to the tolls about a 19 minute ride for you. there. and check in on a richmond center fell bridge 7 minutes tolls to 101 darya. james, back to you. thank you. reyna 601. the developing story is in san francisco where mayor london breed is the target of new allegations that she requires city commissioners to provide resignation letters in advance before they're appointed. yeah, a question will practice. and now an oversight committee is holding an emergency meeting this morning to discuss. >> what the mayor has done. kron 4 sarah stinson joining us live from the city with more. sara? >> supervisor dean preston made these allegations and he's also the chair of the committee that will be holding this emergency meeting today. going over this alleged requirement to make people turn in a signed an undated resignation letter. i mean, thinn about that, really? that would mean that you're essentially agreeing to resigning before you're even morning to are thinking about it before or even appointed.

now, these allegations made again by supervisor preston in his allegations. he did use an example. he said. >> supervisor preston did site that police commissioner max carter over stones appointment involved this as well. preston says the commissioner had to sign an undated resignation letter as a condition of his reappointment this spring. preston says the practice of using these letters course of and deeply concerning. he asked the city's attorney's office to draft an ordinance prohibiting the use of these letters. but in the meantime, preston is the chair of the government audit and oversight committee of the san francisco board of supervisors. and that committee will be holding an emergency meeting this morning at 10 to discuss the matter. reached out to the mayor's office to get a comment. they have not immediately responded have also reached out to dean preston, hoping to get in contact with him, maybe hop on zoom before this meeting so we can get a little more details before it. and if you're

interested in this, you can tune in live on the city website for now. i'm sara stinson reporting live in san francisco. back to you. >> ok, thank you very much, sara. >> 603. is the time in an east bay. a school district is warning parents about an offensive wi-fi name that looks like it's coming. >> from the district's elementary school. and we want to warn you, the name does contain a derogatory term. crowder's amanda hari has the details. >> the superintendent tells me right now they're just trying to get the word out. he says he would rather have parents and people that come on campus anticipate seeing it when they tried to use the wifi and not be surprised by it. if you open up your wi-fi settings on the fredrickson elementary school campus, you'll see several dublin unified school district, wi-fi options. >> they start with the usd, then who or what they're for like guest student mobile. but one started popping up recently that superintendent chris funk says doesn't belong

to the district. i just find it very immature. >> to do something like that and extremely offensive. whoever has put wi-fi up. superintendent funk says the wi-fi is likely coming from a neighborhood where one resident filed a claim against the district. >> alleging damage from the construction project to modernize the school. so i'm not 100% sure that it's the same person but incident does seem like it is since filing the claim that neighbor has installed cameras facing the school to actually point a camera to face classrooms. i just find that unethical. and funk says the cameras are allowed because it's on the individual's private property and the school also had to install cameras facing that person's home. and the reason why we those cameras is because so our employees have been hit by eggs that were thrown this backyard. on 2

occasions, we have hundreds of nails that were dropped in the road. >> and we've had a damaged and there graffiti done to one of the signs >> their funk says he's confronted the individual about the drug trade, wi-fi name but hasn't gotten a response. superintendent funk tells me if they find out the source of the wi-fi is someone else. they'll ask that person to take it down or change the name in dublin amanda hari kron. 4 news. >> well, 6, 0, 6, 1, of the 2 brothers arrested in connection with the deaths of them are said family of 4 is now charged with murder. so is accused of kidnapping an 8 month-old baby. her parents and an uncle at gunpoint from their trucking business earlier this month, authorities found their bodies last wednesday in an almond orchard. if convicted, the 48 year-old could spend life in prison without the possibility

of parole. so got his brother, alberto. there's also been arrested and is now expected to be charged with criminal conspiracy accessory and destroying evidence. >> on the peninsula, stanford university is increasing campus security after a another woman says that she was raped on campus. she told police that she was working in her office or police got this report. she was in her office around noon on friday. >> when a man came in and dragged her into the basement and raped her. and you may recall just 2 months ago, a woman said that she was raped in a school bathroom. she was walking in the early evening light time. you know, it was light out in the parking lot when she was attacked and neither of these victims provided a statement to law enforcement. but it was then reported to the police, both cases. stanford law professor michele says that she has urged university to do more. >> stanford >> has consistently failed to

