do has details on the fifth breach in less than a year. good morning. >> reporter: good morning. this most recent breach happened here on the southern end of the airport. this is near the coleman avenue and i880 interchange. it happened yesterday evening sometime around 5:15. and that's when a u.p.s. employee spotted the woman walking along the southern fence. she was walking eastbound. when police tried to take her into custody she had to be subdued. it's unclear who she is. no identification. investigators believe she hopped the fence at the southwest corner. representative eric swalwell has been pushing for more funding for technology to detect intruders. he talks about san jose is a magnet for trespassers as copycats. >> i don't believe that it's the fence isn't high enough or that, you know, there's problems with the outside perimeter that are drawing individuals in. i think that, you know, there's something unusual and perhaps because one person breached and made national news

now it's attracting other individuals to want to breach the perimeter there but the bottom line is, airport officials need to know at the moment of the breach not minutes later perhaps even worse case an hour later once the individual is on the grounds and passengers are exposed. >> reporter: the worst offender so far has been yahye abdi. he is a santa clara teenager who hopped the fence and stowed way in the wheel well of a jet to maui. he survived the 5.5-hour flight in subzero temperatures. that was the start of a string of breaches in this past year. as for yesterday's incident, that woman has been booked and charged with trespassing and resisting arrest. kiet do, kpix 5. singer-songwriter joni mitchell is hospitalized in los angeles. her website says she was found unconscious in her home yesterday afternoon but has since regained consciousness and is undergoing tests in intensive care. mitchell is 71 known for songs

like both sides now and chelsea morning. she told billboard magazine in december that she has a rare skin condition that prevents her from performing. she is scheduled to be honored by "san francisco jazz" in may. los angeles police are investigating the death of andrew getty. he was the 47-year-old son of bay area billionaire gordon getty. yesterday's 911 call came from a woman inside the home. emergency crews quickly determined that the county coroner needed to be brought in. investigators found prescription bottles that may help them determine the cause of death. there is no sign of foul play. city of benicia enforcing tougher water restrictions today. homes with addresses ending in odd numbers may only water monday wednesday friday, addresses ending in even numbers water tuesday, thursday and saturday. all watering must happen before 8 a.m. or after 7:00 at night. meanwhile, governor brown heads to the sierra today to get a firsthand look at the state's dismal snowpack. the snowpack normally peaks on

april 1. but today it is 8% of historic average. last week the governor fastraked $1 billion to aid in drought relief and critical water infrastructure. it's going to be a long summer. >> but we have rain back in the forecast. one thing about that tahoe report, everything that i have been reading right now it's at 8%. we are thinking it could go down to 6%. it's dismal. so we need the rain that we're talking about even though it may come on the a's home opener on monday. >> oh, no. >> right now cooler temperatures. in fact, i had to call up the national weather service to verify the napa temperature at 35 degrees. if we see that again tonight i would not be surprised to see a frost advisory going into effect for tonight into tomorrow morning. 38 degrees fairfield. low 50s san rafael. temperatures today into the 60s and low 70s. the winds will increase again later today albeit not as windy

as yesterday. northwesterlies 10 to 20 some gusts to 30. and out the door, fortunately no major hot spots but the san mateo bridge you still have the high wind advisory in effect. roadwork is picked up westbound. eastbound is counter-commute so overnight roadwork not causing major problems. this is still out there according to chp. everything on the right-hand shoulder in pleasanton westbound 580 at hacienda drive. a big rig lost a tire and that tire hit another car so both vehicles are now on the right- hand shoulder. 17 minutes out of the altamont pass. then let's go out to the east bay and continue our ride on 880. everything is moving fine for here. no delay in oakland and the richmond/san rafael bridge is still quiet. one car. >> still looks good no delay. >> thank you. today the ceo of lufthansa and the head of its low cost airline "germanwings" went to the area in the french alps where a plane crashed last week

