a state senator will unveil a bill aimed at keeping short- term rentals from becoming party houses allowing cities to add a fine of up to $5000 and it would kick in if the house violates local rental laws. senator steve glazier wrote the legislation and it was illegal under the short-term ordinance and they have since passed another ordinance to ens. a state of emergency has been declared in mississippi were historic flooding has affected 300 homes and the worst may still be ahead. they have floodwaters have turned neighborhoods into rivers, forcing people to make their way down the street in boats. there is more rain in the forecast and it could take until the end of the week before this water starts to

recede. a washington state woman is accused of trying to kidnap a three-week-old baby by posing as a photographer and drugging the mother of the child. carter evans has more on the tactics which involved her teenage daughter. >> authorities say juliet parker used social media to bring in unsuspecting mothers offering free maternity photos she said she wants to build her portfolio but detectives allege her real motive was much more sinister. >> she wanted a girl, and she wanted it to be five weeks and younger so she could raise it herself and take it out of state and pretend it was a newborn of her own. >> and mother invited her into her home three times. police say the women spotted parker taken selfies with the baby and wiping down her fingerprints from items she touched inside the home entering the third visit parker and her 16-year-old daughter gave the woman a cupcake and the mom suddenly began vomiting and feeling drowsy. she told him to leave and called 911 only to realize
