>>town >>and he's three years old, he's got more followers than you, and now he's being credited with saving a >>business. >>hi, i'm sara donchey. parents of kids in school know that in order to work most jobs just to keep your head above water in a place as expensive as the bay area, the hours between the first bell that rings at your kid's school and the last one might not be enough. a lot of parents need help with child care before school, after school, maybe even both, just to be able to clock in and out. that is the case all over the bay area, and it is certainly the case in oakland. but parents there who depend on that care for their kids. those programs and summer programs could be slashed by 80% starting next fall. mothers like arcelli say losing that help could be disastrous for their families. our amanda hari has that story.
11:02 pm
>>just keep coming. >>sally ramos, veiga's daughter, juliana, has attended laurel elementary school since she was in kindergarten. she's now in second grade. juliana has spent nearly every afternoon in the after school program. >>my kids favorite part of the day is after school. she literally cries almost every day when it's time to go home. so i know that she loves it. >>the program is run by the community organization safe passages. it includes academic tutoring, enrichment services, and sports programs. juliana thrives on the developmental opportunities it provides. >>my favorite part of the after school program is the activities. >>but it may all be coming to an end after this school year. at a march 26th school board meeting, members passed an alternative budget resolution by a43 vote. the resolution froze over $8 million allocated
11:03 pm
for after school programs. ramos vega is a single mother and says she relies on the >>help. i think she would be devastated. i would be devastated. i would have to probably figure out another form of enrichment activity for my kid. leaving work right early, probably to figure out until i can accommodate either child care or another after school program. financially, it would impact me majorly. >>district four board director mike hutchinson took to his facebook page to express his disapproval of the vote, saying, quote, the school board was advised by staff not to approve the resolution and we were all made aware of the damage this would cause. the only way to fix the situation is for the board to vote to rescind their alternative budget solutions resolution. everyone should demand that brohard, bachelor, lauda and williams fix the problem they knowingly created. he says on
11:04 pm
wednesday, he'll introduce a resolution to rescind the budget cuts with district seven director clifford thompson. the cuts range from 50% to 80% of each school's after-school budget. ceo of safe passages josephina alvarado >>mena, >>says laurel would lose 80% of its funding, meaning they would only be able to >>support >>20% of the more than 300 kids currently in the program. >>there's no process for that, and we don't want to be in the position of having to decide which kid needs after school the most. all kids need after school programing, and there's so many communities in oakland where after school is really a lifeline for kids and families. >>eight other community organizations, including east bay agency for children, youth together and oakland kids first, would be affected. there isn't an exact number yet of how many kids would be impacted, but ramos vega believes it's too many and the decision needs to >>change. it's going to affect a huge number
11:05 pm
of families, and i know it's not just this school. it's district wide. so it's it's a mistake that should not have been made and they need to correct it immediately. >>we did reach out to the oakland unified school district for comment, but they did not get back to us by the time of this report. so state farm is going to be able to charge a lot more for homeowners insurance policies in california. that is because california's insurance commissioner approved an emergency rate hike of 17%. state farm says it needed that to stay afloat after the massively destructive la fires. john ramos explains how that could affect consumers and the insurance market as a whole, including for people here in the bay area. >>in many places, the trees grow over the road and homes are nestled in the forested hillsides. people pay a lot for the beauty, but lately there's been something else on their minds. >>this is now part of the discussion. when you're, you know, it's location, location, location.
11:06 pm
so now part of the location part doesn't mean you're near the schools and the amenities and all it means. can i get out if there's a fire? >>tom stack is a real estate agent in orinda. he says just about every aspect of his business is now being driven by insurance, or rather, the lack of >>it. what we know on a micro level in this area here is that all of orinda has been cut off of swaths of lafayette, have been have been canceled. and with state farm having the largest footprint in town, if they were to leave, this would be a crisis beyond beyond definition. >>he says one of his clients was ordered by his insurance company to put stairs and handrails on a hill behind his house, based solely on satellite images. >>and all he did was say, yes, it's going to cost him 20 grand. he said yes. he did not want to lose his insurance over it. so we are at their mercy right >>now. following the la firestorms.
