(herm)if you've been outside today.. you've seen how forceful the wind is. and so what we are told is there were a couple of chain link fences with plywood attached to them set up here. they came down on top of the victims leaving one with life-threatening injuries. it was a dangerously windy afternoon in san francsico.. where two pedestrians are being treated at a local hospital after a ghust caused this fencing to come flying down.the woman complained of lower back pain.. while the elderly man suffered trauma to the head denise lew/witnessi saw a man and a woman i

(j.r.) for the second time this month 49ers linebacker reuben foster has been arrested in los gatos. this time on domestic violence charges, possessing an assault weapon, and making threats. the 2017 first round draft pick was being held on a 75-thousand dollar bail this afternoon. that money appears to have been posted tonight as well. the circumstances here are unclear but this is certainly not foster's first run in with the law. he was arrested on january 13th on marijuana charges in alabama. he also had a past run in with a hotel worker in indianapolis during an nfl draft evaluation. the 49ers released a statement sunday saying."the san francisco 49ers organization is aware of the

(justine) police arrested a san jose man out on a felony warrant, for stealing a car. friday afternoon... police patrolling the union landing shopping center in union city... spotted a u-haul van... parked diagonally across a handicapped spot...with no handicap

when the plane crashed southeast of moscow today. that's according to russian state news agency tass. those on board included 65 passengers and six crew members. the antonov-148 aircraft disappeared from the radar shortly after takeoff from a moscow airport and crashed soon afterward, tass reported. (justine) four people were killed in a small plane crash in los angeles county this morning. the los angeles county fire department said the plane crashed in a remote area. it's unclear what caused the plane to crash. the victims' identities have not yet been released. the f-a-a and n-t-s-b will investigate. (jrstone) an unoccupied classic car caught fire after it was hit by a train in atherton.the crash happened just after 8 o'clock last night ... at the railroad crossing at fairoaks lane. firefighters rushed to put out the fire. one that was burning a 1950's austin healey. investigators say the car

(jr stone) some people in vallejo dealt with brown water coming out of their faucets.(justine) the city discovered the problem this morning and sent crews to address it right away. as kron 4's ali reid found out, there was a mishap in the city's reservoir system. about a thousand families in south vallejo have been dealing with brown water coming out their toilets and faucets ... which have caused quite a stir. yea, we're not gonna drink it ... until we know for sure what's happening there was a hiccup at the swanzy reservoir, which caused sediment to get into the water lines and pushed into a part of the system. although discolored with a little

debris floating around, the city urged residents that it was safe to drink. although it is advised the limit usage. ahhhh no no no. it's not okthe reservoir's sensor gave a false read, sucking sediment from the bottom and into the system. crews worked on it for the better part of sunday. and although the water started looking a bit clearer, neighbors within this border along lemon street to highway 780, to laurel, pueblo way, and porter street ... are still skeptical.i'm gonna be cautious. i'm gonna wait about 6-7 hours at least, and make sure we have an all clear sign or signal hahahahaas a precaution they still won't drink it..we drink bottle water the reservoir is one of the oldest in the city dating back to the early 1900's. for those still seeing discolored water, the city suggests turning on the faucet for 5-10 minutes until it clears up. reporting from the glen cove neighborhood in south vallejo ... ali reid .... kron 4 news. infrastructure plan. trump laid out his one-point-five trillion dollar proposal at his first state of the union address earlier this month. white house aides say 200- billion dollars of that money will come from federal spending. the rest is supposed to come from state and local governments. president trump said he wants to get the infrastructure permit and approval process down to "no more than two years." house democrats have also announced their own proposal... calling for five times the amount of federal funding to be made available. (jrstone) a man who may have been under the influence of narcotics caused a temporary runway shutdown at lax on saturday night. police say a man who was shirtless apparently scaled a fence and ran up to a southwest plane. the pilot spotted the man and immediately alerted police the suspect is expected to face charges, including trespassing. passengers of