hold. >> perpetrators accountable for these kinds of offenses. and that has led to the complete collapse of trust. >> by survivors. >> we reached out to stanford on asked them about the most recent case and the other which they say no suspects so far they say the university has stepped up their mobile patrols. >> well, in the north bay, a boy is facing charges now after being accused of stabbing a man to death during a fight in rio. nido police responded to that fight sunday night on canyon one road right near the russian river. police found the victim. 41 year-old jose the of asencio with several stab wounds. he ended up dying at the scene. the boy's age has not yet been released because he is a minor, but he was arrested at the scene and is now at juvenile hall. in san francisco, a group of nearly 50 residents plan to sue the owners of a high-rise apartment complex because they say they were forced to evacuate this past summer after the building was flooded and the owners in their minds

didn't do the right thing. crawford's theresa gives us the update. >> i'm not here in san francisco in front of the building and some of the former tenants talked about how this is all impacted them and why this lawsuit is so important. >> this is 33 to hama. it was billed as a luxury complex of many high-end amenities. however, back in june, there was the first flooding impacting residents forcing them to flee. >> and then in august, a subsequent episode, the building was sent shutdown. former residents say that they are out back grant money to relocate. some say that they had personal items stolen jewelry checks that has led to identity theft. sorry to see the second. it's hard to not get emotional about let's hear from some of the former tenants that were out here announcing this lawsuit took a further step into the hallway and we saw it. some water pouring down the emergency stairwell, which is incredibly shocking to see. it's just been incredible. and so if we

can, to fast forward to interior damage unit. >> you know, our office was completely damage. we have what furniture are cup guy. we had to set up firms into our hallway so that water get and to the other rooms in our unit >> we were when the residents residents at the home up for 3 plus years. and we walked out to just go to trader joe's to our grocery store and never been back since apart from all the kind of chaos and disaster that happened. what was what made us come here in sioux hines was actually the incompetency and lack of respect for the residents of the tenants say that they have tried to communicate with hines about what happened. >> and get some of their money back. but they have not received anything. hence why they filed this lawsuit. the law firm says that they hope to get justice for those so poorly treated in this case to something, you know, individual suffered emotional distress. it's, you know, it's

court as jane doe's in order to give their testimony. however, one of those jane doe's is the wife of governor gavin newsom. jennifer siebel newsom. she actually made her plans to testify public yesterday. that's how we know she's a documentary filmmaker and actor who said that a prior business meeting with weinstein was actually a trap. weinstein is charged with 11 counts of rape and assault in la county. he has pleaded not guilty. the former movie mogul, though, is still serving a 23 year prison sentence following his twenty-twenty conviction in new york on rape and criminal assault charges. >> back in august, the fbi raided trump's florida state. and as you know, they found empty folders and and have hundreds of documents marked classified supreme court justice clarence thomas set a deadline of 5 o'clock today for the department of justice to respond to trump's appeal for an extension. trump has been ordered to submit by

november 30th, but his legal team filed a complaint to the doj asking for more time. the team says that they can't find and it vendor to digitize all 11,000 documents. and that is causing delays. >> well, as russia continues, heavy attacks and the bart muntz on ukraine. the white house is now pledging to send ukraine more help to defend themselves. our washington, d.c., correspondent alexandra limon has the latest. good morning, alex. >> darya and james. good morning. yesterday president biden spoke on the phone with president zelensky in the white house says that in that call, president biden vowed to provide air defense systems to ukraine. >> on monday, president biden condemned russia's missile strikes on ukraine, which the un says have killed and injured dozens of civilians. president biden also said in that tweet that the attacks only reinforce u.s. commitment to stand with the people of

ukraine significantly. the white house said that in a phone call with ukraine's leader, president biden vowed to provide ukraine with the critical air defense systems that country has been asking for in order to defend itself from russia's bombardments. monday, the un held an emergency meeting and the ukrainian representative accused russia of taking out battlefield losses on peaceful civilians. meantime, will has once again seen the true face of the terrorist state. >> that kills all people. this constitutes another unacceptable escalation. >> of of the war. and as always, civilians are paying the highest price. the un says humanitarian aid will not stop despite the violence and the white house said president biden will continue to engage with allies and partners to continue holding russia accountable for what the white house calls war crimes and atrocities and g 7 began an emergency virtual meeting just

going to release a cost of living adjustment. thursday. we'll find out how much it is important because social security benefits are tied to that cost of living adjustment. according to the senior citizens league. that increase could be as much as 8.7%. and if that holds will be the biggest increase in decades. just this year, the increase was 5.9%. and that was a large increase in 40 years. advocates stress the 8.7 percent number is just an estimate right now. if the economy heads into a recession next year increases to the benefits would likely be reduced. >> well, the great resignation is showing no signs of slowing down the number of unemployed americans who have quit their jobs has hit a 30 year high. almost 60% of americans left their jobs in september. the rate supports the idea that people are optimistic about finding a new gig. a recent jobs report showed that the unemployed rate is still unemployment rate, though, still pretty low.

