airlines c-e-o has issued a second apology saying in part that no one should be mistreated this way and that the company takes full responsibility for the incident ( james ) and this morning a san francisco supervisor has a proposal to prevent something like this from ever happening at s-f-o.( mark ) kron 4's will tran is live at the airport this morning with the details. ( will ) following the controversial incident on the united flight in chicago san francisco supervisor jeff sheehy asked the city attorney's office to draft legislation preventing san francisco police from being involved in the removal of

passengers from planes on behalf of airlines that overbook seats. the request came after a widely publicized incident in which chicago aviation police removed a united airlines customer from a flight after the airline bumped several passengers to allow some of its own board. when one he was dragged off screaming and suffered left his face bloody. ( mark ) breaking news from overnight... a san jose police officer is recovering this morning after he crashed his car into a big rig in livermore. it happened just after midnight on highway 84 near ruby hill drive.(((ááátriggerááá))) the officer was driving home in his own s-u-v when he rear- ended the big rig. the

s-u-v caught on fire. c-h-p officers were quickly able to put out the fire. the officer was taken to the hospital with minor injures. highway 84 was shut down for a couple of hours overnight but is now re-open. (james) new this morning... bus service for hundreds of students in the east bay is now on the chopping block. (mark) kron 4's averi harper is live from montera middle school in oakland with how parents will have to deal with this. averi? (averi) a-c transit says they are considering getting rid of bus service at three schools within the oakland unified school district. the board of directors is holding a meeting tonight to discuss their options. the change would affect more than 900 students at montera middle school, skyline high school, and community day school. a-c transit says the service is becoming too expensive.

(mark) police have arrested a man who they say exposed himself to women in mountain view. now...they are asking for more victims to come forward. 18-year-old thomas serna was arrested on suspicion of indecent exposure. a woman reported to police a man exposed himself to her in the parking lot of grant park plaza. she described the car and police found the car...but it got away from them. they traced the car to a home in mountain view that was registered to serna. he was arrested near the home and

booked into the santa clara county jail. ( mark ) firefighters are trying to figure out what caused a building to go up in flames in the middle of san francisco's financial district. the blaze started just before 9:00 last night on clay street. the area has reopened this morning after firefighters checked for hotspots inside the 3 story building. the building has a massage parlor, other commercial businesses and a residential hotel that were all affected. there were no injuries in the fire. ( james ) police in san francisco arrest a dirt bike rider for reckless driving. this comes as bay area cities are seeing an increase in incidents involving dirt bikes on the highways. 18-year-old ronet sanidad (row-net sawn-ee-dad) has been arrested for reckless driving on a stolen motorcycle. he was in a group of dirt bikers that were reportedly driving dangerously through san francisco streets. the group was tracked using high powered cameras in a c-h-p plane. now investigators are looking at this footage..to see if sanidad was involved in a violent confrontation on highway 101 back in march. the c-h-p

is hoping to make more arrests for illegal dirt bike sideshows. (james) the family of a retired v-t-a employee who was killed by a bus is filing a lawsuit against the transit company. 60-year-old benny cheung died last month. he was hit and killed after getting off a bus at north first street and hawthorne way in san jose. the lawsuit says none of the surveillance cameras on the bus were working that day and it should have not been in service. the san jose police department says they are still investigating how the accident happened. benny had just retired from the v-t-a in february after 37-years of service as a light rail dispatcher. ( mark ) we're learning new details about the officer involved shooting that happened over the weekend in fremont. police say the suspect - 24-year-old roger perez of orinda - died after shooting himself in the head. it happened sunday night around 11:30... when an east bay regional park district officer stopped a car near the 7-eleven store on fremont boulevard. police say perez ran from the car with a gun - and went into an alley. police say he fired the

