up this morning, in the east bay you can expect to see some damage like this over here. this is a tree that's been toppled over on to skyline boulevard in oakland. it's not the only one. strong winds have made a mess not to mention started a few fires in this area early this morning. in oakland, the winds were so strong, it knocked this tree on power lines creating sparks that ignited a small fire and firefighters had a tough time getting through the damage because of those gusty winds. pg&e crews had their work could you tell out for them trying to clear up the damage -- had their work cut out for them trying to clear up the damage. it took oakland firefighters 20 minutes to knock it down and small grassfires like this one stir up haunting memories for those who lived in the area in 1991. that's when the infamous oakland hills fire ripped through 1500 acres killing 25 people and injuring 150 others. the conditions then very similar to what we're going to be seeing today. strong winds and low humidity. now, remember, this fire in

1991 started from a completely extinguished fire that reignited. other fires that we're seeing this morning, this one over in martinez, this is at the sorrow refinery tesoro refinery. we are waiting for details on how this fire started. unfortunately, it's going to be like this throughout the day firefighters on high alert because of the strong winds in the east bay and also because of the red flag warning not just here but also in the north bay, where my colleague anne makovec is. >> reporter: the strong winds blowing smoke all over the area. there is a fire that is burning in north napa county and people were reporting smelling smoke from that fire as far south as san francisco. if you take a look at twitter, people were talking about all night long. blown by these winds that we have been seeing for several hours. this fire has burned about 500 acres in napa county. >> it's primarily burning in

grass along the eastern shore of lake berryessa. >> reporter: it started at about 8:30 last night pushed to the south by strong winds. >> a rapid rate of spreading with spotting. >> reporter: a real challenge for cal fire overnight. >> during daylight hours -- [ signal breakup ] >> reporter: and the cause of that fire is still under investigation. right now live in san rafael, anne makovec, kpix 5. fire danger going to be very dangerous conditions over the next couple of days as the weather just ripe for any of the fires outside. if they do start. so be very, very careful. the winds whipping around the bay area right now. want to take you to our mount vaca cam. they are at 3,000 feet. you get across some of the peaks anywhere above 1,000 feet, we have red flag warnings posted. you see those winds whipping around there. we have had some strong gusts already to 54 miles per hour in the oakland hills. 36 in fairfield. 32 in the napa valley. 26 in livermore. and 24 miles per hour in concord. red flag warnings posted above

1,000 feet where some of those strong gusty winds are expected. not only that, but we have some very low humidity, less than 20% in some spots. so the fire danger going to stay elevated. but if you lining the beautiful weather, boy, what a nice start to the day if you like the beautiful weather. temperatures mainly in the 60s now. by this afternoon, we could see some 70s right out toward the beaches. we'll have more on that in a moment. let's check the roads with liza battalones. >> good morning, everybody. the backups are growing now over at the bay bridge toll plaza with delays extending close to the 880 overcrossing. it's still wide open though for the fastrak lanes. and soon bay bridge officials will switch on the metering lights. so expect a minor delay leaving oakland now. it's certainly delayed for 580 because of late roadwork. westbound 580 approaching hopyard in pleasanton crews are re-opening that right-hand lane so traffic is backed up from airway in livermore. and the highway 4 commute you're going to see some slow traffic just through antioch once you head into pittsburg and concord traffic does okay. the san mateo bridge is windy

out there. strong wind advisories in place for bay area bridges. highway 92 looking good in terms of delays. it's very light traffic now leaving hayward heading into foster city. that's a look at friday traffic. now to frank. thank you. 6:06 now. new details on that wild car chase and shooting at the nation's capital. the mother of a connecticut woman killed by police says her daughter had postpartum depression. police say 34-year-old miriam carey set off a high-speed car chase in washington, d.c. yesterday afternoon after she tried to breach a barrier at the white house. the car sped down pennsylvania avenue towards the capitol putting the building in lockdown. and now police are looking for clues as to why she did it. >> they learned from her computer, from her notes or from anything else, something that could give them a window as to a motive behind her behavior. >> a toddler in carey's car was unharmed. the child was taken into protective custody. happening today, the man believed to be behind a

worldwide drug trafficking site is due in court. was arrested at the glen park library in san francisco on tuesday. he is accused of creating an online marketplace called silk road. investigators say the site sold an array of illegal drugs including heroin, cocaine and lsd. ross ulbricht is also accused of hiring a hit man to kill a witness. opening statements start today in the trial against the teen accused of stealing guy fieri's lamborghini. 19-year-old max wade pled not guilty to charges of vehicle theft and attempted murder. detectives tracked tide a storage locker in richmond -- wade to a storage locker in richmond where they found the sports car. he is also accused of trying to kill two people in mill valley last year. today a federal judge in san jose will hearing arguments as the mlb attempts to throw out a lawsuit. the city is suing the mlb over its refusal to make a decision on the oakland a's plan to build a ballpark downtown. the san francisco giants say they have territorial rights to san jose and don't want the a's

