moment. right now, let check traffic with elizabeth. >> thank you, lawrence. we are not doing too bad for the start of our wednesday morning commute. we have this accident westbound 4 at loveridge and pittsburg. already cleared to the right- hand shoulder so as you can see from our live traffic sensors it's not causing any delay. coming up we'll take a check of mass transit and bay area bridges. but in the meantime, back to you. >> thank you. san francisco's mayor picks a new police chief. he has a long history with the department and as anne makovec shows us he has seen his share of scandal, as well. good morning, anne. reporter: good morning. including dealing with a criminal indictment in the past. his name is greg suhr. he is the captain right now of the sfpd's bayview station. he has been credited with a huge feat, a 50% drop in homicides. there he is also a 30-year veteran of the force. suhr beat out two others for the job, all nominated by the police commission. mayor ed lee made the call over

the weekend but as frank mentioned, there is baggage involved. suhr was involved in the fajitagate scandal from 2003 and charged with conspiracy to obstruct justice. he was later cleared of those charges. in 2005 he was demoted from head of patrol after the controversial g8 protests when an officer was seriously injured. he was demoted in 2009 after applications he failed to report a domestic violence violence attack on a friend. despise this, very popular guy among the ranks and ultimately the mayor, as well. ed lee told the "chronicle," "greg suhr's history is an open book. like all of us he made some decisions he would have made differently in hindsight but he'sed off from them and done really well." now, the tasks in front of suhr once he officially becomes chief is to trim a top-heavy

administration as well as make 10% cuts in the budget something the mayor has asked all city departments to do. he will be sworn in at city hall. we don't know the time yet but we'll let you know. >> thank you, anne makovec live in san francisco. drastic job cuts in san jose. now, all this because of a budget problem. and pink slips are going out to more than 100 police officers. now, kiet do joins us now from police headquarters with more on how it came to this. >> reporter: of the employees yesterday 600 got layoff notices and of those 600, 106, to be exact, are police officers. now, if all of these police officers are let go, it would be the first time in the city's history that this would be allowed to happen. now, the layoff notices went out yesterday as employees were called in one by one by their magers to tell them thed -- managers to tell them the bad news. they were all sent out with the assumption that all 11 worker unions will take a 10% pay cut. but only four of the unions

have agreed to do so. this year's $115 million historic deficit is now the tenth year in a row of budget cuts fueled in part by increasing pension costs. this has meant longer waits for all city services, everything from fire to applying for permits. the mood around city hall and the unions was disbelief. >> pretty much somewhat confused and shocked in a way. and no matter what happens, as of right now, i will get laid off. and that's just a shock to me. now i have to find other avenues to support my family. >> reporter: if the rest of the workers unions do not give up another 10% in paycuts, then the city manager says another 155 police officers will be laid off and another 300 city employees will be let go. and the city has to make a decision soon. the new budget start on july 1. >> tough times. thank you, kiet do in san jose. a man beaten to death at a

san jose care home. this morning that man's roommate is in custody. police were called to the home on saint andrews place about 7:30 last night. they say the victim, a 24-year- old, got into a fight with his 28-year-old roommate and died of husband injuries. it's not clear though how this dispute started. the care facility is in a single family house. it's listed online as serving the developmentally disabled. an alleged serial killer will be back in court this morning. 77-year-old joseph naso from reno is not expected to enter a plea in court today. he is accused of killing two women in the bay area in 1970s and two others in yuba county in the '90s. he is under investigation for the murder of three children up in state new york in the '70s. all the victims had the same first and last initials. and there is more evidence of bad recordkeeping by pg&e. the "san francisco chronicle" reports the utility mislabeled