gun at police - and that's when they returned fire. the alameda county coroner has ruled his death a suicide. ( mark ) people who live in the east bay say there is a growing crime problem in their neighborhood... and this morning they are asking police for help. several people who live in the neighborhood near the alameda creek quarries regional park held a meeting with police last night. they say they have recently seen a number of package thefts, cars broken into, and home burglaries. neighbors say they believe homeless in the area are to blame. ( mark ) police say they are going to step up patrols in the area and work on creating homeless outreach programs in hopes of lowering the crime rates in fremont. ( james ) many people across california saw their p-g-and-e bill go up dramatically this past winter. now...state senator jerry hill has proposed a bill to

help bring some relief. hill is asking the state legislature to have p-g-and-e slightly change its power consumption tiers. the proposal also asks p-g-&-e to give customers a prediction of what next month's bill will look like. this is all so people are not caught off guard the next time they get their bill. pg and e says it is now reviewing the proposal. ( james ) happening now... secretary of state rex tillerson is in moscow where he's meeting with russian officials about ending syria's civil war. the meeting comes after a chemical attack in syria killed at least 86 people inculding 27 children. in response to the chemical attack, president trump ordered a missile strike against a syrian air base. officials say russian president vladimir putin may be open to a deal. president putin says russia will appeal to the united nations to investigate the chemical attack. yesterday, tillerson said russia has to choose between aligning itself with the u.s. and other western nations or with the president of syria.

( mark ) and this morning we are hearing from the trump administration about last week's deadly attacks in syria and why they believe russia knew it was going to happen. ( james ) reid binion has the story. nikki haley / un ambassador: "they didn't look shocked. they didn't look surprised. i think that they knew, yeah." u-s envoy to the united nations nikki haley.... ...telling c-n-n point blank that she believes russia "knew" of the deadly chemical attack on syrian civilians beforehand.nikki haley / un ambassador: "i think that if you look at the fact that when this information came out, they were so quick to defend. and then the evidence comes out and we see exactly what it is."haley -- casting moscow as nervous -- and increasingly isolated......with other u-s officials charging that moscow was trying to cover up the chemical attack.the atrocity - now set to be the focus of meetings wednesday between secretary of state rex tillerson...... and russian foreign minister sergey lavrov. the looming question of what russia knew -- and when... ...coming amid a sharper tone from president trump himself

(mark) there is a huge spike in gun thefts across the u-s. a new report from the bureau of alcohol, tobacco, firearms, and explosives says more than nine- thousand guns were stolen from licensed dealers just last year. that is up 51- percent from last year. the agency says the trend is partly to blame on confident criminals... because once they are successful in stealing guns the first time, they will try again. the a-t-f says most of the thefts happened at independent guns stores or pawn shops in isolated areas. in response to the spike in gun thefts, they are rolling out a new alert system that will

notify dealers of weapon thefts in their areas. ( mark ) president trump's press secretary is under fire this morning over controversial comments he made about the holocaust.(james) sean spicer was talking about the syrian president using chemical gas on syrians, and compared him to adolf hitler. he said hitler didn't sink to using chemical weapons during world war ii, which is not true. while hitler did not use chemical weapons on the battlefield, hitler and the nazis used gas chambers to kill jews, disabled people, homosexuals and others. spicer later appeared on c-n-n and apologized for his insensitivity.

( mark ) the car that crashed into a pool in santa clara is now out of the water. here is video of the car being removed. we first broke this story yesterday on the kron 4 morning news. police say a teenage driver fell asleep at the wheel. this happened on on warburton avenue and calabazas boulevard. the driver was able to get out of the car without any injuries. nobody was home at the time of the accident. (mark) a warning for pet owners after dogs became sick after a walk in a san francisco park. two owners say they finished their walk in precita park... and soon after their dogs started vomitting and foaming at the mouth. some people wanted to blame lawn fertilizer. but the city's rec and park's department confirmed there have been no fertilizers with chemicals used in over a year. officials will search precita park and the surrounding areas for potential hazards. a local vet says the illness could be caused by many things. they are seeing an increase in mushroom poisoning and intesitnal parasites with all the recent rain. morning... google is responding to accusations that they don't pay their female employees as much as men. they say they are "taken aback " by the government's claim that it doesn't compensate women fairly. google says they have analysts to make sure their pay practices are gender blind... and those who calculate suggested pay don't have access to gender data. last year 52 major job categories were analyzed and they found no gender pay gap. the department of labor says they are continuing to investigate (james) the mother of late-night t-v host david letterman has died. dorothy mengering passed away yesterday inside her indiana home. you may remember seeing her make numerous special guest appearances on her son's show. she was usually on the show around thanksgiving and mother's day. she was known for her pie guessing contest and even published her own cookbook. dorothy was 95 years old. (mark) a scary scene for three bicyclists in ohio... three young men were riding

