zero in petaluma, a mile and three quarters in napa. through the day, highs in 60s and 70s. chp issued a fog advisory for the benicia bridge. if you are taking 680, things might be murky as you head across the span. so far that's really our only hot spot and we are not seeing a lot of brake lights. it is friday so hopefully traffic won't be too bad. right now we are not seeing major delays towards the dublin interchange. travel times look good in the altamont pass. i am anne makovec at the live news desk. we got new video of a mother and baby reunited after the girl was abducted last night in pittsburg. a different woman found the 1- year-old in the parking lot of an apartment complex she manages. there had been an amber alert after the child was taken in a

carjacking around 6:00 p.m. apparently the baby was in her car seat in her dad's running suv. her father stepped out to talk to another man. a woman came asking for a cigarette before she got in the suv and drove off with the baby inside. the amber alert was issued and four hours later, a woman found the vehicle with the baby still inside. the baby was safe. the suspect though is still on the loose right now described as a woman in her 30s with a tattoo on her face. police are reviewing surveillance video trying to find that woman. back to you. new, a reward offered in the killing of a toddler in oakland. the oakland chinatown chamber of commerce is putting up a $10,000 award for tips leading to the arrest in the shooting of jasper wu. he and his mom were heading

home. three kids were in the back seat and as they reached downtown oakland a gun shot hit jasper who was in his car seat. all adults who want the booster shot can get one. >> california health officials were alarmed by recent case count so now they don't want to be restrictive. justin andrews is live at the cvs in oakland with latest from state leaders. they have a big message this morning. >> reporter: they do. it says "do not turn a patient away who is requesting a booster shot." those are words from the state public health director. the message is really a looser interpretation of cdc guidelines. if you live in california, 18 and older, you are eligible to get the booster as long as it's been six months since the second dose of the pfizer or moderna, two months if you got the johnson & johnson shot. dr. fauci confirmed we could

see a winter surge unless more amicans momebehie latest decision by state health leaders. under cdc recommendations only adults 65 or older can get booster or people 18 and older who live or work in high risk settings or have underlying medical conditions. we wanted to know how doctors feel about the pivot from cdc recommendations. >> unfortunately in the last two and a half to three weeks we have been seeing numbers come up. if we have an average flu season this year on top of a swell of cases which i am pretty sure we are going to see, that could stress our healthcare system. >> reporter: doctors telling us this gives another layer of protection going into the holiday season. justin andrews, kpix5. >> thank you, justin. according to the cdc, majority of californians stilt need a booster. 34% of seniors have gotten one

and 14% of adults overall. investigators are trying to figure out what caused a deadly apartment fire in brentwood. it started around 1:30 yesterday inside a unit on nanc insi family members identified the victim. he is known as jesse. his son william was also in the apartment. his still in the hospital. a historic church in fremont still covered in red paint. nearly a week ago vandals were caught on camera defacing mission san jose in fremont. we are told the building requires a special painting process and can't simply be scrubbed clean. police are still trying to track down the vandals. over the past three years on project home we have profiled dozens of unhoused bay area residents. >> andria borba set out to track some of them down and has an update i think we are all

pleased to share. >> reporter: we have some good news to report about a homeless couple we met in 2018. their story may be a sign that billions in federal and state dollars that are pouring in to help the homeless are starting to take effect. >> we pick our keys up for our ver seen th sopy. nt.ha >>on't feel le al. houseless they were about to pick up keys to a permanent two bedroom home. >> it's overwhelming. a lot of weight is gone. a lot of anxiety. >> reporter: it's been a long journey. >> we have been out here about four years. >> almost five. >> reporter: we first met up on 77th avenue in east oakland living in a creative collection of tents complete with a kitchen, pantry, functioning shower, even cable that went in and out with each passing bart train. looking back they say, it

wasn't fun. >> we could feel them at night. >> walk by other people's houses and you see them in the house. >> yeah. >> you gotta just keep walking because you ain't got no place to lay down. >> reporter: about a year ago an offer came to get them off the street. they were among first to move into one of 67 new trailers at operation home base, a trailer park for homeless seniors set up by city of oakland. when we visited them there in 2020, they were thrilled with the new amenities. >> running water. we don't have to go to the fire hydrant and get water in our water jugs. >> reporter: it took a year and a half but the program eventually led to emergency housing voucher and then a housing fair and now permanent housing. the wilsons aren't the only success story. >> half of the folks who started here have moved onto

permanent housing. >> reporter: the executive director of housing consortium for east bay that runs operation home base. >> seeing someone sign the lease and get their keys is the most joyous time for anyone in this work. >> reporter: the biggest help this year, he says, $5 billion in federal emergency housing vouchers for homeless that guarantees subsidized rent for life. >> without the voucher, their opportunities for getting into permanent supportive housing would be extremely limited. >> reporter: even billions of dollars can only do so much. >> the waiting list continues to get longer and longer. >> reporter: heads up everyone home, nonprofit that over sees among other things alameda county's point in time homeless count. >> take a look at the car. >> reporter: in the last count in january 2019 before covid the group tallied 8,000 homeless in the county, half in oakland. for the next count in january

