over three-quarters in san rafael. over half inch in san francisco. and almost a third of an inch in san jose. out over the buy, we have some most -- out over the bay, we have some mostly cloudy skies, mild temperatures generally in the 50s. by the afternoon, a chance of thunderstorms. from the nice cushy confines of the studio to out in the rain with cate caugiran. how's it looking? >> reporter: you're going to rub it in, aren't you? [ laughter ] >> reporter: you know what, the good news is the rain has let up for a little bit because as we know the showers will be on and off throughout the day. but what is lingering is the water on the roads. it's still pretty slick out here. let's look at video from yesterday. we know that the bay area certainly got its helping of rain yesterday as lawrence mentioned. this is a look at the embarcadero. people are taking cover. they are huddling under umbrellas and trudging through puddles as they will again today. this is the first rain in over a month in san leandro, same story over there residents dusting off their umbrellas and

the majority of people we spoke with yesterday really didn't seem to mind. >> a lot of people seem to be in a better mood when it's raining. they find somewhere dry to congregate and they are happy to be in that dry spot. and so the talk is always of happy talk. >> reporter: the water districts say we need about 8" of rain to cause runoff and this is especially important here in the north bay. residents get most of their water from rainfall. the showers will be on and off so just because we're seeing spots of sun here and there doesn't mean that we're completely out of the rain just yet. cate caugiran, kpix 5. it is a windshield wiper kind of morning and dangerous on the roads. we are getting word of a number of spinouts. i'm going to mention a couple and they are all in the on- and off-ramps. these are people generally going too fast for the conditions. first to lafayette westbound 24

by pleasant hill road car hit a light pole. the on-ramp is blocked in the area. the main lines of the freeway look okay right now. but if you are traveling in marin county now we have an off- ramp partially shut down northbound 101. this is sir francis drake boulevard. a car just lost control and is there in the ditch on the sired of the road. here's a live look outside, bay bridge toll plaza. the metering lights were just switched on within the last 10 minutes. so it is starting to back up now towards the first overcrossing there in the distance. we'll also get a check of mass transit coming up. in the meantime, back to you guys. vallejo police think the weather was a factor in a fatal accident. a pedestrian not in a crosswalk was struck by two cars on broadway last night. he was trapped under one of the cars and dragged to about a mile before someone told the driver to stop. the driver did not know he had hit someone. it's a busy morning for pacific gas & electric crews working to get the power back on. the most outages are in the south bay with 2300 customers without electricity.

more than 1800 outages are reported in the north bay. in the east bay, only 1. and in san francisco and the peninsula, only four outages at the moment. the storm is bringing snow to the sierra. several resorts open this friday. the snow is coming later than usual this fall. and resorts have had to make their own snow leading to the storm. you can track the storm anytime with our interactive hi-def doppler radar, that's on our website, kpix.com/weather. right now, 21,000 workers are preparing to stage a one- day strike against five university of california medical centers. let's go live out to kpix 5 reporter anne makovec at uc-san francisco. one of the hospitals where the workers are walking off the job this morning. anne. >> reporter: and they are gathering up their picket line right now about a block behind me or parnassus in san francisco. we are talking about respiratory therapists, mri techs, everyone down to janitors. they say that they have been working without a contract for

a year and they are nowhere close to a deal. >> the operative word is safety. these are the people that keep these facilities clean and safe. >> reporter: this is the second strike this year for almost 22,000 apparent care and service workers at bush -- patient care and service workers at five uc medical centers and nine campuses. >> we want to make sure they are resourced to care for patients especially at this time of growing demand. and when our workers have raised these concerns, they have faced illegal intimidation at the workplace. >> reporter: ucsf is trying to minimize patients' impact but postponed almost 50 surgeries today. now, the university system sent out this statement saying, a strike will cost ucsf millions of dollars, money that would otherwise be used to support patient care and our missionof education and research. this could have been worse. nurses had originally planned on striking with these workers in sympathy. but they ended up reaching an

