live from our exclusive home in super bowl city, this is kpix 5 news. your realtime captioner is linda marie macdonald. good morning, everyone. taking a live look out from the -- a beautiful shot at levi's stadium where they are whipping it into shape for a heck of a super bowl 50 coming up on sunday. good morning, it's wednesday, february 3. i'm frank mallicoat. >> i'm michelle griego. of course, we're coming to you live from our exclusive broadcast home inside super bowl city at sens restaurant. every day security is tighter as we get closer to super bowl sunday. kpix 5's jackie ward is live down on the plaza with the changes this store reporter: good morning. we're practically neighbors. you're just over there a little ways. good morning to you and everyone at home. we are live in super bowl city this morning and we have been in this area all week. we have seen amped up security,

k-9s patrolling the embarcaderos, and public transit has extra security. homeland security personnel are on patrol in bart in san francisco, today at the embarcadero station the transportation security administration will showcase what local and federal officers are doing to prevent any incidents. and, of course, down in santa clara, a stretch of tasman drive in front of levi's stadium is now closed through tuesday. armed officers are patrolling the area. the security force includes local police, fbi agents as well as s.w.a.t. teams from departments up and down the west coast. kpix 5 security analyst jeffrey harp spent years working with the fbi and knows the pressure that comes with big events. >> in this line of work, there's no margin of error and the people have that expectation of law enforcement. they have a very high expectation, they hold to us a very high standard. so they expect the best when it comes to game day. >> reporter: the department of homeland security is the lead

agency when it comes to argues. the fbi leads both investigations and tactical assets. the communication in the scenarios is key. jackie ward, kpix 5. super bowl 50 is already a big win for some small businesses in the bay area working with the nfl. the league's business connects program has spent $3 million on contracts with hundreds of business owners. one bakery in san francisco's bayview is filling an order for 2400 items. while super bowl is under way, orders are still coming in. >> there are businesses this week still getting last-minute contracts, so we'll tally it up at super bowl is over. >> reporter: to be eligible for the program, businesses had to register as women, minority, veteran or lgbt-owned. they also get to take a course with google aimed at maximizing the benefits of their

contracts. if you live in some parts of the east bay things are going to get noisy this week. it's the oakland airport is expecting a huge inflex of private jets coming to town for the super bowl. at least 500 are expected by sunday. the airport says it's prepared. >> typically on a weekday, we see about 10 aircraft, 14 aircraft up in the northfield. that's where the business operates. obviously after this, we'll see probably about 12 to 15 aircraft per hour departing from the north field. >> it's not just private jets that will see the increase. commercial travel will be up 30% about the same as over the thanksgiving holiday. a broncos player is going back to denver after getting caught up in a bay area prostitution sting. san jose officers were questioning a suspected prostitute last night and found rookie safety ryan murphy and his brother in a car. his brother and the woman were cited. murphy was questioned and released. he is assigned to the team's practice squad.

the coach said his status has not changed. a chp officer is recovering from serious injuries after being slashed by a homeless man with a knife. the officer and his partner stopped the man who was walking on the essex street ramp to the bay bridge early yesterday. during the conversation, the man pulled out a knife and attacked the officer. the officer suffered critical injuries but is now in stable condition and is expected to recover. a new homeless shelter is opening in san francisco but the location and the timing are raising a lot of questions. kpix 5 reporter cate caugiran joins us live at pier 80 with what's behind all the complaints . cate reporter: given today's planned protests that organizers are putting together in addition to that, we have mounting tensions between the city and the homeless. will people show up? that's because pier 80 was converted to a temporary home for 150 people who have been living in tents throughout the

city. the city says it's set up with hygiene kits and beds. but homeless tell us it's in an isolated area and they won't go. >> it's too far out. i don't think so. not from here. these people from here will not go there. >> you're going to have to leave and we'll give you an alternative and we're always going to be supportive but you're going to have to leave the streets. >> reporter: that's what mayor lee said last summer. the homeless and supporters plan to protest by setting up a tenth city outside super bowl city and according to the facebook event post, protestors plan to wear 9ers color to tackle homelessness. so far at least 800 people have rsvp'd yes but organizers say we can expect more to show up near sinbad's on pier 2. that protest will be right around 4:30 this afternoon. we also know that here where we are at pier 80 is far from justin herman plaza where super bowl city has been set up. and the homeless say that's the reason why they have been set

