mandates forever. good morning. it is thursday april 7. i am len kiese. >> i am amanda starrantino. cool off where you can. toasty temperatures are headed for the bay area and we are already feeling it. when i woke up my chihuahua was on his back trying to cool off in front of the fan. >> the good life. >> no doubt. >> a lot of people will be taking up that idea today. we are about five degrees warmer today than yesterday. that means we start getting to record territory. let me show you the quick overview. the six representative spots, north bay, east bay, south bay, the city, we have you covered. we'll get everybody's numbers on the screen in the complete forecast. in general look at the low 90s. some break the record by far like concord. concord, it is easy to break records. records don't go back that far.

it's been 92 in the city before. we'll be 85 today. those records go back to the gold rush. oakland and livermore, that's a good example, low 90s most locations if you are inland. there will be a noticeable improvement tomorrow. i will show you how the onshore flow comes back. we'll be like 15 degrees cooler in the city. if you are inland it will take a little bit longer than that. i will be back with the forecast coming up in a few minutes. let's see how the drive is doing. a blast the a/c in the car kind of day. you might be stuck in traffic so hopefully you will stay cool in the car. i don't typically talk about traffic hazards in road way but this is a unique situation near san marco boulevard. there was a truck hauling cars. one of the cars fell off the vehicle. now they're trying to get

everything out of lanes. we don't typically see those brake lights until after 6:00. highway 4 west bound, 64 minutes. so about an hour to make a trek towards the east shore. still busy through the altamont. we'll get a look in my next report. today is going to be a hot one, a quick but unseasonal heat is blanketing the area. depending where you live, some places can hit the 90s. justin andrews is in concord checking with energy experts. >> reporter: my air conditioning will be on blast today because the temperatures will be too. it will be pretty hot across the bay area. we wanted to know if this will affect the power grid. we checked with experts. they tell us it needs to be a longer period of hot weather before there is a strain on the grid. in the last years you have probably noticed flex alerts have been more common with eight issued last year alone. the state gets 10% of the power

in the grid from power plants at dams, along lakes and reservoirs. when there is no water, that means no power is generated. >> as we have continued drought, availability of hydro power in california has been significantly under cut. >> reporter: experts say there will be strains on the power grid come the summer but right now it is not hot enough at least for a long period of of time to make the strain happen now. >> thanks. we are starting to get a clearer picture of what happened before last weekend's mass shooting in sacramento. police believe at least five shooters were involved and it was gang related. investigators say a gun fight broke out between two groups of men. six people were killed and 12 others injured. police have only named one of the accused gun men, 26-year- old deandre martin. they're still looking into

identities of the other four. martin's brother smiley is in the hospital with serious injuries. he is accused of having a machine gun but not actually firing it. a third person is arrested. dawson appeared in court on weapons charges yesterday. police are not saying he was directly involved in the shooting. we'll have the latest developments from sacramento on cbs news bay area and kpix.com. a 2-year-old is back in safe hands this morning after a woman was arrested in pleasant hill for a knife attack and then a standoff with the child. police found a woman suffering from stab wounds to her hands outside a home on oak park boulevard last night. they learned another woman attacked her. that woman locked herself inside the home with a 2-year- old child and possibly a firearm. crisis intervention team was able to speak with the suspect and eventually negotiated her surrender. the woman had active felony

kidnapping warrant involving the same child. the other woman who was stabbed is expected to be okay. an update, daly city police released this new photo of the man suspected of attacking an elderly man. the suspect is described as unknown race male between 30 and 50, about 5'10", weighing about 220 pounds. this is video of the attack. it happened on march 25. you can see the suspect run up from behind the victim, an 84- year-old grandfather, kick him to the ground and run away. if you have any information about the suspect, contact daly city police. today, senate is set to take up legislation to end normal trade relations with russia and to ban importation of its oil. it comes as un general assembly prepares to vote on suspending russia from human rights council this in the wake of

horrific images out of ukraine. russia has withdrawn troops from around kyiv and is refocusing on eastern ukraine. local officials are warning residents to evtenow. the mayor of mariupol estimates 5,000 civilians died including more than 200 children. >> the violence will continue. it can even intensify in that part of ukraine. >> according to the un, about a quarter of ukrainians have fled their homes since the war began. i am anne makovec at the live news desk taking a live look at capitol hill where the senate is gearing up for historic vote to potentially confirm judge ketanji brown jackson to the supreme court. senators are going to have a chance to speak on the floor beforehand. so far three republicans say they are going to vote in favor of jackson along with all 50 democrats. really it's all but official, looks like jackson will become the first black female judge on