agreement with the university. >> anne, despite the money, how will the strike affect the campuses? >> reporter: you have the effects on the hospitals and on the campuses. we are going to see graduate students who are teaching assistants, they will be walking out as well as maintenance workers and some security workers. >> okay. all happening today. anne makovec, live for us in san francisco, thank you. new this morning, the mystery man who reported seeing a person in a locked stairwell at sf general has come forward. a hospital spokesperson confirmed he is an employee there. last month, he reported seeing 57-year-old patient lynne spalding in the stairwell. spalding disappeared from her room september 21. her body was discovered almost three weeks later. another protest is expected in san francisco this afternoon over allegations of police brutality at a public housing prong. dozens spend an hour and a half

in front of the mission station last night protesting. officers were in riot gear but there were no problems. they say police used excessive force when arresting dj williams for riding his bike on a sidewalk on friday. the video shows williams and other men on the ground. one orlando rodriguez admits he got too close to the action and you can see that by looking at his forehead. >> it was unnecessary over the top and something needs to be done about that. it was over the top. >> police say officers used reasonable force to keep onlookers at bay after they tried to intervene when williams resisted arrest. police say they have identified a suspect in a san francisco murder that took place after a minor car accident. mel key that warren was with a friend in a parking lot in soma when another car bumped into them. when warren got out to check the damage an argument ensued and a man in the other car shot the two women. >> a sister, you know, a daughter, a coach, a mentor, a teammate, uhm, yes, they will come together, they will bond

but there will always be a piece missing. >> warren's friend was critically wounded. san francisco police are still looking for that suspect. but at this point, they are not releasing his identity. a proposed change to vallejo high's apache mascot going before the school district. some think it honors the spirit of the apache while others feel it's offensive. the school will retain the current colors. there is no specific replacement for that apache mascot. oakland has a transgender remembrance ceremony planned this afternoon. it's inspired by luke sasha fleischman a teen whose skirt was recently set on fire on an ac transit bus. fleischman is recovering from the burns. the 5:15 ceremony at frank ogawa plaza will also honor transgender victims in the city

who have died. the city of san jose has reached a tentative contract agreement with the police officers association. part of it deals with the 10% pay cut officers took a few years ago. the deal would restore that money to their salaries. officers would get a 4% raise immediately followed by raises of about 3% in each of the next two years. the deal also includes a one- time 2% bonus. >> on one hand, it's good that we're going to get some money to our officers. some are still trying to hold on to their homes. on the other hand, in 2015, our officers are still going to be making what they were making in 2009. >> i'm hopeful that we can focus on growing the police force getting the full staffing back and that will be the focus of our efforts both for the city and the police union. >> the deal still has to be approved by rank-and-file officers and the city council. new this morning, a white supremist serial killer put to

this morning. bay bridge toll plaza, backing up towards about the 880 overcrossing right now. they turned the metering lights on shortly before 6 a.m. and traffic is very heavy right now out of tracy. mountain house to north livermore. thick fog between that and slick roads a hazard on the roads. 27 minutes between the altamont pass and 680. the busiest traffic is through the livermore valley. that is your latest "kcbs traffic report." for more on your forecast here's lawrence. >> plenty of rain overnight around the bay area. a much-needed rainfall now turning more towards showers. there's a possibility we could see some thunderstorms. showers sliding east with another cell developing off the coastline bringing more substantial rainfall toward the

middle of the day. cloudy start to the day. showers continuing, showers and possible thunderstorms as we head in toward the afternoon. then some big changes coming up as we look toward the weekend. in fact, the temperatures really likely to soar toward friday. here's your system off the coastline. you can see this next batch of moisture this is what we're watching. watch what happens here. the clouds beginning to turn white. that's enhancement off the coastline. so maybe we catch a brief break and this next batch of moisture moves onshore. then we'll talk about rain and downpours. unsettled today and maybe into tomorrow morning as well dkhokharry that umbrella. you'll need it. you may see a couple of sunny breaks from time to time. by the afternoon enough heating for thunderstorms. computer models bringing up that batch of downpours toward of the middle of the day on the peninsula and down to the south bay. scattered showers continuing into the afternoon as well and

