right now on kpix we are look live from our exclusionive tower camera as we look out east this morning. you can see the bay bridge there sparkling. good morning everyone. it is monday january 4th. i am michelle. >> good morning to you. first up a check of our forecast on this monday morning. mary lee has a look at the rain headed our way. >> we are looking at that rain beginning to push into the bay area. i'm tracking it for you this morning. especially for the north bay. starting to get in on that light to moderate rain. zooming in and you can see for clover dale, hillsburg, down 101 through santa rosa, also along the coast catching that rain this morning. a wet start to our day. we will continue to watch that rain push in across the bay area. as we look to our temperatures upper 40s to low to mid 50s at

this hour. we are dealing with some patchy fog as well if you are not catching that rain. as we head through our day, we are looking at that wet and windy weather really for the morning and early afternoon, things should start to wrap up for us later today and especially by this evening. day time highs mid to upper 50s to about 60 degrees. we will talk more about the timing of the rainfall where you are coming up in a few minutes. how are the roads looking this morning? >> good morning. we have a couple of things to look out for. so be careful when you hit the roadways this morning. right now that is where we have a couple of things to look out for. first off on 80 right around eastbound, right after san pablo dam work we have some recovery work over to the right side of the roadway. it was once blocking that right lane. looks like things are clearing. there is also a trouble spot

eastbound 80 east of the napa 12 transition there. that is blocking the right lane. over to the bay bridge we go. so far traffic is moving at the limit. you have plenty of time working your way out heading into san francisco. no delays or brake lights there. we are dealing with some fog this morning. foggy conditions reported for parts of highway 92, the san mateo bridge. we just for the some new video in of what is a pivotal moment in the coronavirus vaccination effort. the u.k. becoming the first nation to use the oxford vaccine outside of trials. you are looking at a brian william there 82 years old getting that vaccine that was first approved by u.k. regulators. it is being delivered at a small number of hospitals for surveillance purposes there before the bulk of doses arrive. this vaccine is easier to

transport, easier to store than pfizer vaccine which could make it easier to deliver outside of hospital settings. that one is not approved here in the u.s. that could happen towards the end of this month. back to you. new this morning in the south bay at least 44 emergency room workers have tested positive for coronavirus. one employee has reportedly died in an outbreak. a staff member went to the emergency department on december 25th wear the air powered suit. that staffer had no covid symptoms and was only trying to lift other people's spirits tcht hospital is conducting contact tracing to make sure anyone who was exposed getting tested. california currently has the highest covid-19 transmission rate in the country with nearly 100 new daily cases for every 100,000 residents. the state confirmed another

45,000 cases in the past 24 hours along with 181 additional deaths. more than 20,000 patients are in the hospital at this hour. 4,500 of them in intensive care. there is still a long way to go to reach the 15% target that would lift the current stay at home order. another challenge to overcome this morning, vaccine roll out delays. the trump administration promised 20 million doses would be given by the end of 2020 but the cdc says just over 4 million people have gotten the shot. medical experts say the delay is partly due to a lack of cold storage space and manpower. the u.k. has delayed the second dose of the pfizer vaccine in order to reach more people with initial doses. that strategy has prompted debate in the u.s.

>> so the choices are, vaccinate a few really well or vaccinate the whole population kind of well. my preference is to go for the science first. i am not really sure if delaying the vaccine will result in the same efficacy in some people in the population. >> he said there is another option up for debate giving half doses of the moderna vaccine to people between 18 and 55 to accelerate the roll out. developing this morning, dangerous conditions along the coast have turned deadly. rescue crews are trying to recover the bodies of two children who got swept out to sea. deputies say their father drowned trying to save them. the three of them were playing in the water when they got trapped in the currents. authorities recovered the father's body but are still looking for the children who they believe are just 4 and 6 years old >> we will keep a couple of

people out here overnight. um -- we are -- at this point it is a body recovery. >> yeah. >> we are hoping we -- they wash up unfortunately. that way -- um -- the mom can have some sort of closure. >> a high surf advisory has been extended through tuesday night. the warnings went all the way from the sonoma coast down to monterrey. in some cases waves could hit 30-feet. there is a growing memorial south of market. candles and flowers mark the spot at 2nd and mission where two women were killed by a suspected parolee on new years eve. according to police, 45-year-old troy mcallister ran a red light and smashed into the women who were walking in the crosswalk. one of them hana abe was 27

years old. she is originally from japan. a decade ago a huge earthquake wiped out her home. her friends have put together a gofundme account and so far they have raised more than $60,000 to help her family. >> this is kind of our way to say like it is okay, we got you. we will make sure you are going to be okay and your family is going to be okay and -- like we are going to do what we can. >> mcallister was arrested. police say he was a robbery parolee driving a stolen car. happening today, district attorney is meeting with hana abe's mother who was coming in from japan. our joe vasquez asked her how did the city let this happen? >> what happened here? there is a lot of pointing of

fingers this weekend. the parole officer, how come he didn't revoke parole? the police were saying somebody needs to be accountable for this. it turns out according to the parole folks in fact they referred this to your office for charges, no charges were filed. they can't just revoke someone's parole without you participating in that. >> so that is not quite correct, joe. it is a little more complicated but you are right that there are missed opportunities here. you are right that every single law enforcement agency involved many supervising mr. mcallister ordealing with his arrest is -- taking a hard look at what happened and what might have happened. i can tell you that -- the normal procedure is for the san francisco police department to notify parole after every single arrest of a parolee. on december 20th when mr. mcallister was arrested, the san francisco police department in violation of general order