34 miles of pipeline as seamless. those inaccurate records came to light in the wake of the san bruno blast. the piece of pipe that exploded in september was also mislabeled as seamless. the utility has argued the record flaws played no role in the disaster. the pipeline will be tested for weld problems this year. today we'll learn more about pg&e's work following the explosion during a town hall meeting. the explosion killed 8 people and destroyed dozens of homes. long-term recovery efforts will be at the top of tonight's agenda. it starts at 6:30 p.m. and it will be held at the san bruno senior center. some breaking news out of washington this morning. president obama is expected to announce that cia director leon panetta will replace defense secretary robert gates. now, this is coming from a source close to the administration. general david petraeus currently in charge of the war in afghanistan would then become chief of the cia. these changes will likely take

effect this summer. 5:05. let's check the traffic and weather. you know, mr. good humor man lawrence has nothing but good news for us today. in fact, no rain for a long time i guess. >> i don't see any rain. and i just haven't been able to say that in almost all spring long. we have been looking forward to getting some sunshine in here. looks like we're going to do it again today. more clouds will move in but looking like a nice day. mostly clear this morning, 40s and 50s out the door right now. so cool still in some of the valleys. now, by the afternoon, we are going to see a few clouds moving across our skies and here they are. they are starting to race in toward the west coast but not going to ruin your day. we'll sneak in some nice temperatures. i think by the afternoon some of the inland valleys getting up into the low 70s so pretty good. 72 antioch. 72 fairfield. about 70 degrees in santa rosa. a little breezy at the coast in the 50s and the 60s. much warmer weather on the way. we'll talk more about that in a minute. right now let check out those roads. >> let's do. all right, thank you, lawrence.

let's go towards highway 4. we have that accident approaching loveridge road. fortunately it's cleared from lanes. chp may still be out there so no delay from antioch into pittsburg. antioch bridge traffic quiet this morning in those westbound lanes. bay bridge no problems. no metering lights. usually around 6:20 they have been turning them on or even earlier the past couple of days. no real clear reasons why but traffic so far, so good heading into downtown san francisco. to the east bay now 880 through oakland here's live look at the nimitz and down the nimitz freeway, no problems. westbound and eastbound ramps to 92 shut down overnight now re-opened. now good to go towards the san mateo bridge. everything is open and everything looks great again past the coliseum into san francisco. mass transit is on time. back to you. >> thank you.

people want to know, what they should call the bride. we may need extra time with paula ebben with the etiquette thing. >> i like kate. i'm sorry. >> reporter: we are going to run down the whole thing. good morning. the doors and gates of westminster abbey are closed and locked. no one is allowed inside as they do security sweeps and some of the final rehearsals until kate middleton walks up the aisle on friday in front of those 2,000 guests. but the question almost as big as what will her wedding dress look like is what will her title be? and that is up to the queen. it's the one big question which remains. reporter: we have one prince and then another. there is also a duchess and, of course, the queen. there are almost as many titles in the royal family as there are tourists in london. kate middleton's new calling card will be determined by

tradition and protocol. that decision rests with the queen alone before she leaves the palace for the royal wedding she is expected to announce a title for the couple. but most people we spoke with seemed to have already made up their minds about what kate should be called what do you think katherine should be called? >> her royal highness, princess katherine. >> i think she is going to be called princess katherine. >> reporter: do you like it? >> i do, yes. >> reporter: as popular aspirin sess is on the street, kate won't get that title on helper own. -- title on her own. she can't be called royal highness because she is a commoner. she may be called royal highness prince william of wales. the official title she will be known in the land but people might call her something completely different. >> that's true. i think that -- supposing she was called princess william of wales. i can't see that's really sticking. >> reporter: british historian

people are going to have news things to say about me today. it's going to be breezy at the coast. but we got a clear start around the bay area. 40s and 50s right now. i think as we look toward the afternoon a few clouds across the skies should make for a really neat sunset tonight. temperatures pretty nice. 60s, some low 70s around the bay area and again those winds kicking up out at the coast and just inside the bay. so starting out with mostly clear skies but you can begin to see some of the clouds trailing in toward the coastline. those will be on the way toward the bay area a little later on today. so a mix of sun and clouds, some very mild temperatures under high pressure. windy tomorrow and into friday. so temperatures probably going to come down heading into those days. after that, looks like. winds switch the winds switch directions. 58 degrees and breezy in pacifica today. east bay numbers up into the low 70s inland. lots of 60s just inside the bay