[ laughter ] 6:19. a virginia state senator is in fair condition after he was stabbed repeatedly at his home. police in millboro say it appears that creigh deeds was attacked by his 24-year-old son gus who then shot himself to death. investigators are looking into what may have led to the violence. creigh deeds is well known statewide having run for governor of virginia and losing some four years ago. the bay area has been a tough place to legally carry a concealed loaded gun. but that's now changing in some

people got out their rain boots and put them to good use. it was the same in the east bay. this is hayward. residents taking in the first big rain in over a month and the people we spoke to say they welcome the new wet weather. >> uhm, i like it. the streets don't get washed anymore, pressure washed. so, uhm, it's kind of nice to have, you know, the rain come down and wash the streets. >> reporter: but with the wet weather come slick roads and a bit of damage. we have already seen some power outages due to the storm. here's the latest update that pg&e is reporting. more than 1800 people here in the north bay with their lights off this morning. more than 600 outages in the south bay. that's an improvement from earlier this morning. also in the east bay, only now one home is without power. and a small handful of homes in san francisco and in the peninsula. so we are seeing a lot of that this morning. the rain may be gone in the north bay but that means the

roads are slick so we want to warn commuters driving to be careful. let's send things over to the man hotels me i have to who tells me i have to wear this jacket again tomorrow. >> there is a slight chance of thunderstorms outside. looks like most of the steady rain is moved out for now. we have more scattered showers popping up around the bay area this morning. but some very nice rainfall overnight tonight. and then it looks like as we head throughout the day today, the possibility of more showers maybe even an isolated thunderstorm. that do make for some interesting weather. the delays at sfo on arriving flights now of almost 30 minutes due to the showers outside and the low clouds at the time. rainfall totals have been impressive so far over an inch of rain in santa rosa, over three-quarters in san rafael. half inch in concord and san francisco and just about a third of an inch of rain in san jose and more to come. those roadways are slick and for more on that we go to "kcbs traffic" and elizabeth.

>> outside, heading towards the bay bridge toll plaza, it's backed up to the maze but the lower deck got word of new problems. a 10-car crash on the lower deck approaching treasure island sounds like right now just one lane blocked. those are initial reports of 10 cars involved in that accident. a traffic alert still in effect in marin county. southbound 101 a slightly new location. it sounds like it's closer to corte madera approaching paradise drive. a garbage truck was involved in the accident. it is also an overturn another car overturn. there is some slowing in the area because again two lanes are blocked. right now we are seeing delays from sir francis drake. this is a very similar area to where we saw a traffic alert yesterday that caused huge delays actually starting in novato all the way down through corte madera. here's a live look outside. the roads are slick including on the nimitz freeway. 880 in oakland but everything appears to be moving at the speed limit this morning northbound in the commute direction out of hayward heading towards downtown oakland. bigger delays than usual this morning coming through the altamont pass and the livermore

valley. there's some fog reported coming out of tracy and slick roads. the drive time is nearly half hour to take you towards the dublin interchange. that is "kcbs traffic." back to you guys. happening today, the city of oakland is opening temporary winter shelters. facilities can only accommodate single adults without children. four locations are opening. they are on san pablo, 16th, franklin and fruitvale avenue. tonight in richmond chevron is holding a series of meetings of what it calls a communities revitalization initiative. it says it's investing more than $50 million in a long-term plan to create jobs, help local students and stimulate richmond's economy. and tonight's meeting by the way at 5:30 at the community heritage senior apartments on fred jackson way. some other bay area news on this wednesday. two men have pleaded not guilty in the murder of an 8-year-old girl at a sleepover in oakland. alaysha carradine was shot when she answered the door to' friends's apartment back in

july. 22-year-old darnell williams and 27-year-old dzhokhar rolle charged with her murder. police think someone else was the intended target of a gang retaliation shooting. oakland city auditor courtney ruby is criticizing the fire department for what she calls lackluster fire inspections. in a report released yesterday, ruby said the fire department must do a better job of inspecting yards and making sure property owners clear away dry brush and other potential wildfire fuels. the inspections are part of the city's effort to prevent major wildfires like the deadly oakland hills fire in 1991. the senate plans to vote today on an amendment that would dramatically change how the military handles sexual assault cases. it would strip military commanders of the authority to prosecute sex crimes and greatly increase punishments for convicted offenders. but opponents in the military say these changes could make it worse for victims. >> what we have today is truly zero accountability. >> there's a lot of pressure of

course from the pentagon to oppose this reform. >> an opposing amendment would keep the decision to prosecute in the hands of the commanders. the white house did not weigh in on the issue. kill switches are considered a way to curb cell phone robberies but phone companies are hesitant to provide them. the switches can disable stolen phones making them worthless to thieves. samsung made phones with built- in kill switches this year but major wireless carriers would not support cell phones with those switches. one advocate is d.a. george gascon. the district attorney in san francisco where cell phone robberies are common. >> we're talking about $60 billion a year industry and about a half of that seems to be attached to the replacement of phones that are being stolen. >> the wireless association which represents service providers says it's working on alternatives to kill switches.

