was killed by police. a lot of questions remaining here in the east bay. we'll tell you what we know. and baby, it's cold outside! temperatures at or near freezing this morning. is it going to be that chilly all day? we'll take a look at those frigid temperatures in just a few moments. good morning, it's thursday, december 30. i'm grace lee. >> and i'm elizabeth wenger. sydnie and juliette have the morning off. time is 5:00. breaking news in oakland. an apartment fire so intense, people jumped out of the building to escape the flames. sharon chin reports three people including a child are now in the hospital. good morning, sharon. >> reporter: good morning. we're talking about a two-alarm fear here at 82nd in plymouth. three people were taken to the hospital very badly injured. the battalion chief says they were taken in from serious to critical condition. the flames erupted at this four- unit apartment complex just

before 2 a.m. fire crews arrived to heavy smoke and flames. two women jumped out of the second floor. >> we had two women who lived in the second floor apartment the back apartment that had jumped out the second floor with lower leg injuries. then people still are unaccounted for from the front unit. >> reporter: those fewer people unaccounted for were able to get out, those four people. those two women who jumped suffered leg injuries. three people on the second floor were rescued and taken to the hospital. what the battalion chief of calls between serious to very critical injuries. there were two adults and a 3- year-old girl all believed to be members of one family. now, because of the fire and water damage, no one is allowed to go back to live in the apartments. red cross is on the scene helping the four people who got out of the first floor apartment, two adults and two

children, who are going to have to find another place to live at least temporarily and so far, no word on the investigation, no word on the cause yet really too early to tell at this point. grace? >> all right, sharon chin live for us in oakland this morning. thank you, sharon. another developing story from oakland this morning. a deadly police shooting, this one involves two different agencies. anne makovec is in oakland where police still trying to learn exactly what happened. what's the latest, anne? >> reporter: police from neither department involved the san leandro and oakland pd are saying much. but we were able to piece this much together. i'm standing close to the border of oakland at san leandro, 109th avenue and bancroft here in oakland. apparently at 11 p.m. -- i spoke with a man whose car was hit during this incident. he says he saw san leandro police chasing this jaguar. he says they nicked the jaguar to stop it. the jaguar spun around and hit his car. and then he says police surrounded the jaguar yelling

for the driver to get out and then they started shooting. one person died. we do know there were two people in the car. witnesses say the more than died was a woman. so investigators right now are talking to witnesses back at the oakland pd headquarters. we're waiting to hear from either of the agencies involved. some of sort of official word this morning, grace. >> thank you, anne makovec in oakland. a fatal police shooting is going to be the topic of a community meeting in san francisco tonight. a man was shot to death by officers in the portola neighborhood yesterday afternoon. the officers went to a home on bacon street where a woman had been stabbed. that's where they confronted a man with a knife. >> the officers asked the suspect to put the weapon down. the suspect apparently came towards the officers and the officers fired. >> police chief george gascon is holding a community meeting

at 6:00 tonight at grace lutheran church on woolsey street. the express may soon return to a gridlocked portion of almaden expressway in south san jose. in march, work is set to begin on an $8 million project to wind and improve almaden between brandon lane and blossom hill road. here's live look at where that work will begin. it's been a major problem for years with the highway 58 interchange and retail centers all within a one-mile stretch. the "mercury news" says the project is slated to be finished just before the next christmas shopping season begins. the latest storm in the sierra has dumped a foot of new snow on the mountains above lake tahoe. traffic has been moving slowly but still moving on area highways. chains are required on all the major roads. there have been wind gusts of up to 100 miles an hour in the mountains. some 10,000 customers are without power and repair crews have been slowed by road

closures due to avalanche controls. 5:04. we don't have snow here but it's been chilly. >> brutal for us weak californians. way for survivors of the explosion and fire in san bruno. they will be getting money from a city fund built from donations that totaled about $400,000. the "san francisco examiner" says a meeting will be held to determine how to distribute the money. it destroyed or damaged 55 homes and killed 8 people in september. protestors in west marin are out in the streets trying to stop pg&e from installing wireless smartmeters. for three days dozens of people have been walking the road to prevent pg&e contractors from getting in. the utility says the meter will make power distribution more efficient but protestors say the health effects are untested and yesterday, some got citations. >> we're really just not being heard. there is a certain point in history where civil disobedience is really the only thing that gets the message across that this is not okay and i feel like we're at that