11:07 pm
state farm requested and is now being granted a 17% emergency rate hike for every policyholder in the state and 15% for renters and 38% for rental dwellings. in his ruling, the judge referred to the rate hike as a rescue mission to stabilize state farm and safeguard policyholders. and almost immediately, insurance commissioner ricardo lara adopted the ruling. with the increase to begin on june 1st. in a statement, he said, quote, i am balancing all the facts, protecting all state farm customers and the integrity of our insurance market is an urgent matter. end quote. but grace regalado doesn't feel protected at >>all. i'm frankly infuriated that commissioner lara is standing with the insurance companies who are profiting off our crisis. >>regalado lives in pasadena, near the eaton fire. her home survived, but now has such toxic levels of asbestos and lead that she cannot move back. she says state farm has dragged its feet in paying claims,
11:08 pm
claiming its california affiliate company is broke while ignoring the assets of its massive parent company. >>frankly, i feel furious. i'm furious because we cannot rate hike our way out of this climate change caused insurance crisis. i'm also an accountant, and i'm shocked that there's no explanation for why state farm's parent company, which has 194 billion with a b in surplus and reserves, can't, needs this rate hike. >>it may simply be a matter of political leverage. state farm is too big to fail. >>we don't know what they're going to do. they may wake up one day and say, we're out of california, and if that happens, i'll be talking to you again. it'll be it'll be awful beyond words. >>when other companies have already left the state like a good neighbor. state farm is still there, but the neighborhood is about to get a lot more expensive. >>state farm will be back for another hearing in october to show evidence of its financial situation. now, if a judge
11:09 pm
finds the rate hikes are not justified, customers could be refunded. in the meantime, though, the emergency rate hike will go into effect next month. there is good news in san francisco. crime is at historic lows, but the mayor is still pushing to get hundreds more police officers out on the streets. lauren toms explains the plan to boost the force. >>in a city that struggled to retain and recruit police officers. mayor daniel lurie unveiled his plan to address the department's chronic understaffing levels. lindsey, a bartender at our bar and lower polk, says she welcomes any boost to the force that could increase police response times when she needs it most. >>i know that if i ever need to call the police, sometimes it takes a really long time for them to come or even show up. and i mean, i don't want to have to do that, but you never know. there's working in this industry. sometimes you need to call 911. >>sfpd is still 500 officers short of the recommended staffing level, with the response time for medium
11:10 pm
priority calls at 26 minutes, according to city data. mallory's executive order aims to entice retired officers to return to duty to patrol the streets and help with special events. they'd be allowed to collect a paycheck for their service in addition to their retirement, the mayor also plans to look at moving sworn officers off assignments that can be performed by civilian staff. >>we will cut red tape in the hiring process and bring on new officers and deputies faster, and will partner with the private sector to strengthen recruitment, marketing and >>outreach. the initiative comes in the wake of a recent audit that found police overtime had doubled over a five year span, ending in 2023. outgoing chief bill scott says the actions will help cut costs as the city faces a nearly $1 billion budget deficit. >>we have been living on overtime and that is not sustainable. we're fortunate that we have the overtime and that the board and the mayor has granted us that funding to
11:11 pm
to fill in the gaps, but we know that's not a sustainable model. >>lori touted stats that in the last four months, overall crime in the city was down 28% year over year. it comes as officers have acquired new surveillance technology and expanded powers on the streets, while lori hopes boosting the force will help continue that progress. not everyone is sold on the zigman, with the people's budget coalition says, adding officers at a time when crime is down contradicts policies in place to help save money in the long >>term. it's really one of shock and dismay that the mayor is considering investing a lot preparing for >>as well. and for lindsay, she hopes the expected boost in officers can also help improve the morale of officers
11:12 pm