2022, andrews predicts numbers are likely going to be much higher. >> it's our estimation that considering all the circumstances, economic down turn, that there is going to be a spike in homelessness across the nation. >> reporter: they know they're among the lucky ones. we caught up with them packing up and moving out of their rv at operation home base. then we followed them to their new apartment in san leandro. >> what does this moment feel like? >> i've got goose bumps, every time i walk in. >> reporter: her favorite room, the kitchen. >> we both like to cook. we haven't had a stove or oven in the trailer. >> reporter: their advice to friends still living on the street, be patient but stay focused and don't give up. >> it's in your head from the time you come out to the street, you think about this

sateevent center with what we can expect from the show this year. good morning. >> reporter: good morning. this is a big day for vendors, organizers, people who really mark this festival as a start to holiday shopping. you see people are already starting to set up and we do have liz with the festival, a representative of the festival. how exciting is it to be back? what can people expect? >> we are so excited to be back. this is an annual tradition. we see a lot of families who come every year. people can expect to see everything under the sun. we've got decor, jewelry, delicious food. everything is hand made in america. that's what's really cool. you will not see something that's mass produced. you know you are supporting small businesses and independent artists. >> i know the last year and a half or so has been very difficult. how difficult really has it been for organizers and also

the vendors? >> it's been hard. this is their livelihood. we have folks who maybe do 20 shows a year, so they go on the festival circuit. being cut out of events and shows was detrimental for them. it was hard for us too. we had half of our shows that were basically canceled. we are slowly rebuilding but feedback has been really positive. >> i know covid is still with us. what protocols can people expect? >> masks will be required. all vendors have hand sanitiz ing and things like that. >> what items can people expect especially if they're doing that holiday shopping? >> we've got a lot of great holiday decor, ornaments,

compared to yesterday morning. grapefruit size be that jacket if you are planning to head out the door. we are dealing with some patchy dense fog. let's show you the visibility. not just the north bay but parts of the east bay as well, down to a quarter mile in concord, near zero in petaluma and a quarter mile in santa rosa. today, mainly clear skies and patchy dense fog. through the afternoon, sunshine and mild temperatures. highs above average and a little bit warmer compared to yesterday. there is that strong ridge of high pressure, this dome of place. that is blocking any weather systems from coming our way. you see the storms in the pacific northwest and they are lucky enough to catch that rain. with that ridge really blocking any rain from coming our way we are looking at dry conditions over the next several days. of course we need the rain. it does not look like that is

temperatures slowly on the rise as we look to san francisco, oakland, san jose for our weekend. then cooler looking to next week, more clouds stream in, temperatures dropping to below average, inland east bay, north bay, coast, slightly warmer for our weekend and then cooling it down as we look to next week. in fact highs in the 50s and 60s by middle part of next week. let's check with gianna for a look at traffic. how are the roadways on this friday morning? is it friday light? it is. it will be interesting to see how the traffic patterns play out since yesterday was a holiday. kids were out of school and i wonder if people take advantage of that and make it a four day weekend. the bay bridge is not bad, easy ride as you head into san francisco. most bay area bridges are quiet. this weekend if you plan on commuting into the city, there is road maintenance at the toll plaza. that begins tonight at 9:00

p.m. and it extends until 7:00 tomorrow. plan for that if you are heading into the city this weekend orton item if you've got dinner plans. taking a look at traffic elsewhere, we are seeing a lot of green. good news on the roadways. it is foggy for your ride across benicia bridge so limited visibility will be an issue. keep that in mind if taking 680. san mateo bridge, pretty quiet between 880 and 101. so far things are moving nice at the golden gate bridge with no delays into san francisco. there is a broken down vehicle on the richmond san rafael bridge, not causing delays. castro street to 101, seven minutes. 580, 680 where traffic connects, if you are headed onto 680, you are clear. we are seeing extra volume but no brake lights. look at the travel time for altamont pass, only 26 minutes.

this boils down to safety giving us that extra layer of protection as we move into the holiday season. i want to remind you the recommendation from the cdc says only adults 65 or older can get that booster shot or people 18 and older who live or work in high risk settings or have underlying health conditions. the state is saying we are letting all adults get the booster. if you are 18 or older you can get the booster as long as it's been six months since your pfizer moderna vaccine or two months since the johnson & johnson shot. dr. fauci confirmed we can see a winter surge unless more americans are vaccinated. that is momentum behind the latest decision by state health leaders making it clear to healthcare providers not to turn a patient away requesting a booster shot. >> we are vulnerable to get a surge unless we get more people

disobedience or what not. it's a bummer that impacts me. tonight is my one night i get to have dinner with my kids. >> the injured officer is out of the hospital. a person was arrested for trying to stop his vehicle on the bridge. a school calling in counselors after a staffer was killed outside campus. we showed you citizen app video of the car crash steps from sherman elementary school. the principal confirmed zieman was killed. he attended as a child and was a long time staff member. the principal sent a letter to parents saying we are struggling to understand this tragic loss of life especially since he meant so much to so many students, families, and staff. he taught from the heart, patient, kind, always a positive role model. developing news, prosecutors and defense attorneys for kyle rittenhouse will return to the court house today without the jury present. they will finalize how jurors will be instructed when they

inland east bay, north bay, coast, slightly warmer for our weekend with a few more clouds for our weekend and then much cooler, talking 50s and 60s as we look to the middle part of next week. let's check with gianna for a look at traffic. there are locations getting that dense fog. how are things shaping up on the roadways. you mentioned the area on 101 in the north bay and that's where we are getting a couple trouble spots in. if you are taking 101, limited visibility could be an issue. we have a couple things to look for, a crash involving two vehicles, all the activity is to the right shoulder. chp is headed to the scene. we are getting word of a broken down vehicle on the flip side north 101 at railroad avenue. we'll keep a close eye on that. it is friday and also the day after the holiday. we are not seeing a lot of cars. we'll see if brake lights start building behind that. if you are headed to the
