southbound 880 at auto mall parkway has been cleared from lanes but speeds are still well under the limit. two separate crashes still stand in the back-up from the earlier traffic alert at the mowry exit and thornton exit, that was just behind the auto mall crash, causing even more delays on the nimitz southbound. checking the bay bridge toll plaza...it's packed, the metering lights are on and traffic is backed up to the maze. the span

( darya ) our top story this morning... a mother of three shot and killed in front of her children in the east bay and a manhunt is underway for the shooter.( mark ) kron 4's averi harper is live in richmond this morning with the details. averi. ( averi ) this happened in richmond. police are looking for 43-year-old lawyer dushan mcbride. police say he is the estranged boyfriend of 29-year-old rashanda franklin and this appears to be a case of domestic violence. the shooting happened yesterday morning at the intersection of rheem avenue and 29th street. police say rashanda was

driving two of her boys to daycare when she noticed mcbride following her. he managed to block her... and they got out of their cars and started arguing. rashanda was then shot and killed while her boys were in the backseat. kron four spoke with people who knew rashanda and say she was a great mother to three boys.

( darya ) a man accused of groping at least four women on muni has been arrested. we first told you about the assaults on the kron 4 morning news. this morning he faces several charges, including sexual battery and false imprisonment. police have not released the man's name. it happened on the n judah line. a viewer reached out to kron four and says she took a picture of the suspect after she was touched inappropriately while riding the train. police believe there may still be more

victims. ( mark ) one man is dead this morning after a shootout with police in napa. it happened yesterday afternoon near bueno street and linda vista avenue. police say they got a call of a man with a gun... and when they arrived the man started shooting at them and tried to drive off. officers fired back and the man crashed into a tree. he died in the shootout. west park elementary is nearby and the school was put on lockdown. kron four spoke with students as they got out of class. ( mark ) the area was blocked off for several hours. police say nobody else was injured during the gun battle. ( darya ) happening today... the temporary shelter helping victims of a deadly apartment fire in oakland is closing. many people staying they still don't have a place to call home. the fire happened

last week on san pablo avenue. four people died and about 80 others lost everything they owned. the temporary shelter at the west oakland youth center initially housed around 70 people. city hall is working with victims to find them a permenant place. priority for new housing goes to the elderly, the disabled, families and single mothers. one person who spoke to kron four is still looking for a home. ( darya ) there are currently 11 people staying at the shelter now. city officials say a candle started the deadly fire. ( mark ) a san francisco police officer has been fired after anti-muslim text messages were found on the officer's phone. the name of the officer is not being released. reports say the officer was fired after racist text messages were found during the investigation of a sexual assault involving other collegues in the police station. several san francisco police officers have been found to have exchanged racist, homophobic, and derogatory text messages in recent years. a busy road in alameda county will be shut down for nearly a month - as crews work to stabilize a nearby hillside that's at risk of collapsing. palomares road will be closed between palo verde road in castro valley and niles canyon road in fremont. crews will be removing loose dirt, rocks and debris from the hillside. recent storms caused a mudslide there earlier this year and several boulders to tumble down the hillside. the road is set to re-open may 5th. (darya) one person has died this morning after a car crash in san jose. it happened before 3-45 near moorpark avenue and south cypress avenue. officers responded to reports of a pick-up crashing into a sound wall. when they arrived...they found a white truck with major damage. the driver died at the scene. this is the thirteenth fatality in san jose this year. (mark) the death toll from a chemical attack in syria is now at 72 including 20 children. activists say

this is one of the worst attacks in the country's civil war. and this morning the white house is blaming the obama administration for the deadly attack. white house press secretary sean spicer called the attack "reprehensible" and something that cannot be ignored by the civilized world. but he also said it was a consequence of the past administration's weakness on handling syria. the white house has not said how it plans to respond to the attacks in syria. (darya) there's new plan to help clean up the trash littering the streets of san francisco's mission district... the department of public works is adding almost 40-trash cans to the area. mayor ed lee was in the mission yesterday to introduce the "yes we can" pilot program. several years ago the department of public works believed trash cans were a magnet for dumping...so they removed trash cans from city

streets. but the problem only got worse. now trash cans will return to bus stops, schools and other places where people gather.

(mark) severe thunderstorms are expected to move across the southeast today bringing a threat of tornadoes and large hail. this is video of the aftermath of the storms in alabama and georgia over the weekend. the national weather service says there will be serious thunderstorms this morning across much of alabama and georgia and into the florida panhandle and southwestern south carolina. the storms are expected to last into the evening. tornadoes and baseball-sized hail is expected in alabama.

