morning." captions by: caption colorado comments@captioncolorado.com >> your realtime captioner is mrs. linda m. macdonald. good morning, everyone. it's tuesday, november 19. i'm michelle griego. at long last, rain is moving into the bay area today. a live look at our exclusive kpix 5 hi-def doppler radar. let's get right over to meteorologist lawrence karnow tracking the storm in the weather center. >> yeah. so far, some light rain has been falling in some parts of the north bay. dry elsewhere. but about .10" so far reported in santa rosa, plenty more to come. our hi-def doppler radar showing you the scattered showers moving through overnight. but just off the coastline, we're still seeing some more moisture there and looks like that will be pushing in a little bit later on this morning to bring the rain, probably picking up toward the middle of the day and then intensifying into the afternoon all around the bay area. so yeah, indeed, it looks like things are a little bit unsettled now. scattered showers mainly focused to our north. but as we head in toward the middle of the day and i think in the commute hours i think

rain picking up everywhere so it could be a very messy commute ride on the way home. here it is on our satellite and radar image. you can see a lot of that energy headed up into the far northern california. still, we are waiting for the brunt of the storm system really on the back side here that's going to be sliding down into the bay area later on today. so it will be picking up throughout the day. so if you are heading out, it hasn't rained in your neighborhood yet, it will. bring that umbrella and jacket you will need it today. mostly sunny skies over the bay bridge right -- mostly cloudy skies over the bay bridge now, mild temperatures. 51 livermore, 54 san francisco. 51 in san jose. this afternoon, these numbers, cloudy with some rain and running below average around the bay area, probably one to five degrees below the average. but we love it. it's great to see the rain making a return to the bay area. all right. let's check your "kcbs traffic" with elizabeth. >> thanks, lawrence. and as he mentioned, this is a little bit of a calm before the brunt of the storm later on today so a lot of our roadways are dry. we have been looking at our traffic cameras, checking out the current road conditions and so far, so good if you are crossing the san mateo bridge. this is a live look, this is

the hayward approach. you can see westbound 92 traffic looks good as you head out towards the peninsula. now that we're right around the 5:00 hour a lot of the overnight roadwork is being picked up including northbound 880. they had several lanes blocked between 16th and broadway. but it was only scheduled until 5 a.m. not here. this is going to be out there for a little while longer. it's going counter-commute eastbound 580 between north greenville and north flynn. and in the commute direction, just a touch of slowing not much. you can beat the rush right now. only about 15 minutes between the altamont pass and the dublin interchange. and a quick look out over the east bay once again, the nimitz freeway free and clear from hayward to the macarthur maze. and similar story for the milpitas ride. so far, so good between milpitas and sunnyvale. that's your latest "kcbs traffic." back to you. >> thank you. remember, you can track the storm anytime with our live hi- def doppler radar. that's on our kpix.com, kpix.com/weather. communities torn apart by this weekend's tornado outbreak

are coming together to clean up their neighborhoods. more than 80 tornadoes hit the midwest on sunday. the storms killed at least 8 people, six in illinois and two in michigan. hundreds of homes have been destroyed, many of them in the town of washington, illinois. some homes have been shattered into piles of brick, drywall and lumber. others still had sections standing. >> just crushed from this storm. and mommy just cried all the time. >> officials say early warning systems and accurate forecasting helped save lives. happening today, a family plans to rally to accuse san francisco police of brutality after a bicyclist says he was choked by an officer. kpix 5's mark kelly is live in san francisco this morning and mark, it all started when the man was riding his bike on a sidewalk. >> reporter: yeah, michelle. police have released dj williams from custody. but still, the family is very upset. they are planning a rally today

here at sfpd in the mission today at 5:00. we have cell phone video of the arrest but it's the moments before that cell phone video was rolling when police and the williams family tell two very different story. -- stories. reporter: this is cell phone video of dj williams. san francisco police arrested the 20-year-old friday. you can see his face covered in blood. both police and the williams family agree, williams was riding his bicycle on the sidewalk friday afternoon. and when officers told williams to ride on the street, williams ignored them. but it's the next part where we get two very different stories. >> the lady over there trying to put the handcuffs on him. >> they hurt him pretty bad? >> yeah, they did. and he started to beat on him for no reason. >> they attempted to detail him, he became combative and resisted arrest. >> reporter: the family said he was listening to music and couldn't hear the officers when they told him to get off the

