5:02 pm
scott wiener tweeting this in response to ginsburg's passing rbg for ever don't despair fight then governor newson sharing condolences, writing. >>we have lost a giant among us trailblazer and the champion of equality and justice our tonight, let us honor her memory by preserving the very ideals she fought so tirelessly for rest in power >>i'm super excited that we were able to announce this this so i think this is definitely a move in the right direction. >>i will continue to follow the breaking news with justice ruth bader ginsburg in the meantime though we move on to other news now and people will soon be able to eat inside san francisco restaurants, the big news comes as mayor london breed's office rolls out a new time that would allow restaurants to open indoor dining at 25% capacity. so with that news we continue on
5:03 pm
here now and talk about how important this is for not only san francisco residents but so many people who work in the city you there. this is big yeah, no kidding our kron four's dan kerman live for us in san francisco has details. >>on the plan to bring back indoor dining again. dan. >>that's right you know mostly we've been eating outdoors if at all otherwise takeout and delivery and many of these restaurants are barely making it to at all some of closed already some are barely breaking even of losing money now this might just be the what they need even though it might not be enough for some it will get them a little bit closer to where they were. since march tables inside san francisco restaurants have remained empty, this indoor dining remains off limits due to covid-19 those that could offer takeout and delivery and eventually some expanded to outdoor dining in june. but
5:04 pm
soon some of those indoor tables may be available for diners. >>i want to keep these businesses open. i want to make sure we don't lose the fabric of san francisco and what makes san francisco so great and so special. >>a news conference friday, san francisco mayor london breed announced his key health indicators remain steady and san francisco moves from the state's red tier to the orange here at the end of the month. the city will allow restaurants to reopen indoors at 25% capacity. >>i think this is definitely a move in the right direction. restaurant owner in golden gate restaurant association executive director laurie thomas says. >>well it may not be enough for everybody it's a good start. >>for those of us who are already takeout and delivery and outdoor dining being able to add this will help. >>even with takeout delivery and patio dining many restaurants are still losing money or barely breaking even ultimately the goal is for san francisco's covid-19 health
5:05 pm
indicators to continue to go down eventually allowing indoor dining at 50% capacity. but the mayor says that only happens if mask wearing and social distancing continue. we can't let up. >>we can't see another surge we can't go backwards we've come too far. >>again this 25% capacity dining up 200 people this only happens if san francisco's health numbers, stay steady. we'll have to see the earliest san francisco could move to the orange is september 29th, live in san francisco. dan kerman kron 4 news. >>thank you dan now to a developing story we're following a tense situation for by riders today when a man was stabbed on a train in the east bay. >>it happened at the warm springs station in fremont the station was shut down while police investigated but trains are now running again we heard from a witness who tried to help the victim.
5:06 pm
>>train tree just to get some air because i didn't lose the way i see blood. it was a lot of blood coming out of these there saw somebody laying on the rocks. >>the victim was taken to the hospital and is expected to be okay the suspect has been arrested is not clear what led up to that stabbing and now to a story we've been talking about all week long the bay area air quality and while the past 2 days have pin amazing right blue skies. clean air that is expected to change at least a bit this weekend, here's. >>a look at where we stand right now these maps of become part of our culture so many. green still, but you see the infiltration of some of those yellows even some redstone like that the further east you go and the further north and south a few go outside the city it looks like the air deteriorates the further you
5:07 pm
go, yeah but no purple dots at it seems in the bay >>today was the first day in several weeks of area was not under a spare the air alert. but tonight we know that another alert has been issued for tomorrow. bay area air quality management district forecasting some smoke from those fires on the north part of the state to make their way down into the north bay and the east bay, the spare the air alert means that it's illegal for bay area residents and businesses to use their fireplaces outdoor fire pits or or any other wood burning devices where the mercy when kron 4 chief meteorologist lawrence karnow joins us now. yeah, way blows either way or another we're getting clean air off the ocean all of a sudden this which direction we start to talk some of the smoke. >>coming down from the fires in far northern california still nice uh day out there right now but things are going to start shift gears. we have that nice fresh here the last couple days just looking spectacular lots of green around the bay area just the way we like it even pushing in the parts of the valleys too so that's looking at some
5:08 pm
