you updated as the morning drive continues coming up. a california state senator is receiving death threats. dr. richard pan wrote a bill that would make it harder for parents to opt out of vaccinations for their children. pan received threats through email and facebook over the bill. one post referred to him as hipper. the senate says the threats don't concern him. >> engage in bullying around this issue that's very unfortunate. >> unvaccinated children represent about one to 5% of california's public schoolchildren. the vaccination bill heads to a senate committee today for debate. less will cost more under a new rate hike. in fremont the lack of water isn't the only concern it's also an aging infrastructure that needs repair. the district must charge its customers more to pay for all

the repairs. >> with this rate increase, the more water you conserve, the higher you bill will increase percentage wise. >> a spokesman from the water district says a decrease in use means less money for them and to make up for the lost revenue they are increasing rates by 8%. in santa cruz mandatory water rationing begins may 1. the city council declared a stage 3 water emergency last night. everyone will be required to cut water use by 25%. east bay m.u.d. declared a stage 4 emergency yesterday. residents there are required to cut back 20%. the fine for the first violations $1,000. today, the contra costa water district board considers mandatory cuts of 25%. happening today, marine biologists are hoping to learn more about a whale that washed ashore in pacifica. the nearly 50-foot whale was

spotted in the area. unclear when it washed ashore or how it died. they will try to get answers today. 4:32. let's check the weather. a little windy. >> it is a little breezy but for the most part the winds are under 10 miles per hour. this is after we saw some gusts in excess of 40 miles per hour yesterday. no wind advisories for us but we still have some very windy conditions throughout the central valley backing through the delta. good morning. this is our live weather camera looking towards the bay bridge where the skies are clear. you can see the flag there off the embarcadero off one of the piers. it's wavering ever so gently. numbers from 45 degrees in concord, it's cooler in livermore. it's 59 degrees now in san francisco. it's in the mid-40s in san jose. the coast will be clear today. it is the setup of an offshore component. our temperatures will increase up to about 10 degrees inland.

average high in san francisco 63. instead we're forecasting 70 degrees. everybody is jumping into the 60s except at the immediate seashore where we'll see temperatures in the low to mid- 60s. 72 degrees in san mateo. nearly 80 campbell. los gatos 80 in gilroy and saratoga. east of the bay northwest breeze increasing late day 10 to 20 miles per hour. numbers in the 70s. nearly 80 in pittsburg today. 78 livermore in antioch. should hit 80 in mountain house and in tracy. low 60s in stinson beach to mid- 70s in kentfield. it will be 76 in petaluma today. also mid-70s in novato. lake and napa and sonoma counties and temperatures pretty much in the 70s approaching 80. we are going to talk about record warmth when to expect it but first here's liz. thank you, robert. caltrans crews are blocking the

connector ramp from southbound 680 westbound 580 right there by the dublin interchange until 5 a.m. so heads up there. otherwise, the rest of the roadwork is cleared and we are not seeing any major delays yet through the livermore valley. if you are coming across the bay bridge toll plaza metering lights are off. roadwork eastbound approaching the center anchorage. all clear on the approaches getting into the city on 24, eight a or 580. here's a live look right now near sfo heading to oakland airport or san francisco international airport. everything is really quiet and some roadwork in burlingame continues until 5:00. that's "kcbs traffic." back to you guys. >> all right. thank you, elizabeth. protestors came out in droves all over the bay area to voice their anger over recent police shootings. someone sprayed graffiti on the police station in downtown oakland. others blocked traffic on the on-ramp to the nimitz freeway near jackson street. they held signs and banners

that read, stop murder by police. six people were arrested for trespassing on the freeway near the bay bridge. in san francisco, angry protestors stormed city hall after a rally outside. protestors entered city hall blew whistles and disrupted a meeting of the board of supervisors. and in san francisco's mission district, protestors took to the streets blocking traffic and causing plenty of commotion. but there were no reports of damage. with the recent attention on police shootings were departments are under pressure to equip their officers with body cameras something san jose has been talking about for years. as kpix 5's len ramirez tells us, those cameras now may be one step closer to reality. we have seen that body-worn cameras can be very effective in improving accountability, protecting the public and also protecting police officers. reporter: mayor sam liccardo is pushing for a pilot program to begin testing body cameras this fall. in san jose it's all about how to pay for a system that could run into millions of dollars