there are concerns that the storms in georgia could affect atlanta and augusta... which is the site of this week's masters golf tournament. (mark) and take a look at this... dramatic security video shows the moment a tornado hit in virginia. you can see the home being ripped apart... and the entire time the homeowner is inside her bedroom holding on for her life. the woman says she was watching t-v when the winds started to pick up. she managed to hold on long enough for the tornado to pass and was left with just a few scratches. (darya) california's drought emergency could be over by the end of the week. the governor's office says that governor brown could make an announcement about the drought emergency declaration in just a few days. and a new report released yesterday shows water use in february was down more than 25-percent compared to february 20-13. water officials say recent rain has helped ease mandatory conservation orders and is helping to drive down demand for water. focusing their search for a missing college student in one specific area after finding her cell phone and pick-up truck. aly yeoman was reported missing on saturday. her truck was found near an orchard in live oak yesterday...just an hour north of sacramento. investigators say her truck drove down a levee and got stuck in the mud. they also found footprints walking away from the truck. allie's ex-boyfriend says the two were about to get back together before she went missing.

couple left before police arrived, and have still not reached out to police. witnesses say the attempted abductor shouted, "that's my baby" before touching the child. no charges have been filed against the man. police say they need the couple to come forward to build a solid case. (darya) a man died after participating in a competitive eating challenge at "voodoo doughnut" in denver. it happened over the weekend. the 42-year-old choked to death trying to eat a half- pound doughnut in 80 seconds. winners get the doughnut for free and a button saying they won the challenge. the doughnut chain has since suspended its eating challenge. he died the same day as a 20-year-old woman who choked after participating in a pancake-eating contest in connecticut. (mark) the truck driver in the deadly texas bus crash is

out of the hospital this morning... and police are still figuring out if he will face charges. the truck crashed into a church minibus last week. this is video a witness took of the driver of the pickup weaving on the two-lane highway moments before the crash. the witness says after the crash, the driver told him he was texting and driving. police have not said if texting is a factor. 13 people in the church bus were killed. (mark) april is national distracted driving awareness month... and this morning there are new statistics about just how many people are using their phones behind the wheel. new data collected from thousands of drivers show that more than half of all crashes involved a distracted driver. researchers also say in nearly a quarter of crashes... the driver was using their phone at least one minute before the crash. they say this is proof that distracted driving laws might night be working. 11 teens die in the u-s everyday as a result of texting and driving. to refund as much as 70- million dollars to parents whose children made unauthorized app purchases. (mark) the federal trade commission just made the announcement yesterday. this comes after a lawsuit saying it was too easy for children to spend their parent's money while playing games on mobile devices. in one case... a child spent 350-dollars after clicking random buttons. this only affects customers whose kids made purchases between noveber of 20-11 and may of last year. the f-t-c says details of the refund program are expected to be released soon. east bay are coming together at albany high school after two separate displays of discrimination. those incidents included a racist instagram post targeting african americans and nazi signs being flashed on campus. last night parents got emotional at a school board meeting as they talked about the racism on campus. the mother of a student associated with the instagram page talked about her frustration with the district for letting things get out of hand. ( darya ) the father of one of the students responsible for the racist instagram post also spoke at the meeting trying to assure the other parents that his son is being punished. he said as part of the punishment... his son is no longer allowed to be on the tennis team and he has lost his scholarship to study abroad and will not receive school credit for the current semester. police arrested a man accused of kidnapping and domestic violence against a 17- year-old girl. sunnyvale police say 19-year-old ryan mcleaf was reportedly dating the victim. officers responded to reports of an argument near a sunnyvale seven-eleven. police say the suspect led officers on a chase. after they caught him, officers say they found a loaded gun inside his backpack. the 17-year-old girl was found safe. ( darya ) the city of san jose is trying to provide some help to people who lost their cars in the february flooding. mayor sam liccardo is asking people to donate a used car in return for a tax deduction. others are also pitching in to help... the silicon valley car dealership association will be discounting used cars to victims of the flooding. and the city of san jose will be donating twenty cars from its fleet.

(mark) republicans in congress are still trying to come up with a healthcare plan to replace the affordable care act. vice president mike pence and a group of republican lawmakers held a late night meeting that included members of the freedom caucus. that group of republicans were largely responsible for sinking the healthcare bill in the house two weeks ago. but the white house and lawmakers are now trying to revive the bill after proposing some changes. republicans are trying to cut a deal before a congressional recess on friday. ( mark ) a san francisco police officer has been fired after anti-muslim text messages were found on the officer's phone. the name of the officer is not being released. reports say the officer was fired after racist text messages were found during the investigation of a sexual assault involving other collegues in the police station. several san francisco police officers have been found to have exchanged racist, homophobic, and derogatory text messages in recent years. to help clean up the trash littering the streets of san francisco's mission district... the department of public works is adding almost 40-trash cans to the area. mayor ed lee was in the mission yesterday to introduce the "yes we can" pilot program. several years ago the department of public works believed trash cans were a magnet for dumping...so they removed trash cans from city streets. but the problem only got worse. now trash cans will return to bus stops, schools and other places where people gather. the san francisco giants will also be helping keep the city's streets clean...by joinng the department of public works in the mission's "giants sweep." outfielder hunter pence is leading the program to help educate everyone about keeping the community clean. when his fishing boat capsized in tomales bay has been identified as 47-year-old brian phidat ho... of san jose. ho and another man were fishing monday when the 13-foot boat went head-on into a wave...tossing it end over end. this is video of the area from our helicopter partnership with a-b-c 7 news. the other man... who was also tossed out into the water was able to get back into the boat. two dogs on board swam to shore and survived. ( darya ) roughly 400 payless shoe stores are shutting down immediately and that includes three bay area stores. the company announced it has filed for bankruptcy. payless says it can't compete with its online competition. the company says its shutting the muir station store in martinez, one in vallejo on redwood st and another in san jose on story road will be shutting their doors today. a busy road in alameda county will be shut down for nearly a month - as crews work to stabilize a nearby hillside that's at risk of collapsing. palomares road will be closed between palo verde road in castro valley and niles canyon road in fremont. crews will be removing loose dirt, rocks and debris from the hillside. recent storms caused a mudslide there earlier this year and several boulders to tumble down the hillside. the road is set to re-open may 5th. ( mark ) a week has passed since the raiders received the green light to move to las vegas. and now that the move is essentially a done deal-- many fans are still wondering what went wrong in working out a deal in oakland? ( darya ) raiders owner mark davis provided some further insight into how it all fell apart between the team and the city. kron 4's mark carpenter has the details. "we offered them the opportunity to purchase 20 percent of the raiders and to do what i said about building two stadiums on that site. and the message from them was, and