point. >> next tuesday, the county board of supervisors will discuss whether to allow continued installation of the smartmeters. pg&e says it is ready to answer questions from any customer. governor-elect jerry brown says university of california executives are out of touch if they think now is a good time to increase their pensions. brown and state lawmakers condemned the three dozen executives who have threatened a lawsuit if their demands are not met. according to the "san francisco chronicle," the executives want to get rid of a $245,000 cap on how much pensions can be considered when calculated. that would cost about $5.5 million a year but $51 million if made retroactive to 2007. 5:11. a tragic tree accident interrupts a grandmother's bedtime story. >> if god didn't think we were strong enough to do it he wouldn't have put this

marin county. here's a look at our sensors now. 101 clear all the way southbound from 37 pretty much down to the golden gate bridge. live look at the golden gate bridge right now. you can see traffic is very light. if you are headed into san francisco, no troubles or problems to report in the city. elsewhere we have a wind advisory for bay area bridges. it looks like the drive on the carquinez bridge, the benicia bridge and the bay bridge easy ride, 18 minutes from the carquinez bridge to the maze. metering lights are still off at the toll plaza. elsewhere, traveling along the peninsula you might see slightly slower speeds on southbound 280 through san mateo county area. wind advisory for 280 for the area between 380 and 92. also may affect your drive on the west portion of 92 as well as 380 and, of course, wind advisory in effect for the dumbarton bridge but not the san mateo bridge. so things are clear between foster city and hayward. weave an oil spill in vallejo right now. vallejo pd is on scene mopping up the mess between columbus

parkway at lake herman so expect closures. if you are headed to the snow you will need chains on highway 50 between kyburz and myers. parts of highway 88 are shut down between silverlake and kirkwood. parts of 4 you will need chains, as well. right now there are no specific chain requirements for 80 but just heads up. layer on, you may need them because of the wet weather and they are expecting more snow. here's live look at 80 at truckee. that's your morning commute. back to you guys. >> thank you. here's a check of some of this morning's top stories. police now confirm three people are dead after an apartment fire this morning in oakland. one of the victims is a 3-year- old girl. two women who jumped from the upper floor unit are expected to survive. a deadly police shooting is under investigation in the east bay this morning. it happened on bancroft avenue near the san leandro border late last night. oakland police say one person is dead. witnesses say it was a woman. witnesses also tell us it was san leandro police officers who

fired that fatal shot. work is set to begin in march on an $8 million project to improve a stretch of almaden expressway in south san jose. it is the portion you are looking at live here between branham lane and blossom hill road. it's a major problem during peak commute times with the highway 85 interchange and many major retail centers. this week's stormy weather is being linked to at least one death here in the bay area. a 70-year-old woman was killed when a large oak tree fell into a tent cabin. it happened tuesday night at safari west an animal preserve northeast of santa rosa. sonoma county investigators say gayle falgoust of alabama was reading to her 7-year-old granddaughter when the tree snapped. people heard it and managed to rescue the woman's granddaughter. >> cut through the canvas to get girl out. no one had a knife so a man

next door had scissors that we used to rip it apart. they didn't know that this tree was stable. they risked their lives to get in there and get the 7-year-old daughter out. and to comfort the woman as she was dying. >> the good samaritans kept assuring falgoust that her granddaughter was okay. there were many reports of fallen trees throughout sonoma county during this week's heavy rain. a military helicopter is expected to be back over lake tahoe this morning to find a missing snowboarder. willis disappeared tuesday afternoon. her boyfriend says she went through ski boundary signs at alpine meadows into a wilderness area. bad weather has limited the search. willis is a ski instructor. snow on the grapevine on interstate 5 in southern california is making conditions dangerous for drivers. overnight the chp had been escorting cars. the national weather service is

good morning. windy commute this morning and you will need your chains if you are headed to the snow. traffic coming up. san francisco or rhode island? it's getting close to decision time for the next america's cup yacht race. larry ellison's racing team, bmw oracle, set a deadline friday for deciding where it will defend the tight tell title it won in february. rhode island says they won't have the bid ready by the