all right. let's talk about the election because today people in san francisco can start casting their ballots for the november midterms. if if they're ready, yes, for those of you that are already got it all together like that city hall is going to be open in just a few hours now so that people drop off their ballot. >> kron four's will tran standing by, though, in the city with the news. you need to know this well. >> james, you don't even have to wait for city hall. the open up in about 90 minutes from now. when you can just step out, there are 34 of these boxes throughout san francisco. we're in a neighborhood, their homes and people already walking their dogs. this is the height of convenience. drop it off remembered. always sign your ballot before you do. they place these ballots in the overnight hours and they are ready to go. if you don't have this near you want, you can always drop it off in the blue mailboxes and go old fashion with the usps. we're talking a lot issues up in the air. so usually the presidential

election gathers the most voters. they're hoping still a huge turnout for the general election come november. 8th. i can tell you there are 7 proposition ballots up in the air. there's also the election or re-election of governor gavin newsom on how you want to look at it. remember last year he survive the recall. now he's running for the office again. so that's up in there as well. there's dozens of congressional seats. there's a couple of senate seats, lots of things to be decided. they're hoping people turn out on the day of the election. of november 8th. but if you want to get it done and it seems like james, you already have it ready to go. today's your day to do that in san francisco and throughout california. if you haven't received your mail in ballots yet, don't worry. you have plenty of time. you should have gotten it yesterday. but if not, wait next couple of days. and if you still haven't gotten over the next week or so, you talked about city hall go down to san francisco city hall. it's on the left side of

tax on oil companies arguing that those oil producers are taking advantage californians. newsom wants state lawmakers to gather for a special legislative session at the capitol on december. 5th. so they can vote on his proposal. he says the windfall tax would punish oil companies for what he calls rank price gouging. >> but taking advantage of you every single one every single day. hundreds of millions of dollars a week they put in their pockets, lining their pockets at your expense. and then putting this planet. there's nothing to justify nothing. not one thing. >> well, republicans argue, though, that this windfall tax would only further lead to higher gas prices. gop lawmakers sent the governor a letter calling on him to instead suspend the gas tax immediately. the governor's proposals he's making now they make splashy headlines but they lacked detail and they make no economic sense at a time when we need more energy production. >> and we need that energy to be as affordable as possible.

increasing taxes on energy production makes no sense. the real world, every family is out there to gas in their car to go to work to the grocery store, to their kids, to school. >> every family is being hurt by the policies that are being put forth by this governor and the democratic leadership in our state. and it needs to change. >> well, state democratic leaders say they look forward to reviewing the governor's proposal while assembly republicans have launched a public petition now urging californians to tell the governor to drop his proposal. >> it's 6.36. and happening today, the u.s. supreme court hears arguments in a case challenging california's law. that's his for food should be raised humanely. state voters adopted the law in 2018 was 63% of the vote and this set new conditions for raising calves chickens and hogs, but major pork producers are the ones pushing back. they argue that states that don't have a law like this should not be

burdened with compliance in order to be able to sell their products in california. in the east bay, the months long occupation of parker elementary school is over and led to clashes like the one you see here started in august because parents of parker elementary students and their allies were upset. starting started in may. they were upset and because of the school could have been closed. the protesting oakland unified's plans to consolidate schools and that means many, including parker. we're going to have to close. the school board has since voted instead to convert parker to an adult and family program use. and that has led to the end of the occupation. >> well, the fallout continues over an la city leaders, racist remarks that were leaked over the weekend. ron herrera, president of the la county federation of labor has now resigned from his position as a result. he was among those hurt on that leaked audio la city council. president nury martinez also

has stepped down from her leadership position as well. she made that move yesterday. martinez, however, did not resign from the city council itself. the offensive remarks were made during a private meeting held last year between 3 sitting city council members and herrera. and in that leaked audio, martinez can be heard making derogatory and racist comments about another council members adopted son. >> it's 06:30am, mountain view. police need your help to find a man who groped a woman at walmart. the woman told the police that the man repeatedly groped her in walmart >> on its the walmart on showers drive that we're talking about, which is right off of el camino. real. she says he followed through the store through several aisles and then touched her inappropriately. well, she was looking for some colleen costumes. her husband actually chased after the guy, but he got away and we have some surveillance pictures here. this is the man police are looking for. anybody recognizes him asked to give the police a call.
