communication. air traffic controllers unable to see, hear or talk to pilots at a major airport. the cascading problems. and celebrating black style. the stars shine bright on a rainy night at the met gala, from the outrageous to the classy to the revealing to the surprise baby bump. ♪ ♪ good morning. i'm michael george. president trump's trade war and talk of making canada the 51st state has strained relations with our neighbors to the north. well, today there's a chance to repair things as canada's newly elected prime minister mark carney is set to visit the white house for a high-stakes meeting with president trump, and this comes as the president tries to speed up his mass deportations by getting migrants to self-deport. cbs's naomi ruchim joins us more with this. good morning. what is the offer the president is making? >> michael, it is really an offer for money to leave on your

own accord, just leave the country and you get $11,000. the trump administration is portraying this self-deportation as the dignified way to leave the u.s. with the alternative, being forcibly removed. but the new tactic could also save money for the department of homeland security, with i.c.e. low on funding, space and staff. today at the white house president trump meets for the first time with canada's new prime minister, mark carney amid his growing trade war. >> i guess he wants to make a deal. everybody does. >> canada hit hard by u.s. tariffs, has slapped its own counter tariffs on billions of dollars of u.s. goods. >> i will fight for the best deal for canada and only accept the best deal for canada. >> then there's the president's new threat to impose 100% tariffs on movies made outside of the u.s. >> i'm not looking to hurt the industry. i want to help the industry. >> white house officials say no final decisions have been made but the announcement stunned

hollywood. >> everybody is very afraid, that's for sure. everybody is very worried. >> also monday, the trump administration announced a program offering $1,000 and free airline tickets to undocumented migrants who want to voluntarily leave the u.s. migrants must register through the customs and border patrol app and payment is given after the person has left. >> if you leave on your own, you can take advantage of legal programs and come back. >> meanwhile, the trump administration has upped its battle with harvard university, cutting off new federal research grants unless the ivy league school meets its demands. harvard sued the federal government over a previous funding freeze. in a statement harvard said the administration's terms would impose unprecedented and improper control over the university. and this morning ethics groups are raising concerns about possible pay for play after the president hosted a dinner for crypto higher ups at his golf club in virginia last

night. the price tag, $1.5 million a plate. later this month, president trump is set to attend an event open to anyone who buys enough of his meme coins. those with the most coins have a chance to have dinner with the president. michael. >> the president is making a lot of money here. naomi ruchim, thanks. a powerful storm moving into texas this morning will bring danger to millions of people across the south. isolated tornados and large hail will be possible beginning around lunchtime. the highest risk will develop over central and southeast texas. heavy downpours will stretch across several states from oklahoma to mississippi, also bringing a risk of flash floods. some places could get more than 6 inches of rain. rain is also adding to ongoing issues at newark airport as the travel mess enters its ninth day. now we're learning more about what is causing this. it turns out air traffic controllers temporarily lost all

communication with planes last monday. those controllers then took leave, leading to a staffing shortage and causing delays and cancellations. cbs's kris van cleave reports. >> reporter: for the eighth straight day massive disruptions at newark lint airport. there have been thousands of delays, some hitting nearly five hours. more than 800 flights have been cancelled in the last week at the nation's 12th busiest airport. marianna dunlap and her friends are stuck in newark another day. >> we have been cancelled by u.s. airlines five times. >> reporter: monday as bad weather complicated a nightmare that started last monday after a number of system outages, controllers screens essentially went dark up to 90 seconds, losing the ability to track aircraft at a key facility handling traffic in and out of newark. it was a breaking point for about half a dozen controllers who requested trauma leave due to working conditions, allowing