a heated debate over a proposal to ban schools from requiring students and teachers to mask up in the future. andrea nakano reports from napa with the final vote. >> reporter: this resolution was drafted by see my smile campaign. it argues masking should be a choice but others strongly disagree. >> i was angry. i am angry at the idiots that are opposed to simple measures to protect fellow citizens. >> reporter: will foreman from napa was one of the few that attended the board meeting in person. >> the politicalization of public health is absolutely unbelievable. it should be unacceptable. >> reporter: many others called in to address concerns about masking children. they say masking has impacted kids' mental health, caused speech delays, and argue masks don't work. >> i believe it is everyone's

choice to wear a mask. we are asking that you do not mandate masks for children again in the future. >> it should be a choice. it should be a choice for kids and we know for the younger children, it is up to their parents. we are in charge of our children. we should get to choose whether or not there is a mask on their face. >> the school board voted unanimously against a resolution with the mask mandate no longer in place. the board felt it was unnecessary to put in the position to go against state and federal mandates. >> we are a public agency. we have obligation to follow the law. the consequences of us not doing so can have dramatic effects. >> reporter: those include putting financial health of the district in jeopardy. >> i do think they need to advocate at the state because the consequence for us is very different. we can't assume the financial

risk on behalf of our 16,000 students. >> also in napa, a woman is facing 25 years in prison after pleading guilty to selling fake vaccination cards and fake covid-19 immunization pills. federal investigators say julie mossy sold fake cards to families. she also sold pills claiming they contain small amount of the virus and would generate life long immunity by creating antibodies. she has pleaded guilty to one count of wire fraud and one count of false statements related to healthcare matters. sentencing is scheduled for july. thousands remain without power after more than two dozen tornadoes touched down throughout the south with more than a dozen in georgia alone. >> it is retrograding. back up! >> one woman in the state was killed and many more injured.

georgia's governor said the only good news is most of the twisters came and went quickly. the storm is continuing east with more heavy rain and tornadoes expected. very different weather happening here in the bay area. we found people seeking relief from heat at ocean beach. you bet it's going to be more crowded today when things really start to heat up. >> meteorologist darren peck is tracking it for us. how hot are we talking? >> five degrees warmer than yesterday. low 90s today. inland, it's going to be 85 in the city today. first we will see the sun come up by the time we get to about 47 after 6:00. it will set at 7:30. we are ten degrees warmer now than we were yesterday. that's a big head start on this day. it's nine degrees warmer in san francisco, six degrees warmer in santa rosa. right now it is three degrees

shy of 60 in oakland. we have our head start on the numbers over today. let's get as many locations in as we can. we'll start in the south bay will there are a lot of 93s showing up. san jose 93, fremont 88. inland valleys of the east bay, low 90s, 92 or 91, some will tie or break records. daytime highs will be in the upper 80s for some warmer inland locations for may republicans. into sonoma numbers climb to the mid and low 90s. let me show you how it gets better. watch what happens normal. we will watch winds reverse. today it's subtle offshore. here is tomorrow. the screen lights up, winds reverse. that's how you break heat waves. we will increase onshore flow tomorrow but this impacts some of us more than others.

in san francisco we are not getting out of the 60s all day tomorrow. 85 today, 69 tomorrow. look inland and there is enough of a breeze that we cool down three to five degrees tomorrow. take the inland valleys, 83 tomorrow, 63 monday. watch the extreme kink in the line for san francisco. 85 today, down to 69 tomorrow and temperatures will bottom out from there. we are getting a dramatic cool down. there is a system that will try and bring rain. it still looks like we've got a chance monday. to go with the dramatic drop in temperatures that's the longer lower resolution forecast, still showing the possibility for maybe a tenth of an inch of rain, maybe a little more bay area wide. it's still early but it's consistently hanging on in the forecast. confidence has grown a little to the point where now there is a drop of rain in the seven-day forecast on monday. the daytime highs there are in

