oakland city council is talking about instituting a curfew. i'm mark kelly, coming up, it's very controversial. we'll have both sides weigh in. and let's check in with elizabeth again for a look at our morning commute. and back to b.a.r.t. these are major delays on the richmond line. when b.a.r.t. says that, they delays of 15 minutes or more. it's impacting the richmond line. of course this could have an impact on other lines if this continues to be out there for a while. the trains are being stopped before they get to del norte before the medical emergency on the tracks. mass transit so far on time. a quick check of the roads, a live look at the bay bridge toll plaza. 10 minutes to get you onto the bay bridge and your back to work commute for this tuesday looks pretty good traveling the nimitz freeway. 880 from oakland, no delays.

hit by one of the most powerful storms on record. nearly 1800 people are confirmed dead. kpix 5's cate cauguiran with more on those doing all they can now to get away from that disaster. kate. the situation in the philippines is becoming increasingly desperate. thousands of survivors swarmed the airport onto a tarmac through a broken fence and they say their only hope for survival is to leave and those who are staying are facing a new battle to stay alive, just finding food and water. >> people, some injured are packing the airport trying to evacuate the area devastated when typhoon haiyan slammed into the philippines. >> it's not a good idea for me to be here anymore. the few people that are here, i got to go tell my family i'm alive. >> the storm nearly wiped out the city. body bags are lined up in rows as forensic teams try to identify the dead. thousands are homeless and those who survived are

desperate for food and drinkable water. >> there's nothing here. we need to go somewhere we can eat and stay and where we can have some shelter. >> reporter: u.s. marines have landed with much needed supplies. the united states will send help to ramp up relief and rescue operations by air because roads and bridges were destroyed. >> 15 to 25-foot waves came across entire villages and so everything is wiped out. >> reporter: filipino americans in new york to here in california are answering the call for help; collecting everything from money to food to medical supplies. >> this is one of the biggest ones, because all the sources of water have been contaminated. >> reporter: getting those supplies to those in need will be difficult. many remote low lying coastal regions are too hard to reach. the united nations has pledged

$25 million for aid relief. here's the historic storm covering the islands. this monstrous huge storm. and the storm had hit the west coast that size, here's what that would have looked like. a storm stretching from seattle all the way down south to san diego. kpix 5 partnering with the red cross to raise money for the typhoon victims. we're going to have a phone bank on thursday from 6 in the morning until 7:00. details on kpix 5.com. the oakland city council is considering a city wide curfew for juveniles. mark kelly is live in oakland. the curfew is intended to help protect teens as well. >> reporter: it is. the oakland city council public safety committee is going to take a look at that tonight. let's keep in mind, a curfew law has been attempted here in oakland in the past but it has failed. still, here's the proposal on the table. anyone under the age of 18 must

be off the street between 10:00 p.m. and 6:00 a.m. that's every single day. and between 8:30:00 a.m. and 1:30:00 p.m. on school days. city council man has been advocating a cur view here. juvenile violence has gone too far. 600 oakland robberies has involved a juvenile as a suspect. that said, a curfew has been tried before, and it's been nothing but controversial. >> get them off the street because they're not going to solve their chemistry exam being out at midnight, hanging out on fruit veil. >> there's a disproportion of kids of color who are on curfew. >> reporter: now, critics say the curfew idea leads to racial profiling and keeps officers from fighting other crimes. live in oakland, mark kelly kpix 5. violators caught in a

public space or a car would face a fine, community service or jail time. there would be exceptions to the curfew such as going to and from work. the rights for transgender students in public schools will be put to avivement opponents of -- put to a vote. opponents allowing students to choose their orientation have collected and submitted 620,000 signatures to get the issue on the ballot in next year's election. a boy, a 6th grade boy for example, can feel or decide or think maybe i'm a female. or maybe i associate better with the female gender. and so i determine now to go into the girl's locker room. >> what about the argument, boys are going to be playing on the girl's basketball team. >> that in fact could happen. that happens all over the country presently and civilization doesn't end. >> governor jerry brown signed the law in september. it goes into effect on january 1 january 1st.