presentation. and so at least according to them, that's what's going on. >> that event will take place monday at the san francisco jazz center. the government shutdown didn't keep americans from spending money last month. >> here now is kcbs radio's financial reporter jason brooks with more on that. good morning. >> reporter: good morning. some encouraging economic news this morning. the commerce department says that retail sales in october rose a much stronger than expected .4% occurring while the federal government was partially shut down. also came after a flat reading in september was the strongest gain in four months. and when you strip out gas prices, which fell by quite a bit, the core rate was up by a .5%. those falling gas prices also pushing consumers side inflation lower. the labor department's consumer price index out and it fell by 1/10 of a percent in october. gas prices were down by 2.9%. biggest decline since april. the core rate up a very modest 1/10 of a percent. that continues to give the

federal reserve cover as it keeps its benchmark interest rate at its current low. stock market off to a decent start this morning. the dow going to try for 16,000 once again. it pushed above that level the past two days unable to hold on though. let's see how the numbers are doing now. the dow was positive but now it's down by about 10 points. nasdaq meanwhile is up by 8. s&p it's up 1. back to you. >> thank you, jason brooks from kcbs news. the streets are wet. let's see how traffic is cooking out there on this wet wednesday. >> reporter: that's right. it has been causing some problems on the roads. muni says the hyde street cable car line expect delays with a tree down in the road. and so they are working to clear it but in the meantime, there are some shuttle buses. bart, however, systemwide on time. so that would be a great option today. this is what it looks like now on the roads. if you are heading towards the bay bridge toll plaza, it is slick and backed up fully into the macarthur maze now.

better news is there was an accident a 10-car crash reported on the lower deck right past treasure island. it is now cleared. it had been blocking one lane but everything is now back open there. meantime we are following a couple of traffic alerts. this one on the skyway leaving san francisco. eastbound 80 by 4th it's a stalled bus and it's blocking a lane. and they went ahead and issued a traffic alert. it's been there for a while. traffic alert again in marin county. second straight morning we have seen these delays in a similar area. southbound 101 this is an overturn crash likely injuries approaching paradise drive. right now the backups extend towards sir francis drake, two lanes blocked here so give yourself some extra time. here's another live look outside the san mateo bridge commute looks great so far out of hayward. i noticed there was a stalled car on the shoulder. we can see it in our traffic camera but that's gone so everything looks good out over the high-rise. similar stories coming out of foster city. a quick look at the south bay where our camera crew at 101 and trimble looks like the skies are clearing a little bit at least the roads are dry and traffic is moving at the speed limit.

remember, the latest news and weather are always on our website, kpix.com. -- remember c cbs when you hit the road. -- kcbs when you hit the road at 740-am and 106.9-fm. kpix 5 high-def doppler radar showing showers now. you can see most of the bay area kind of quiet just some scattered light showers around but i think we have more to come and it's sitting just off the coastline. so for today, keep the umbrella handy. we have cloudy skies. occasionally seeing sunshine and then showers wandering on by with even the possibility of isolated thunderstorms. big changes though coming up after the system moves on through. a return to some much warmer and dry weather. watch this just off the coastline this is what we have been looking at over the last couple of hours. this moisture just beginning to enhance. you can see the clouds turning white. i think this is going to move in late morning into the middle of the day and i think another round of a good soaking rainfall coming our way. so unsettled weather for today. showers continuing, the chance of some thunderstorms outside. so yeah, don't be surprised you may see some sunshine from time to time.