their bikes when a blue dodge caravan came up behind them.. and ran into them. the cyclist gets off his bike and runs onto the lawn. one of his friends tries to help him when the driver runs over his foot. the youngest of the boys is just 14 and did not get hurt. the three say the driver was yelling threats at them. they say they did not have any contact with the driver before this. (mark) a man finds an unwanted guest in his hotel room... a python. the five-foot long snake was found inside a dresser at a marriott hotel about an hour outside of boston. animal control was called to take care of the snake. they say she was angry and hungry when they found her. it's not clear how the snake got into the drawer. (mark) it's an edible water bottle... that sort of resembles a breast implant. it's called the "ooho sphere". the london company made the water globes out of a seaweed extract. (james) they say they are biodegradable and all natural so you can eat it. the packaging is cheaper than plastic and can hold nine ounces of any type of liquid. (mark) the engineers are trying to raise 500-thousand dollars so they can bring their product to market. they hope to start selling them at music festivals and marathons in the next year. elementary school. the 8-year-old boy was shot along with his teacher at a san bernardino school. we now know he was born with a genetic condition and had survived heart surgery. jonathan martinez had williams syndrome. it's a rare disorder characterized by learning delays and heart problems. his teachers said jonathan was a happy child. the boy died at a hospital after being shot monday by the estranged husband of his teacher, karen smith, who was also killed. officials said a 9-year-old classmate who was also shot is in stable condition and expected to recover. according to friends the shooter had threatened his estranged wife after she moved out. officers say cedric anderson had accused karen smith of infidelity in a letter found inside his home. smith's family told investigators that she had voiced concernes about her husband's odd behavior. the couple married in january and separated in the middle of march. smith moved out of their home and had been staying with family.

( mark ) a man pulls off a robbery in the east bay and he is still on the loose this morning. antioch police released these surveillance pictures of the thief. you can clearly see him riding a bike in the first picture in a parking lot. police say this man robbed the antioch community federal credit union, on friday afternoon. there is no clear description of the man this morning. they are hoping somebody will recognize the person in the pictures. ( james ) even after all the rain this winter one bay area county is considering raising water rates. the marin municipal water district serves most of marin county. and it is considering hiking rates this july - and again in 2018. the average increase would be 35 dollars this year and then about 50 dollars next year. the district says it needs the money to pay for millions of dollars in infrastructure upgrades. (james) the c-h-p arrests a taxi driver accused of sexually assaulting a passenger while taking her home from graton casino. police posted this photo of the suspect - 42-year-old

mehari tekle - being taken into custody yesterday morning in santa rosa. investigators say the passenger was drunk at the time of the assault - which happened back in december. they used video evidence as well as d-n-a to build their case against the driver. ( mark ) new this morning we are getting a look at new dashcam video showng a police officer tackling and hitting a man in sacramento. we first brought you this story yesterday on the kron 4 morning news. the officer involved in the incident is on paid leave this morning. this happened in del paso heights on monday evening. nandi cain junior was originally stopped for jay- walking. after asking the officer why he was stopped. . . .cain says it was not long before the situation intensified.cain ended up with a swollen face. . . and spent the night in jail. police say cain removed his jacket which made the officer feel that he was getting ready for a fight. ( james ) police in the east bay area dealing with repeated robberies at a victoria's secret store... and this morning we are learning that this is not a new trend. the crimes