side. but police say undercover officers identified themselves, flashed badges and ordered dj off the sidewalk. when he did not obey, police made this arrest. and that arrest drew quite a crowd. in fact, bystanders started yelling at the officers telling them to let williams go. in the end, the officers arrested three other individuals in addition to williams. live in the mission, mark kelly, kpix 5. >> a friend of williams' says he is a student at city college of san francisco. privacy advocates plan to hold a protest this afternoon at oakland's frank ogawa plaza. they are upset about the city's plan to develop a domain awareness center with the port of oakland. the center would include numerous screens allowing police to monitor feeds from street cameras, gunshot sensors and other surveillance tools. tonight the city council is expected to discuss the project which would be partially funded by federal grant money. some palo alto police officers will soon be equipped

with body-mounted videocameras. the city council unanimously approved the $350,000 bill last night. the money will mostly pay to replace aging cameras in police cruisers. but it also calls for cameras that nine motorcycle officers will wear. >> those cameras will be worn on the uniform and will follow the officers as they go about their shift or on calls on vehicle stops, things like that, and allow them to audio and video record their actions. >> the police department says those cameras will protect the officers from the public and vice versa. a drunk driver is believed to have caused a crash that ended in a chemical spill in concord around 8:00 last night at concord avenue and john glenn drive near buchanan field. the chp says a ford taurus collided with a pickup that was carrying swimming pool chemicals. both vehicles hit light poles and pg&e crews are still working to fix those this morning. the driver was arrested on suspicion of dui and taken to a

nearby hospital with injuries. a woman and an 8-year-old girl were also hurt the driver blamed for a deadly crash in oakland was a former member of the oakland raiders. two men were killed in a crash on interstate 880 early yesterday morning. the chp says 30-year-old thomas howard was driving more than 100 miles an hour when he lost control. he hit a big rig and then two other cars. howard and another driver, 64- year-old died, howard was released by the atlanta falcons last week. the raiders drafted him in 2006 and he spent five seasons as a linebacker with the team. google is taking an unprecedented step because of a story we had on kpix 5 last week. it involves an unsolved murder case. 14-year-old kevin barrera was shot to death in richmond four years ago. his family recently learned satellite images on google maps showed the crime scene including the boy's body. after we reported that, kevin's father got a call from google

maps' vice president. >> we apologize. we really sorry. and we gonna remove those images. >> in a statement to kpix 5, google has never accelerated the replacement of updated satellite imagery from our maps before, but given the circumstances, we wanted to make an exception in this case. some bay area news now. hayward police are looking for a suspect after a teenager was shot and killed after a city park. officers went to centennial park about 3:30 yesterday afternoon after a caller reported hearing gunshots. they found a 17-year-old boy unconscious near the baseball field. he died a short time later at a nearby hospital. in a few hours a memorial for mikaela garecht will be held. she was kidnapped from a grocery store in hayward 25 years ago today. at the time, she was 9 and despite an intense investigation, she was never found. today's vigil happens at 10 a.m. outside the store where she was last seen on mission boulevard

and lafayette avenue. developing news out of lebanon. an al qaeda-linked group claimed responsibility for two suicide bombings today in beirut. the authenticity of the claim has not been independently verified. 23 people were killed outside the iranian embassy including an iranian diplomat. iran will be the focus in washington today as president obama meets with key senators from both major parties. the president is urging congress to hold off on passing new sanctions against iran. the white house is concerned more sanctions could hurt ongoing negotiations. u.s. and iranian representatives will meet tomorrow to continue talks regarding limits to iran's nuclear program. time now is 5:09. stop building. why the former mayor of a quaint wine country town wants a cap on new development. plus -- [ chanting ] >> he did what? toronto mayor rob ford sparks more controversy with bizarre behavior at a council meeting last night.

