( james ) two men pleaded guilty in court wednesday to human trafficking and kidnapping charges. back in 20-16... earl prince and

anthony taylor forced a woman inside the trunk of their car... as she was leaving beauty bar on mission street. one of the men told the her if she wanted to be let go... she either had to pay 15-hundred dollars... or become a prostitue. both suspects and the victim later arrived at a motel 6 in oakland... where she was given money to go inside and book a room under her name. she went in... and told the front desk agent to call the police once she was inside. police came and arrested both men. coverage of the deadly camp fire burning in butte county. the death toll has risen this morning to 56 people. there are still 130 people missing. we have new numbers this morning ... the camp fire grew 2-thousand acres overnight to 140-thousand acres. it also jumped to 40 percent containment. more than 10-thousand structures have been destroyed with over 8- thousand of those being homes. there are more then 56- hundred firefighters fighting the fire. ( james ) while people are going to the evacuation centers that have opened up.. others are choosing to stay in their cars and in tents. jessamy cartwright is living out of her car after her home burned down. she says her boyfriend is in the hospital for an injury... and being by herself is hard and shes confused about what will happen. but she says she doesn't want to go to an evacuation center.

( james ) in southern california firefighters are continuing to battle the woolsey fire. officials say a third body was found at a burned home in agoura hills.. but they have not said whether the death was connected to the fire. the woolsey fire has burned more than 98-thousand acres but containment has grown to 57-percent. the fire has destoryed an estimated 504 structures. yesterday officials lifted parts of the evacuation orders for residents in malibu and cabasas. ( james ) the bay area toll autority oversight committee is has conducted a study to see if going cash free at the toll plazas would be benefical for the bay area. the metropolitan transportation commission asked an engineering group to study the costs and challenges associated with cash free... similar to what the golden gate bridge did in 20-13. officials say some of the benefits of going for open tolls would be to improve traffic flow at the plazas... reduce emissions... and protect toll workers. as for the bay bridge... that would be the last of the 7 bridges to have it's toll plaza come down, because of the volume of traffic ( darya ) coming up on the kron 4 morning buzz...will k-d

evacuated from there homes because of the camp fire... and now we are learning that there is a norovirus outbreak at one of the evacuation centers. health officials confirm that the oubreak happened at the neighborhood church in chico. they say norovirus is highly contagious and it spreads quickly when people are in close quarters. ( darya ) six people have been arrested on suspicion of looting homes that people evacuated in butte county. the sheriff's office says deputies found two men hiding inside home in the town of paradise with a handgun and drugs monday. deputies also found an atv, an ar-15 rifle and tools the men are suspected of stealing. two

other men were arrested tuesday with a laptop computer that allegedly didn't belong to them. a few hours later, two more people were arrested after they were spotted in a motorhome reported stolen in the neighboring town of magalia. ( james )the death toll in butte county has risen to 56. now we are learning more about the heroism of first responders who moved quickly.. to save lives in the early hours of the fire.( darya ) kron 4's charles clifford has fire dispatch audio .... from the first day of the fire. ( james ) a retired fire captain thought his days of firefighting were behind him.. but as flames from the camp fire quickly approached his paradise home...he jumped right back into action. after 30-years as a fire captain in contra costa county.. john foster and his wife moved to paradise in july. foster said as the wall of smoke moved closer to his home... he knew his home would be a total loss. foster says as he was leaving he saw his neighbor standing outside,,, looking at her home.. so he grabbed her, and put her in his car. ( james ) foster said he lost his most prized

possession in the fire.. a fire hatchet that belonged to his late father who was also a firefighter. ( darya ) california governor jerry brown has signed executive order to cut red tape and streamline recovery efforts in butte county. u-s interior secretary ryan zinke joined governor brown in sending a joint message that now is not the time to point fingers at who is responsible for the camp-fire... refusing to comment on p-g&e's potential culpability. instead yesterday was about sending a unified message of support and help... as officials were shocked by the horror of the deadliest and most destructive fire in state history. ( james ) in the south bay... santa clara police are searching for a man who went missing during the 49ers game monday night. 32 year old ian powers has not been seen since he went to the bathroom during the fourth quarter according to his girl friend. santa clara police spent yesterday searching for powers in parking lots... a nearby golf course... waterways and other areas around levi's stadium. cell phone activity suggest powers' last known location was near great america parkway and tasman drive.