and alameda and berkeley and also into richmond. and as you head to the north bay we are going to see a lot of sunshine and a few high clouds temperatures not bad. 60s and low 70s. 50s at the immediate coastline. looking out over the next few days, we are going to enjoy today. just some partly cloudy skies in toward the afternoon. a little more sunshine tomorrow but the temperatures will be coming down and winds will pick up. this weekend we could be talking about mid-70s by saturday, 80 on sunday. elizabeth has traffic. >> westbound 27 towards san jose, looks great on the 880 interchange out of milpitas. 6 minutes between 880 and 101. to the maps we go, still some areas of lingering roadwork. most of the roadwork is picked

up but across the dumbarton bridge, eastbound 84s as you approach the high-rise various lanes blocked until 6:00 this morning. san mateo bridge were some ramp closures near the 880-92 interchange, that's picked up. to the south bay more roadwork picked up southbound lanes of 101 between story and capitol expressway. downtown san jose, that is what it looks like. a few more headlights than we saw so far, so good. the ride along the peninsula fine. these are all live traffic sensors so you can see people going 68, 62 miles per hour. it's pretty much keeping at the limit. your marin county ride southbound 101 nice and quiet down from novato towards the golden gate bridge. they should have just done the lane change so everything moving fine now approaching the pay gate heading into the city. southbound 101 between novato and san rafael. an 8-minute drive. mass transit is on time. one more live look and here's an 880 through oakland as you

suhr is back on top and said to be named the police chief here in san francisco a little bit later on this morning. he is right now the captain of the sfpd's bayview station. he has also been credited for a 50% drop in homicides in that district. he is also a 30-year veteran of the force. suhr beat out two others for the job all nominated by the police commission and then mayor ed lee made the call over the weekend. but this nomination is not without drama. suhr was involved in the fajitagate scandal from 2008 and -- from 2003 charged with conspiracy to obstruct justice. he was later cleared of those charges. then in 2005 former chief heather fong demoted him from head of patrol after the controversial g8 protest when an officer was severely injured. then in 2009, he was demoted again after accusations that he failed to report a domestic violence attack of one of friends. despite these incidents he is popular among the ranks and with the mayor as well. in fact, mayor ed lee tells the "chronicle," "i feel very good about this. it's the best choice. we definitely have a leader."

now, suhr is 52 years old, replacing jeff godown who is the interim police chief since george gascon became district attorney in january. suhr also spent several years dealing with security for the public utilities commission. he was in charge of making sure that the water supply was secure and some people said that was kind of a banishment. they said he was sent to siberia because of some of the drama. well, it was there that he got to know mayor ed lee who was at that point the city's administrator. so that certainly worked out well for him. grace? >> all right. anne makovec live in san francisco. thank you. a man is in custody this morning suspected of killing his roommate in a north san jose care home. police were called to saint andrews place at 7:30 last night. a 24-year-old man had been beaten to death. officers arrested the 28-year-

old suspect. police say the two men got know a fight but it's not clear how it started. the care facility is in a single family house. it's listed online as serving the developmentally disabled. more than 100 san jose police officers getting notices this week they could be laid off. kiet do joins us now from police headquarters with reaction this morning. kiet, good morning. reporter: good morning. in fact, an exact number of 106 police officers have gotten pink slips and that means that there will be fewer detectives to investigate nonviolent and property crimes in the city of san jose. if these police cuts go through, and it looks like they will, then it will be the first time in the city's history that it will happen. now, a total of 600 layoff notices went out yesterday as managers called in employees one by one to tell them the bad news. the notices were sent out with the assumption that all 11

