more pipeline testing. good morning, everyone. it is thursday, the 28th of april. thanks so much for joining us. i'm sydnie kohara. >> hi, everybody. i'm frank mallicoat. the time now is nearly 5:00. we are going to kick it downstairs to lawrence because he has nothing but good news on the weather front. a little windy, but i guess just sun, sun, sun. >> hold on to your hats, though, those winds are going it blow around the bay area today but i think we are going to squeeze in a lot of sunshine toward the afternoon. still, it is mostly clear already in many of the valleys. temperatures there into the 40s. a few clouds inside the bay already getting breezy here. the winds kicking up now along the coastline. could see some winds 30 miles per hour probably some gusts higher than that toward the beaches. we'll have more sunshine and warmer weather coming up. now let's check on the traffic with elizabeth. streets block, ramps blocked in dublin after some police activity. it's the story our news crews are following, as well. so we'll get an update on this and tell what's going on plus roadwork in the south bay. it's all coming up in a little bit. back to you guys. >> thank you. this morning, a suspect is

dead and a deputy is in the hospital. let's go to kiet do in dublin, with what led up to this violent confrontation. reporter: good morning. investigators are milling about the property of a dodge dealership here trying to gather evidence and figure out what happened. they have been out here for a couple of hours now. this happened at 1:30 this morning when a female deputy came across a suspicious person at the dealership just off dublin boulevard and southbound 680. they got into a struggle and the suspect hit the sergeant in the head with some sort of object or weapon. the sergeant got bloodied up pretty good. she called for help on the radio and then drew her weapon and fired at least one shot killing the suspect the sergeant went to the hospital with unknown injuries. the suspect's body is actually still on the scene here. and the suspect was a well- known transient with a long rap sheet. >> he's known in the dublin community. consider him a transient. so i don't know if he is literally a transient or if he does have someplace to stay but he has been arrested numerous times for fighting and things

of that nature. >> reporter: so he had a violent history? >> he does have some violence in his past, that's correct. >> reporter: and the sheriff's office says the sergeant has been on the force for several years and is very experienced. in fact, we saw the sheriff himself show up on the scene here to check things out for himself. he just now took off to the hospital to check up on that deputy and see how she is doing. as far as traffic out here, 680, the exit off 680 southbound for dublin boulevard is going to be closed at least for a couple of hours. back to you. >> thank you. a call for new pipeline tests and a new federal investigation following the deadly san bruno blast. anne makovec is in san bruno with what pg&e will have to hand over. anne, good morning. reporter: good morning. this was all discussed last night at a town hall meeting into the explosion and the aftermath here in san bruno. you may not be surprised to hear that a lot of the people talking about rebuilding here were talking last night about

using solar and wind power, anything to get away from the natural gas that appears to have caused this explosion. so a new investigation is about to get under way right now. a federal investigation into what happened here on september the of last year when a gas transmission line blew up destroying the neighborhood. federal prosecutors are asking for thousands of pages of documents right now including pg&e's maps, reports and emergency plans. this is on top of the ongoing investigation by the national transportation safety board and the state public utilities commission. speaking of the puc, it looks like the state is going to force pg&e to do high pressure water tests on more than 700 miles of gas lines running in and around urban areas. but pg&e is still hoping to avoid those tests because they could disrupt service, cost $350 million, and take five years to complete. because pg&e doesn't have the records on hundreds of miles of lines, pg&e wants the state to

allow it to use assumptions instead to qualify the pipeline status but several commission members say that is just not good enough. and case in point, the pipe that blew up here in this neighborhood was said to be seamless according to pg&e and it turns out it had a patchwork of seams on it. so the state is just not trusting what pg&e is offering up in terms of information on its pipelines. so investigations continue. >> a lot of trust lost there. all right, thank you, anne makovec in san bruno. a major league coach apologizing now for crude comments he made in front of some young kids at at&t park. this happened during the giants game against the atlanta braves saturday. a family from fresno says atlanta pitching coach roger mcdowell made crude comments and sexual gestures to three men next to them in the bleachers. the father says, when he complained, mcdowell told him, kids don't belong at a baseball

park. >> he turned completely towards me, grabbed his bat and picked it up and asked me how much my teeth were worth to me. >> i think what coach mcdowell did was really inappropriate. usually kids look up to major league players and coaches. >> mcdowell put out a statement apologizing for the way he responded to to heckling from fans. the giants fan attacked outside dodger stadium could be out of a coma this weekend. doctors started lowering sedation tuesday afternoon. the family says four or five days to come out of his system. doctors are watching for seizure but so far there haven't been any. stow was beaten almost a month ago at the giants-dodgers season opener. they did this two weeks ago but he had some seizures, complications. hopefully he can come to and see how he's doing. 5:05. a little windy today, but it's going to be beautiful out there and all of us are already

looking toward the weekend. lawrence, good morning. >> we are getting the dirty work done during the week because we want a fantastic weekend ahead and that's the way it will work out. cloudy at the coast and the bay but we are going to see winds kicking up today. that will be the big weather story throughout the day as we are going to see winds whipping especially at the beaches probably 30-plus miles per hour. you can see gusts higher than that. temperatures now into the 40s and 50s outside. so cool but not bad. in the afternoon, temperatures will look warm but in plays approaching the coastline it's going to feel cool ter coast. plan on 50s and 60s at the coast. the weekend, yeah, it's looking good. we are going to see those temperatures up into the 70s and even the 80s as we head toward sunday. and no rain in sight.

