throughout the tri-valley, mid- 60s, pleasanton and livermore. go ahead and open the windows. 56 in fairfield and north bay from the high 50s to the low 60s. you will see the rain first tomorrow morning in lakeport at 61. full forecast at 5:18 but first here's roqui. >> all right. thank you, roberta. let's start with the traffic alert in palo alto. southbound 101 at embarcadero road, a dump truck hit the overpass at full speed leaving debris on the road and major damage to the truck and the overpass. crews have the two left lanes blocked and also northbound 101 that off-ramp is closed. this is all going to be happening until noon today or approximately until noon today. maria medina will be live out there for live pictures and more details. let's move over to the san mateo bridge from hayward to foster city, that's just a quick 14 minutes. traffic moving smooth on both ends there on 92. if you are traveling the altamont pass, this is what we were talking about here, slow traffic of course for this part of morning into livermore where it freeze up on to the dublin interchange. here's another live look at that. i'll send it to you. >> all right, roqui. thank you. as roqui said we have a crew at the scene of that mess

on 101 in palo alto. it is going to cause problems all morning long. big problems. kpix 5's maria medina reports. >> reporter: good morning, ladies. yeah, this accident happened just before 11 p.m. last night and they are not going to have lanes opened until noon. so that's a warning for drivers headed this way. right now, the first two left lanes going southbound on highway 101 are closed at embarcadero as well as the northbound off-ramp. now, chp investigators say a dump truck hit the overpass and cracked it significantly and that's what caltrans crews have been working on all night long. as for the driver, you know, that driver was hurt. his condition unknown. but again, a live look out here at the traffic. the first two lanes on hiy sout closed. you can see traffic running smoothly right now. but that's probably going to

change here within the next hour or two. the northbound off-ramp also closed here at embarcadero on highway 101. back to you guys. happening today, friends and family will lay deputy michael foley to rest. foley had worked at the alameda county sheriff's department. he was in enforcement for 37 years. he died last week after being hit by an inmate bus at the santa rita jail in dublin. investigators say the entire thing was just a tragic accident. a memorial service will take place at 11 a.m. at the concord pavilion. after that, there will be a private procession and burial. hundreds of officers from across the state are expected to attend. the man arrested for taking part in a shootout on the streets of san leandro has been charged. marcus jones now facing several felonies for the weapons and drugs found in his apartment when he was arrested. but he hasn't yet been charged for the shootout itself. jones is accused of shooting from his car at another car in

the afternoon gunfight back in november. an elderly couple was seriously injured. they are recovered. tiffany li and two others will stand trial for murder in her ex-boyfriend's death. a san mateo judge says there is another evidence to warrant a trial. keith green disappeared after meeting with li over custody of their two children in april last year. his body was found with a gunshot wound on a dirt road in sonoma county two weeks later. all three defendants are scheduled for arraignment next week. president trump standing by his attorney general while downplaying the controversy over jeff sessions' contact with russian officials. sessions did not disclose the discussions during his confirmation hearing. the president issued a statement calling the attorney general an honest man and called the controversy a witch hunt by democrats attempting to save face after losing the

election. yesterday, sessions recused himself from any investigations into russian contact with the presidential campaign. >> in retrospect i should have slowed down and said i did meet one russian officials a couple times. >> some think he should resign. the trump cabinet has two members. ben carson is the secretary of housing and urban development and former texas governor rick perry will head up the energy department. they were sworn into their positions last night. gavin newsom is asking the president to cooperate with local drug laws. sean spicer says there will be a crackdown on recreational use on marijuana. he tried to persuade the white house to cooperate. the war on marijuana has failed. it did not and will not keep marijuana out of kids' hands,

he said. san leandro is now declaring itself a sanctuary city. residents religious leaders and immigrant advocates came forward to stand with immigrants and talk about how the president's immigration orders have impacted their lives. the sanctuary city resolution was approved by all 7 council members. dozens of tech companies are backing a virginia teenager as the case involving transgender rights heads to the u.s. supreme court. apple, microsoft, ibm amazon and airbnb have all signed a brief in support of the case of gavin grimm. he is suing his school district after it denied him access to use the bathroom of his choice. the brief signed by the tech companies argue that transgender people deserve the same protections as everyone else. the supreme court expected to hear that case this month. crews in parts of the bay area are hard at work trying to clean up after this winter's storms. kpix 5's jackie ward is live in