degree and is also fluent into vietnamese. so officers like that will have to hit the job market as other officers will be looking for openings around the bay area, as well. all this comes with a lot of kind of a time crunch here. the budget starts on july 1. a lot of unions have to make a decision quickly about whether or not they will jump on the notion that they have to take a 10% pay cut. if not, another 155 police officers will have to be laid off in addition to 300 city employees will have to be let go. frank? >> it's amazing. some very, very tough decisions to be made. okay, kiet do live in san jose, thank you. he may be the most popular guy for -- >> he was. in the month of march wasn't. but we love him today. >> yeah. that is true, guys, yeah. nobody would talk to me back then. everybody wants to talk about the weather now. hey, it's looking good as we head in toward the next seven days. there is no rain in the forecast. we just haven't been able to say that for quite some time.

martinez. and again westbound 4 a little sluggish pas hillcrest. that's your traffic and weather. back to you. >> thank you. some developing news out of washington this morning. we're learning about a national security shake-up there. sources tell the "associated press" president obama will name cia director leon panetta to replace defense secretary robert gates. that announcement expected sometime this week. gates had already said he will step down later this year. and another change. general david petraeus currently running the war in afghanistan will then take the cia chief job. the changes will probably take effect sometime this summer. eight nato servicemembers and one contractor are dead after a shooting in afghanistan. a veteran afghan military officer opened fire following an argument at the kabul airport. nato has not revealed the nationalities of the troops killed. the gunman was also killed. he was reported to have been a

some delays now, 10 to 15 minutes at the lafayette and concord stations in all directions including out towards pittsburg-bay point and sfo. ace train no problems, muni metro and caltrain no delays. marin county ride looks great on the roads, southbound 101 southbound to mill valley. no issues across the span of the golden gate bridge. we're starting to see some brake lights now westbound on 580 out of the altamont pass. 14-minute drive speeds improve dramatically closer to pleasanton and the dublin grade. san mateo bridge busy especially in the commute direction. westbound 92, still 13, 14 minutes between hayward and foster city. no metering lights on the bay bridge, no delays, starting to be a pretty traffic shot at sun- up. no delays on the incline to the

"s" curve. quick trip on all the approaches fine. 18 minutes down the eastshore freeway from the carquinez bridge to the maze. golden gate bridge southbound traffic fine into san francisco. remember kcbs, our radio partners, at 740-am and 106.9- fm. >> thank you. it's 5:46. let's take a look at some of the top stories this wednesday. 52-year-old greg suhr is currently captain of the bayview station where he is credited for a 50% drop in homicide. he was chosen as the new police chief. san jose may lay off hundreds of employees including more than 100 police officers. some of the jobs could be spared depending on negotiations with the various unions. they are trying to reduce a

large budget deficit. at&t's plan is on hold. they are going to discuss with neighborhoods on whether or not they want the four-foot boxes on their sidewalks. critics have called for an environmental review on the plan to install the boxes. president obama is calling for action to lower the rising cost of gasoline. he is "asking" oil producing countries to increase output and calling on congress to repeal tax breaks for the oil industry. republicans say his suggestions would raise taxes and increase the price at the pump. muni issued a new set of rules to prevent accidents such as open doors on trains. according to "the examiner," some solutions include modifications to doors, a review of troubleshooting procedures, a standardized cheat sheet for all operators and they are considering adding

six mechanics during peak business hours to help with malfunctions. in the past three weeks, two muni trains have traveled through a tunnel with an open door. late-night service for bart could get another try. service would extend an hour later on friday nights. but to help maintain the system, saturday service would begin at 1 an hour later. if bart directors like the idea, son of the new schedule to begin as soon as september. here's an idea i think you're going to like. shorter wait times at the dmv. who wouldn't like that? right now average wait times are about one or two hours at some busy offices but now the dmv is rolling out self-service vehicle registration terminals in southern california. it only takes three or four minutes to renew your registration. >> it would take cash, debit cards, credit cards and personal checks.