tuscaloosa. there were at least 137 reports of tornadoes across the south. president obama has declared a state of emergency in alabama. there have also been deaths in mississippi, georgia, tennessee and virginia. >> you can hear that photographer breathing heavy. very scared. 5:11. president obama expected to announce a major reshuffling of his national security team. the plan is to move cia director leon panetta to the pentagon where he will replace defense secretary robert gates. gates said he will retire in june. panetta will be replaced by general david petraeus, the top commander of the wars in iraq and afghanistan. panetta grew up in monterey and graduated from santa clara university. with president bush now having provided his full birth certificate, his opponents are trying to shift attention to his school records. the white house releasing a copy of the president's original birth certificate showing he was born in honolulu. but that's not satisfying everyone. donald trump who pushed for

control in effect until 7:00 this morning. approaching linda mar they are doing some roadwork there along the coast. all right. elsewhere roadwork lanes blocked eastbound 84. this is the dumbarton bridge. approaching the high-rise various lanes blocked again until about 6:00 this morning. this is westbound 84 traffic heading towards the toll plaza. that gets two thumbs. traffic is very light this morning all the way into menlo park. to the south bay we go, earlier roadwork on southbound 101 around story road. that has been completely picked up. and 280 traffic still looks great. really you can see not many cars on the road so far towards the 880 interchange and your peninsula commute looks great on 101 and 280. let's do a bridge check. bay bridge so far no metering lights and no delay approaching the bay bridge toll plaza. even yeah no cash lanes fastrak lanes get by fine into san francisco. san mateo bridge you're looking great here, as well. we had an earlier accident in san mateo near el camino real on westbound 92.

this as crime scene investigators are busy taking pictures, gathering evidence and trying to piece together what happened. they say at 1:30 this morning a female deputy came across a suspicious person at the dealership just off the dublin boulevard and 680 southbound. they got into a struggle and the suspect met the sergeant in the head -- hit the sergeant in the head with an object. the sergeant called for help on the radio, drew her weapon and shot once and killed the suspect. the sergeant was bleeding from the head and went to the hospital. her injuries run known. but the deputy had been on the force for some time. >> she was a sergeant so that meant she was experienced. she's very experienced. she has been on patrol for many, many years. very experienced. >> reporter: and the suspect was well known to the department. he was a transient described with a long rap sheet has been arrested several times and has a history of violence and fighting. the exit just off 680 southbound dublin boulevard will be closed for at least a

couple more hours as they process this very active police crime scene. >> so is it just the exit off 680 that is shut down or is dublin boulevard shut down or what, kiet? >> reporter: this street behind me here, that runs towards dublin boulevard. so the connecting street which is called amador plaza, that is shut off and then you can't access st. patrick way coming to this intersection. you cannot take the exit but you can drive up and down dublin boulevard if you need as to. >> thank you, kiet do. utter devastation in the south this morning. the death toll is nearing 200 after powerful tornadoes and storms ripped through five states. the hardest hit, alabama, where at least 128 people were killed. some of them died on a tornado that was caught on tape as it roared through a university

campus in tuscaloosa. mississippi, georgia, tennessee reeling from the deadly weather. entire neighborhoods are destroyed. hundreds of thousands are without power. >> looks like a scene from a movie. it is 5:34 now. the feds say show us the paperwork as they investigate that deadly peninsula pipeline blast. anne makovec is in san bruno with how pg&e is now responding. she joins us now. good morning. reporter: good morning. they are responding to another possible federal investigation as well as to the state public utilities commission which wants them to do more testing. the state public utilities commission wants them to test 700 miles of pipeline similar to the one that blew up here in san bruno. well, pg&e does not have proper records for the 700 miles and that is why they actually want to avoiding testing and instead go on assumptions of the

pipeline's quality. the reason pg&e says the test could disrupt gas service, cost $350 million and take five years to complete. the final decision is going to be made by the puc on whether or not they are going to be required to do all that testing. several members of the commission have already ex- expresswaysed the need for this stringent -- have already expressed the need for this stringent high pressure water testing despite the inconvenience. a federal investigation by the u.s. district attorney's office is under way. it could be a criminal investigation. that is all into what happened here on september 9 when a gas transmission line blew up destroying the neighborhood killing eight people. federal prosecutors are asking for thousands of pages of documents including pg&e's map, reports and emergency plans. this is on top of the ongoing investigation by the national transportation safety board and the state public utilities commission. now, there was also a town hall