and then some wandering showers begin to move on through once again. with that in mind, our computer model showing you pretty much things quieting down now but here comes moisture off the coastline along the peninsula, you could see some brief heavy downpours through the middle of the day enhancing as it moves into the south bay. then turning to more scattered showers and maybe some lingering showers into early tomorrow morning and then i think we're done after that some big changes coming our way. temperatures expected to be in the 50s and 60s for today. by the afternoon, chance of showers and maybe even some thunderstorms outside. lingering showers possibly tomorrow morning. then here comes the sunshine. offshore winds maybe temperatures back into the 70s. looking like a very nice weekend ahead. then it looks like things changing toward this next week. but if you are heading to school today, how about this? south valley middle school in gilroy, yeah, your morning bell wet out there. showers continuing for lunch. maybe if you are lucky you can see some towering cumulonimbus clouds and some thunderstorms into the afternoon. to nominate your school for our kpix 5 schoolcast enter online at kpix.com/schoolcast.

henry "trey" radel will be washington, d.c. courtroom -term five things to know at the :55. florida congressman henry trey radel will be in a washington, d.c. courtroom this morning charged with a misdemeanor for drug possession after reportedly buying cocaine from an undercover agent last month. the republican faces a maximum of 6 months in jail and a

$1,000 fine if convicted. trend every toronto mayor rob ford's television show canceled tuesday just a day after it debuted. apparently the show "ford nation" had a record number of viewers. but the show was not viable because of the time of production needed to put it together. ford has been in the news after admitting to smoking crack cocaine. on monday the toronto city council stripped him of most of his clout. a virginia state senator is in fair condition after he was stabbed repeatedly at his home. police in millboro say it appears creigh deeds was attacked by his 24-year-old son, gus, who then shot himself to death. investigators are looking into what led to the violence. creigh deeds is well known statewide after running for governor of virginia four years ago. white house acknowledged top officials including the president were briefed on potential problem with healthcare.gov six months before october 1 launch. the president has faced weeks of questioning about whether he knew the problems with the website ahead of its launch.

tech experts testified before congressional hearing that in their opinion, the site is still not sufficiently secure for consumers to confidently use it. right now, about 21,000 workers are preparing to stage a one-day strike against five university of california medical centers. let's go live to kpix 5 reporter anne makovec. she is at uc-san francisco one of the hospitals where workers are walking off the job. >> reporter: you can see here behind me the strike has begun. they are going to be out here in front of the ucsf medical center until 7:00 tonight. we're talking everyone from respiratory therapists and mri techs to janitors. they have been working without a contract for more than a year and they are nowhere close to a deal. >> the operative word is safety. these are the people that keep these facilities clean and safe. >> reporter: this is the second strike this year for almost 22,000 patient care and service workers at five uc medical centers and nine campuses. this is video from may. >> we want to make sure that they are adequately resourced to care for patients especially

at this time of growing demand. and when our workers have raised these concerns, they face illegal intimidation at the workplace. >> reporter: ucsf is trying to minimize patient impact but postponed almost 50 surgeries that i had. >> -- pose phoned 50 surgeries today. >> we have to do surgery ahead of time and tomorrow. then we have to ramp up to meet the needs and demands of these patients that needed to be done today. >> reporter: now, the judge did bar about 50 workers dubbed critical from joining this strike. back to you. all right. we have seen those showers overnight. things tapering off on our hi- def doppler radar but don't be fooled. we have more on the way. some of that setting off maybe even a couple of thunderstorms as we head in toward the afternoon. so some more showers on the way. look at the low clouds and fog. some heavy drizzle being reported around the bay area too. how about those numbers outside? we have some 50s and cloudy skies. some light showers popping up and heavy drizzle too. the roads are very slick. i think as we head toward the

afternoon there's a chance we could see a couple of thunderstorms popping up. in fact, right about the middle of the day or so i'm looking at a good cell making its way in along the peninsula. showers possibly right into thursday morning. and then as we get into friday, we have some offshore winds. and maybe some very nice weather coming our way with sunshine. [ laughter ] >> panned warmer weather over the weekend. probably staying dry into the beginning of next week of the. >> we like that. i know. a little bit mix of everything. all right. here's a live look outside. look at some of the slick roads that lawrence was telling you about. so northbound 880 so far sill moving at the speed limit out of hayward up towards downtown oakland exits. unfortunately, it is not looking good for the marin county drive. southbound 101 paradise drive this is corte madera. it's an overturn accident. it was also involving a garbage truck. two lanes remain blocked. and now the delays extend beyond 580. again, a traffic alert in effect until further notice. different story here. they were just able to clear all lanes. there was a stalled bus eastbound 80 at 4th on the