as wendy gillette reports, it happened at a meeting that included more bizarre antics. reporter: spectators at monday's city council meeting in toronto, canada, didn't hide their derision towards embattled mayor rob ford. the angry outburst prompted the mayor to charge at the crowd. he nearly knocked over a councilwoman in his rage. >> who do i speak to about the proper code of conduct? >> reporter: ford also mocked another councilmember whose license was suspended after he was stopped at an alcohol checkpoint. the heated exchanges came as the council voted overwhelmingly to strip more of ford's power and slash his budget following similar moves on friday. ford denounced the decision and vowed an election battle next year that will rival the gulf war. >> you guys have just attacked kuwait. >> reporter: the mayor has admitted to smoking crack cocaine while in office, drinking and driving, and buying illegal drugs. but he refuses to resign.

foster city, rather. and here's 880 in oakland past the nimitz freeway. they had those lanes blocked approaching the downtown oakland exits. all that's gone now so we confirmed that with caltrans southbound moving well towards hayward. this roadwork is out there for a while but it's been ongoing roadwork. if you commute this stretch you know it. eastbound 580 between north greenville and north flynn and in the commute direction just a little slowing there approaching vasco. that is your latest "kcbs traffic." for more on your wet forecast, here's lawrence. >> finally a wet forecast for the bay area. we have already seen showers early on in the north bay and looks like more to come. in fact, our hi-def doppler radar is tracking showers. let's take a closer look. toward napa, we have some rain that's making its way in that direction. nothing too heavy just yet about .10" of rain in some of the wettest north bay location. there's plenty more to come. there's more off the coastline. out the door, grab that umbrella. you're going to need it. temperatures now mainly in the

50s. most of those showers to the north but by the afternoon, i think that rain picks up further south. in fact, the evening commute could be very wet all around the bay area. highs only in the 50s and mid- 60s well inland. finally this cold front and the jet stream supporting it rolling right into the bay area now. looks like as we head in toward the afternoon that rain will be picking up especially about the middle of the day. that starts to stretch further and further south. by the afternoon everybody gets in the rain. let's time it out. computer models showing showers in the north bay and around noon it comes to the bay area. then as we head into the evening that's looking like when we'll see the heaviest amounts of rainfall. 6:00, 7:00 the front goes through. behind that scattered showers and possibility of thunderstorms as we get into wednesday. so yeah, nice little soaker for the bay area maybe as much as an inch of rain in some of the wettest spots. temperatures expected to be in the 50s and the 60s. looks like the next couple of days, unsettled weather continuing. maybe a lingering shower into thursday but then winding

things up and by friday and saturday, the offshore winds start to kick in. those temperatures will be running well above the average and nice and dry. go ahead and make your plans, michelle, for the weekend. >> i will. >> looks like it will be nice. >> i have family coming in. the parents are coming in. >> they won't want to leave. >> i guess not but they have to. [ laughter ] a former ferry that serves as a floating office for san francisco startups is running into rough waters. dozens of workers board the boat at pier 50 every day. but they may soon have to ship out. the 135-foot former ferry has been docked at pier 50 for two years. it's home to 5 startups but now port officials say the boat has to leave the dock unless owners can find a way to make it functional. >> i think it's a great idea. it's just that there are rules and they have to be followed. >> owners estimate it will cost about $30,000 to make the boat functional. they plan to begin the voyage in the next two to three weeks. people in sonoma are voting

afternoon when it slides in across the rest of the bay area and should be a nice soaker maybe some places getting upwards of an inch of rain. out there right now, we have mostly cloudy skies. the temperatures in the 50s some showers north of the golden gate at this hour. as we head toward the afternoon, these temperatures staying cool. and it's going to be cloudy and a bit wet. numbers running below average. rain continuing probably a very messy commute into the evening hours. maybe they will need you back, elizabeth. >> well, let's not go putting ideas in anyone's head! survived. >> i got hit by debris or something and cut my eye in three places. >> reporter: a family in new minden lost two-family members when a tornado leveled their farm. those who survived are devastated. >> we was planning on a thanksgiving down here. [ crying ] >> we bought the turkey and uncle joe was buying -- we was gonna fry a turkey down here so we were all looking forward to that. [ crying ] >> but we don't know what we're going to do now. >> reporter: elsewhere this woman was found buried in debris pinned under a large chunk of concrete from her collapsed home. she says she wouldn't be alive if her daughter-in-law hadn't found her. >> she was my angel. i don't know how long i would have been there because i couldn't have moved that concrete block myself. [ crying ] >> reporter: throughout the state, many are simply trying to process what was lost. >> there's nothing here. unreal.