moving there. this all comes as a's fans prepare for game 1 of the play- offs in oakland this evening. >> you just get more and more people to get involved and get excited. and i think you see more oakland a's caps on the street just like with the giants. you see those things. >> games 1 and 2 against the tigers in oakland are sold out. but there are a few tickets still available for the fifth and deciding game if the series goes the distance. remember, first pitch is at 6:30 tonight. negotiations between bart and its labor unions are expected to pick up this morning. but time is running out. two sides have until midnight thursday of next week to reach an agreement. that's when that cooling-off period will be completed. negotiations went on all day yesterday. unions presented their third off of the cooldown period but the two sides are far apart. union leaders telling kpix 5 it's the bart board that's making things difficult. >> we don't want a strike.

bay bridge toll plaza from beyond the 880 overcrossing. you pass all this and traffic picks up across the bridge heading into san francisco. we do have late roadwork which has caused some delays on 580 in the westbound direction. crews are re-opening one lane of traffic approaching the pleasanton area near hopyard. so it's going to be slow from the livermore valley area. now, highway 4, that's definitely crowded this morning leaving antioch down to 10 miles per hour. but you pass "a" street traffic does okay through pittsburg into concord. now, the bridge commute san mateo bridge still holding steady with no big delays there. just remember that the chp has issued high wind advisories for some of the bridges so give yourself some extra time if you plan to make it across one of the bridges. again, light traffic for the san mateo span. that's traffic. here's lawrence. >> thank you so much, liza. we have a lot of sunshine coming our way. the winds whipping up already in spots. temperatures mild, fire danger high. that's our big concern. but this is that time of year where it's typical we get those

from the flames. we are still waiting for details on hour this fire started. we know that firefighters will have their hands full today because the high wind advisories and red flag warnings will be continuing today. live in oakland, cate caugiran, kpix 5. i know lawrence touched on it, but those winds are just not helping. >> no. they are whipping around the bay area. this is typical of this time of year. we get those offshore wind making for beautiful weather but the fire danger is elevated. out the door, those winds kicking up a bit and that means we have some very mild conditions even warm in spots. but you're looking at some of those winds northeasterly at 7 miles per hour in freeway, 25 miles per hour in fairfield even stronger over some of the mountaintops up to 50 miles per hour across the mountains. dry winds blowing this morning. red flag warnings will stay in effect until 6:00 tomorrow morning. i think that's when those winds will subside. looks like those offshore winds also bringing some very low humidity down less than 20%. so this is a little more serious fire conditions

compared to the last time we had this event. nonetheless, looks like we are in for a very nice weekend. we'll have more on that in a moment. le. >> good morning, everybody. we have slow traffic over at the bay bridge toll plaza. it took a while but traffic is now backed up from beyond the 880 overcrossing with those metering lights on. 880 close by in the oakland area there's an accident clearing approaching high street. that accident happened in the southbound direction but both ways 880 look good between oakland and hayward. expect a backup at 4. sensors show traffic down to 12 miles per hour. westbound heavy leaving antioch to pittsburg but picks up as you make that curve towards 680. very light traffic through contra costa county southbound 680 moving at the limit -- near the limit between 242 and the walnut creek interchange. mass transit has been looking good this morning. still no delays for the bart system. that's traffic. now to news. 6:34 now. and right now lawmakers on

capitol hill are preparing to vote to give back pay to some 800,000 employees all furloughed by the partial federal government shutdown. and the house plans to vote to restore federal funding to some agencies and some programs. still there is no end in sight to the shutdown with no one budging on obamacare. >> we should sit down and have a discussion. but because there is an insistence on no negotiations, no talking, my way or the highway, we are here. >> congress has to pass a budget that funds our government with no partisan strings attached! >> the shutdown has prompted the president to cancel his trip to asia that was planned for next week. instead, secretary of state john kerry will make that trip. government shutdown is having a ripple effect too. some mom and pop stores in oakland are among small businesses taking a hit. >> it's a nightmare. for me, it's a nightmare. >> uncle willie's barbecue was empty yesterday at lunchtime.