are happening at the new park mall in newark. they were robbed four times just last weekend. police say the robbers stole 46-hundred dollars worth of stuff. they say there are several police reports from six other robberies at the same store dating back to october. ( james ) each time hundreds or thousands of dollars worth of merchandise was stolen. police say it appears to be different robbers each time the store has been hit. (mark) this morning there is a new threat coming from north korea. in a newly released video... north korean leader kim jong un is warning america after the u-s deployed a u-s aircraft carrier to the korean peninsula. north korea called it an act of aggression and said they are ready to respond. a u-s defense official says the carrier was deployed because of the recent missile tests conducted by kim jong un. the pentagon has not siad how

the carrier will respond if the country launches more missile tests. ( mark ) fox news host bill o'reilly has announced he is going on vacation amid a scandal and advertiser boycott. and there is some speculation this morning that he may not be back. o'reilly's announcement on his show yesterday comes amid sexual harassment allegations made against him. more than 20 companies have pulled ads from his show. o'reilly said he usually takes a break this time of year and that his travel plans were made last year. there are reports out this morning that he may not return to the airways for fox news. (james) happening today... it's the last day of the n-b-a regular season. and 14 of the 16 playoff spots are set. while some teams are playing to get into the post season or for seeding, the warriors have already locked up the number one spot in the west. they will be facing off against the portland trailblazers in the 1st round. and for the third straight season, golden state has

u-c berkeley shows why your shoes keep coming untied. researchers say the double whammy of stomping and whipping forces while you're walking acts like an invisible hand, loosening the knot and then tugging on the free ends of your laces until the whole thing unravels. (james) they also looked at two shoe-tying methods and found that one is stronger than the other. they say the shoelaces tied using the "bunny ears" technique that is usually taught to kids failed every time. (mark) the other traditional knot that is tied by crossing the laces and pulling through a loop only came untied 50- percent of the time. (mark) it has been two years since "the dress" took over the internet... and this morning there is a new study that says the way you see the dress might depend on when you wake up. kerr send young fan battling cancer encouraging texts, invited him to game. warriors lost to the jazz on monday night but they welcomed 8-year-old brody stephens at oracle arena during that game. brody is battling leukemia for the second time at a hospital in indianapolis. he's a huge steph curry fan and first met steph last year. brody got to sit at the podium for the pregame interview, and he got to interact with players.

school graduation rates reached a new high last year. 83-percent of students in the 20-16 class graduated on time from public high schools. that's up about one- percent from last year... the rate has now gone up 7 years in a row. . numbers show more african-american, latino, and english learners are graduating that ever before. smaller class sizes and expanded arts and science education programs are getting much of the credit for the success. (james) take a look at this... the so called "pink moon" lighting up the sky around the world. this is video out of california and the philippines. the first full moon in april is always called the pink moon even though the moon is not actually pink. it is called the pink moon because this is the time of year that the spring flower called "moss pink" usually blooms. ( mark ) police are investigating a shooting in santa rosa. it happened yesterday afternoon on olive street. witnesses reported shots fired and several men running away and leaving in two cars. officers were not able to find any shooter. they did find several shell casings and bullet holes on a car parked nearby. the shooters' cars are described as a newer blue honda and a older green honda. the sonoma county alliance is offering a two 25-hundred dollar reward for information leading to a arrest. (mark) police have arrested a man who they say exposes himself to women in mountain view. now...they are asking for more victims to come forward. 18-year-old thomas serna was arrested on suspicion of indecent exposure.

large bills: the result of people using more power to keep warm but also changes that p-g and- e made to what it charges for energy. kron four's charles clifford explains. during the summer, my electric and gas bill hovers around $100 dollars a month but this past december i received a bill for $416 dollars. now, my power bill always goes up during the winter but never by this much and apparently i'm not alone. state senator jerry hill of san mateo county says that over the past few months his office has been flooded with calls and email from people saying that their power bills have risen dramatically. hill's office looked into it and found several reasons for the increases.sotone is that the price of gas has gone up, it was a colder winter and what we found is that people have jumped into the second teir of gas consumption quicker than they should have. what he's referring to there, are rate changes that p-g and e has been phasing in over the past several years. this is a little hard to explain, but basically, p g and e has reduced the number of power consumption tiers from 4 in 2015 to 2 starting in 2017.