the southwest plane were taken off and put on a new flight as a precaution. (justine) the department of transportation is reporting record lows for airline "bumping." "bumping" is when passengers with tickets for an overbooked flight are denied seats. in 2017, airlines reported an average of point-thirty-four passengers out of every 10- thousand were bumped. the d-o-t said that's the lowest rate since 1995 despite a high- profile incident in april 2017 when a united airlines passenger was forcibly removed from a flight. spirit airlines had the highest rate of denied boarding in 2017. delta had the lowest reported rate. tonight.. kron 4's philippe djegal goes in-depth to learn more about what affordable housing means in the bay area. nats- the dulcet sounds of a classically trained pianist...nats- from the comfort of her own home... nats- in her bedroom...nats- which these days is in an r-v parked in a southbay parking lot.khristina miller- "this has been our home since december 3rd of last year." khristina miller and her boyfriend paul have fallen on hard times... struggling to feed their three-year-old daughter... and put a steady roof under the heads of their unborn twins.... working low paying jobs to make ends meet. before khristina was diagnosed with a

mental illness... she spent six years studying music at cal-berkeley .khristina miller- "i was diagnosed with schizophrenia -- paranoid schizophrenia." the couple is desperately searching for affordable housing... but it's been next to impossible to do in the bay area. khristina miller- "there's like a waitlist that's like either two to three years." paul miller- "we've considered leaving the state -- we've considered every option. i've been on craigslist looking at homes in stockton, in merced -- it's rough. there is no housing in america." khristina gets about one- thousand dollars a month from social security... and, paul typically gets paid cash as a handyman... making it challenging to meet the requirements to get approved for affordable housing. a steady income and the ability to consisently pay the rent. leslye corsiglia/casa- "in sillicon valley, where we're located, affordable housing is actually an oxymoron." leslye corsignlia (core-seal-ee-yuh) is the executive director of sillicon-valley-at-home... a non-rpofit organization working on solutions to the bay area housing crisis. she's also co-chair of casa -- the committee to house the bay area... tasked with finding ways to implement "plan bay area." a regional blueprint for building more housing near transportation. so, what is affordable housing? government-subsidized income- restricted housing based on the number of people living in a unit. income-eligibility is determined by each county's average median income... a standard set by the u-s department of housing and urban development.

people who earn zero to 120-percent of an area's average median income could be eligible for affordable housing. affordable means housing that requires tenants pay no more than 30-percent of their annual income on rent. leslye corsiglia/casa- "in santa clara county our median incomes more than 107-thousand dollars for a family of four." that means for that family 2,675-dollars would be considered an affordable monthly rent.leslye corsiglia/casa- "i have friends who are in their fifties who are living with roommates, and i'm sure that that's not where they would be." but at least her friends have homes... unlike khristina and paul - who were both born and raised in the bay area... and want to stay.khristina miller- "and, so this is where we are at this point."nats- talented, and determined to provide for her family. now, all the miller's need is a roof. and, a home that doesn't move.nats- philippe djegal, kron four news.

( jr ) in the east bay... police are investigating a possible murder suicide. gunshots were heard this morning just after 10 a-m on keith avenue in oakland. officers responded to the scene and heard more gunshots when they got there. a man in his 60's and a woman in her 70's suffered gunshot wounds and eventually died on the scene. the incident is still being investigated. meanwhile... a car crash in vallejo ... has turned into a murder investigation. last night police responded to the crash near tuolumme street and hospital drive. police found the body of a man in the drivers seat, and after looking over his injuries, they are investigating the case as a murder. the identity of the victim has not been released. (justine) new york state is suing disgraced hollywood executive harvey weinstein and

the weinstein company. today --- the new york attorney general said that a sexual harassment investigation found company employees were mistreated and exploited. the suit claims the misconduct began in 2005 up until about october 2017. weinstein was dropped from the company last year after several reports of sexual misconduct surfaced. more than 60 women have accused him of sexual harassment. his lawyer says that while weinstein, was not without fault, there was no crime. and the allegations are without merit. (justine) starting tomorrow, the company that makes oxy-contin will stop promoting it to physicians. purdue pharma also announced this weekend that it is cutting its sales force in half. the move came after purdue and other drugmakers faced a string of lawsuits from state and local governments. oxycontin is a highly addictive opioid. and some lawsuits accused purdue of downplaying its risks, while overstating its benefits as a painkiller. the c-d-c says that opioids

vintage furniture, and everything inbetween can be recycled and repurposed into works of art. it's calld upcycling -- and at the "up cycle pop" event in sacramento -- local artists got the chase to showcase some of their talents this weekend. the sutainable valentine's day popup is being called the first upcycle market in the country. among of the more interesting pieces that have been featured at the pop up event are vintage televisions from the 50s and 60s that the artist says he found on the side of the road. and it's all for a greater purpose. -- or should i say -- re purpose. fire fighting is a very dangerous profession.