approval ratings for governor brown are at the highest rate since he took office. the numbers may not translate into vote. more than half of the voters approval of the job he's doing, but only 32% say they are inclined to vote for the governor if he seeks a 4th 4th term. this afternoon, 49ers line backer, alden smith is set to be arraigned on three felony gun charges. he's accused of having three rifles at his home that sheriff's deputies determined were illegal assault weapons. they discovered the guns after an altercation at smith's house in san jose during a party last year. he's back in court in a week to be arraigned on separate dui charges. the paramedics and emergency medical technicians in santa clara county. it calls for the hiring of more mechanics to maintain the ambulances. arizona based rural metro has had problems recently including a filing for bankruptcy

livermore accident involving a taxi cab. it's causing slow downs through the livermore valley, one lane is blocked. traffic was heavy coming through the altamont pass, now it's worse in the red, 27 minutes right now. through the altamont pass toward the dublin interchange we should get past livermore and things should improve. for more on your forecast, here's lawrence. checking out the rain drops around the bay area. the rain has made a return. we're seeing move on shore right thousand. you can see some ostomate making its way along the peninsula and -- some moisture making its way along the peninsula. and you have the line of storms sliding on through. not the strongest we have seen, but at this point we'll take anything we can get. you see it making its way toward san francisco, and oakland, a little further south. the line toward half-moon bay and continuing to drive off the coastline, heading up in the santa cruz mountains as well.

>> not much. >> do we ever. >> you would think it would. thanks. the alameda county fire department has released helmet cam video giving an inside look at the dangers of fighting a house fire. >> it shows firefighters efforts to battle a house fire in san leandro last week. the house on altamont road was built on a hill and the stairway inside caused a unique problem. it spewed smoke like a chimney. two dogs were killed and a man suffered minor burns. lamps used to grow marijuana ignited a gas leak and started fire. a new proposal in san francisco would authorize lawsuits to force graffiti taggers to pay up. the measure would allow several suits against repeat offenders. it would take enforcement out of the hand of criminal prosecutors and the city attorney could seek money for the clean up costs.

hayward overnight. kcbs raid you matt bugler is on the scene where 15 people are out of their homes. this was a fast moving fire at the whitman green apartment complex in hayward. it destroyed two units, a ground floor and an upper unit. the progression of the fire was so rapid that two people got trapped on the balcony of the upper story unit and they had to jump to the ground to escape the flames. they were not seriously injured. there were no serious injuries to humans reported but other neighbors had to scramble and help other neighbors get out in time. >> there was a lot of smoke and two or three people outside, and then the flames came up, huge, huge, flames and so i went up to my apartment and got people out and started knocking on doors, and three minutes, there were flames from 7 to 14

feet high from the lower apartment. >> as you mentioned, a total of 15 people have been displaced by this fire. both in the two burns units that are complete gutted and in the surrounding units that had a pretty heavy smoke damage. i'm sorry to say there was one family dog that did die in this fire. fire crews did try to save that animal. they used anne makovec -- they used an animal resuscitation unit. over a dozen people displaced by the fire. live from the scene, matt. people were under arrest in the south bay on kidnapping and robbery charges. they are accused of running a prostitution scheme from a motel in san jose last month. they're accused of robbing customers and carjacking in which the victim was kidnapped. the three may be suspects in a bank robbery in san joaquin county as well. a key phase gets under way

reporter, jason brooks on this tuesday. >> good morning, the new retina ipad mini has been long anticipated. it's debuting three weeks after the ipad air came out. there have been issues for the supply for that new screen on the o ipad mini. that's reason it was displayed. a lot of people expected it to not go on sale. it's now on sale, online, and shipping times are indicating that at least for the 16 and 32 gig models. 1 to 3 days for it to get out. other models, 5 to 10 days. another issue for the ipad mini is it's fairly expensive compared to rival tablets of the same size that have retina displays. the base model $399. and the government shut down did not seem to have a huge impact on the overall economy from a number of reports we have seen. small business owners continue to feel that pressure and uncertainty. the national federation of independent businesses say that

time, you can find discounts like 2 for $20 passes over a couple flights. and go go is the main provider and you can go to their web site and to find discounts too. you want to know your limitations. inflight wi-fi is nothing like the internet you get at home. so if you think you're going to be able to stream movies from nexflix or hulu or download an ipad game, forget about it. the band width is very limited. voiceover ep services like skype calling are unavailable -- voiceover ip services like skype calling are unavailable. every passenger that is connected is in the same security bubble. meaning that someone savvy enough could hack into your activity. save your banking and on o-line shopping for after the flight. disable any background
