neighborhoods safe. >> in addition, overseeing the city's reactive response across all departments. this new department of community safety will also be responsible for overseeing practive efforts like a ceasefire, violence intervention program. we've invested 1 million dollars from our city budget in critical services such as violence prevention, youth services and committee mental health. >> 81% of emergency calls right now or for non criminal problems. officers spent 52% of their time responding to those clouds. the mayor did not say when the new department will officially launch 5 people, including an off-duty police officer were killed in a mass shooting in raleigh, north carolina. >> happened about 5 o'clock our time today. police say a suspect is in custody after an hour's long manhunt. that force residents across different neighborhoods to shelter in their homes. investigators have only identified the suspect as a male juvenile. authorities have said that the suspect opened fire along a walking

trail. raleigh's mayor was emotional during a news conference tonight pleading for gun violence in the country to stop. >> it's a tragic day because raleigh police, lost one of its own. and we must do more. we must stop this mindless violence in america. we must address gun violence. we have much to do. and tonight we have much to mourn. >> at least 2 other people, including another police officer hospitalized after that shooting >> police have made an arrest in last month's robbery and assault of a 70 year-old daly city woman. they say at least 3 man, one of them dressed as a utility worker invaded that woman's home. this was september. 28 choked her and robbed her. they took a significant amount of money and jewelry. police have arrested. 34 year-old richmond

resident diary on chiefs booked him into jail and he has been linked. police say to a series of home invasion robberies. the other 2 suspects have not been caught. and it was another dangerous. stay on the streets of san jose. the city is now reported more than 50 traffic deaths this year to crashes happened today on the same street. nobody was killed, but a man does have injuries that police say are life threatening. that crash happened at monterey road and monta cito vista shut down that area for hours this afternoon. kron 4 s justin campbell has more. this intersection behind me is back open after being shut down for hours this afternoon. but police say earlier an elderly man was riding his bicycle when he was struck in the middle of that median now may. but the driver fled the scene. but now neighbors are speaking out. what they think should be done. people to not stop our john kinsley lives in the month to see 2 neighborhood

are investigating another collision involving a pedestrian. this one deadly. police say the crash happened about 07:45pm tonight in the area of lundy and sajdak avenues just east of the center's a municipal golf course. investigators say a pedestrian hit by a car. the driver did stay on the scene and is cooperating with investigators in the north bay santa rosa. police are investigating what they're calling a possible murder suicide of it, an elderly husband and wife police say when they arrived at a home on metal green drive near the wild oak saddle club. >> they say they found 2 people in a bed and they're now identified as robert. some more 84 years old and his 79 year-old wife, judith, some or both of them had gunshot wounds, according to police and a handgun. they say was also there. santa rosa police have name to mister zemmour as a suspect in the case. it's the 10th homicide of the year and the 6th one involving a gun. if you or someone you know, is struggling with mental health, help is

ignore senior advisors. >> the committee does not plan to subpoena former vice president mike pence. a full report could be released in december. inflation rose faster than expected in september. consumer prices rose 0.4% from august. >> and 8.2% compared to 2021. higher housing costs and other necessities such as health care are fueling the uptick in prices. the news is expected to push the federal reserve to keep raising interest rates. a big decline for home sale prices in 2 of the bay area's big cities. a new report from redfin says that prices in oakland fell 3% year-over-year. san francisco saw a 2% decline. that report says economic volatility and inflation along with more than 6% mortgage interest rates on mortgages are among the key factors deterring would-be homebuyers and sellers pending

home sales. a new listing saw big annual declines through the summer. and that activity is expected to drop even further as we enter fall year-over-year pending home sales also declined by almost 30%. >> and there is a lot more to talk about in the financial world tonight, including the biggest social security benefits in 4 decades. joining us now to talk about more of these issues, george machete, financial advisor from morgan stanley. george, thanks for. >> joining these numbers came out today. what's your reaction? just in general? the stock market jumped over 800 points. the dow. >> well, we're getting used to this high inflation number, in fact, that people forget just a few months ago in june and the cpi came out at 9.1 that really alarmed everybody. so now we've seen jump a little bit at not come down, but edge up a little bit about 9.2. and that was really due to the fact that, you know, as you mentioned, can in your intro, housing costs have come down. but mortgages have come up.