hem to be off the job up to 45 days. >> they're frustrated. they're angry about having to use this old equipment. >> transportation secretary sean duffy says cracks are showing in the system. >> the delays we are seeing in newark is going to continue to happen around the country. >> duffie is expected to announce a multi-year plan to overhaul the system this week. >> we had flights delayed hours. >> do you worry about the system in general? >> i belief our industry is safe. you know, it has been proven over and over again, this is one of the safest moments of transportation. the area we have to focus on is air traffic control. >> indications are this staffing shortage is going to stretch on into this week. part of the problem, you can't just reassign a controller to work in this airspace. it requires special certification. kris van cleave, cbs news, seattle. the army is pausing its helicopter flights near

washington's reagan national airport. it comes after two passenger jets had to abort landings last thursday because a black hawk helicopter was flying nearby. the chopper was seen circling the pentagon preparing to land when the delta and republic airways planes were instructed to perform go-arounds. you will remember 67 people were killed in january when an army chopper and american airlines plan collided near the airport. to the middle east. one day after houthi rebels attacked israel's main airport israel struck back. israel hit yemen with a punishing round of airstrikes damaging dozens of targets including a port and cement factory. we are learning new details about israel's new plans to seize the gaza strip and hold it indefinitely. hundreds of thousands of palestinians would be forced to move, israel says for their own safety. the plan will not be implemented until after president trump visits the region next week, a

small window of time that prime minister netanyahu hopes to use to gain a cease-fire and hopefully hostage release deal. cbs's weijia jiang from the white house. >> reporter: the new operation would call up tens of thousands of reserve soldiers to expand military operations in gaza and move hundreds of thousands of palestinians to the south. an israeli government spokesperson argues the plan is not an occupation but has not said how long its soldiers would stay. >> israel has made clear, release the hostages and for hamas to lay down its arms and the war will end. >> reporter: president trump has also pressured hamas to release the hostages it captured on october 7th, 2023 when the terrorists waged the deadliest attack on jews since the holocaust, or there will be hell to pay later trump posted in march. but the united nations warns if israel expands ground operations more civilians will be killed

and the humanitarian crisis will worsen. israel has blocked aid shipments for nearly two months. >> we're going to help the people of gaza get some food. people are starving and we're going to help them get some food. >> reporter: middle east expert david makovsky. >> given the amount of aid that the u.s. provides israel, would israel have approved this plan without the support of the trump administration? >> i find that hard to believe. i think this prime minister does not want to run foul -- foul of the president of the united states. >> reporter: the president's visit to the middle east next week is viewed as a critical opportunity to reach a deal that could stop the fighting according to makovsky. >> if president trump is unable to broker a cease-fire and hostage deal in the week that he is there, what happens next? >> i think like wheels up with air force one out of the region

incident, those are some of the headlines on the morning news stand. "the san diego tribune" says three were killed when a suspected smuggling boat capsized off del mar, california. the boat believed to be carrying migrants flipped in heavy surf throwing more than a dozen into the ocean. four people were injured, seven others reported missing but the coast guard says they may have made it to shore. two others were arrested. "the naples daily news" says a black bear is believe to have killed a man and a dog in south florida. wildlife officials hauled a dead bear from the area last night after laying traps and have sent it in for testing. authorities say they were called to a property yesterday where they found the man and dog dead in a rural area east of naples near a wildlife management area. now, if it is confirmed as a bear attack it would be the first time a person has ever been killed by a bear in florida. and "usa today" say police found a wisconsin woman who went missing 62 years ago alive and

tariffs and mattel is issuing a warning to parents about price hikes. the maker of barbie and hot wheels says that's necessary to offset higher import costs, particularly from china where 40% of mattel's toys are built. they say they will move manufacturing of around 500 toys to other countries and up to half of the toys still will be $20 or less. skechers' stock soared monday. investment firm 3g capital plans to buy the shoe company for $9 billion later this year. it comes as they way how to shift shoe production in the face of tariffs against china where many of its models are made. rite aid is bank in bankruptcy seven months after exiting chapter 11 status by slashing more than $2 billion in debt and closing half of its stores. the pharmacy chain announced it is looking for a new buyer to take over its more than 1,200 remaining locations. their your cbs "moneywatch" report for this tuesday morning.