afternoon hours in the north bay spreading across the central bay around 3-ish into the evening commute and south bay. temperatures under 60 degrees. super bowl city in san francisco grab your umbrella, showers in the forecast. we'll tell you just how much rain to expect but right now let's talk about the traffic with gianna. >> there's a little bit of traffic this morning especially out of mountain view. if you are heading northbound 101, we still have this accident. they changed locations. it's at embarcadero road. the right lane is down for the count. two cars and a van tangled up in the area. you're doing okay at the peninsula this morning. northbound 101 from 92 to the 80 state police about 18 minutes. northbound 280 not bad. and 92 eastbound out of half moon bay traffic is clear all the way into san mateo. jumping over to the golden gate bridge right now, so far, so good out of marin county no troubles to report as you work your way into san francisco on 101. and the bay bridge off to a good start this morning. we are seeing a few more cars on the road but no metering lights. that's the good news and an easy ride out of oakland into san francisco.

speaking of oakland, here's a live look at conditions along 880 both directions northbound near the coliseum not showing any trouble spots. back to you. >> thank you. developing news in the south bay. two students at santa clara university have tested positive for meningitis. kpix 5's kiet do is live on the campus with a look at how administrators and health officials are dealing with it reporter: health officials are on the hunt for anybody who may have had close contact with these two infected students in the week before they became ill. if they did, then those people will be urged to get vaccinated. now the first student got sick on sunday then went to the hospital and two days later the health department learned a second student got sick. what's alarming is both students had been confirmed to have the same bacterial strain of meningitis. that's all we know for now. it's not clear if they knew each other. meningitis is spread by close or lengthy contact with asaliva

just gotten unanimous approval from san francisco supervisors. that ordinance follows several high-profile shootings involving guns stolen from empty cars. one of them kate steinle who was shot and killed in san francisco last july with a gun stolen from a federal agent's car. and marin's board of supervisors has decided not to adopt a mental health policy known as laura's law that gives local judges the authority to order severely mentally ill people to undergo outpatient treatment when parents or other parts request it. so far 11 counties in california have approved the law. live in the newsroom, anne makevoc, kpix 5. time is 5:10. the latest survey in the sierra showing plenty of snow. more than we have had in five years. but experts say not so fast. the drought isn't over. their "demands" next. >> could the legal limit for drunk driving soon change? the plan in the works. >> at 5:10, it's fired up, live ready to go, it's hi-def

the season w e new results are in for the snowfall in the sierra and the numbers are encouraging. the second snow survey of the season was yesterday. the department of water resources says the snowpack is 130% of normal for this time of year. that's higher than we have seen in about 5 years. the drought is far from only. californians cut their water use by 18% in december and efforts fell short of the governor's 25% mandate for a third consecutive month. his order was set to expire this month. but yesterday state regulators voted to extend it into the fall with an adjustment. starting in march, urban californians must cut use by 23% compared to 2013. el nino rains are starting to fill up northern california lakes and reservoirs. the water level at folsom lake northeast of sacramento is now at 104% of average for this time of year. that's thanks to runoff from recent rain in the foothills and sierra. it's been a big help for local

businesses. >> last year was like selling christmas trees in july in the boat business. so this year i'm hoping with a full lake, it will change everything. >> but the water level is only at 54% of total capacity. the feds wanted to crackdown on drunk driving by lowering the blood alcohol limit if they can get states to go along. the national transportation safety board wants the state the legal blood alcohol limit reduced to .05. in 2003 congressman dated that the blood alcohol limiting lowered to .08. california officials say lowering the limit could save lives. happening today state senator steve glazer and some other elected officials are talking bart taxes at walnut creek station. they are expected to announce opposition to new taxes. bart is pushing for a multi- billion-dollar bond initiative but the elected officials are calling for the agency to make several changes. >> and let's take a look now at super bowl city. look at those banners we have been seeing flying around the

city. this is of course on the ferry building. super bowl 50 banner. there you go. a lot of people are heading into super bowl city in the past couple of days and, of course, today it's going to get busier. come thursday and friday it all starts at 11:00 here. and you know the nice thing about traffic? we can look at the bridge and tell you what's going on. >> that's true. it's the best vantage point you can v but you're right with all the folks headed in a lot more out-of-towners this week it very busy. lots of closures on moscone center and embarcadero. northbound 101 at embarcadero road the right lane is down for the counted. three cars involved in the wreck. chp on scene. traffic is still light on the peninsula. our travel times are all in the green so that's good news. north 10192 to 980 split. 18 minutes enough to. checking the rest of the bay area as you head out through

