more than 40 candidates running in this recall election, but he still feels that he could be the candidate that wins it all. if you take a look at your screen. you can see what it looked like. you just how many people failed calvary chapel to hear him speak this afternoon. he spoke about bringing people who moved out of california back by reducing the cost of a home. he said he would do this by changing environmental regulations when building homes. elder says he wants to find a way to remove homeless people from the streets that suffer from mental illness. he also said he would remove some rules and precautions when it comes to covid-19. >> is. >> elder also said that he supports traditional family values and police while the crowd was mostly in support of

elder. they him at one point during this event today. we'll have more on that part of the story on kron news at 8 live in san jose. amanda hari kron 4 news. >> well, republican gubernatorial candidate caitlyn jenner kicked off a campaign tour that will take her across the state. she began the day in venice beach trying to highlight the state's homeless crisis. she has not really detailed how she would tackle the problem did talk directly about the recent cleanup of the boardwalk area. jenner came under fire in july might remember when she suggested moving homeless people to big open fields to place their temps. >> since i've lived in malibu for the last 45 years. i used to come to venice all the time and it is gone down so bad with the homeless issue that you don't even want to walk down the street and nobody wants to come here. this has to change.

>> and jenner is ending the day in orange county. >> with us in a week until recall ballots hit mailboxes the california republican party is targeting hispanic voters in an effort to get more people to vote. governor newsome out of office. this comes after our recent inside california politics poll show that the majority of hispanics would vote to recall newsom on force. ashley zavala has an exclusive look at how the party is hoping to accomplish this. >> dozens of california gop volunteers gathered for a virtual workshop thursday the focus build relationships and gain support for governor gavin newsom's recall from latino voters with this governor camp by is the people of california and the movement that's been created by his failed leadership. the group plans to spend the next month in gauging with latinos to religious and community groups going door to door and propping up phone banks. they're working to reach business owners impacted by shutdowns and lower-income let

>> starting august, 20 of people will be required to show proof they are fully vaccinated before going inside what the city is calling high contact indoor businesses such as places that serve food and beverages where people to take their masks off to eat and drink bars restaurants. theaters and entertainment venues as well as indoor gyms and fitness centers. also large indoor event of a 1000 people or more and proof of a negative test result is not going to cut it. this new mandate only applies to those currently eligible for the vaccine. so kids under 12 will still be able to go inside a restaurant. the mayor says this is an effort to combat a new surge in cases driven by the delta variant is to protect the workers is to protect kids. it's protect those who can't get vaccinated is to make sure that we don't go backwards is to make sure. i never have to get up in front of you and say. >> i'm sorry. i know we just reopen and now the city is closed again because we're

francisco's business community fitness centers, restaurants and bars are on the front lines in terms of engaging with customers about vaccination status. so how do they feel about mayor london breed now requiring that customers show proof of being vaccinated. >> we firing of vaccinations for folks going to the gym is actually a very good you know, health focused him straight to start with and so if we can give our clients that are coming just one more way air of confidence that they're going to have to work out in a healthy environment. >> we're all benjamin bleiman of the san francisco bar owners alliance says his group weeks ago by asking customers to show proof of being vaccinated after a poll we did over 80% of our of our membership responded. they would like to go through with that. and we declare that we will be. >> only allow unvaccinated individuals to hang out indoor and our stab lish meant they made a lot of but in actual

>> students across the country are getting ready to reenter the classroom this fall at the same time that covid cases are surging across the nation education secretary miguel cardona wants all teachers, all eligible students too. get vaccinated now kron four's, washington correspondent kellie meyer joins us live and

has more on this. kelly. >> good evening. happening can while the education secretary says schools are better equipped to handle the pandemic. then they were last year. but he says they can keep schools safe if teachers and eligible students continue to get the vaccine. >> really do believe that that's the best strategy we have to get our schools open and not disrupted education secretary miguel cardona says more shots and students arms is the key to keeping schools open in the 2021 2022 school year. >> and not just students. teachers to wear at 90% educators getting vaccinated. we need a wall. cardona stopped short of saying the federal government should mandate vaccines in schools saying that should be a local decision let's support educational leaders let support of boards of education that are putting in strategies to try to keep our kids in school because they've been disrupted enough. the push for vacciiation comes as cases of

the highly transmissible delta variant search where we have high rates of of action on as where we have lower rates of vaccination. cdc director doctor rochelle walensky says vaccines bring safety and masks should be worn by those too young to receive them. how are you going to keep 6 year-old all day in the classroom. republican florida senator marco rubio says vaccines not masks are the solution and suggest school based vaccination sites will help reach unvaccinated students that might make it a lot easier for parents to be able to get that done. >> and the education department is also calling for pop up vaccine clinics at schools to reach more students and keep the doors open throughout the school year. >> kelly here in california teachers and staff members are going to be required to get the covid vaccine to the education center. secretary say whether this might happen in other states across the country. >> well, he did answer questions about california's

move. and he did say that it means 2 things that they are prioritizing the health and safety and that's driving their decision and that they want students back in the classroom. but he did say that this is up to local school boards and a local superintendents to decide based on the rates in their communities. he did say that they are going to make sure that students staff and teachers are safe and he reiterated the message, quote, don't be the reason schools get disrupted. all right. kelli meyer live in washington for us tonight. thanks very much, kelly. >> lowell high school in san francisco is one of the first schools to shut down when the pandemic first hit. it has now reopened for the new school year. it closed in march of last year after a student contracted the virus from a relative and that set the stage for a year of distance learning no extracurricular activities. a lot of isolation from peers. but low high's principal says this year will be a fresh start for everyone.

>> i'm looking forward to new my background in education came because i was that is to make sure the square meter. so i love the extracurricular opportunities that students have been released connecting with their learning in the classroom outside of the costume, all the leadership so what seen assemblies and other opportunities for students to interact. i'm really excited for that and to be able to do that. well, fixing that a lot of the equity issues that we experience in east and that will we have a lot of work to do. but what this pandemic taught is that we can have the beginnings and really utilize or technology to get to get the job done. and i'm super excited. >> and as a as a as at other campuses. students will be wearing masks and taking other measures to stay safe. >> armed with their backpacks and face mask children in the milpitas unified school district also return to the classroom today. we talked with m usd superintendent cheryl johnson earlier and she says the parents of students and staff. all enthusiastic about being back on campus. despite having to wear their masks all the time. she says

they're just excited to be back. she went on to say that there's been an element of anxiety with regard to in-person learning and the pandemic. she is optimistic about the school year. >> i heard, for example, from one of our staff members that it just felt right. it felt right finally to be back at school with people in the classrooms rather than behind is in spring. so we're very excited to start this new 2021 2122 school year where we're ready. what we've from our health experts that we will get throug new delta variant. and we will just continue to thrive as we have here in see because it's really about family and it's about having the best team ever to that worked together when we have difficult times like this. >> in addition to returning to in-person learning schools within the milpitas unified district are offering a virtual program as well.

>> a lot of parents have been busy shopping for things like school supplies and clothing. but experts are reminding them to also be aware of their children's mental and emotional health. the last school year did for students to distance learned to give up things like sports and extracurricular activities. they didn't see france much experts say one way to support children. now is to talk about what in-person learning is going to look like. >> encouraging parents to talk to the kids what school is going to look like. they'll be still masks on indoors. and the safety layers of what they're going to be doing encouraging the kids to feel like what they do washing hands wearing their masks is actually a way of protecting other people is a really hopeful message for young children. us are going back. they feel like they're part of it and they have a sense of control as well. >> doctor says it is also wise to involve your child's pediatrician to answer any questions you might not feel fully equipped to answer all
