the hillside market to mourn over the unexpected loss.the police chief tells me this is their first homicide in more than 20 years. several shots were fired outside the hillside market in broadmoor near daly city around 9 sunday night.one stray bullet struck an apartment window narrowly missing a family inside.sot: victor emmanuel, heard gunshots// "right when we looked out we just heard screaming and then the police came."when police arrived they found 21-year-old vanessa guillory and 22-year-old michael garcia-salem gunned down. both didn't make it. a third man with them is expected to survive.a vigil was held by loved ones the next day to honor them.sot: justin quirat, mikey's friend// "i just don't wish anyone to feel like this, because it's a loved one honestly. it's a loved one."' police say the deadly shooting happened after a fight between the victims and a group they may have known.there were witnesses and the market captured video now in police custody.

nice storm brought steady rain to the bay area this morning with some places receiving over an inch of rain on the mountains. rain turned to showers with isolated showers and thunderstorms in the afternoon. you can see the storms on doppler. the heavy downpours will diminish through the night. on the satellite you can see the core of the low pressure center passing over the bay area and sparking the thunderstorms. we've also had reports of snow on bay area mountains and we could see a little more tonight down to 2,000 feet. winds will be blowing as the low moves out tonight. a wind advisory has been posted for the norht bay mountains with some gusts expected as high as 50 mph. tomorrow will be very different with sunshine and highs will be in the 50s and low 60s. clouds will increase on wednesday with a chance of showers developing in the norht bay and spreading to the south late in the day. rain will be heavy at times on thursday with gusty winds. showers with the possibility of isolated thunderstorms will continue on friday. showers could linger into saturday morning before drying out. san jose. thousands were forced out of their homes and there was more than 100 million dollars worth in damage. kron 4's j.r. stone was at a meeting tonight geared towards helping residents prepare in the case of another emergency. (j.r.) tonight about a hundred people showed up at this elementary school in san jose. this is in the area where the coyote creek flooded. i talked with a number of victims who are still fearful of another flood. this is what the flooding looked like last year when the coyote creek flooded. thousands of people were forced out of their homes. those from the water district say changes have been made. they have placed markers in the creek so they can instantly see how high the water levels are. they have put in new barriers to the creek and taken debree out. all of this enables them to have a better idea of where the creek levels are. those with the city say they have also improved the notification system. we've worked on significant projects...better decisions sooner than we did

hearing the word limbo, but that's what it is."that's 91-year-old john triglia (trill-ee-uh) is talking about the fact that his mobile home is one of 44 that's still standing after the wildfires...yet he can't go back to it.by order of the state, these surviving homes have been red-tagged, because there are no utilities here. "nobody's really telling us anything. that's whey we're out here picketing - which we shouldn't have to do at our age - but we're fighting for our homes!"but one thing they have been told...has come from burbank housing, the nonprofit developer of affordable housing that's working with the park's owner.burbank's c-e-o is larry florin."these folks should be entitled to assistance, as any other homeowner who cannot occupy their home, from fema or from their insurance companies for that matter."but that long- term assistance - up to 18 months -- has been denied, in most cases...because the homes are still standing.moving the homes is cost-prohibitive, and other mobile home lots are hard to come by in santa rosa. in order to get these folks back in their homes at journey's end, the entire infrastructure of the park would have to be rebuilt."no one yet knows whether that can be done, how much it would

(vicki) crazy video tonight showing the moment an engine catches fire during a southwest airlines flight. you can see the plane in the air... and bright flashes showing the plan on fire. it happened on the flight from salt lake city to los angeles earlier today. a woman was walking to work when she noticed the flames shooting out of the airplane overhead. some people describe hearing explosions. one mother was on her way to disneyland with her family when the plane made the emergency landing. (vicki) the fire was out by the time the plane landed back at the salt lake city airport. there were 110 passengers on board... and they were able to get on another flight to l-a-x. southwest released