the south bay so far, so good no delays along 101 through san jose where we're clocking in nice speeds. 56 miles per hour as you work your way towards 280/680 interchange. travel times down there not too bad. guadalupe parkway 58 to 101 an 8-minute ride. the rest of the roads we have some stop-and-go conditions out of the altamont pass as you work your way towards the dublin interchange this morning. our slowest spots are around tracy around 205. once you get to 680 it's not too bad. he san mateo bridge off to a great start. the rest of the bay area is fairly quiet this morning. we are seeing nice conditions along 880, the nimitz. everything looks good in both directions near the coliseum. we'll take a look at mass transit coming up in just a few minutes. right now it is chilly this morning. you guys didn't want the rain, remember? all week long. you said don't let it rain. when it rains you have the cloud cover so it's warmer.

right now, we have clear skies over the northern waterfront. we have a temperature at super bowl city of 43 degrees but no rain yet. let's call on our life hi-def doppler radar. upstream we do a bit. let's check the current with the cloud cover right now. 39 in napa, 39 in san jose, mid- 30s in livermore. we are talking 37 degrees, 45 in san francisco. let's get to it. this is what you need to know today. jacket out the door. you need an umbrella for the afternoon and the evening showers. this weekend we are going to talk about near record warmth. right now our pacific satellite imagery indicates at this particular time we have a frontal boundary. you can see it right there that big old l on your tv screen. that's taking most of the precipitation well into the pacific northwest. it's a weak system but we are going to get a sideswipe of it so we'll have some light rain showers. in fact, got a lot of power associated with it, too. so high surf advisory goes into effect tonight through friday at 7 a.m. let's walk you through your day

not from here. these people from here will not go there. the tents can't stay there if there's shelter available for people. it's illegal to put a tenth up and block public sidewalks. >> was summer mayor lee told the homeless they had to leave but that the city would offer support. and that's what pier 80 is supposed to be. it's a 10,000-square-foot warehouse that can hold about 150 people. it's set up with beds and hygiene kits. and as we said earlier it's supposed to open its doors i had to -- open its doors today but with the tension between the homeless and city, will people show up? live in san francisco, cate caugiran, kpix 5. new details on a fatal crash that closed part of an east bay freeway. two cars crashed on 880 in san leandro near washington avenue about 8:30 last night. one of the cars overturned. one person died at the scene. a second was taken to eden medical center in castro valley. all southbound lanes were back open about 10:45. and developing news in the

following wall street's lead. the dow fell 295 points tuesday. the nasdaq was down 103. looking at the big board it is pointing to a higher open so at this point wall street not taking a cue from them. amazon is planning to open hundreds of physical bookstores according to one executive. they opened its first brick and mortar location in november describing it as a physical extension of amazon.com in seattle. no comment from the company. chipotle feeling the pain from this food-borne illness outbreak. sales down 14% at the end of last year the first time since chipotle went public it had a drop in sales. toyota says that a problem with its -- excuse me, toyota is doing a big recall of about 300,000 trucks and suvs because of a problem with an airbag that comes from the roof. they say a computer is the issue and dealers will replace that for free.

conservatism is the right approach for america. i have done that and will do that. >> the candidates on both sides are holding town hall meetings this week trying to win independents. undeclared voters are key because of new hampshire's primary voting rules which say those not registered are either party can choose to vote either way. on the democratic side, hillary clinton has more of a fight on her hands than we may have expected. she beat sanders barely beat sanders in iowa. it's set something up a referendum of what the democratic party should be. bernie sanders holds a strong lead in new hampshire. both will answer questions from voters at a town hall meeting tonight and there's a debate scheduled for tomorrow night. sanders' campaign threatened to pull out if clinton does not agree to some of their terms for future debates. clinton says she has met those terms. so we have debates over debates

san jose police have released surveillance video hoping to generate leads after a burglar hit a capitol expressway convenience store twice. the first burglary at the stop and save market took place in june. the sjpd says at least one of the suspects hit the same store january 13th. alcohol, lottery scratchers and cigarettes were among the items stolen. it is 5:56 right now. a broncos player is sent home from the super bowl after getting caught up in a prosecution sting. we'll have details on his detention. >> this is our first morning inside super bowl city and security has been amped up all over the city from public transit to just inside the premises. we'll tell you about it. ,,,,,,
