and i'm kenny choi. let's st ide... good morning, everyone. it is thursday, july 19th. i'm michelle griego. >> good morning. i'm kenny choi. let's head outside take a look at our cameras. let's take a look at 880 in oakland. traffic looking very good at this hour. of course, it is only 5 a.m. and on the left, we have a clear shot of san jose. but here in the city in san francisco, pretty foggy. >> yeah. it's a foggy one. >> i know. coming out of the caldecott tunnel and boom! there it is. >> we have a live shot for you. our photographer brian is out there. check out this beautiful view. i love this. this gives a nice perspective with fog and drizzle. but also parts of the bridge can be seen this morning.

so we have that. visibility will be impacted in some locations. overall picture satellite/radar of what we're dealing with. clear for concord and livermore. but throughout the north bay, right around the bay, that's where that low cloud coverage likes to hang around and yes, visibility down at half moon ba usual ots though. so definitely down to three miles there. you will want to take your time and then through the north bay, it's dropping even more right through santa rosa just dropped down from 2.5 to one-mile visibility. so that of course means slow going, please. futurecast showing we'll continue to see the morning low cloud coverage through 9 a.m. it could linger around san francisco for a while as well as along the coast. it will be replaced with some high clouds that will be moving in from the south. we may see slowdowns if you are heading out and your ride has you heading over to the east bay by the bay bridge. we are tracking a closure that's the off-ramp from treasure island -- or to

treasure island i should say along eastbound 80. so on the lower deck. this is due to an accident that they are doing their investigation. so here's a live look as you are making your way towards the bay bridge there on the right and you can see really not a lot of traffic right now still very early and traffic is light. but we aren't seeing a big backup. but you won't be able to use that off-ramp there. we did see some flashing lights heading through there so it looks like chp is over at that location and that off- ramp is shut down but no major delays just yet over at the bay bridge toll plaza. we do have a backup at the bay bridge toll plaza. back to you guys. this morning at least 22 soldiers are injured in the military base tent collapse. authorities say wind from a landing helicopter toppled the structure around 9:30 last night at the fort hunter liggett army post in monterey county. the base reports there are no deaths and 22 confirmed injuries. most of them are minor and being treated on site. but four soldiers were taken

to the hospital. the accident happened during an annual training exercise for thousands of troops. a medical building in santa rosa remains closed today after a tanker truck explosion that briefly shut down highway 101. jackie ward reports from santa rosa with the latest. reporter: the good news is that one mode building is open today and it will conduct business as usual. it's number 5 that stays closed for further inspections. you can see the extent of the damage from chopper 5 here when a tanker carrying liquid oxygen exploded around 2:30 yesterday afternoon. it shut down parts of 101 for a couple of hours and caused two nearby kaiser medical office buildings to be evacuated. some patients reportedly had to be taken away on stretchers. the driver of that tanker was the only person hurt. but we don't know the extent of the injuries yet. several ambulances and hazmat team responded to the accident quickly. highway 101 has since reopened but santa rosa police explained the backup this mess created.

>> there was at least 100 and you can see that there are still cars here in the parking lot. we wanted to get everyone out of the area as quickly as possible. we swept the buildings and everybody in both buildings is out. >> reporter: the truck did not crash into any building and there was no damage to the kaiser offices. one building was given the "all clear" last night but the other building is closed for inspection. he cause is under investigation. jackie ward, kpix 5. police are calling him the rideshare rapist. the man accused of pretending to be a rideshare driver and then sexually assaulting women is due back in court today. anne makovec has new information from newly released court documents. reporter: this strikes fear into a lot of people who rely on ride shares on a daily basis. this guy is scheduled to be arraigned in san francisco this morning as police continue to search for more

possible victims. the rapes attached to orlando vilchez lazo began in november 2013 according to police. they say he picked up a woman at a bar called virgil's sea room in the mission. she was drunk and passed out in his car. she woke up in a parking lot near warehouses and told him this wasn't where she wanted to go and then she told police that he raped her. she told him she wouldn't tell anyone if he drove her home, which he did. that's where the trail goes cold until february of this year. >> what happened in those five years? if he wasn't gone or he wasn't arrested, then he may have had multiple victims. we don't know how many victims we have so far. >> reporter: police say the next three attacks happened to women leaving a bar in soma called temple bar and they grew increasingly violent. in february, police say vilchez lazo drove a woman to a excluded area, got into the back seat and raped her. in may they say he pulled a knife during a rape. and then in you are, the knife was not just used -- and then

in juanes the knife was not just used for a threat. he stabbed a woman. . she was raped and she was taken home and then went to a neighbor and called police. he is charged with several charges. lyft confirmed that vilchez lazo was once a registered driver but was terminated when they learned of the allegations. he used stickers for uber and lyft when picking up victims but wasn't using the apps. president trump again tried to clarify his stance on russia meddling in u.s. elections. but another mix-up of words sent the white house into a second day of damage control. top u.s. intelligence agencies say the threat from russia is still present and lawmakers urge the president to take action. laura podesta reports. reporter: at a cabinet meeting wednesday, president trump added to the confusion about where he stands on russia meddling in u.s.