and so that's really cart a lot of people out of the home buying business. so no, they had to go to rentals. that's put a lot of pressure on multifamily units and rental cost really gone up. and that's we created. get this inflation number today. it's been all that hires because, you know, rent expenses going up and food, which we all use has gone up tremendously. medical expenses are up. well, as you could use, cars have gone down. but new car prices have gone up and truck and apparel sales have come down and that might be a good omen for the holiday sales. coming up, it's been a big backlog inventory of sockets peril. so mason, just discounts and sales inflation go down to those areas. but these numbers matter and affects real people. and it's also something that the federal reserve to sort out. >> georgia sounds like some people may be a little surprised that inflation was up in september, despite some aggressive moves by the fed exact right. so in your fox 5, why is that happening? >> well, catherine, reality is is that the federal reserve,

you know, in the end, the government flooded the economy with that 2 trillion dollars worth of of of capital. that's a matricula the system. so then towards the end of this year, the federal reserve started to raise the lending rate very aggressively. but it takes months for that to to really matriculate to through the system. so we really haven't had the full effect of the federal funds rate going up, which is the amount that is the cost to the banks and the banks. mark that up to us. and that creates higher costs and people stop buying and inflation starts to come down. but it will take a while for that to really get through the system and what it does. it's going to hit us like a big hammer because we've had several big increases. and, you know, taking a pause this month. but in november and morgan stanley were expecting about a 75 basis point increase and december, arguably 50 basis c 75 but ending the year at about 4.4%, which is the rate that the federal reserve once the banks and the banks marking up increased mortgages, increased

secured credit card rates. the law creates and the borrowing costs companies. that's the big thing. they have to borrow capital and used to be almost 0 and now they're going to pay maybe 5, 6%, for capital and that's going to decrease their profitability. >> so if mortgage rates now are just close to 7%, we still got a 75 basis-point under 50 bases point by the end of the year. we're looking at market rates 7, 3, quarters, 8% by year. >> yeah, the banks, you know, borrow this money and then they can decide how much march and they want to have so 7%, maybe the extreme, but you can get rates into the 6 is which is still pretty high. however, if you go back to the 70's, you know, we had a 70% mortgage rate and when had 17, that is certain to come back down again. so, you know, these rates carve a lot of people out. that's not good. but there are people still that have capital and can you know for the streets refinance later on. but the housing market is an important thing. and when that slows down, that affects definitely affects the economy. the gross domestic product that we have going

forward. >> george, we did mention social security benefits going up significantly. so that that leads to some good news for a lot of people. >> katherine, that's the silver lining. a it's it's announced today 8.7% increase. and that's the largest increase we've had since 1981 last year. we had about a 5.8% increase and that was big. but 8.7 is hugely. take those 2 together to 15, 16% increase. and these are people that are generally on a fixed income. and so that's why it's really important from a planning perspective to not take your social security until your full retirement age. and every you can delay after that, you get about 8% more. so, you know, the average social security payment is about $1200. but people do like today they would be getting over $4,000 and getting an 8.7% up $4,000 versus $1200 is a big difference. so the lang, if you can do it is really, really important because we can kind of social security to pass each month and we can

count on a cost living increase. reza stock market can be very volatile. and so, you know, you don't know what's happened for any of track forecast. didn't get it right. but so security whenever you get that checks of the bigger check, you have better. it is offset your your medical costs and it's less money of think of your portfolio in to get security check each month. so the 0.7 or 8 for that, we should be happy and that battle and that gets in bed into somebody's compensation. each month is getting so security. so george, we're out of time. but real 200 jobs cut from oracle. >> that announcement just came out. there are some other cuts and about the same raines, a couple 100 jobs here. and there the future, silicon valley jobs. how's it looking? well, can't you know that jobs report just came out last month? a it was a big number. >> and the unemployment rate went down from 3.7, 5 to 3.5, the federal reserve. we when we have unemployment rise to about 4.2%, which would mean 1.5 million people laid off. that's a small number as opposed to the whole

population that's working. so tech has been very rich. they've been able to over higher because because their that their stock market prices been so high, it's given them a lot of flexibility to hire multiple people doing multiple jobs. they're going to right-size just like everybody else to get their costs down. so there will be layoffs. but at this point in time, not huge layoffs. our economy is still really, really, very strong. and in so many ways and with the latest mark are, you know, not growing. it actually shrunk last week that mean, just look opportunities to people. they do get laid off, find another job. we have about 10 million jobs are still on so this is a different time. it allows a lot of flexibility. there is pain going on. people are going to be patient. we'll work our way out of that because of our fundamentals are rule law and are monitoring systems. >> all right, george, some good news mixed in with not so good. as always. thank you. take the good with the bat. thank you, thank you, jen, thank you. time now for 4 zone forecast. as we give you a live look outside of the golden gate bridge tonight and