clayton where residents could get much-needed relief today. >> reporter: no kidding. finally these people will hopefully get some running water later this morning. we have a map to give you some perspective of where we have this morning. so we are in clayton on the north side of mount diablo 16 miles from brentwood. last week a mudslide caused a water line to rupture, closing a three to 400-foot stretch of road and for every forcing people to detour. according to the contra costa water district their crews will be out here today to install a temporary bypass so people can finally get running water again. the holdup has been this mudslide that took days to stop moving. well, it finally stopped on wednesday. 90 homes have been without watered and patience is running out. >> we are kind of stuck, you know? we have two horses up here. so we didn't have enough water for them. we have go down to the creek and carry water up for the horses. >> another area that's been cut off by mudslides and rockslides

is big sur. critical supplies had to be dropped by helicopter to 450 people there because of the highway 1 and bridge closures. all the rain shattered the road and a crack is across the underside of the bridge which is why caltrans engineers will be saying the bridge cannot be saved. so back here near morgan territory road, hopefully people will be in a better position to end the day than they are to start the day. live in clayton, jackie ward, kpix 5. this morning, california's five-year drought is almost over. that's good news. the latest map shows 91% of the state is now drought-freest all of that progress happened in just the past two months. look at the map from the beginning of the year when about 83% of california was still in some stage of drought. from the kpix weather center, good morning, everybody! ♪[ music ] >> we have more rain in your forecast. we are going to go ahead and track this storm together. >> plus, filing a lawsuit.

forecast in just a few minutes. good morning. time check now, it's 5:13 on this friday. give yourself a round of applause! we made it to friday. yes, we did! and wow, what a spectacular day yesterday! we're off to a dry start for now. and increasing clouds leading to rain this weekend. and we'll track this incoming storm. we'll also tell you how much rain to expect. it is traffic and weather in less than 4 minutes. bay area headlines now. the assembly housing committee is hosting a hearing on california's housing affordability crisis. the committee wants to discuss how to make housing more affordable in the bay area and the state. they plan to lay out the challenges and ideas for increasing housing production. it starts at 10:30 at marks auditorium in san francisco. an east oakland hotel is accused of violating state labor laws and the city's

minimum wage ordinance. the city filed suit against quality inn, which is an affiliate of choice hotels. it alleges that the owner refused to pay overtime or offer sick leave to several housekeepers and provided inaccurate wage statements to workers. a spokesperson says it does not own or operate the quality inn, in oakland and therefore, cannot interfere in the terms and conditions established by hotel owners. after almost 20 years of planning, construction is now set to begin on a major new housing project in oakland this april. the san francisco business times says the developer of the brooklyn basin project has finally filed its plan with the city. the first building they will construct will have 241 rental units. as part of a larger 65-acre plan, it will have 32 acres of parks and 200,000 square feet of retail. >> you know what? it will probably bring a little extra traffic to the area. >> of course. >> that's how that works. speaking of, let's check in with roqui theus. >> as if we need the help,

right? it's 5:14. let's check the traffic alert in palo alto. this will be in effect until about noon today. southbound 101 at embarcadero road, a dump truck hit the overpass there damaging the truck and the overpass. now, crews have the two left lanes closed and also northbound 101 that off-ramp is closed, as well. this happened last night though. as you can imagine this isn't creating many delays right now because not many cars are on the roads but later on today, this will definitely create delays. we have a live crew on scene to show you more details and live pictures of that commute. here's a live look at the san mateo bridge between hayward and foster city. that will take you about 14 minutes. traffic is moving smoothly there. if you are traveling along the altamont pass, here's a look at those yellow arrows. traffic not as bad as it can get but definitely give yourself extra time to get through the altamont pass area. all right. moving to the dublin interchange, of course that's slow so from the altamont pass to 680, that will take you about 15 to 20 minutes. and then of course let's talk about mass transit. we have had a major delay all

morning long. now it has reduced down to 20 minutes on the fremont richmond line due to equipment problems. ace, muni and caltrain are on time. roberta, sunshine and rain apparently? >> yes. a little bit of b eryone. 5:16. live weather camera this morning does feature that we have clear skies. but we're calling on our live hi-def doppler radar at this particular time in search of raindrops. and we're not seeing any as of right now. but we will this weekend. again, clear skies looking out towards the bay bridge. hey, yesterday, panned out to be the warmest day so far this year. it was72 in santa cruz, 70 sonoma, 70 gilroy, 68 degrees in concord. this morning, we have cooled down to the upper 30s in redwood city. 30s in throughout the tri- valley. 36 degrees santa rosa. otherwise next to the rim of the bay, we are in the 40s. the winds run to 7 in san francisco. these winds will be rotating