us two of the largest fires have turned deadly. reporter: desi remington has seen wildfires before but nothing quite like this one. >> it was lines of fire, 10, 15 feet high and just rushing -- the fastest fire i have ever seen. >> reporter: in oregon, areas normally green, now charred by wildfire. >> up to the side of my house to the back of our barn. >> reporter: the barn where remington and her husband got married. >> it was extremely emotional. i mean, i broke down a little bit. it was so scary and yet i was so thankful. >> reporter: the substation wildfire started on tuesday. by wednesday night it had already burned across more than 50,000 acres. one person who deputies say was likely using a tractor to try to cut a fire line was caught by the fire and killed. >> strong winds with gusts up to 35 miles per hour are in the forecast. so obviously we're watching

famed santa monica pier. farther inland lightning kept water-dropping helicopters grounded in the battle against a small brush fire near encino. >> you get excited when you see lightning, don't you? >> yes. it is beautiful and dangerous so you want to stay indoors, take your pictures from inside where you're safe. but yeah, even in puerto vallarta, every night there were thunderstorms, lightning strikes across the ocean. so that's where i was the past few days. but yeah, in southern california, definitely we are dealing with monsoonal moisture. that's where it's coming from. that's not necessarily rare to see this time of year across the desert southwest. but what's happening is it's working its way over across southern california and now northern california. soso you may see lightning this afternoon, as well. right now it's foggy. you can barely see coit tower under the clouds. sunrise this morning 6:02. sunset 8:28. we are dealing with early- morning low fog and low clouds. it is impacting visibility for

people around. y want totake tht drizzle t te as well associated with the low clouds, a little moisture in the air because we still have this onshore breeze coming in from the west. a little north wind through oakland right now. but mainly it's a west- southwest direction and that's what definitely pushes in the early-morning foggy conditions. so through fairfield 20-mile- per-hour sustained winds and here's the ridge of high pressure that brought in the thunderstorms. that's what builds and that's what creates that unstable air mass and that monsoonal moisture and pretty much a couple of ridges are merging throughout the day today so that's why we are going to definitely be feeling the heat. but we're also going to be seeing that chance for dry lightning later on. so current conditions this afternoon will be about a couple of degrees above average for san francisco, concord 10 degrees above average. upper 80s normal for this time of year but instead a lot of you will be in the upper 90s.

half moon bay and pacifica afternoon highs comfortable. 92 morgan hill. to the east we go, and pittsburg and antioch that's where we'll definitely be warm in the mid- to upper 90s. 94 in san ramon. cooler at the coast. 68 for san francisco. 70 sausalito. alameda 75. still feeling overall comfortable. triple digits expected for ukiah. we have a heat advisory ending at 9 p.m. for the areas in orange. so mainly mariposa county and then nevada portion. so that's where temperatures will be in the triple digits overnight lows not dropping too much either. and this ridge of high pressure is sticking around all the way through your weekend. so a lot of the western portion of the country will have more heat, more triple digits weather for several spots. so inland areas expect those temperatures to rise more than what we'll be feeling out there today. the chances of dry lightning in our forecast today and tomorrow but then all of that should wind down by the weekend. but the heat will remain. jaclyn. >> it's heating up on the

roads. we are tracking a couple of hot spots not in antioch but we'll begin there just taking a look at your ride where it's still in the green westbound. so that's good news there as you go to 242 and 680 on the brakes near port chicago highways, no accidents or stalls. here's your ride along 680 at 242. you can see just busy out there. but we are still moving at the limit. on 24 westbound your ride good. but eastbound we are dealing with an accident and it is causing slowdowns eastbound 24 right at the caldecott tunnel. it's reported to be blocking one of the lanes over at bore number one so expect some delays as you make your way -- it looks like right now it's starting to get slow right near highway 13. chp has just issued a traffic alert for this crash. so do expect delays heading eastbound. westbound again you're still in the green heading down toward 580.

in all the spots across the bay area. not quite extending to livermore and concord. sunrise is this morning 6:02. sunset 8:28. here's our wind speeds. this is contributing to the coastal cloud coverage out there, just a slight breeze but it's all coming in from the west mainly west-southwest for most of you in berkeley, vallejo, same with fairfield, southwest direction through the delta. and that's where the breeze is continuing to stay pretty strong this morning. overall, we have a couple of ridges of high pressure merging so the ridge that's been bringing us a lot of heat the past several days is also weakening but then this one that's bringing in the monsoonal moisture, that's building and that's what's going to continue to impact us today and tomorrow. so this ridge right here brought rain through l.a., lightning strikes across santa monica and los angeles. 87 in santa clara today. and check out how hot it's going to be in pittsburg, 97. same with fairfield, 95 in walnut creek.