the low 60s most locations. san jose from 93 today i should say to 62 monday. when we look at the micro climates it's just as dramatic a drop from the low 90s to low 60s by monday. let's see how the drive is looking. metering lights are on at the bay bridge. you've got the back up for folks out of oakland working over into san francisco. travel times, just over ten minutes, 12 minutes from the maze into the city. we've got the crowding happening, a lot of cars on the upper deck heading into the city. keeping a close eye on highway 4 because it is busier than usual. this first trouble spot is a vehicle that fell off a truck. the second is a crash. that's adding to an already busy ride out of antioch. if you can use an alternate,

not a bad idea. the travel time is well over an hour. that is very slow for highway 4 at this time of the morning. if you are taking east shore freeway highway 4 to the maze, that's only 17 minutes. you will see extra volume west bound through the berkeley area but not too bad. you can see speeds down to about seven miles per hour in some spots. not bad on bay area bridges. golden gate bridge, traffic is moving nicely and no delays at the san mateo bridge, things quiet between 880 and 101. tomorrow, giants opening day. it is never too early to plan. you will be with a lot of fans and friends at the game. the ferry is a great idea. book parking in advance. it thti's what's happening on t

roadways. today san francisco's ocean avenue getting a new 20-mile an hour safety speed zone. it's one of 16 signs that will be installed there starting this morning. signs will be posted from geneva to victoria street and from boulevard to 19th avenue, part of a new measure that allows cities to reduce speed limits in business districts by five miles per hour. we are a day away from opening day in the bay area. how giants and a's mascots are getting people into the spirit. a live look outside at the beautiful golden gate bridge. it is 6:20. we will be right back. short lived heat wave. many records will fall. let me give you the overview of where we'll be for highs and where temperatures sit in comparison to records. i have six representative spots for the bay area. 90 in santa rosa, san jose 93, oakland 89, livermore 92. if we look at the column on the end, these show how far above or below records we will be. san francisco you will miss the record by seven degrees. it's hard to break a record in san francisco. the records for the city go back to the gold rush. in concord the records don't go back near that far. it's best to look the at oakland, livermore, san jose. you know when we step outside, you've got a head start. it's about ten degrees warmer right now than we were

yesterday at this time. you can pick out daytime highs in general. san rafael will hit 88 today. you will feel better if you are near the water. it is a busy one especially for highway 4. we've got a couple hot spots. grab your sunglasses and your coffee and get going. you will get stuck in some brake lights. if the you have the option to work from home, it might not be a bad idea to wait a little bit. it is a busy ride out of antioch off the antioch bridge and then brake lights pittsburg to bay point. look at the travel time, over an hour, 71 minutes from the antioch bridge. commuters, you make that ride to 80 and you will need another 20 minutes if you are headed to the bay bridge. stick with bart. that might be your best bet.

a mini heat wave is gripping the area. yesterday people took advantage of the warm weather eating outdoors. today some might choose to stay inside and turn up the a/c if they can. justin andrews is in concord seeing if the power grid will hold up. >> reporter: you will feel the toasty temperatures this morning. the first day of spring was just a few weeks ago but it will feel more like summer today. if you arlikethat a/c wie onblast little more than usual. that means pulling more from the grid. there will be strains on the power grid this summer but the short burst of hot weather now will not be enough to strain it. that's good to hear. in the past years you probably noticed the flex alerts. they've been more common with eight last year alone. according to california energy commission, state gets 10% of the power in the grid from

power plants at dams along lakes and reservoirs. when there is no water, that means no power is being generated. >> problems get really bad when we have many days of severe heat in a row. it is not that occasional day like we might have tomorrow. it's that extended period where you have three, four, five days in a row where temperatures are up in the range. >> reporter: we will be close to breaking records in oakland and san jose. our weather team also says that records could be shattered in places like livermore and inland areas. with all the heat the drought continues to be top gethe me they're still not conserving much water. >> we are not. new figures were released this week. it highlights californians have not been stepping up on this front, at least not enough. figures compared water usage in

february this year to february of 2020. this february total water usage statewide decreased by half a percent compared to 2020. it is a little bit better in the san francisco bay region. it fell by 4.6%. still even that's far from governor newsom's goal of 15%. things continue to look rough as far as the drought. here is the latest map updated earlier this morning. most of the state is in severe or extreme drought. this is as newsom takes measures. last week he issued executive order that calls on local water suppliers to move to level two of the water shortage contingency plans. as we go through this heat wave, here are tips on conserving from the save our water campaign. water early in the morning so grass and plants have the chance to absorb the moisture before it gets hot in the day.