6.12 failed to notify parole. parole had been working with mr. mcallister on the prior arrests. they had been taking important steps to intervene and supervise him. but they cannot do their job if the police department does not notify them. the other thing we learned and i believe the chronical broke this story is that the daily city police department were aware he had stolen the vehicle used in this fatal, tragic hit and run and that he had a firearm. they were aware he was on parole. they were aware of his address and of his phone number as of december 29th. in sfaed of taking steps to arrest him and get him off the streets, to get the begin out of his possession and to return -- [ indiscernible ] they wrote in the report they were going to wait till january 3rd to do that. there is an election challenge brewing from republicans. it comes as president trump is still trying to overturn the

results of the 2020 election. his latest try, a phone call to georgia's top election official asking him to find votes to make him a winner. now to washington on the latest on this. >> president trump made his boldest attempt yet to overturn the results of the 2020 election. >> i just want to find 11,780 votes which is one more than we have. >> in audio first obtained by the washington post of a saturday phone call, president trump pressed georgia's secretary of state brad to change the vote count citing disproven claims of fraud. >> so dead people voted and i think the -- the number is in the -- close to 5,000 people. >> georgia recounted its vote multiple times before certifying joe biden's victory. he fact checked the president in realtime. >> mr. president, the challenge you have is the data you have is

2021 we are starting it off with that rain. a wet and windy day as a cold front pushes across the bay area. so are already catching that rain. as we zoom in you can see for this north bay getting some light to moderate rain down 101 from clover dale, hillsburg, santa rosa this morning as well as from petaluma, nevado, and sausalito and about to move into the golden gate bridge as we start off our day. here is a live look at our tower cam. you can see the clouds in the sky. upper 40s to low to mid 50s at this hour. as we look to our current winds, looking at calm to light conditions. we will be watching those winds starting to ramp up for us as we go through the rest of our morning and early afternoon. and checking current visibilities, some patchy fog this morning. we will have more on those foggy roadways in just a moment.

checking the high surf advisory. you have been watching those large northwest as well as pick up for us. that will be in place till 11:00 p.m. tuesday due to large breakers up to 25-feet. eventually even up to 30-feet with rip currents and sneaker waves. please use extra caution at our beaches. this low pressure system dropping a cold front, bringing the rain and the wind to day and snow up in the sierra. as we take your hour by hour, stopping the clock at 7:00 a.m., you see that rain pushing in. even some pockets of heavier rain for the north bay. as we look to stopping the clock at 10:00 a.m., you can see it moving across the rest of the bay area. even into the south baby noon. as we look to our afternoon and evening things start to wrap up for us pretty quickly. we are looking at a dry day for your tuesday with partly cloudy skies. rainfall amounts, beneficial rainfall anywhere from a 10 to the a half to 3/4 of an inch of rain. even some luck yi spots up to

about an inch of rain rainfall. we are going to be watching those winds pick up. so by 10:00 a.m. looking at gusts up to 30 to 40 miles per hour as the actual cold front pushes through. then things calm down as we head through the rest of our at least afternoon and eve believing. e -- evening. travel will be hazardous with heavy snow likely. could see as much as a half inch -- a half foot of snow to about a foot of snow even some of the higher elevations up to 2-feet of snow with this snow system, with this weather system. we can use it. the sierra snow pack northern sierra 54% of average of where we should be. the central sierra 59%. the south sierra, that snow pack just at 35%. a check at our daytime highs. we are looking at highs in the mid to upper 50s to about 60

degrees this afternoon. so again a wet and windy morning and early afternoon. things begin to quiet down by this evening catching a break tuesday. another weather system wednesday as well as for thursday. high pressure builds in for the weekend. that is your look at weather. lets check in for a look at traffic and catching some foggy conditions and wet up in the north bay this morning. >> yeah, so be careful as you hit the roadways this morning. you might be dealing with some limited visibility as well as slick surfaces. if you are headed out the door early, give yourself a few extra minutes. we also have fog advisories issued by chp for parts of highway 1 along the coast and for parts of the san mateo bridge as well. there is some patchy fog as you work your way across the span. traffic on 80, we have a crash. chp is responding eastbound right after red top road. it has been out there for quite sometime. that right shoulder andig bloed. we are still seeing some green on our sensor. you might run into that.

if you are on the rest of 80 stay towards the bay bridge. right now things are moving at the limit. we aren't seeing any brake lights door lays. the toll plaza still pretty quiet heading into san francisco. the rest of the bay area bridges with the exception of the san mateo bridge are checking in problem-free. live look at the golden gate bridge. traffic is moving at the limit both directions. it is a pretty easy commute so far. right now no delays to report into the pass. if you are a super commuter, that drive out of tracey on to 580 so far so good. our travel times in the green at 22 minutes to go from 205 over towards 680. all checking in problem free. take a look at traffic along the freeway. right now so far so good. both directions near the coliseum things are still very quiet. not a lot of volume on the roadway just yet. that will change as the morning