already on the force. >>there's still people they're not. i mean, they are police officers, but they are people and they can only do so much. and as long as if we can keep the crime down, great. but it is nice to know that there's going to be more police officers out there, keeping us safe. >>well, he's not the pope, but he's close enough for hundreds of bay area fans who have been waiting to just get a glimpse of him. lionel messi is stop in san jose and how much it will cost you to maybe see him play tomorrow night. >>and temperatures were nicer today, but still a couple of degrees below average. by tomorrow there'll be a couple of degrees above average, but an even bigger heat up is on the way. i'll let you know when you can expect 90 to return coming up in just a bit. >>plus, a three year old's love of chocolate is being credited with helping one business turn around its fortunes. the viral

big block party. some of the biggest names in major league soccer and music are in town. steve aoki being one of them. he performed at this block party down in san jose tonight. and that comes ahead of tomorrow's match between the earthquakes and inter miami, which is a huge deal. inter miami, of course, means world cup champion lionel messi is in town. fans erupted in cheers as he stepped out onto a balcony to wave hello to the crowd in santana row, much like the other leo newly named pope leo did last week at the vatican. lot of people, hundreds of them, gathered again outside the hotel earlier this evening just to watch messi get on the team bus to go to practice ahead of his possible mls debut in california. our kevin koe was outside of that block party in san jose, where he caught up with some dedicated messi fanatics. >>all week, hundreds of fans have camped out at santana row in san jose, all for a chance
11:17 pm
to see this. >>messi is like a new pope, basically. i mean, he's the soccer pope in the balcony. just saying hi to all the fans below him was something that was incredible to see. this is a big deal. i mean, this is a guy who never comes to the bay area. he hasn't been here in ten years, >>almost. fabian wrinkle is a bay area based soccer writer who's been covering every step of lionel messi's journey to san >>jose. i mean, if you look at tom brady's following, if you look at lebron james, steph curry's ohtani's really, if you even put them all together, they're still not going to touch lionel messi following. i mean this guy's. >>america is still catching up to the world's obsession with soccer, the most popular sport on planet earth. but hundreds of soccer and messi fans traveled to san jose, some who went to great lengths just for a chance to see the soccer legend. >>we're skipping a physics class to be here right now. hopefully my teacher understands i'm skipping math class for this. so, miss benson, if you're watching this, i'm really sorry, but i hope you understand. >>the highly anticipated soccer match is a sign of things to
11:18 pm
come in san jose. according to mayor matt mehan, the city hopes to take advantage of the excitement around the world cup coming to levi's stadium in 2026. >>downtown san jose should be known as a destination as silicon valley's urban center, a place where we can provide more housing, more jobs, more entertainment, more things to do. and it's it's great to see that our city is on that path. this opportunity to host one of the world's greatest sports legends of all time is an incredible honor and opportunity. >>back at santana row, it was clear how the love for messi crossed generational lines. >>i really love his dribbling. i like how he dribbles like it looks so easy, how he does it. he's a lot shorter than the other players, so it seems like kind of like an underdog situation. >>no matter why fans love messi, they aren't missing a chance to be close to greatness. >>this is like catching halley's comet. like it's it's so odd that messi even comes to the west coast. there was a time
11:19 pm
last year when miami had to play vancouver and he didn't even travel, so him making an appearance here is something that we shouldn't take for granted, and we should definitely get catch a glimpse of him playing. or even if you have time to pass by the hotel, say >>hi to him. >>so there are a little bit of concerns floating around there that messi may not actually play. he was in the match saturday against minnesota, but the 37 year old does not play as much as he used to play. still, do not get discouraged since he trained yesterday and today he did and made the trip to san jose. there are some indications that it could happen. if you do want to tempt fate, the match is at 730 tomorrow at paypal park. if you're looking for two tickets, the cheapest available on ticketmaster right now, $488 each. >>first alert weather powered by kia. learn more at kia. kia. movement that inspires. >>all right we're excited for messi to be here. hopefully we have some decent weather to welcome him >>with tomorrow. oh yeah. more than decent i