it's near oakland's federal building. the restaurant relies heavily on business from thousands of people who work there. some business owners say sales are down 50% this week, and they have had to send some employees home, as well. closure at yosemite national park is now complete. all visitors were out by 3:00 yesterday afternoon. the park is putting more than 600 workers on furlough during the closure. a redwood city high school student faces life in prison after a jury convicted him of trying to rape a teacher. david velazquez is in jail on a $1 million bail. officers say the 21-year-old grabbed his teacher in the parking lot of summit preparatory charter high school in january. the teacher screamed at him and ran away. velazquez will be sentenced on november 8. in other headlines around the bay, several children were hurt after a school bus crashed into a pickup truck in san jose. it happened on 28th and julian streets yesterday. the bus struck the back of the pickup as it made a left turn. the pickup then spun out of

control and hit an suv. three kids on the bus and the suv driver suffered minor injuries. hardly strictly bluegrass is bringing some big names to golden gate park in san francisco this weekend. today's headliners include bonnie raitt and connor owe better. performers including boz skaggs, elvin bishop and steve martin. of course the a's are begin a play-off series at the coliseum. this is the second year the a's met the tigers in the american league divisional series. tigers won last year. tigers won in 2006, a's won way back in '72 before they went on to win the world series that year. the first of three in a row. that was one of six world series the a's have played since moving to oakland in '68. they won four of them most recently of course the earthquake interrupted series of 1989 when they swept the san

documentation of child care expenses. calfresh is allowing application off site so people can sign up at food banks and go home with food at the same time. as more internet companies set up shop here in san francisco, long-time small businesses are getting priced out of some of the neighborhoods. that's forcing them to either leave town completely or move to higher crime parts of san francisco that are more affordable. many small business owners have set up shop in the tenderloin but even that neighborhood is seeing signs of new development. >> i have no desire to redefine the tenderloin. that's going to happen regardless of what we do. >> we need to survive and a place to work. >> some business owners that spoke with pixie they are fortunate to have multi--- that spoke with kpix 5 say that they are fortunate to have multi- year leases so they can stay longer. major stock averages for the week are unlikely to recover. here's kcbs radio's financial reporter jason brooks to chat about it. good morning. >> reporter: good morning to you, frank and michelle.

twitter certainly doesn't have to worry about moving out of its high-priced digs in san francisco. the company revealing plans to raise $1 billion in its upcoming ipo which many expect to happen before thanksgiving. we also have a look into the financial numbers. had more than $250 million in revenue in the first half of the year. that more than doubled from the same period a year ago. something that's key as far as investors are concerned, 65% of its revenue came from mobile advertisers. twitter also had 218 million active monthly users. that was an increase of 44% from a year earlier but the growth rate is starting to slow down. facebook has quite a few more users than that. about 1 billion. also saying it's going to start showing ads on instagram in the next couple of months. this has been expected since facebook bought the popular site over a year ago for $1 billion. no monthly jobs report today because of the government shutdown. so the market is continuing along dealing with a shutdown and the upcoming debt ceiling

deadline. it's been a roughly couple of days. let's see how things are going in the early offing. right now the market is pretty well mixed. the dow is down 12. nasdaq up 3. s&p down a fraction. facebook shares are up by 1.5%. michelle and frank, back to you. >> thank you, jason brooks from kcbs news. have a great weekend. >> reporter: you, too. let's check the roads with liza. how's it looking? >> pretty good. still "friday light" for many areas and the weather is affecting traffic especially if you plan on making your way across a bridge. we have high wind advisories in place for the richmond/san rafael bridge. this is it right here where traffic still doing okay for the drive out of marin county approaching richmond. there's also a high wind advisory in place for the bay bridge toll plaza, where the metering lights are on and traffic is backed up from the foot of the maze. southbound right here at the golden gate, traffic is still looking okay approaching southern marin approaching san francisco. just a heads up for this week. we are expecting heavier-than- usual traffic in the city. we have the hardly strictly

bluegrass all weekend at golden gate park. also the castro street fair this sunday. so expect delays heading to and through the city this weekend. san mateo bridge looking good westbound traffic fine approaching the toll plaza. and the silicon valley, you will see a little bit of slow traffic north 101 approaching and passing the 280/680 interchange. the rest of the south bay good no problems for 280 approaching downtown. even mass transit is a great option with no delays for the bart system. that's friday traffic. here's larry. >> all right, liza. we have some gusty winds developing around the bay area especially over the mountaintops. the fire danger going to be running high. red flag warnings are up above 1,000 feet. still, down below, a lot of sunshine coming coming and what a beautiful day it's going to be. warmer all the way to the coastline. in fact, expecting some 70s right out toward the beaches. now, over the weekend there will be less wind but still, staying very nice outside as high pressure is going to build right into overhead but right now, as it slides in we are getting a northerly component to the wind and that's that dry wind. so the fire danger going to