started just before 9:00 last night on clay street. the area has reopened this morning after firefighters checked for hotspots inside the 3 story building. the building has a massage parlor, other commercial businesses and a residential hotel that were all affected. there were no injuries in the fire. ( james ) new details about the child killed in a shooting at a southern california elementary school. the 8-year-old boy was shot along with his teacher at a san bernardino school. we now know he was born with a genetic condition and had survived heart surgery. jonathan martinez had williams syndrome. it's a rare disorder characterized by learning delays and heart problems. his teachers said jonathan was a happy child. the boy died at a hospital after being shot monday by the estranged husband of his teacher, karen smith, who was also killed. officials said a 9-year-old classmate who was also shot is in stable condition and expected to recover. according to friends the shooter had threatened his

estranged wife after she moved out. officers say cedric anderson had accused karen smith of infidelity in a letter found inside his home. smith's family told investigators that she had voiced concernes about her husband's odd behavior. the couple married in january and separated in the middle of march. smith moved out of their home and had been staying with family. ( mark ) a man pulls off a robbery in the east bay and he is still on the loose this morning. antioch police released these surveillance pictures of the thief. you can clearly see him riding a bike in the first picture in a parking lot. police say this man robbed the antioch community federal credit union, on friday afternoon. there is no clear description of the man this morning. they are hoping somebody will recognize the person in the pictures. ( james ) even after all the rain this winter one bay area county is considering raising water rates. the marin municipal water district serves most of marin county. and it is considering hiking rates this july - and again in 2018. the average increase would be 35 dollars this year

( james ) police in the east bay area dealing with repeated robberies at a victoria's secret store... and this morning we are learning that this is not a new trend. the crimes are happening at the new park mall in newark. they were robbed four times just last weekend. police say the robbers stole 46-hundred dollars worth of stuff. they say there are several police reports from six other robberies at the same store dating back to october. the c-h-p arrests a taxi driver accused of sexually assaulting a passenger while taking her home from graton casino. police posted this photo of the suspect - 42- year-old mehari tekle - being taken into custody yesterday morning in santa rosa. investigators say the passenger was drunk at the time of the assault - which happened back in december. they used video evidence as well as d-n-a to build their case against the driver. ( mark ) the car that crashed into a pool in santa clara is now out of the water. here is video of the car being removed. we first broke this story yesterday on the kron 4 morning news. police say a teenage driver fell asleep at the wheel. this happened on on warburton avenue and calabazas boulevard. the driver was able to get out of the car without any injuries. nobody was home at the time of the accident. ( james ) the family of a retired v-t-a employee who was killed by a bus is filing a lawsuit against the transit company. 60-year-old benny cheung died last month. he was hit and killed after getting off a bus at north first street and hawthorne way in san jose. the lawsuit says none of the

( mark ) the wife of orlando night-club shooter omar mateen has pleaded not guilty in court. today...noor salman appeared in a courthouse in orlando. she faces charges relating to helping her husband carry out the shooting. prosecutors say salman knew about the nightclub attack that killed 49 people. she was arrested in january here in the bay area..but was transferred last week to florida. a trial date has been set for next month. ( mark ) breaking overnight. a san jose police officer is recovering this morning after he crashed his car into a big rig in livermore. it happened just after midnight on highway 84 near ruby hill drive. (mark) police have arrested a man who they say exposes himself to women in mountain view. now...they are asking for more victims to come forward. 18-year-old thomas serna was arrested on suspicion of indecent exposure. a woman reported to police a man exposed himself to her in the parking lot of grant park plaza. she described the car and police found the car...but it got away from them. they traced the car to a home in mountain view that was registered to serna. he was arrested near the home and