would say. beautiful. it's what we expect this time of year. plenty of sunshine. the winds are going to be calm, the temperatures increasing overall really not too much to worry about as we step out overnight tonight and into tomorrow. i want to show you, though, what we've been seeing over the past couple of hours because yes, we saw a lot of cloud coverage to start off the day, but that northerly wind quickly ushered in. much drier air dissipated all the clouds. and now what we're seeing is just a little bit of fog that's currently developing over our south bay communities. but you notice the north bay, there's really not all too much to talk about right now. and that's why i want to bring you over to our satellite and radar and kind of show you something really interesting, because look at over the past couple of hours, yes, there's been a little bit of green just because of low level cloud coverage. but look at the north bay as we step out a little bit past sunset, you'll notice there's an area of green that pops up right up there that is actually not any sort of precipitation that is not low level cloud coverage. that is likely either bugs or birds of some sort taking off
11:21 pm
right after sunset. and it's pretty cool that we can actually catch that just by looking at our radar. so thought i would point that out to you this evening, though. we aren't going to have to worry about all too much of anything besides a little bit of that fog. like i mentioned, that's going to hang around overnight tonight and into early tomorrow morning. temperatures, though, for most of us are going to continue to get cooler and cooler as the lack of cloud coverage doesn't allow any of that heat from the day to be insulated like clouds do. so we'll be a chilly start to the day tomorrow, mid 40s for the south bay and all the way up to the north bay. might be in the low 50s across the inland east bay communities, but make sure you dress in layers, because by the afternoon hours we are going to be seeing a lot warmer weather. even though there might be a layer of upper level cloud coverage that moves overhead, the upper level cloud coverage is not going to do anything in terms of cooling us down. we are going to be warmer tomorrow compared to what we felt today. like i said, a couple of degrees above average getting back into the low 80s from the santa clara valley to our inland east bay communities, areas around the bay are going to be in the mid to upper 70s, along with our north bay communities. we'll
11:22 pm
even the coastal communities are going to be in the low 60s, finally getting out of the 50s, finally not dealing with that thick marine layer by again as soon as tomorrow afternoon. and those conditions are likely going to stick around for the rest of the week ahead of us. so no issues. if you have any evening plans or daytime plans, no need to even worry about the winds. those winds are going to stay below 25 miles an hour for most of the bay area. so really great news for any outdoor activities you should be good to go as high pressure is going to dominate. what high pressure also does is deflect all of the moisture off and away from us. so there will be storm system moving over the pacific northwest later this week. it's going to bring us a little bit of cloud coverage, but the the cloud coverage again it's not going to cool us down really at all until saturday. saturday is the one day out of the next 7 to 10 that we'll be seeing slightly cooler weather. but look at mid to late next week. 90s returning to the forecast. so yeah, the big heat up isn't going to arrive until next week, even though later this week, yes, it's warmer. it's
11:23 pm
not going to be anything to write home about. the big cooldown arrives on saturday, but again by sunday, monday, tuesday next week. that is when the real warm up will begin. so all eyes are likely going to be on next week. when it comes to having to deal with heat safety issues, having to deal with keeping those fans running. for those of us that don't have air conditioning, even around the bay, we'll be back into the mid to upper 70s again. saturday is the day that if you have any outdoor plans this weekend, you might want to move them to sunday. but great news on sunday for bay to breakers. the race is going to be great weather for it, but even honestly, on saturday all you have to do is grab the jacket back to you. >>all right there, z. here we go. straight ahead in sports. eve of a true must win for the warriors and a san francisco giants. hit that this fella will remember for the rest of his life. >>that lump in the bump in the road in the first inning. but just.

some dubs fans, it's almost like they can't watch >>the game. >>i know you know, that feeling of just maybe one eye open. >>this time tomorrow night? >>sara. yeah. >>they either >>do >>or >>they don't. all >>right. hey, what's it going to >>be? >>golden state warriors. court of public opinion says no curry. no chance that the timberwolves, down three games to one in the series, a seemingly mission impossible. even tom cruise's character, ethan hunt, might blink. t wolves star anthony edwards did his best curry impression last night. even did the night night in pregame warmups, and then knocked down six treys in minnesota's game four win. there is a part of him wished for more of a fair fight on paper with curry, his olympic teammate. >>trust me, man, i wish he could be out there to play against him no matter how it goes. but yeah, just from working out with him in the summer, that's what i told him. i ain't going to never stop shooting him. i learned that from you this summer. so he's