stay elevated. it will be windy throughout the morning hours. then it looks like those winds will start to subside a little bit toward the afternoon. computer models picking up on it this morning. the breeze blowing outside in spots. we'll pick up through the middle of the morning. 27 miles an hour in napa. about 25 in half moon bay. about 25 as you make your way into santa rosa but by the afternoon you notice things begin to calm down a little bit as it looks like high pressure going to slide more overhead. so as we head in toward the weekend, those winds calm down. a lot of sunshine and some warm temperatures left behind. numbers running into the 70s even out at the beaches today should be a beautiful day. 80s in the bay. and 80s in the valleys. next couple of days, what a gorgeous fall weekend. just be careful outside. fire danger running high. and then it looks like those temperatures starting to cool down. more clouds on the way as we head in toward the middle of the week of. time for your schoolcast today. this one coming from hoover elementary school in palo alto. morning bell, you have clear skies, a little windy out there at times. temperatures in the 70s though by the middle of the day. some 80s as we head in toward the afternoon. and a very famous person went

chart a course of action to get himself some prominence for his candidacy for the president on the republican side of the aisle, he had to do something. after all, there was a person who did it before him and got great press for it. the senator from kentucky, rand paul. so cruz came up with this brilliant idea in his mind. he had no way, however, of figuring out how to get out of it. i don't think he even thought they were take it. but they did. and now fight's on. >> it is really interesting. how much longer do you think this partial shutdown goes? >> i think it will go for quite a while. i don't think that the republicans have any exit strategy. i think there is another deadline on october 17 for the debt ceiling. i think all of this is just a way in which it's leaderless on the republican side of the aisle and the democrats are enjoying every second of it because they know at some point, it's got to break. >> it's got to break. which way does it break?

>> it's going to break, in my opinion, in favor of the american people. we are going to eliminate the shutdown. and believe me, better to vote ultimately. all our good president has to do is have nerve enough to just go ahead and keep paying the bills and let the republicans sue him for the paying of the bills. >> i'm not sure -- >> that would be a great opportunity. and that's the advice i'm giving you, mr. obama. [ laughter ] >> are you listening, frank? >> yes. >> oh, yeah. >> what about public sentiment? who is winning, who is losing? >> well, as of the moment, the public is fully of the opinion that the entire congress is a mess because people aren't being paid, alcatraz is closed. the smithsonian isn't open. healthcare isn't being provided for some people. i think, however, that the blame is directly on the republicans in the minds of the public for the moment. in may not stay there. but -- it may not stay there, but that's where it is for the

moment. >> i found it interesting when we're talking about the government shutdown, hey, i don't feel it too much. i want going to alcatraz this week. but i was also thinking, think about the poor people who woke up and found themselves being, you know, determined to be nonessential. of almost 3 million adobe customers. the san jose-based software maker says a hacker accessed customer names with debt and credit card numbers. adobe is resetting the passwords. i'm anne makovec live in san rafael where people have been reporting smelling smoke from a wildfire that has been burning about 70 miles away. let's take a look at these flames burning near lake berryessa overnight near the eastern shore. that's up in napa county. it's already burned about 500 acres after the fire broke out at about 8:30 last night and spread quickly pushed to the south by strong winds. it is burning through mainly grassy areas on federal property. it's not threatening any campgrounds but it has burned some day use park space in the putah canyon recreation area. firefighters are keeping a close eye on that area today even though they have it mainly contained. there is concern about the hot spots igniting weapon these windy conditions we have been

seeing. live in san rafael, anne makovec, kpix 5. i'm cate caugiran live in oakland, where the strong winds here in the east bay have toppled over trees like this one here along skyline boulevard and also sparked a small grass fire here overnight. oakland firefighters say the winds knocked over this tree on power lines igniting the flames. firefighters got the call around 11:00 last night and that's when those strong gusts started to pick up here in the east bay. we know it took firefighters about 20 minutes to knock it out and then pg&e crews came in and tried to clear the area of any damage or clear the area of any danger from the damage as well as those downed power lines. we are hearing that there are more downed trees like this here in the east bay so firefighters will have their hands full today because that red flag warning and those strong winds will be in effect throughout the morning. reporting live in oakland, cate caugiran, kpix 5. >> and those wind-swept skies looking nice and clear all the way to the coastline. still seeing some gusty winds over 50 miles per hour over some of the mountaintops. temperatures now very, very

mild to warm. 67 degrees in oakland. 66 santa rosa. 63 degrees in san jose. by the afternoon, sunshine all the way to the coastline. fire danger high so be careful. but wow, it's going to look beautiful at the beaches. 70s along the coast 80s inland and inside the bay. next couple of days those winds calm down but the beautiful weather sticking around for the weekend. looks like we'll cool off with partly cloudy skies toward the middle of next week. and we're looking at major problems right now for 580 in oakland where a pedestrian has been hit and now a four-car accident major injuries and just one lane open east 580 at fruitvale. long delays approaching the scene. if you plan on driving through oakland, take south 880 as your alternate. definitely avoid 580. we'll have another update on this with our next traffic report at 7:26. as we move on to the bay bridge commute, metering lights are on. traffic is backed up from the 880 overcrossing. the big a's game tonight. 6:30. captions by: caption colorado