have died. two adult and one child believed to be part of the same family. the red cross says that it was a mother, her male friend and her 3-year-old daughter. fire crews say that this two- alarm fire here erupted just before 2 a.m. in a four-unit apartment complex here on 82nd avenue in plymouth. firefighters say they arrived to find heavy smoke and flames. the battalion chief told us that two women, a mother and daughter, saved themselves by jumping from the second floor. >> we had two women who lived in the second floor apartment in the back apartment that had jumped out the second floor. they had some lower leg injuries. and then we were told there were people still unaccounted for from the front unit. >> reporter: and the mother and daughter aged 59 and 19. now, three other people were rescued from the second floor and taken to highland hospital

with serious to critical injuries early this morning. and again, fire crews -- police officers are saying that there are two adults and a 3-year-old girl and they have now been confirmed dead. now, there are four other people who lived on the first floor of the apartment. they were able to get out safely. that's two adults and two children we found out from the red cross a mother and three children, three children aged 20, 15 and 6. they are getting temporary housing from the red cross. so they are okay. no injuries there. and, of course, the cause of this fire at this point under investigation. elizabeth? >> we'll continue to follow that story. all right, sharon chin live with the latest for us in oakland. thank you, sharon. we are following another developing story in the east bay. there was a deadly shooting involving police officers. anne makovec is in oakland, where witnesses say that a woman was killed after a chase late last night. anne. >> reporter: police have not said a lot about this, this

morning, though they did just confirm that the person who was killed here on the border of oakland and san leandro was shot and killed by police. so this happened at around 11:00 last night. i spoke with one man whose car was involved in the incident. he says that he saw san leandro police chasing this jaguar. he says that police nicked the car to stop it. the jaguar spun around and then hit his car. then he says police surrounded the jaguar yelling for the driver to get out and then started shooting. one person died and we do know there were two people in the car. we are told that the person who died was a woman. now, investigators for the oakland police department are talking to witnesses at the station. the reason oakland police officers are involved, though, it appears that it was san leandro police initially pursuing this vehicle is because it happened in the city of oakland even though we are just right on the border right

now 109th avenue and bancroft. we'll hopefully be getting more details later on this morning, grace. >> anne, have police given you any indication why they are being somewhat tight-lipped about this investigation? >> reporter: no. they are tight-lipped on that, too. >> all right. anne makovec live in oakland, thank you. san francisco police plan a community meeting tonight to talk about a deadly police shooting in the portola neighborhood. officers rushed to a home on bacon street after a woman called 911. she said that she had been stabbed. police say they shot the suspect when he approached officers with a knife. >> i don't think there are [ indiscernible ] we want to make sure we [ indiscernible ] this is the kind of shooting that people are going to have questions about. you have a gun and knife. >> the meeting will be at grace lutheran church at 6 p.m. tonight. the police chief will be there. the woman who was stabbed is out of the hospital this morning. san jose police are looking for two teens accused of

stabbing a man. it happened last night near bridges academy middle school. police say a man suffered several stab wounds. he is in the hospital with life- threatening injuries. anyone with information is asked to call police. a deadly fire in walnut creek is now blamed on an electric blanket. keith brooks who is a world war ii veteran died in that fire on monday. investigators say it is not unusual for electric blankets to malfunction and start fires. the contra costa county fire protection district doesn't issue recommendations on whether or not to use an electric blanket. but it does suggest paying close attention to its wear and tear and its age. >> if you do use them and it's maybe five or ten years older -- or old, it would probably be a good idea to consider getting something that may be more modern. >> also, before using a blanket, check to see if there is any damage from how it was stored. also, don't overheat the

come through. pg&e says more than 1600 customers are without electricity because of the tuesday night storm. at one point the storm had cut power to 150,000 homes and businesses. heavy rain and strong winds damaged trees and power poles. the remaining outages this morning are in san francisco, the east bay and peninsula. new yorkers get a promise from their sanitation commissioner. he sayses the snow will be removed from every street in the big apple by this morning. mayor michael bloomberg is getting a lot of heat for the delay in clearing the snow but says people who abandoned cars on the streets were a big problem. so were people calling 911 when they didn't have serious emergencies. some passengers are still stranded at new york airport trying to get out of town. this morning, a new theory in the death of michael jackson. a prosecutor says defense attorneys for jackson's doctor will claim the singer killed himself. the defense attorney says a