killing 150 people. >> we are learning more every day about the cause of the accident. but it will take long, long time for everybody all of us to understand how this could happen. >> the two men walked away without answering questions about the copilot who french investigators say crashed the plane on purpose. andreas lubitz had been treated for suicidal tendencies and they say he concealed his mental health conditions from his employer. but yesterday, lufthansa admitted that andreas lubitz told the airline about his depression when he was in flight training in 2009. just last week, lufthansa's ceo had said that lubitz was 100% airworthy. civil trial begins today in the case of a saratoga teenager

who killed herself after being sexually assaulted. audrie pott committed suicide after rumors were spread about naked pictures online. the family filed a lawsuit against the boys. one settled. two boys will testify in the trial. was it a kidnapping or hoax? more developments in the ongoing investigation in vallejo. the attorney for the woman who claims she was abducted says this photo proves she was kidnapped. he says those are drill marks in a windowsill and they match what kidnappers allegedly described in an email to police. denise huskins disappeared from her boyfriend's mare island home on march 23. she turned up safe in huntington beach two days later. she and her boyfriend through their lawyers say it's not a hoax and yesterday the alleged kidnappers sent another email to the "san francisco chronicle. >> the person who wrote the email mulled the idea that he

would possibly turn himself in if in some way an agreement could be reached that the other people involved in the case would receive, um, immunity from prosecution. >> in previous emails, the kidnappers described themselves as gentle men criminals. they also claim they took countermeasures including having, quote, full body wet suits, also for purposes of a swimming escape in case the island was sealed off. 5:07. a man is charged with attempted murder for the attack on a u.s. ambassador to south korea. ambassador mark lippert seen here received deep cuts to his face and arm during the attack in seoul last month. the suspect was arraigned today. police say he chose lippert as a target to highlight his opposition to joint military drills involving south korea and the u.s. negotiations over iran's nuclear program will continue. enough progress has been made

to extend the talks in switzerland past yesterday's deadline. leaders from the u.s., iran and five other nations back at the negotiating table today. they are working on the outline of a plan to occur iran's nuclear ambitions. >> i hope that we can finalize the work and hopefully start the process of drafting tomorrow. >> mock the lingering points of dispute -- among the lingering points of dispute, the amount of nuclear fuel iran will allowed to produce in the future and the disposal of its existing stockpile of fuel: in the u.s. republican senator tom cotton of arkansas criticized the stock exchange of the talks saying iran is calling the shots in the negotiations. state attorney general kamala harris will kick off her 2016 u.s. senate campaign tonight. the event will be in san francisco where she served as district attorney before taking her current job in sacramento. harris announced in january her intent to run for the senate

good morning. it's 5:12 on this april 1 and it is no joke. we're taking a look out towards the bay bridge where we have another breezy day. not as windy as yesterday. later northwest winds 10 to 20 to 30 miles per hour. rain moving into the bay area.

we'll talk about that still straight ahead. 5:12 now. a growing tribute outside san jose police headquarters as the city prepares for tomorrow's memorial to honor fall-officer michael johnson. a growing memorial for the 14- year police veteran. officer johnson was shot and killed in an ambush last week while responding to a call about a suicidal man. fellow officers shot and killed the suspect. top state leaders as well as officers from all over the country are expected to attend the funeral at the s.a.p. center. we are going to have live coverage. procession and services starting tomorrow morning at 10:00. beginning today the sales tax is in double digits in several bay area cities. anne makovec joins us live from hayward to explain why it's happening. anne. >> reporter: if you are coming for coffee or breakfast here in downtown hayward, bring extra pennies because the sales tax is hitting double digits not

only in hayward but also union city, san leandro, albany and el cerrito. until today, the sales tax was 9.5%. last year voters approved a tax hike in all of these five cities. add to that a voter-approved hike in alameda county. shoppers say this new 10% rate could amount to sticker shock. >> you bought something that's really expensive that 1% will determine a lot. >> reporter: yeah. buying a $25,000 car and that means an extra $250 in sales tax. so it could add up. the city is trying to hire more cops and build better roads with this money. in fact, the city of hayward says this will bring in an extra $10 million a year. live in hayward, anne makevoc, kpix 5. new report by tom tom traffic says the bay area has some of the worst traffic congestion in the u.s. i agree. san francisco is the second