a statement apologizing to customers for the inconvenience... saying maintaining safety is their top priority. it's not clear what caused the engine to catch fire. (vicki) and you might remember these unsettling pictures from a united airlines flight from earlier this month... the engine cover came off during a flight from s-f-o to honolulu on february 13th. the cover came off while the plane was over the pacific ocean -- that caused the engine to vibrate. the flight was able to make it to hawaii -- with aircraft rescue and firefighters standing by as a precaution. during the flight... passengers were told to brace for impact. the boeing triple seven the boeing triple seven has two engines and can fly with only one for several hours. the f-a-a is still looking into what went wrong. clifford is live for us tonight in santa clara county yes i did but right now i'm sending along state route 130 here in the olive rock neighborhood of san jose it's been a very wet cold day here in the south bay up on mount hamilton about 3 inches of snow fell this morning i want to show you some video from this afternoon now this is a look from along state route 130 a few miles from mt hamilton. you can kind of see how in the lower elevations everything was green but if we zoom to the top of mount hamilton, you can see the dome of the lick observatory covered in . now, caltrans closed state route 130 for most of the day today because the roads were just too slick at higher elevations. a lot of people may have wanted to go up there to see the now or play in it but they could not. at the top of the mountain there was still snow on the ground. usually if there's snow here it doesn't last long, but as night fell quite a bit of snow was still on the ground. because the road was closed, there weren't that many people on top of the mountain. a few people live there and work at the observatory but it was pretty much a ghost town this

(grant) the first transgender recruit has signed up to join the u-s military. the individual signed a contract but has not yet started basic training. the enrollment was made possible after a federal judge ruled the military must accept transgender recruits. that ruling followed president trump's twitter announcement in july that he wanted to prevent transgender people from serving... citing

what he called tremendous medical costs and a disruption to the military. however, some people note -- transgender people had already serving openly in the military. (grant) today... the supreme court also heard arguments in a case that could impact millions of workers across the country. (vicki) the question is: should states be allowed to force government employees to pay union dues, even if they don't belong to a union? our washington correspondent jessica smith has the details. nats mark janus: give us our first amendment rights.mark janus is not a union member, but as a state employee - illinois law requires him to pay a fee to the government union, afscme. janus argues that forces him to have a political affiliation. mark janus: let the individual worker choose what they'd like to do. but afscme says janus benefits from the union's bargaining - even if he's not a memberand unions are already prohibited from using non-member money for political reasons.the union attorney says this case is really about taking money from unions. david frederick (afsmce attorney): to give government free reign to act in an authoritarian way in respect to the workplace. to set wages, terms and conditions without input from workers. the union says if workers

massacre, spoke at a news conference at broward health north medical center earlier today. the 17-year old says she was encouraged by the positive messages being sent to her through social media. "i'd just like to say that i'm so grateful to be here, and it wouldn't be possible without those officers and first responders and these amazing doctors, especially all of the love that everyone has sent." storms on doppler. the heavy downpours will diminish through the night. on the satellite you can see the core of the low pressure center passing over the bay area and sparking the thunderstorms. we've also had reports of snow on bay area mountains and we could see a little more tonight down to 2,000 feet. winds will be blowing as the low moves out tonight. a wind advisory has been posted for the norht bay mountains with some gusts expected as high as 50 mph. tomorrow will be very different with sunshine and nice weather. highs will be in the 50s and low 60s. clouds will increase on wednesday with a chance of showers developing in the norht bay and spreading to the south late in the day. rain will be heavy at times on thursday with gusty winds. showers with the possibility of isolated thunderstorms will continue on friday. showers could linger into saturday morning before drying out.

the weather weather in san jose has been all over the place. ...from lots of sun to lots of rain .... we even had some hail.we definitely need the rain. i'm glad we had some come down todaywe need it. we need the rain so it's ok. it's winter, it's supposed to be chilly and wet so i'm ok with itthere were a lot of folks running around without a raincoat. some had their umbrellas handy and ready for it.while talking to people in the downtown area, i realized many welcome the rain ...but there were definitely a few different views on whether this is considered cold or not....i'm visiting from the central valley so i'm gonna go home tomorrow. hahahaha. (happy to go home?) yes!not so cold. i was skiing yesterday at 12k feet and that was cold. it was like, 10. so this is not cold.