just for storing video and how the cameras will be used. >> we have been conferring with the police union and with other stakeholders, the d.a., public defenders and others, to ensure we find the right balance. >> reporter: independent police auditor ladoris cordell has been calling on san jose to do this for three years. >> cell phones have changed policing forever and since the public can record the police, the police should be recording what they do. >> reporter: but to one group, protesting recent police shootings, strict rules need to be in place for when the cameras are on and off. >> if they're going to turn them off or off when they are killing somebody, how is that transparency? >> reporter: the city council will be trying to answer questions once and for all when it comes up with a policy. the other question is funding. the mayor has already said he wants no general fund money used for body cameras. in san jose, len ramirez, kpix 5. >> under that pilot program, 12 officers would wear the cameras for four months starting in the

fall. some disturbing allegations against a softball coach from sonoma county. the 43-year-old man is accused of nearly 100 sex-related offenses involving female players at a new york college. petaluma police investigated him for possible sex crimes in 2013. there wasn't enough evidence to charge him. he was fired and now arrested last week. >> we are talking about kissing, unwanted contact. >> the coach has pleaded not guilty. petaluma police are now working with new york authorities. ntsb released a report on an accident yesterday. they say workers received authorization to be on the tracks without a lookout

watching for trains. general manager said, bart has made significant changes to its trackside procedures to provide additional safety measures for all workers. among the changes slowing down trains when workers are nearby and stopping trains if workers are within six feet of tracks. bart has mandated a lookout be in place. the controversial chevron refinery got the green light for an upgrade and modernization. yesterday, a contra costa county judge lifted an injunction allowing chevron to start work on the billion- dollar project next year. environmental groups sued over the plan saying it would increase pollution. chevron says it wants to upgrade pipe safety and make a new more efficient hydrogen plant. hillary clinton spent her first day on the campaign trail in small towns meeting with small groups of voters. she is in iowa crossing the state in a van she nicknamed scooby. she ended her first day on the campaign trail at a steakhouse

outside cedar rapids. she portrays herself as the champion of everyday americans. >> i'm here in iowa to begin a conversation. >> three republicans have launched bids so far. new jersey governor chris christie is among a handful of other candidates still thought to enter the race. he is expected to spend the day in new hampshire talking to voters. new this morning, europe's antitrust regulator says it plans to file charges against google. the charges will focus on complaints that google uses its search engine to favor its own services. for example, in areas such as travel and shopping, google will only allow certainly results to come up. google says it has a very strong case against the expected charges. the company has said their search engine is a better benefit for consumers. heads up last-minute tax filers just a few post offices around the bay area will be open late tonight for those

has been cleared of any wrongdoing after ramming an armed suspect with his cruiser. the whole thing was caught on dashcam video and a warning the video is graphic. don champion has the story. reporter: the police dashcam video is difficult to watch but the arizona police chief says the action taken was necessary. >> that's not an easy decision right there. that's a tough, tough, tough decision. >> the newly released video shows an officer slamming his patrol car into an armed suspect. before the encounter, investigators say 36-year-old mario valencia robbed a store, invaded a home, stole a car and then a gun and ammo from a walmart. >> you don't want to do this! >> reporter: when an officer confronted him from a cruiser, valencia showed the gun -- [ gunshot ] >> reporter: -- and even fired off a round into the air. moments later officer michael rapeko then slammed his cruiser into valencia.

he survived and the officer has been cleared of any wrongdoing. >> you can sit back and monday morning quarterback this until you're blue in the face. give him another two seconds and maybe he -- give it another 10 or 15 seconds and who knows, oh, my god we have a national tragedy on our hands. >> reporter: in a statement, valencia's attorney called text sessive force. it's disconcerting to watch the video, she wrote, because it appears that no officer ordered him to stop to drop the weapon to go to the ground. valencia was in the hospital for two days and then taken to jail. don champion, cbs news, new york. spacex is making progress but still has a few kinks to work out. the falcon 9 rocket successfully lifted off from cape canaveral carrying that robotic dragon cargo craft. the crew on the international space station will receive supplies from spacex including that espresso machine. take-off and climb were on target but the rocket failed to land correctly on a barge in the atlantic ocean.

"p-22" has been spotted in the area for years but it took cover under a crawl space under a home. they tried to coax it out. yesterday it emerged from hiding and then disappeared. now no one seems to know where it went but i guess its facebook page has over 2,000 likes now. it's popular. for the fifth time this year, a wave of illness sickened passengers aboard a cruise ship. more than 200 people on two separate cruise ships are docked in san diego. 116 passengers on board the legend of the seas came down with vomiting and diarrhea. on monday, the celebrity infinity returned to port when 112 passengers and crew came down with a norovirus. passengers say it felt like food poisoning. we have video from inside that cabin of an alaska airlines flight when people realized something wasn't quite right.