worst behind l.a. san jose is 6. the rankings are based on traffic in 2014. the other day i tried to get from our station here onto the bridge, hour 20 minutes just to go from battery and broadway to get on the bay bridge around 3:00. >> that's not a far distance. >> it's like a mile! i could have walked to oakland by that time, for crying out loud. >> it's no surprise. i have been stuck in some of that outcomer traffic trying to get out -- i have been stuck in some of that commuter traffic trying to get out of the city. every morning around this time we see red sensors popping up on highway 4. let's check current conditions right now. today is no exception. we keep waiting for maybe lighter traffic to begin maybe spring break, kind of around the corner for some folks. but unfortunately, we have not seen much of a difference yet. so maybe, you know, next week we'll start to see lighter conditions on the road but for right now those bottlenecks continue between hillcrest and "a" street. i want to go to the altamont

pass. another very slow spot especially this time of the morning. these are first areas to really back up this time of the morning and you can see those slowdowns westbound 205 out of tracy and then continuing to north flynn, maybe even north livermore avenue. those delays, those red sensors and then it clears out by the dublin interchange even with the wreck. i mentioned earlier there was a wreck on the right-hand shoulder near the dublin interchange. the slowdowns are mainly out of the altamont pass and the livermore valley. that's what's picking up your drive time now to 19 minutes in the slow category. we also have a couple of high wind advisories. i mentioned this in our traffic tease. these one for the san mateo bridge and one for the bay bridge. so far no delay on either span. that's your latest "kcbs" drive to work. frank and michelle -- i'm sorry, roberta. degrees. good morning, keith rodriguez. thank you so much for checking in with us. how about another one over here? 47 degrees and that would be brian. thank you. barometer is high as high pressure builds into the bay area. down to the santa clara valley where the air temperature now stands at 50. otherwise 40s in santa rosa, concord 48. mid-40s also in livermore. couple in the wind, it feels raw out the door. winds at 11 at sfo. 16 in novato at this particular time. and we have a calm wind at napa with the air temperature in the upper 30s. dry cold front has moved out of the bay area. but in its wake, we still have some breezy conditions today. we have a chilly start tomorrow morning, mild afternoon high temperatures and we have rain in the forecast for easter afternoon. this is an area of low pressure upstream. that one now the computer models are becoming more in agreement. it's going to slide down the

california coast. so the first part of april looks a little wet. we could see up to .75" of rain between sunday and monday. meanwhile, it's 21 degrees going up to 51 in the high sierra today. our numbers very close to average in the 60s and the 70s. pollen out of control with high levels on friday with warm temperatures. here's a look at the extended forecast: a bay area company is giving away cash to conserve water. the company is called meter hero and it looks at your past usage and calculates a refund based on how much you conserve. one penny for each gallon of water or cubic foot natural gas saved and 10 cents for kilowatt hour of electricity saved. >> our goal is actually to save a billion gallons of water in

tarmac at mineta international airport. kiet do has details on the fifth breach in less than a year. >> reporter: good morning. this most recent breach happened here on the south end of the airport. this is near the coleman avenue and 880 interchange. it happened sometime yesterday evening around 5:15 p.m. that's when a u.p.s. employee spotted the woman walking along the southern fence. san jose police said she was walking eastbound. when they tried to take her into custody she fought back and had to be subdued. it is unclear who she is since she was not carrying identification. investigators believe she hopped a fence at the southwest corner. representative eric swalwell has been pushing for technology to detect intruders. he talked about copycats and san jose being a magnet for trespassers. >> the bottom line is, airport officials need to know at the moment of the breach not minutes or hours later once the individual is on the grounds and passengers are exposed.