greater quality right now, but things are about to change a bit we're seeing those fires in northern california. we watch high pressure building in behind the low that's moving through right now and all of a sudden that ridge builds and you start to get more of a northerly component the winds and all the smoke that generated those fire starts to work its way back in the bay area now this does not look like an event like we've just had where we had that really poor air quality all the way to the coastline, this looks like we'll see month parts of the east bay get a little hazy parts also the north as well. not seeing that purple on the maps in the forecast in other words, not a very unhealthy air. but certainly there will be times when you may see some poor air quality in the north bay for tomorrow, i think along the coastline are still looking good enough of the sea breeze there to keep it nice and clean east bay could see some of hazy skies as well and moderate amounts of bulletins in the south bay. thank you lawrence and as the wildfires burned the state all that smoke is becoming really the bigger problem. yeah, specially when you talk big picture across the state that
5:09 pm
smoke comes with. >>serious health consequences kron 4 sanaz tahernia takes a look at the dangers of exposure and who is most at risk. >>wildfire smoke is a growing component of air pollution and as we've seen over the last month it's become a major component in the air quality here in the western united states 10 to 20 years ago about 5 to 10% of the particulate matter in the air nationwide was from wildfire smoke. in recent years the numbers increased to 25%. and when you look at the western part of the united states it can be 50% or more so question many of us are asking is how much should we be worrying about the short and long-term effects of the wildfire smoke that we've been seen. experts say that while any amount of wildfire smoke inhalation is unhealthy for all age groups is particularly dangerous for pregnant women infants and children. you see weaker immune systems and higher rates of asthma in infants that are exposed to wildfire smoke studies show that even 5 days of wildfire exposure for
5:10 pm
an infant increases the rate of asthma by about 2 fold. you can even impact a baby's health in the their high rates of prematurity and a decreased for 3. even after just a week of wildfire exposure. there are certain 10th of the population and we don't know. >>to that degree by which they're more sensitive than others but i would definitely say pregnant mom please be super careful. >>we don't know all the data but we do know that it's dangerous to be outside please wear a mask when you're outside we really need to understand more about what's happening to pregnant moms to 12 inches in all ages, but i would say to be super careful around those population studies are still being done at stanford university to fully determine the health impacts of smoke exposure. >>especially with regard to chronic versus acute exposure to pollution. doctor nadeau says that the same changes in the immune systems of people chronically exposed to a low
5:11 pm
level pollution. we're very similar to those acutely exposed. she went on to say that the acute exposure could include irreversible effects. so you can't assume that you won't suffer serious consequences simply because air pollution may be bad for a few days here or there. sue moss turn your reporting kron 4 news. >>in the north where a woman was hurt after a coyote bit her leg on a marine county beach tennessee beach. it's part of the golden gate national recreation area. the area has since seen a rise in interactions between people and wildlife. the woman told park rangers that the coyote was acting aggressively as it approached her tuesday on a remote beach up the bite she walked nearly 2 miles back to her car and then to the hospital. >>stay with online learning beyond this fall semester. >>yeah, the doctor who heads u c health says the pandemic will likely disrupt campus operations for the foreseeable future. so far you see
5:12 pm
campuses have not announced plans for winter in spring, but this month, the cal state university system revealed classes will stay primarily online for the rest of the academic year. struggling mom and pop businesses in antioch are catching much needed of a city has created a covid-19 small business grant program kron four's flee to call says business owners can soon apply for a of of ward in funds that they will not have to pay back these days, it's easy to socially distance yourself in downtown, antioch. >>but traffic is scares because of the covid-19 impact, the small businesses people don't walk around like they use it and if you do choose to take a stroll through town. they noticed fewer shops are open. some have closed down temporarily during the pandemic some will never open again. brandon woods cones g street mercantile. >>he says he's been able to
5:13 pm
keep his doors open and avoid layoffs, but the structure of his operation has changed right now we're doing pretty good. >>we were able to shift modify or the doors open and keep people coming into self going. but our you know. >>they need help and that's where the city is stepping in it has created a covid-19 relief for small businesses with money it received from the cares act up to 60 businesses can apply for a $5,000 grant if they meet the qualifications and the ox economic development director kwamae reid says retail restaurant and personal services establishments will be prioritized when you have to be in within the city limits that's that that's critical. >>but we're also looking to businesses that have no more than 25 employees. can can illustrate that had a an adverse effect due to during this pandemic more specifically proved that the business was unable to operate
5:14 pm
during the shelter-in-place orders or sales were down more than 25% from the previous quarter. >>compared to the same time last year it would have to be linked this river town treasure chest just reduced or hours because business is she says $5,000 would go a long way every cent dollars up at locations will be excepted between september 28 through october 9th. in antioch phillipe djegal all kron than is. >>still to come big news for tik tok users when you will no longer be able to download the app in the u.s.. plus fall right around the corner, which means flu season is too but why some experts think we may actually have a milder year for the virus than previously predicted. >>and we continue to follow breaking news tonight. as supreme court justice ruth bader ginsburg has died. >>responses and condolences have been pouring in this afternoon on twitter representative jackie spear writing this. we have lost an

