and last night. there is a gale warning all day in this area and yesterday, some of the gusts were over 50 miles an hour.

that did not stop people, though from heading to the coast and to the pacifica pier. there are warnings, though, for people to stay away from the ocean. i would certainly recommend staying away from being outdoors in general because it is awfully windy. grace, i heard you guys talking about the fact that there's no hope for your hair? fair mall last week. the suspect has been identified as 28-year-old joseph jenkins. police say he is a transient and he's armed and dangerous. they say he hid a rifle in his trench coast when he tried to rob several mall stores. he then tried to carjack two people before finally robbing a clerk at a nearby menswear house store. he ran from the scene after carjacking a woman at knifepoint. the murder rate in east palo alto was cut in half this year from last year. the number of shootings is down more than 50%. the city has had 4 homicides in 2010 compared to 8 in 2009. now, police are still trying to solve all four of this year's murders. east palo alto's police chief thinks violent crime is down because of community and police working together. the number of police deaths is on the rise across the u.s. deaths in the line of duty have

stormwatch what constitutes a storm? well, typically a whole lot of rain or a whole lot of wind. well, the rain has moved out. yeah, the rainfall wrapping up across the bay area. still possible for lingering showers but the wind will be sticking around. here's a look at how much rainfall we have picked up. boy, it was a doozy. more than 2" of rainfall in oakland. that is our bull's eye. 1.25" of rain in mountain view. 1.3" of rainfall in san francisco. and close to 2" in mill valley. 1.76 in santa rosa. down in san jose, not so much comparatively speaking just looking at half inch of rainfall. something else that came in along with the rain, the winds. these are some of the highest wound gusts we had last night. golden gate bridge at 10:00 last night 60-mile-per-hour wind gusts reported. los gatos at 58, east livermore near the altamont pass 54-mile-per-hour wind gusts and point reyes 53.

rain, wind, now that's a storm. here's a look at that storm that came through all compliments of a cold front t dumped a lot of rain late yesterday through overnight. today the story will be not so much the rain, maybe a few lingering showers but more so the cold building in back behind that passing cold front and the windy conditions that will be coming along with it. so out the door today, a windy start. showers still possible. temperatures ranging from the upper 40s to the mid-50s. for this afternoon, windy and cold. blustery conditions and a 20% chance of showers during the day. highs in the lower to the mid- 50s. sierra forecast, still looking at snowfall, winter storm warning in effect to 4:00 this afternoon. mostly cloudy conditions on tap for thursday. partly cloudy conditions friday and overnight lows in the single digits. seven-day forecast, some sunshine thursday. shower back in the bay area friday, saturday and sunday. and monday and tuesday, a little sunshine. that's a look at your weather.

for your traffic, here's gianna. >> thank you, tracy. speaking of the sierra, we actually have a traffic advisory in effect for highway 50 between twin bridges and myers. this is due to downed power lines. they have traffic control in effect through the area. also, from you going to head on 80 this morning, we have word that you will need your chains or snow tires so give yourself some extra time. here's a live look at 80 right at truckee. you can see lots of snow. so if you are headed up there again, give give. highway 88 closures in the area. so highway 50 again between myers and twin bridges is open but one way traffic control is in effect so expect delays. closer to home wind advisory for the bay bridge, san mateo bridge and the richmond/san rafael bridge. here's live look at the bay bridge toll plaza, 18 minutes from the carquinez bridge to the maze. still dealing with some slick surfaces but overall traffic fairly light this morning through that area. if you are headed on 880 approaching the bay bridge or towards the maze, traffic looking good through oakland. south 880 clear all the way into hayward and highway 4 some very slight delays. typically this time of the

violated state, local and federal law. supporters of live animal sales say it's a cultural tradition. help is on the way for people who have sleep appear me to yeah. scientist are about to start test'ing new device. it works like a pacemaker zapping the tongue to keep the airway over. during sleep apnea, a person's tongue and throat muscles relax blocking a person from being able to breathe. the studstill in the early stages -- the study is still in the early stages. salmonella may be linked to alfalfa sprouts. the outbreak was 16 states with nearly 100 cases reported. more than half in illinois. the fda says don't eat sprouts from tiny greens organic farms in urbana, illinois. frito-lay the world's largest maker of snack foods is going natural. beginning next year half of its products will be made entirely with natural ingredients

wi-fi. the city's initiative to expand internet access for low income senior and disabled residents began in june. there are now 33 sites throughout the city. the mayor's office says free wi- fi and broadband access will create new opportunities for jobs, education, and better quality of life for public housing residents in san francisco. and this is cool. it's the next step in making the whole world a hotspot. sewage be able to use the internet while watching the boats on san francisco's waterfront. at&t says it's part of the company's plan to move beyond hotels and coffee shops and into public spaces. besides the embarcadero, they will also add wi-fi to times square. >> cool. 5:49 now. this morning, apple is being sued for allegedly handing over personal information to third party groups. two separate groups of iphone and ipad users filed a suit here in california. they say certain software applications were passing their

customers took part saving about $37 million. people in atherton may soon have to pay up for leaving garbage cans out too long. town leaders are considering an ordinance that would limit the amount of time neighbors can leave their bins at the curb. there have been complaints about garbage and recycling containers sitting outside for days. it's not clear when the ordinance would take effect or how much a violation would cost. visiters to an east bay city will have to pay up. this is an effort to bring in more people. walnut creek's four hotels have a vacancy rate that's nearly 40%. so those hotels will start collecting $2 per night from their guests. the $300,000 collected each year will go to promote the city. >> we don't want to be san francisco. we know we're not going to be napa. we're certainly not disneyland. those are big national destinations but we have a lot to offer. >> walnut creek is promoting its trails, mount diablo and its regional arts center. the ad campaign will focus on