this is after they did the 10 year lease, was they did not want to remain on that site, especially if we were to build there, but they would love to buy 20 percent of the raiders and that was really the last time we talked with the a's about it." mark davis...documenting one of the many pitfalls that led to the team's exit from the bay area. yet-- apparently...ne gotiations weren't always bitter. he says the raiders came close to a stadium deal in the summer of 2013, but---that crumbled when the a's signed a 10-year lease at the coliseum. davis reinforced that before he started exploring options in southern california and las vegas, oakland had every opportunity to be a serious suitor. "the only people oakland was in competition with was themselves and if they could have come up with a deal that would have given us the land. either leased it or gave it to us at reasonable terms and gave us the infrastructure and we had the ability to go out and find a developer or someone that would be able to fill that funding gap. we may have been able to do something on that site." despite immediate backlash from oakland's raider nation, davis re-iterated he'd like to stay in the coliseum

(mark) the truck driver in the deadly texas bus crash is out of the hospital this morning... and police are still figuring out if he will

face charges. the truck crashed into a church minibus last week. this is video a witness took of the driver of the pickup weaving on the two-lane highway moments before the crash. the witness says after the crash, the driver told him he was texting and driving. police have not said if texting is a factor. 13 people in the church bus were killed. ( darya ) an elementary school program in santa barbara county is providing thousands of free meals for people. the program assigns one student to each classroom to encourage people to raise money for the local food bank. one dollar can go towards providing as many as eight healthy meals.

we are following this morning... a 4-month-old girl is missing after being taken by her father(darya) kron 4's will tran is live in mountview with the latest. (will) this is her picture... police say madilyn wallin was taken by her father around 8:30 last night. police say the infant is endangered but they have not activated an amber alert. the father's name is michael wallin. he was last seen wearing a white warriors t- shirt. he has full body tattoos including on the top of his hands. they are driving a blue 2007 nissan altima with paper plates. the car has damage on both the front and the back of the car. we have a crew heading to mountain view right now to gather more information. police are police are looking for a missing 4 month old baby. she is a 4 month old female. she is about 2 feet tall and weighs 15 pounds. she has brown hair and hazel eyes. she was last seen wearing a white top and pink allernia outfit.

the meeting and has the latest. parents came together on tuesday night in albany where the high school has dealt with several problems with racism over the past few weeks. problems include a racist instagram account targeting african-american students. also, nazi signs were seen flashed on campus among some students.it was an emotional night for parents in albany. the meeting included parents of a teen who started a racist instagram page, parents of teens who followed that page, and parents of teens whose children were racially targeted.it has been a chaotic couple of weeks at albany high. there was the racist instagram page made by a student, nazi salutes among other students, and rallies to move past it.a parent of a student associated with the page voiced her frustrations with the district for letting things get this far.but on tuesday, parents attended the school board meeting to come together and show that progress is being made between both sides, which did eventually meet together last weekend.perhaps the moment of the night came when the father of the student who started the racist instagram page spoke publicly to show people that his son is being punished. those who were suspended will soon be back at school. administrators tell kron4 extra security will be on hand.

the victim. officers responded to reports of an argument near a sunnyvale seven-eleven. police say the suspect led officers on a chase. after they caught him, officers say they found a loaded gun inside his backpack. the 17-year-old girl was found safe. ( darya ) the city of san jose is trying to provide some help to people who lost their cars in the february flooding. mayor sam liccardo is asking people to donate a used car in return for a tax deduction. others are also pitching in to help... the silicon valley car dealership association will be discounting used cars to victims of the flooding. and the city of san jose will be donating twenty cars from its fleet. ( darya ) goodwill of silicon valley will be accepting donations of used