towering women's rights champion. and she spent her final years on the bench as the unquestioned leader of the court's liberal wing even becoming something of a rock star to her supporters who affectionately called her the notorious rbg ginsburg resisted calls to retire during president obama's. >>presidency, so the democrats would be able to appoint the next justice democrats controlled the senate. back then now president trump will almost certainly try to push a successor through the gop controlled senate and move the conservative court even more to the right within the past few weeks president trump released a a new list of potential candidates for a supreme court appointment should he need to do so in this term or next mayor london breed san francisco's mayor writing about rbg is passing on twitter she says ruth bader ginsburg lived an incredible life breaking barriers and delivering justice her passing
5:20 pm
is a devastating loss for our country we can honor her life by continuing to fight for a more just society we'll continue to follow this breaking news all night long. >>other stories now there are worries that the upcoming flu season may overwhelm our hospitals as it overlaps with the coronavirus pandemic at the same time there are some early indications, we may be in for a more mild flu season this time around kron four's rob fladeboe is live to help us sort this out rob, i guess it makes sense. >>well sure does grant you know there is some evidence of course that they're wearing masks and using hand sanitizer and the other protections were taking out with the pandemic could help you could could help you avoid coming into contact with the flu. but does that mean that it's going to be less severe flu season right now all the jury's still out on that about all health officials in santa clara county will concede on this is the only thing predictable about the flu is that it's unpredictable here's more.
5:21 pm
>>well flu season is fast approaching we still don't know exactly which strains of flu virus might be coming. there is some evidence that in the southern hemisphere where flu season has been underway for some time. there are reports of a milder season. so far that has led to predictions of a less severe flu season elsewhere. logic suggests face coverings hand sanitizer and other precautions being taken against the coronavirus we'll also guard against the flu which is similarly transmissible keep wearing the mask but get a flu shot says santa clara county health departments doctor george the include the 19 hour to says. >>but they give you the same symptoms right and so you can have fever cough, sore shortness of breath, muscle aches by and you will know that you have the flu you have covid-19 in actually got tested. and so if you get the
5:22 pm
flu shot. there's less of a chance that you have the flu and so that ways helps decrease the chances, we'll get one of those 2 diseases. >>doctor hahn says it's just too soon to say which flu viruses will be circulating and how infectious they will be and how much might cause another reason to get that flu shot is to stay out of the hospital at a time when those hospital beds may be needed for people who are even more sick with covid-19 in even in a normal year. we can't predict how bad this flu season is and this is certainly not know what you're. >>what i will say is it's better to be 4 severe flu season, even if it ever appear israel. >>i'm told that by mid december we should have a better idea of exactly which strains of flu have arrived here in california and how contagious they might be until by then is hope that most
5:23 pm
people will have gotten a flu shot live in san jose rob fladeboe kron 4 news. >>thank you rob taking a live look outside now as we get a check on the 4 zone forecast, this is a shot that usually shows us downtown san francisco and i guess that's the sales force tower may be peaking out above the fog but most everything else is covered by at least we can say that it's it's fog this time right lawrence, not yeah fresh smoke that has been sitting around the bay area again today another nice day out there, some blue skies that fog moving in again, we love death that fog helps to clean up the air as well. >>and the sea breeze picking up but as we look toward the coast. yeah, it is getting pretty thick out toward the golden gate bridge that fog already making its way on shore as a cold front kind of working its way through the state kick up the winds again today and that's up to freshen up the air the winds now over 20 miles an hour at sfo 20 in oakland and 21 into fairfield so you got the win there you've got a cold front coming through bring some rain actually far northern california look at the showers
5:24 pm
begin to pop up here nothing reported in the bay area just not enough energy to get here and up in the pacific northwest, how about that again some rain up in portland also up in a seattle as well. but we're expecting the to continue up that way for us we've got the winds those westerly winds we love to have that now overnight tonight things are going to start to switch a little more normally you'll see that but by the afternoon that westerly wind begins to pick up again, but i think as we get in toward the latter part of the weekend. we've got that offshore wind developing that will bring some more hazy conditions little more smoke and or skies temperatures tomorrow going pleasantville you've these around much of the bay area at least inland 70's inside the bay and 16 along the coastline next few days getting a little toasty those offshore winds, hazy skies, especially on sunday. >>and your weekend plans just might include watching a movie inside an actual movie theater believe it or not which cinemas are opening their doors to the public this weekend. >>and we continue to follow that breaking news tonight supreme court justice ruth bader ginsburg has died responses and condolences are