terrifying. you just don't think that things like this will happen. you just don't think, you know,. >> reporter: and what they still have. >> so we're all healthy, alive. so we made it. so that's what's important. >> eight deaths are blamed on sunday's storms. six in illinois and two in michigan. 5:34 now. new this morning the feds are taking a closer look at tesla cars made in the bay area. kpix 5 reporter cate caugiran with the new information coming into the newsroom this morning. cate, i guess the issue here is those recent fires involving the electric cars. >> reporter: yes. that's right, frank. it's an investigation that could lead to a recall but the company's ceo elon musk says not just yet. tesla's model s a plug-in electric sedan was once marketed as the safest car in america. now it's the subject of a u.s. safety investigation. this comes after two cars in washington state and tennessee caught fire after they ran over

debris piercing the battery compartment igniting the flames. the national highway traffic safety administration says it wants to examine risks from the undercarriage getting hit. >> i do think that this seems to be i think honestly just a bit too much attention paid to tesla good or bad. >> reporter: hours before the investigation announcement the ceo posted in a blog, the company sought out the probe to show how safe these cars are. musk also highlighted changes as a result of the fires. tesla's electric cars will have a higher ground clearance so they are less likely to hit debris. and the car's warranty will cover damage due to fire. since the incidents, the company's stock has taken a nosedive dropping 37% since its peak in september. live in the newsroom, cate caugiran, kpix 5. >> and a third model s fire happened in mexico last month where the car crashed after a high-speed chase. the driver in each incidents were not injured. a 10-year-old boy is

ordered to get a psychiatric evaluation after he was caught walking around school with a knife. police say the boy grabbed the 8" knife from a faculty lounge yesterday morning at hillview crest elementary school school. classmates reportedly overheard him mumbling that he was tired of getting picked on by some girls. a parent was able to take the knife away but did have to be treated for a minor cut. happening today, a husband and wife from richmond are expected in san mateo county court this morning. the two are accused of stealing luggage at sfo and returning clothing from the bags to nordstrom for refunds. crudup works for united airlines. the luggage belonged to passengers diverted because of the asiana airlines crash at sfo in july. filmmaker george lucas is getting big name support for his plan to build an art museum at san francisco's crissy field. investor ron conway sent an email to the presidio trust a group reviewing lucas' proposal and two others. the email of support for lucas'

plan includes more than 30 cosigners including yahoo ceo marissa mayer, steve jobs' widow lauren, and veteran rap performer mc hammer. uc-santa barbara is issuing a health alert after two students were diagnosed with meningitis. the university is urging people on campus now to watch out for signs of the disease. symptoms can include fever, headache, rashes, body aches and nausea. so far, investigators have not identified any connection with an outbreak on the east coast that sickened 7 people at princeton university. several san francisco supervisors say they are now determined to get a measure on the ballot to impose a tax on sugary drinks. a couple of different proposals would add two cents per ounce to sodas and other sugary drinks sold in the city. supervisors expected the two proposals to merge to one and go before the voters in november 2014. health experts have linked sugary drinks to diabetes and obesity. the city of palo alto is moving ahead to expand a

smoking ban. the city council voted 8-1 last night to have city staff work on a new proposal. it would ban smoking outdoors on california and university avenues. two main retail centers in the city. >> i think it's a good idea because i would prefer that the smoke doesn't drift in our store when the doors are open or if i'm eating outside to have someone smoking nearby. >> earlier this year palo alto banned smoking in city parks. parking is about to get more expensive in san rafael. early next year, the city will replace 1,000 parking meters with solar-powered models that take coins and credit cards. and the hourly rate will go up to $1.50 an hour on all roads. currently it's $1 on 4th street and 75 cents on side streets. the new meters will reset to 0 when a car leaves, raising more money in the process. bart's two biggest unions are waiting to see about a dispute over a pad familiar --