replace sprinklers that create a fine mist. that will cause water to be lost to evaporation. perform regular test runs of irrigation system. they say a small leak can waste 12 to 15 gallons each time you water. water levels at some of the state's biggest reservoirs are far below average and final snow survey of the season was a grim one. as we think about how warm it feels, let's be thinking about some of these tips. as we enter year 3 of the drought cal fire is staffing up, doubling crews in santa cruz mountains and suspending burn permits getting ready for early start to the fire season. >> we have nine engines staffed and at peak, we'll have 13. we are like four weeks ahead of

schedule, matching where the fuels and weather have put us. >> even though we are in early april, conditions are much like mid to late may. cal trans looking to close a sprawling homeless camp in oakland after a deadly fire. a man died tuesday in a vehicle parked at the encampment. it stretches nearly a mile north of the old 16th street train station to the 580 interchange. cal trans wants to clear the area of trash, abandoned vehicles, relocate more than 100 people to safer conditions. >> several entities, east bay mud, city of oakland ourselves, we need to get together and talk about what needs to happen in a short time frame. >> cal trans tells us the parties will meet before the week is over to find some kind of resolution for the encampment problem. i am anne makovec at the live news desk with a new report on jobless claims just

out this morning. the numbers are still hovering around historic lows right now, 166,000 americans filed new claims last week. that was much better than expected. the numbers from the prior week were revised down as well to 171,000. again, we are looking at historic lows and lower than numbers we saw coming in certainly even before the pandemic. let's take a live look at the big board now to see how wall street is reacting. apparently not too impressed. futures were down earlier and dow is down, was down at opening right now about 130 points. we'll keep an eye on all that. back to you. a live look from capitol hill where senate continues to hammer out $10 billion pandemic funding bill and half of the funds may have already been spent. bloomberg reports pfizer is owed some $5 billion for the supply of antiviral pill

treatments. biden administration is reportedly committed to paying for the treatments but it is not clear if the money would come from the new funding. president biden weighed in on the pandemic funding bill. >> are you worried at all about covid coming back? >> need to fund it because we have to be prepared for anything and everything. >> we are learning people who suffered from covid-19 may be more susceptible to developing dangerous blood clots. researchers found increased risk for a clot in the leg up to three months after covid infection and increased risk for clot in the lung up to six months later. the risk was highest for those with underlying conditions and major bleeding was also a concern. cbs mornings is next. gayle king is joining us now from new york to tell us what we can look forward to. good morning to you.

touch above on the plus side. data breach has hit cash app. portfolio value and details about individual stock trading activity, cash app says no passwords or social security numbers were exposed but breach may impact more than 8 million users. >> big yikes. i wonder what the employee was up to. thank you much. twitter's newest board member elon musk may have violated security laws after reportedly failing to disclose he was snatching up shares of the social media giant. according to "washington post" musk was obligated to inform investors he had accumulated 5% ownership stake in twitter march 14. by failing to do so he was reportedly able to continue buying shares before the price skyrocketed. when news of his investment

that's typically what happens for our warm ups. tomorrow afternoon, a dramatically different story. think of this as a strong sea breeze. it's really going to impact bay and city the most tomorrow. everybody will benefit but if you are near the water, you really benefit. if we watch the temperature trend, inland locations, 90 today, 83 tomorrow, not you are 63. if we bring in the line for san francisco you see a more dramatic drop from 85 today down to 69 tomorrow. front lines of the onshore flow, you really feel the cool down tomorrow. then by the time we get to monday, look at those numbers. below average. that's a system that will try and bring rain. it is still on track. even if the totals are not particularly impressive, they've been persistent and they're still there. when we have a chance of an inch of rain on there. so we have a promotion in the seven-day forecast, upgrade for

trouble spot near san marco boulevard is in the clearing stages. it looks like they're getting that out of the road way. there is the accident in the center divide. it is still busy out of antioch and another trouble spot just in, just popped up on our screen around love ridge. we have this serious crash with a closure in both directions especially north bound highway 4. this is a very serious accident and a lot of activity there on scene. expect that to be there for most of the morning if you are commuting through brentwood. surface streets around the area are also pretty busy. taking highway 4, maybe willow pass road into bay point, things are sluggish there. travel times have improved, an hour from antioch to 80. we are starting to see the usual stuff along 80, east shore freeway. everything is on time for public transit. if you want to skip the traffic, use bart, everything is on time, no delays for
