stop. drop it. i'm like -- >> the suspect was responsive when he was taken to a trauma center. his current condition is unknown to us. oakland city council votes on a proposal to create a department whose sole purpose is to prevent violence. kpix 5's jessica flores is live in oakland on just how the plan aims to protect people. jessica. >> reporter: michelle, it's a growing debate at city hall. should they create a new department separate from law enforcement totally separate from the police department on reducing those violent crime rates? now we know oakland has dealt with this for quite some time. oakland has the highest per capita homicide rate of any major city in california. two council members want the city to create a department headed by a chief of violence prevention. the department's plan would be to bring gun violence down by 80% in three years. but a report from the city administrator's office says it

would increase administrative expenses. the mayor has already set aside an additional $1.5 million for 50 new police officers. but gibson mcelhaney says it's not enough. >> where was the advocacy from this mayor? these are the tools we need for dramatic results. they have been silent on that. >> reporter: currently city violence prevention programs are run by the department of human services. the folks who are backing this idea of a new department want human services to focus on other issues such as homelessness. oakland has had 88 homicide last year. today, the city council will take up the issue possibly today voting on whether or not to create this entirely new department to try to reduce violence in the city. reporting live in oakland, i'm jessica flores, kpix 5. white house communications dr. mike dubke is stepping down. he turned in his letter of resignation two weeks ago but

announced it this morning. he is denying any turmoil in the administration and says he is resigning for personal reasons. meanwhile, there is new information about possible ties between the trump administration and russia. cbs news confirms trump's son- in-law jared kushner discussed setting up a, quote, back channel for communications between the trump transition team and russian officials. president trump is defending kushner saying jared is doing a great job for the country and that he has total confidence in him. this morning, there are accusations that a texas lawmaker threatened to shoot one of his colleagues. it reportedly happened when protestors crashed over the state's sanctuary city bill. hena daniels has the latest. >> we are legal and here to stay! >> reporter: the drama happened on monday as they rallied against the sanctuary city bill signed into law by governor abbott this morning requiring local police departments to enforce federal immigration laws. of the texas legislative session. some lawmakers say that it was the result of several stressful weeks of hearings, debates and votes. new this morning, a hospital official in panama city confirms the country's former dictator manuel noriega cast dead. he died after several weeks from complications of brain surgery. today the pentagon is expected to test a new system that could shoot down a ballistic missile. it's in response to the recent threats from north korea. the intercepter missile will be launched from vandenberg air force base in southern california one day after north korea launched a new type of ballistic missile. north korean state media says that kim jong-un is promising to develop more rockets. part of a new waterpark in dublin remains closed this morning. investigators are still trying to figure out how a young boy fell off a waterslide. it happened on saturday the day the park opened. state inspectors wouldn't go on camera but tell us they are

to find anywhere else in the world and good news travels fast. the park is now seeing a record number of tourists. people flock from all over to check out the massive falls created by this winter's rain. the crowds over the weekend made it a struggle for visitors to take in the sights. we wait for one hour and a half just to arrive to the falls from the point. it's the first time we have seen this in the national park. may typically kicks off a busy six months in yosemite. last year the park had a record attendance of more than 5 million visitors. >> i have been trying to get camping permits the entire year. they release a limited number of permits every month and it's hard to get. >> have you been there before? >> i did get one or two. so we'll be camping later in the year. >> you said at any time? >> no, so they release a certain amount every month and

that's for later on so they are going to release some probably mid-june for october and beyond. >> they do that same thing for climbing half dome and in 20 years i have only been accepted once so they had a heat wave and they canceled the climb. i'll still waiting to hear. it's very difficult. especially when you do have the record water flow for the waterfalls this season as we have but we also have a flood warning that remains in effect for the merced river at yesterday's check-in we were at 9 feet. flood stage is 10 feet through yosemite. so we'll keep a watchful eye on that. out the door we have gray skies right there over the bay waters small craft advisory in place. condensation on the camera lens is drizzle associated with the deep marine layer at sfo and that's the culprit causing delays of one hour on some arriving flights. 40s in santa rosa. 50s in san francisco and san jose where the winds have been slight all morning but around

the rim of the bay, i have been clocking winds from 16 to 20 including hayward. back through the san ramon valley at 14 to concord at 17. 13 antioch. 26 in the fairfield area. 11 in vallejo. robust onshore "pushhhh" associated with this expansive widespread deck of low clouds and fog roughly 2,000 feet deep pushing inland at least 60 miles. don't bank on any sunshine at the beaches today in the 50s. 60s in san francisco and throughout much of the lip of the bay. 70s will be common around the peninsula back through san jose. which typically we should be at 74 this time of the year and bingo that's what's in the forecast. we should be in the mid-70s throughout the tri-valley. bam! that's what you have, as well. so seasonal late spring day, may gray. transitioning to "june gloom." full forecast at 48 after the hour. but let's send it over to a busy jaclyn. >> and it's busy out on the

many in the city ask, why housing costs are so high. a panel will try to tackle that at 12:30 this afternoon at the san francisco planning and urban research association center on mission street. we are getting an update on bay area home prices this morning along with new consumer spending report. >> joining us with details kcbs radio's financial reporter jason brooks. >> reporter: good morning. those home prices just keep rising. here in the bay area, and across the country. the and the s&p kay schiller report says in march bay area prices were up 5.1% from a year ago, up 1% from the prior month. on a national level, prices rose 5.8% from a year earlier. that was the strongest annual gain in almost 3 years. big reason for all this just not a lot of homes for sale. the supply of homes at historically low levels that's resulting in many bidding wars

and in that keeps driving prices higher. consumers ramped up their pace of spending in april. the commerce department reports that spending rose 4/10ths of a percent the strongest gain in four months. weak consumer spending really dragged on overall economic growth in the 1st quarter. that's expected to be a little better the 2nd quarter. this report certainly points in that direction. it did help that paycheck were up 4/10ths of a percent in april. stock market off to a flat start. the tech sector getting a boost from amazon whose stock hit $1,000 for the first time. let's check the big board. dow down about 20 points. nasdaq up about 6. the s&p is down by 2. michelle and kenny, back to you. >> jason brooks from kcbs radio thank you. elvis presley old jets just sold for nearly $500,000. the lockheed jet star had been sitting on a runway in new