paid family leave problem. bart management says a provision for six weeks of paid family leave should not have been included in the tentative contract. the family leave would cost $44 million over the next four years. but the unions say it's closer to $5 million. >> it was a stretch to be able to support the contract of $67 million which was what was agreed on, on october 21, that anything that costs beyond that is not tolerable by the people that i represent. >> we're dismayed. we're disappointed. we're, you know, very disturbed by this. it is putting us in uncharted territories. >> the unions now are backing off their earlier insistence that the contract must not change. today a jury in san jose will begin deliberating on how much samsung owes apple for violating patents for iphones and ipads. a trial has been going on for a week to determine damages. a previous jury already found samsung copied key features

including pinch and zoom. but then a judge ruled the jury miscalculated damages. in the current case apple is demanding $380 million. jpmorgan chase has agreed to pay the government a record $13 billion. the deal with the justice department ends a civil inquiry into the company's sale of mortgage-backed securities that helped cause the financial crisis a few years back. cbs news reports settlement will be announced later today. it would be the largest ever reached between the government and a corporation. the dow hit a new record high monday, more than once. >> it did. it traded above 16,000 for the first time ever ending below though at 15,976. it's still a record clo. the record highs are great for our retirement accounts. but cbs news business analyst jill schlesinger joins us to help us understand what's going on. good morning, jill. >> reporter: good morning. >> well, what are the new milestones? >> reporter: well, as you mentioned, the dow pierced 16,000 for the first time ever

yesterday. and interesting, by the way, it made that jump from 15 to 16,000 in just six months so pretty quick. s&p 500 also hit a milestone clearing 1800, less than four months since it stood at 1700. and the nasdaq, well, got pretty close towards 4,000, it's a level we have not seen since september of 2000 but as you noted, by the end of the session, indices could not hold those historic new levels. >> what goes up must come down though. we are starting to hear maybe about a stock market bubble again. should we be worried? >> reporter: well, i think we have to be concerned because the s&p 500 is up more than 25% this year. it's risen by 165% since the march 2009 lows. and now there are some indicators that are pointing to potential trouble. first of all, ordinary investors are finally buying back in money into stock,

mutual and exchange traded funds for the highest inflows in four years. investor sentiment is becoming optimistic. borrowing to purchase stock market debt at record levels and the main gauge of investor fear is low. so when we take that all together, some experts say that we are just becoming too complacent and that could set up for a big correction maybe as much as 10%. >> hm. >> so jill, what should we do? >> reporter: i think when markets are up it's such a great time to rebalance your portfolio, right? because it forces you to sell right now. but just because a correction could be coming does not mean you should bail out. if you are a long-term investor you have 15 or 20 years to go, why alter your game plan? just keep to that diversified portfolio. but, you know, if you need your money in the next six months or a year, you have to pay a tuition payment or you have a down payment on a house that's due, you might as well sell today and not leave too much risk on the table. for more go to jillonmoney.com.

[ laughter ] around the bay area today, we are seeing some rain making a return outside most of that north of the golden gate. you can see another round of some showers moving onshore now. but the brunt of this is going to start to sag to the south. a closer look you can see near rohnert park we have a good cell that's dropping rainfall there along the 101. so if you are headed in that direction, be prepared. year going to see rain and it hasn't -- we are going to see rain and it hasn't rained quite a while so oil on the road will pick up so it will be slick. so a cloudy start to the day north bay showers early on, rain likely for everyone as we head in toward the afternoon. then a bit of a stormy commute. and then unsettled weather at least through tomorrow maybe even some thunderstorms. so a cold front finally working its way into the bay area after a very dry start to the season bringing with it that rain which will be picking up throughout the day and into the afternoon so if it hasn't rained at your home just yet, bring the umbrella. you will likely need that