officials have released a list of 103 names of those missing. more than 10-thousand structures have been destroyed with over 8-thousand of those being homes. the camp fire has burned more than 140- thousand arces and is 40- percent contained. there are more then 56-hundred firefighters fighting the fire. ( darya )in the south bay... a student was attacked and robbed of cellphone while on campus. it happened tuesday afternoon at de anza community college in cupertino. police say the male student was standing in a parking lot... when two men walked up on him... punched him, and then stole his cellphone. both attackers

were last seen heading towards south stelling road after the assualt. if you have any information on is attack.. or know of the attackers whereabouts... to call police. ( james )police in concord are warning people to stay alert... after a string of purse snatchings... sometimes from people sitting in their cars. police say shopping centers are a particular target of thieves... especially around this time of year. the most recent incident happened tuesday. police say the purse snatchers look for women who are alone... and once they grab the purse they flee into getaway cars which have paper license plates. the incidents also tend to happen between the hours of one and five in the afternoon. ( james ) bart is in the early stages of creating a second transbay tube... but they say it might not be a tube and the planners are calling it a second transbay rail crossing. today at the bart board meeting... directors will discuss what benfits a second tube or rail crossing would bring. autority oversight committee is has conducted a study to see if going cash free at the toll plazas would be benefical for the bay area. the metropolitan transportation commission asked an engineering group to study the costs and challenges associated with cash free... similar to what the golden gate bridge did in 20-13. officials say some of the benefits of going for open tolls would be to improve traffic flow at the plazas... reduce emissions... and protect toll workers. as for the bay bridge... that would be the last of the 7 bridges to have it's toll plaza come down, because of the volume of traffic (2-shot)( darya ) parents today are tracking

their kids screen time more than ever. and now... nannies and day care providers are also being pulled in to the cause. ( james ) kron four's terisa estacio... takes a look at this new trend... and tells us caretakers think all about it. agency: "we are seeing parents request don't allow children to be on screen time while with nanny or babysitter. babysitter: "i have friends who see that clause and questioned it." mom: "when i had a nanny, i wanted the updates." "au pair - i can see both sides." it is the latest trend to hit parenting how much is too much when it comes to kids, computers other electronic screens.. and the controversy it is rolling over

into contracts between parents and their caregivers. lynn perkins, urban sitter. "i think overall, technology has lead to some improvements in society and with kids. but now it seems, there is a growing awareness that too much has negative psychological behavioral impacts with kids and so parents are pulling back on how much screen time kids can have."lynn perkins is with urban sitter, an agency which connects parents with nannies and sitters through their social networks and contacts. perkins tells me she has seen a growing trend where parents are specifically asking their care givers to sign contracts which spell out strict limits covering screen time.perkins. i think they are looking at this as paying a care provider to spend time with their kids and i think bond with the care provider and you can not really do that when you are putting an ipad in front of the child.brittany. when i started in 2011, there was not much guidance, but now parents are asking to monitor social media and to pull back,

especially at night before going to bed. brittany miller works as a care provider for urban sitter. brittany. i have not had that contract, but many of my friends question that, but i think it is good to have those rules out before you start your job. i can see both sides, i can see the value of screen time, some kids love snapchat, and that is a great way to connect and we send the pictures to their parents at work.i just make sure that i am abiding to the parents guidelines, it is their own and their rules.parent. "i think this is more about the relationship you have with your nanny." a mom of two young children, cathleen says she can't imagine not using a screen time to help with kids during the day and thus believes placing a binding contract on nannies cracking down on their ability to use a screen seems like the wrong tactic.cathleen. i want to see those pictures of my kids when i am at work, so i want them to be using the phone. claudia wilson works full-time and has three children under 8. she and her