winds whipping up outside today. we are going to sneak in a lot of sunshine heading toward the afternoon hours. it's going to be breezy especially at the coast. the winds will be whipping up so it is going to feel very cool even these temperatures into the 50s. but those winds blowing going to make it feel cooler. some of those temperatures getting near 70 by the afternoon. but the winds going to be the big story for today. already starting to see the breezy conditions kicking up. some of the ends with now 20 to 30 miles per hour. numbers running in the 50s and 40s. so fairly mild start to the day. if you are looking for some raindrops you can find some, go to eureka to find that. 54 there and scattered showers, partly cloudy skies into redding, high country looking good, partly cloudy skies in lake tahoe, 54, slushy skiing conditions up there. looking here, flat ridge of

high pressure sitting out here. you have another system running over the top of this and as it moves by it's going to generate winds especially toward the afternoon. let's plan on very gusty winds toward the immediate coastline and probably into the mountain gaps. it's going to blow pretty good and probably into tomorrow, as well. wind sheltered areas parts of the south bay 68 in morgan hill, 64 in fremont, and a cool 58 and windy in daly city. east bay temperatures will be sunny and pretty nice near 70 degrees in antioch and brentwood. you have lower 60s inside the bay. up on the north coast, you will see cooler temperatures into the 50s. we'll see winds continuing on friday. saturday and sunday, here comes the sunshine just the way elizabeth likes. warm temperatures, too. that's the latest from here, back to you. >> thank you. let's go towards 24/680. we have a camera in walnut creek where conditions are moving along just fine. everything showing top speeds all the way down southbound 680 if you are heading towards the

san ramon valley. want to zoom in towards highway 4 because we are starting to see brake lights from a street to loveridge. some speeds as low as under 25 miles per hour. the ride out of the altamont pass, busy, as well. 15 minutes is the drive from the altamont pass. towards 680 at the dublin interchange, following police activity most of the morning. that's southbound 680 off-ramp to dublin boulevard remains shut down. police on scene. they have it completely blocked. we have a reporter on the scene. they are saying until about 7:00 this morning they are going to have the ramp completely shut down. dublin boulevard is open all lanes. all right to the south bay we go now everything fine on 101. they wrapped up earlier roadwork. 280 looks just as good. it's starting to get more crowded in those northbound lanes of 280. great problem-free this morning. same thing with the right out of mary. here's live look at the golden gate bridge. they did the lane change early this morning so traffic getting by just great heading into san

prince william will be sharing a kiss on the balcony of buckingham palace. reporter: police escorted kate middleton, her bridesmaids and best man prince harry from westminster abbey this morning after their final wedding rehearsal. with just one day to go before the real thing the city of london is buzzing with excitement and last-minute preparations. last night, kate and prince william were all smiles after their last walk-through at the church together. today, the official royal wedding website released a souvenir program which will go on sale tomorrow along the procession route. it includes the full order of service, a personal thank you message from will and kate, and a never-before-seen picture of the royal couple. the temperature is really dropped in london. and forecasters are calling for a chance of rain on the wedding day. still, nothing can dampen the spirits of the die-hard fans who camped out for days. >> even a thunderstorm, it will be fun. >> reporter: if wet weather moves in the couple will have

to leave the abbey in this glass coach which could make it difficult for hundreds of thousands of spectators to get a good look. >> if they come back in a closed carriage, the fans will go mental. we want to see the newlyweds, to see them, the dress. >> reporter: tradition has it that rain on your wedding day is good luck. >> reporter: now, whatever the weather, i'm going to be prepared. i have my trusty umbrella. i have my binoculars. and i have my official royal wedding bag sick bag just in case. sports agency with the hope of we have one new stadium name in the bay area, overstock.com stadium. the san francisco 49ers have hired a sports agency with the hope of getting a lucrative

naming rights dealing for a stadium in santa clara. caa sports negotiates big contracts for prominent athletes and also brokers corporate partners for stadiums and now the 49ers and the city of santa clara want to find a sponsor to help fund the stadium there, which is expected to cost more than $900 million. uc-berkeley's men's gymnastics team trying to vault off the budget chopping block. recent fundraisers raised $2.5 million. the university wanted them to raise $4 million but the team hopes to scale down the budget and raise money through the season so the program will be reinstated soon. >> we're laying out a different budget plan for next year and the following years, you know, less scholarships and things that don't matter in the programs. >> earlier this year, fundraising efforts saved cal baseball. >> i'm a proud alum, i'll say go bears to that story in a big way. it's 5:53. the white iphone finally hits
