( mark @ land ) the return of the rain has road crews keeping an eye on active slide areas and other trouble spots. especially in the santa cruz mountains where mudslides have been a continuous problem all winter. the rain has made one of the two mudslides on summit road even worse this morning. highway-17 also continues to be a hazard. the mountains are still wet and could send unexpected debris into the roadway. officials are warning drivers to be cautious. ( mark @ land ) and this morning we are keeping an eye on the anderson reservoir in morgan hill as the next round of rain moves through. it was just last month that all the rain caused the reservoir to overflow and close into coyote creek... that lead to flooding in parts of san jose and hundreds of people being

evacuated from their homes. right now the reservoir is at about 86% capacity. the santa clara valley water district needs to get the level down to 68-percent of capacity ... that will allow the agency to do a seismic upgrade to the ( mark ) make sure you have the kron four mobile app to track the storm. we will keep you updated on severe weather and traffic in your area with breaking news push alerts. ( darya ) breaking news....north korea test fired another missile. u-s officials say it exploded within seconds of the launch. neither the u-s nor south korea have released information on what type of missile was fired, or why it failed. this isn't the north korea's first launch this month -- the country fired four ballistic missiles on march 6, which fell into waters off japan. the white house has not commented on missle test. ( mark ) other international headlines this morning... the associated press is reporting that president trump's former campaign chairman, paul manafort, secretly worked for a russian billionaire to advance the interests of

russian president vladimir putin. manafort wrote a 2005 strategy plan that he could greatly benefit the putin government. at the time, u.s.-russia relations under president george w. bush were growing worse. manafort's arrangement was with a close putin ally. manafort signed a 10 million dollar annual contract beginning in 2006 and maintained a business relationship until at least 2009. there has been no comment yet from the white (mark) breaking business news. sears says that there is "substantial doubt" that it will be able to keep its doors open much longer. the ceo of sears says sales are down and they don't have enough cash on hand to keep the business going. the company lost more than 2 billion dollars last year. sears employs 140-thousand people nationwide. sears, which also owns kmart stores, has more than 20 stores in the bay area. ( darya ) in the east bay... a robber goes to a home and threatens to beat a man and his wife... and

then steals a shotgun from the house and forces the man to drive to a bank and withdraw money. this happened in lafayette yesterday afternoon on sweet drive. the robber drove the man to a chase bank near the safeway and whole foods on mount diablo boulevard. he stayed in the car with the shotgun while ordering the man to go into the bank and withdraw money. the man went inside and told the bank employees what was happening. police showed up minutes later and arrested the suspect. he has been identified as 26- year-old manuel bustos. he is being charged with kidnapping and robbery. (darya) police in san ramon are searching for a bank robber who has hit the same bank twice in one month. both happened at the u-s bank on crow canyon road. one of them was on february 6th. no one was injured. the man is seen in surveillance video released by police wearing a dark green jacket over a gray hooded sweatshirt. ( mark ) a domestic violence dispute takes a deadly turn outside a business in redwood city. it

started when a man confronted his ex-wife with a gun outside her work. it happened at around 2:15 yesterday afternoon when the 43-year-old man drove to his ex-wife's work on penobscot drive. police say the 44-year-old woman had a restraining order against her ex and refused to talk to him. they say the man then chased the woman across the parking lot with a handgun... and fired at least one shot. the woman found a place to hide and called police. when they arrived on scene, officers confronted the man and tried to get him to lower his weapon. < deputy police chief gary kirby: "they tried to negotiate his surrender. unfortunately, there was an exchange of gunfire. one of our officers fired one round and we believe that he discharged around at himself, into his face.">( mark ) the man died at the scene. redwood city police say they have had previous encounters with him. in just the last month, they had confronted him multiple times in connection to domestic violence issues with his ex wife and seized several weapons from his home. ( darya ) people who work in one san francisco

neighborhood say they are concerned about the growing homeless encampment outside of their office. it's near 16th and potrero... and workers say tents continue to rise as the homeless in the city make that area their home. city officials have attempted to block them using barricades nearby... but workers say that hasn't solved the problem. they say the sidewalks are constantly littered with needles and human feces. some companies are going as far as moving out of the area... but others are hoping to find a solution. the city has taken down tents in some of the areas... but often times the people living there just set up across the street. most people kron four spoke with agreed that it is part of a major citywide problem. family is already feeling the impact of the return of the rain after a tree slams into their home. we first brought you this story yesterday on the kron four morning news. the family was inside the home and sleeping when the oak tree crashed into their home. this happened just after 2:00 yesterday morning. it damaged power lines, but no one inside the home was hurt.

an arborist says the tree was rotting from its roots... and because of the strong winds and saturated soils, it came down. the family decided against having the tree removed because it cost nearly 500 dollars. however, they might be responsible any public was damaged. (mark) in the oakland hills... potholes have become such a problem on thorn hill road... that one woman os taking matters into her own hands. linda foust says she was concerned they would cause damage to her car... so she took some spray paint and marked white arrows pointing to them. linda's main goal was to stop people from driving over the potholes. but now...she hopes her hard-work will encourgage the city of oakland to fill them. (darya) happening today... california state university trustees will vote on whether to raise tuition for the first time in six years. the c-s-u system says it needs to hire more faculty and add more classes to accommodate growing enrollment and insufficient state funding. the proposed annual hikes would increase undergraduate tuition by 270-dollars for the 2017-18 school year at all 23

campuses. the current tuition is just under 55- hundred dollars per year. 255-thousand undergrad students who have their tuition covered by financial aid will not be affected by the increase if the vote passes. (darya) also happening today... president trump is expected to meet with the congressional black caucus. this comes as president trump faces criticism over his relationship with people of color and minorities. he only got 8-percent of the african american vote. the congressional black caucus says they plan to push president trump on his budget priorities and other issues important to african-american voters. the white house says president trump is willing to work with the group that is made up of 49 black members of congress. (mark) and happening right now... confirmation hearings for supreme court nominee neil gorsuch have entered their third day. this is a live picture from washington d-c. many

republican lawmakers are predicting he will be confirmed. this comes after gorsuch refused to answer several questions from democrats yesterday. some of those questions included abortion, guns, campaign spending and gay rights. a growing number of democrats are calling for gorsuch's confirmation to be delayed because of the f-b-i's investigation into possible ties between president trump's campaign and russia. ( mark ) after a wave of controversy... uber is vowing to change their direction and become a more humane company. the announcement comes after allegations of sexual harassment and a video surfacing of a confrontation between c-e-o travis kalanick and a disgruntled driver. the company also faced backlash after kalanick served on president trump's business advisory board... which he has since left. uber acknowledged its mistakes and they say the fallout hasn't damaged business yet. kalanick has apologized to employees and says he is looking for a c-o-o to help him change his ways. found on a plane. it happened on a commuter flight to anchorage alaska over the weekend. passengers say during the flight... the pilot went on the intercom and said there was a loose snake on the plane and they didn't know where it was. a little boy was climbing on his seat when he spotted the snake sleeping under a duffle bag, and asked his mom what it was. a flight attendant helped capture the snake and put it in a plastic bag for the rest of the flight. they say a passenger on a previous flight left it on the plane and reported it missing.