later today. more of a westerly late day 10 to 15 miles per hour. we are going to turn breezy for your saturday. here's what you can expect. increasing cloud cover today. scattered showers over the weekend. and next week, it's going to pan out to be warmer. in fact, we will top off at 70 by next thursday. first off this huge beautiful dome of high pressure, that brought us the low 70s yesterday. well, it's eroding quickly due to this area of low pressure that's dropping out of the gulf of alaska. so what does that tell you? if it comes from the gulf of alaska and has cooler air mass associated with it, not like that atmospheric river stuff, we're talking about cooler air, reversal in the winds, more to a westerly flow, thicker cloud cover by the evening commute, and the first leading showers move into the santa rosa area by 9 a.m. tomorrow. just playing tag with the north bay all day and then that's the front slicing from the north to the south by 6 p.m. then sunday it's scattered showers during the morning hours from the north bay all

the way to the south bay. when we tally up the numbers, this is not a big flooding system at all thank goodness. we are talking up to .3" precipitation, more north in ukiah. otherwise very fast-moving. but the weather will be unsettled and you'll feel the difference with the cooler air. nearly 70 today in month pray bay area. 60s in the central -- nearly 70 today in monterey bay area. 60s in the valley medical centerly. big changes for the mountains. so if you are head there is today you need the chains. winter storm watch goes into effect tomorrow afternoon through monday morning. we are expecting two feet of snow above 5,000 feet. here's your tahoe report:

some extent felt the impact of this wet winter. people here in clayton have been out without water for days now because of weather-related incidents. so last week there was a big mudslide here that closed three to four hundred feet of a stretch of road and forcing people who live around here to take a major detour around the repair work on morgan territory road. according to the contra costa county district, the crews will install a temporary bypass today so people can finally get running water again. it's been a mess all over the state this winter. which translate to california needs some financial help from the federal government. they say it's life and death in oroville and the big question is whether president trump will agree to release those funds. the sacramento san joaquin river delta is another area that's prone to flood vulnerability. the secretary of the california natural resources agency testified on capitol hill about

flood control. >> we should use the opportunity that is presented by the situation to invest in infrastructure and meet the challenge of extreme weather and variable precipitation and accomplish multiple benefits and goals within the investment. >> reporter: on tuesday, president trump told congress that he would ask for a $1 trillion package that would be financed through both public and private capital to improve our country's infrastructure. but we have yet to hear specifics from the president as to whether that plan will focus on dams. meanwhile, governor brown on tuesday redirected $50 million in funds and asked the state legislature for an additional $387 million to immediately go into flood emergency operations. in clayton, jackie ward, kpix 5. modesto is pumping treated waste water into the san joaquin river trying to protect the treatment facility after

massive amounts of rain caused a main sewer line to break. officials have declared the releases a health hazard though and are warning against swimming in or ingesting river water. >> we're out of capacity now and we have no choice but to dispose of the water or jeopardize our pond levees, our storage levees and flood our existing facilities. >> the city says even with this temporary fix, they are preparing for more problems and flooding with another storm on the way. a local lawmaker want to improve california's official response to flood emergencies. representative jerry mcnerney has introduced the emergency interested in response act saying our recent storms have taken their toll on the state's levees including the oroville dam. the bill would create funding to repair our damaged levees as well as set aside money in case there is another flood emergency. >> nice to enjoy some dry weather recently in the meantime. ♪[ music ] it's given us the opportunity to clean up around the bay area. michelle and i were both in

fremont, what was it, tuesday? >> yes. >> and we were able to see just how much damage has really been done with all the road closures due to mudslides and -- >> it took us almost an hour just to get to the highway. >> crazy. >> i was in la honda the other day, and boy, yeah, talk about road closures. it's just a mess. it looks like an earthquake hit that area. >> the good news about the incoming system is we do not anticipate any kind of flooding at all because we just don't have that much rain coming. but nonetheless, our soil is saturated out there. good morning, everyone. let's get to it. let's go ahead and take a look right now at our live hi-def doppler radar. no rain in the forecast today. but i just want you to get used to seeing that back in the forecast that particular image. meanwhile, this is a beautiful image. it's our live weather camera atop the transamerica pyramid. we are looking out towards the bay bridge. we still have clear skies. we can see the port of oakland and the bright lights of the estuary. currently in oakland it's in the mid-40s. over the bay bridge west, san francisco is 48. to the north it's 36 in santa

rosa to the south san jose 44. along the peninsula it's in the high 30s. and livermore also the 30s. it will turn mostly cloudy today. showers arrive across the central bay at least around 6:00 in the evening hours. scattered showers will remain into your sunday. satellite-radar here comes the clouds. becoming mostly cloudy with rain to the north of us for friday. temperature-wise we are coming down. it was 72 in santa cruz yesterday. it was 70 in gilroy going up to about 66 today. and it was 70 in sonoma with today's high there in the 60s. so 60s around the peninsula into the santa clara valley, willow glen, rose garden district, all those 60s. east bay numbers into the mid- 60s around pleasanton, danville, dublin, san ramon where yesterday it was 68. concord was 68 dropping four degrees today. back through the delta, discovery bay, mid-60s. antioch, same. low 60s in kentfield today. high 50s in mill valley and stinson beach. you're going to feel the difference there with the winds