husband host an au pair to help with caring for their kids while they work. claudia. i think it sets an tone in the home to have a contract that not enforceable and not realistic. in addition to restricting kids screen time, some contracts limit when a care provider can or can not be on their own phone. perkins says she has seen problems arise, but more often from those outside the families circle weigh in. perkins. we hear from other parents that may witness a nanny on the phone at the park, with a critical eye, but it could be taken out of context, a quick text to parents about something important.perkins, urban sitter. i am a big fan of being up front with child care provider, making expectations with an open dialog. trend of nanny contracts covering screen time is or fades is uncertain according to perkins and others, but

school decided last night not to cancel classes like some other universities saying the air quality is definitely not good but not to the level where it calls for cancelling classeshowever they are advising students who donhave respiratory problems to stay at home or try to limit their time outside as much as possiblethey have also told their professors to be aware that some students might be late because of the air quality situation

( darya ) as we've reported 52-thousand people evacuated from there homes because of the camp fire... and now we are learning that there is a norovirus outbreak at one of the evacuation centers. health officials confirm that the oubreak happened at the neighborhood church in chico. they say norovirus is highly contagious and it spreads quickly when people are in close quarters. ( darya ) officials say about a dozen people got sick. they did bleach and clean the

evacuation center and are monitoring all evacees. ( james ) california governor jerry brown has signed executive order to cut red tape and streamline recovery efforts in butte county. u-s interior secretary ryan zinke joined governor brown in sending a joint message that now is not the time to point fingers at who is responsible for the camp-fire... refusing to comment on p-g&e's potential culpability. instead yesterday was about sending a unified message of support and help... as officials were shocked by the horror of the deadliest and most destructive fire in state history. amid 'bewildering' decline for oil as thanksgiving travel approaches . . . gas prices are plunging as the thanksgiving holiday travel period approach. a dramatic drop in oil prices over the last several weeks is fueling the decline. thanksgiving gas prices are getting carved up at a time of year when we're all used to getting the turkey ready. the national average was $2.68 per gallono, down 7 cents from a week earlier and 22 cents from a month earlier, according to aaa. prices are still up 12 cents from a year ago. meanwhile, strong output by u.s. oil producers and other countries has kept supplies humming. production from russia, saudi arabia and the u.s. is at record levels, according to the international energy agency.

( james ) in southern california firefighters are continuing to battle the woolsey fire. officials say a third body was found at a burned home in agoura hills.. but they have not said whether the death was connected to the fire. the woolsey fire has burned more than 98-thousand acres but containment has grown to 57-percent. the fire has destoryed an estimated 504 structures. yesterday officials lifted parts of the evacuation orders for residents in malibu and calabasas. morning... commercial dungeness crab season is now underway. it started this morning in san francisco bay. in years past... high levels of a dangerous toxin have delayed the start of crab fishing season. and even though crab season started on time in san francisco bay... it has been delayed in the area from bodega bay north to the menodcino county line because crabs in that area have tested positive for the same dangerous toxin. ( darya ) a big story this morning ... the bay area toll authority oversight committee is has conducted a study to see if going cash free at the toll plazas would be good for the bay area.( james ) the metropolitan transportation

commission asked an engineering group to study the costs and challenges associated with cash free... similar to what the golden gate bridge did in 20-13. officials say some of the benefits of going for open tolls would be to improve traffic flow at the plazas... reduce emissions... and protect toll workers. as for the bay bridge... that would be the last of the 7 bridges to have it's toll plaza come down, because of the volume of traffic ( james ) bart is in the early stages of creating a second transbay tube... but they say it might not be a tube and the planners are calling it a second transbay rail crossing. today at the bart board meeting... directors will discuss what benfits a second tube or rail crossing would bring.