huge amount of a powerful sedative was found in jackson's body. but his client only gave jackson a small amount. the defense will reportedly argue jackson killed himself by injecting more of the drug into himself. this morning, a former senate candidate is denying that she misused campaign money. republican christine o'donnell is under investigation for allegedly using that money to pay for personal expenses while running for senate. two federal prosecutors and fbi agents in delaware have been assigned to her case. o'donnell set a state record by raising more than $7 million in a tea party campaign this year. time now is 5:39. the 49ers may have found their man. the new gm who could be announced this week. >> this is very serious. and people's lives can be at stake. >> just about everyone has a facebook profile even

coastline. so it will be another chilly afternoon across the bay area. here's a look at our satellite and radar and not a lot going on for now but that will be changing. look at what's on the way. low pressure system essentially another storm system coming in. that will impact our new year's eve forecast and our new year's day forecast so we have named it new year's rain. that will be for friday and saturday. took me a while. okay. 20% chance of lingering showers. that's going to be today's forecast for the sierra. mostly cloudy for friday. and a rain-snow mix in the forecast for saturday with highs hovering around freezing. today's highs from the lower 50s across the bay area and maybe mid-50s around oakland. lower 50s around san francisco and pacifica. five-day forecast, here we go. we'll squeeze out some sunshine today a lingering shower possible. more rainfall in the forecast friday through monday.

and more sunshine tuesday and wednesday. that's a look at your weather. for your traffic, here's gianna. >> south bay nice conditions on the roads. 61, 69 miles per hour as you work your way on 101 so no troubles there. everything looking good on 280, as well. here's a live look. you can see a few cars headed northbound on 280 through downtown san jose. things looking good through there. elsewhere this morning, pretty breezy. in fact, wind advisories in effect for parts of the bay area especially 280. you can see on our sensors here, southbound 280 showing some slightly slower speeds. mostly affecting your drive on 280 between 380 and 92 also parts of 380 and parts of west 92 also affected. so give yourself some extra time. if you are out and about on 4, good news traffic lighter than usual. 58 miles per hour as you work your way westbound highway 4 through antioch. looking grade in livermore very light 67 miles per hour out of the altamont pass into livermore on westbound 580.

floor unit in order to escape the flames. they survived. a chase led to a deadly police shooting in oakland near the san leandro border last night on bancroft avenue. one person is dead, witnesses say it was a woman who was shot by san leandro officers who were chasing her. more help appears on the way for survivors of the explosion and fire in san bruno. they will be getting money from a city fund built from donations that total about $400,000. the "san francisco examiner" says a meeting will be held to determine how to distribute that money. black friday was the busiest shopping day this year. shoppers spent more than $10.5 billion on the day after thanksgiving. coming in second was december 23rd with nearly $8 billion in sales. the week after christmas accounts for 15% of total holiday spending. experts say it can make this year the best holiday shopping season ever. people are also spending

money for online contend. despite all the free video or free news out there, a new survey finds that nearly 67% of users spend about $10 a month on web services. researchers believe the numbers show that paying for online content is not unusual for many people. a software glitch had a major out act. the 24-hour outage cut service for millions. a spokesman says it started when some servingers overloaded. 14million people use the skype net calling and messaging service every month. state department of corrections is investigating facebook postings from an inmate doing 22 years for involuntary manslaughter. investigators believe he has been posting messages and pictures of himself for weeks from his cell at corcoran state prison. most of them went to a family saying he loved them. >> on the surface it looks very

harmless but knowing that so many inmates are involved in gangs, it could be coded messages. >> authorities are concerned that inmates could use facebook to coordinate crimes from prison. they are known to use cell phones for such devious purposes. just last year the department confiscated 9,000 cell phones that were smuggled into state prisons. amazon thinks there is a way to avoid unwanted gifts. it has patented a system that some call the bad gift filter. users can create profiles for themselves with certain parameters like no gifts with wool or no sweaters. so if a friend or family member buys you something you don't want the system automatically exchanges it for another gift plus the person who gives the gift wouldn't even know that it's been preexchanged. love it. >> unless you send them a thank you note thanking them for the wrong thing. parents can already control