rotating to the west more of an onshore push in advancement of the system and lakeport where you have had so much damage from flooding, you will see the rain beginning in the early- morning hours on saturday. today increasing cloud cover at 61. full forecast tracking that storm coming in but first, here's roqui. >> thank you, roberta. it's 5:36. we have a traffic alert in palo alto so let's get to those details. southbound 101 at embarcadero road, there's a dump truck out there that hit the overpass at full speed causing major damage to the truck and the bridge. this is closing down the two left lanes and also the northbound 101 off-ramp. and you will want to keep in mind that this will be in effect until noon today. that's of course an estimate but until noon today so delays may start towards the end of the morning so keep it in the back of your mind 280 for your alternate when those delays do start. let's move over now to the san mateo bridge from hayward to foster city, traffic looks like it's slowing down a little bit but it's moving up until

880101, about 15 minutes or so, so not too bad from 880 to 101. on the altamont pass, 40 miles per hour down to 20 once you hit north flynn road. give yourself extra time to get through that traffic. and, of course, the metering lights are on at the bay bridge toll plaza. i'll send it to you. >> all right, roqui. thank you. the widow of the orlando nightclub shooter will remain in jail at least for now. her request for bail was put on hold. a california judge ordered noor salman to be released on bail earlier this week. but a federal judge said more arguments need to be heard before that happens. she is currently in an east bay jail. she is accused of helping her husband, omar mateen, scout locations before the attack that killed 49 people last year. this morning we are getting word that vice president mike pence used a personal email server to conduct official business while he was the governor of indiana. and in early 2016 hackers compromised that server and published his emails some of

which described terror-related arrests. pence's office confirmed that last night. you might remember using a private email server is one of the issues that president trump went after hillary clinton for. attorney general jeff sessions has recused himself from any investigations into russian contacts with the presidential campaign. this comes after sessions was found to have had talks with the russian ambassador to the u.s. during the campaign. president trump is standing behind sessions calling him an honest man. meanwhile, some democrats say recusal isn't enough. >> the fact that the attorney general the top cop in our country lied under oath is grounds for him to resign. >> sessions admitted he should have been clearer during his confirmation hearing back in january. a march in support of the president is planned in one of the most liberal cities in the country. trump supporters will gather in berkeley this saturday as part of a nationwide march for trump. this is the only march planned in the bay area and one of three planned in california. saturday's march starts at 2

p.m. at civic center park. the morning commute is starting to get messy in the south bay and that's after a dump truck hit an overpass on highway 101. kpix 5's maria medina is live there with how things are looking this morning. maria. >> reporter: so far, so good. this accident happened just before 11:00 and crews say it's going to take them half a day to clear up the mess so they are hoping to have 101 fully reopened at about noon. so a warning for drivers if you are heading this way. so right now, they have the first two left lanes going southbound at embarcadero road closed as well as a northbound off-ramp here on highway 101. now, chp investigators say a dump truck driver hit an overpass and cracked that overpass significantly so that's what caltrans crews have been working on overnight here making sure that it's safe to drive on. as for the driver, you know, that driver is -- was hurts.

$200 million. bart is facing some legal problems over alleged security gaps that lead to crime. a lawsuit was filed by the family of a 12-year-old boy robbed at gunpoint at the del norte station. according to the shoot, the robber was able to corner the boy where there were no cameras and bart failed to release a composite sketch, to avoid bad publicity. bart denies the allegations saying the claim we are lackadaisical in following up with allegations of crime in the system is wrong in the strongest of terms. bart says it did share a sketch with other law enforcement agencies and says its investigators went through hours of footage from many cameras and didn't find the victim nor the suspects. a big sinkhole that nearly swallowed a car in oakland last month probably won't be fixed for a while. the 25 by 25-foot hole opened up on east 27th street. the city says it expects to have the repairs done by may.

things starting to slow down here at highway 101. and it's likely going to be a mess well after the morning rush hour commute. now, this accident happened right before 11:00 yesterday. and crews don't think they are going to be able to fully re- open 101 until about noon today. noon. so they are going to take about half a day to clean it up. now, right now, two southbound lanes the first two left lanes are closed southbound on the embarcadero as well as the northbound off-ramp. investigators say the dump truck driver hit an overpass and cracked it on impact. that's why it is taking them so long for them to open up the lanes here so again the first two lanes going southbound highway 101 closed. as far as that driver now his condition is unknown but we are told that he was hurt but things starting to slow