booked into the santa clara county jail. ( mark ) firefighters are trying to figure out what caused a building to go up in flames in the middle of san francisco's financial district. the blaze started just before 9:00 last night on clay street. the area has reopened this morning after firefighters checked for hotspots inside the 3 story building. the building has a massage parlor, other commercial businesses and a residential hotel that were all affected. there were no injuries in the fire. ( mark ) the family of a retired v-t-a employee who was killed by a bus is filing a lawsuit against the transit company. 60-year-old benny cheung died last month. he was hit and killed after getting off a bus at north first street and hawthorne way in san jose. the lawsuit says none of the surveillance cameras on the bus were working that day and it should have not been in service. the san jose police department says they are still investigating how the accident happened. benny had just retired from the v-t-a in february after 37-years of service as a light rail dispatcher. new details about the officer involved shooting that happened over the weekend in fremont. police say the suspect - 24-year-old roger perez of orinda - died after shooting himself in the head. it happened sunday night around 11:30... when an east bay regional park district officer stopped a car near the 7-eleven store on fremont boulevard. police say perez ran from the car with a gun - and went into an alley. police say he fired the gun at police - and that's when they returned fire. the alameda county coroner has ruled his death a suicide. ( mark ) many people across california saw their p-g-and-e bill go up dramatically this past winter. now...state senator jerry hill has proposed a bill to help bring some relief. hill is asking the state legislature to have p-g-and-e slightly change its power consumption tiers. the proposal also asks p-g-&-e to give customers a prediction of what next month's bill will look like. this is all so people are not caught off guard the next time they get their bill. hill introduced the proposal last week. pg and e says it is now reviewing the proposal. ( mark ) new details about the child killed in a shooting at a southern california elementary school. the 8-year-old boy was shot along with his teacher at a san bernardino school. we now know he was born with a

genetic condition and had survived heart surgery. jonathan martinez had williams syndrome. it's a rare disorder characterized by learning delays and heart problems. his teachers said jonathan was a happy child. the boy died at a hospital after being shot monday by the estranged husband of his teacher, karen smith, who was also killed. officials said a 9-year-old classmate who was also shot is in stable condition and expected to recover. according to friends the shooter had threatened his estranged wife after she moved out. officers say cedric anderson had accused karen smith of infidelity in a letter found inside his home. smith's family told investigators that she had voiced concernes about her husband's odd behavior. the couple married in january and separated in the middle of march. smith moved out of their home and had been staying with family. ( mark ) a man pulls off a robbery in the east bay and he is still on the loose this morning. antioch police released these surveillance pictures of the thief. you can clearly see him riding a bike in the first picture in a

parking lot. police say this man robbed the antioch community federal credit union, on friday afternoon. there is no clear description of the man this morning. they are hoping somebody will recognize the person in the pictures. ( mark ) even after all the rain this winter one bay area county is considering raising water rates. the marin municipal water district serves most of marin county. and it is considering hiking rates this july - and again in 2018. the average increase would be 35 dollars this year and then about 50 dollars next year. the district says it needs the money to pay for millions of dollars in infrastructure upgrades. ( mark ) the c-h-p arrests a taxi driver accused of sexually assaulting a passenger while taking her home from graton casino. police posted this photo of the suspect - 42-year-old mehari tekle - being taken into custody yesterday morning in santa rosa. investigators say the passenger was drunk at the time of the assault - which happened back in december. they used video evidence as well as d-n-a to build their case against the driver. east bay area dealing with repeated robberies at a victoria's secret store... and this morning we are learning that this is not a new trend. the crimes are happening at the new park mall in newark. they were robbed four times just last weekend. police say the robbers stole 46-hundred dollars worth of stuff. they say there are several police reports from six other robberies at the same store dating back to october. ( mark ) each time hundreds or thousands of dollars worth of merchandise was stolen. police say it appears to be different robbers each time the store has been hit.