kron 4 chief meteorologist lawrence karnow is here. not too soon to ask about the weekend. we are right on the cusp of that weekend. now getting close and have all this fog around the bay area, almost all of october, but >> things are about to shift gears outside tonight, though, that fog is moving back on shorts, thickened up, moving over san francisco. as you can see, let's get a little bit blurry out there. a little damp this along the coastline overnight to is drizzle along the coast last night. probably going to see that again for tonight. 53 right now and pacific and cool fog. 55 foggy skies in the san francisco. that fog is filled inside the bay. now, some of the valley still looking clear, but you're starting to feel that influence from that on shore breeze. and that has brought the temperatures down today. 61 degrees, 10 degrees below the average in san francisco. that's right. usually in the 70's on this day, not today. we've got that fog out there to keep you cool. 67 below the average in oakland, 71 in san jose. 80 degrees right at the average in lemore 78 in concord and 72 degrees in santa rosa. so fog really not

just here, but really all along. the california coastline, high pressure overhead and a very stable atmosphere in our neighborhood. southern california. not so they've actually have some showers wrapping around as a weak low pressure center continues to spin up some of those showers and towards santa barbara los angeles. maybe 2 more on the way over the next couple of days, too. but for us, it's been that on shore wind and that fog that has been coming on shore all the way in the valley. so deep enough to move well inland. so there's some changes in the forecast pattern, though, this looks more impressive. that's what we call a blocking ridge of high pressure is really the dominant. but it's changed over the last couple. you see kind of over now into the western half of the u.s. here across california. but that low still down to the south. eventually this ridge going week enough and something's going under cut it. that's going to be when things begin to change. i think that happens as we head into next week. not for tomorrow, though, i think will warm up just slightly. it will be a nice day around the bay area. again, if you head to southern california, watch out, you may run into a couple showers

hoping will be able to get his ashes back. >> tonight at 9.30, some good news for a family who had their babies ashes stow. that was earlier tonight. the u haul was taken. the urn was still inside and it has been recovered. we first brought you this story this afternoon. the family told us everything that was stolen was replaceable, except, of course, those ashes. >> they sent us the picture of the earned that they picked up tonight in vallejo, the urn carries the ashes of little everett who died in may of last year. shortly before birth and the urn was inside a uhaul truck because the family was moving from dublin to danville and they say somebody stole the truck. apparently between tuesday night and wednesday morning. tonight the truck was found in valais. how with their belongings still inside, including the urn. gilroy councilwoman rebecca, armand de vries may be facing a recall election. the santa clara county registrar of

voters says the petition was filed and we'll take the next months to verify the signatures are meant to reis has been in hot water for about a year now. an investigation found that last halloween she helped her son throw a party where 4 people were shot at the house. 2 of them died. there were also people who are under 21 drinking alcohol. she received 10 administrative citations and she is facing a wrongful death suit. we are learning more about how many teachers are still having problems getting accurate paychecks from the san francisco unified school district. union official says roughly 1000 teachers are having problems. the final numbers are still being analyzed by a private consulting firm. in the meantime, teachers are frustrated. if you're a person going on maternity leave. >> you have a right to that and you don't want to be doing with your paycheck. you want to be doing with your child. and this is dozens of stories, right? we had stories coming

on the over summer of people to have health care. we want the public to know this is still a crisis. >> the district did send us a statement. it says in part it is working to fix the payroll problems. adding we have brought on additional support to assist in clearing the backlog of critical employee payroll issues, stabilize the overall am power s f system and build the necessary capacity within the district to provide ongoing support. the district says getting employees paid accurately on time is its number one priority. >> stanford university is apologizing for finding set their admissions department limited the number of jewish students accepted in the 1950's the ugly components of stanford's history came to light because of this 1953 memo that you see on your screen sent to the then president of the university from his assistant expressing concern that more than a quarter of applicants were jewish university. president

online and business. >> grew quickly. i had a little cups of that i would sell for $5 and it just kind of >> grew into, you know, do you have a table? michelle set up tents at events to sell her food. >> but the labor took a toll 5 months ago. she bought this food truck to make it easier to run her business and keep up with the demand that person was able to get it. >> and then i ended up like it worked out later on down the she revamped it and opened for business on september. 11th at the presidio. i was really excited. i didn't expect for it to be so inside her food truck are the makings of classic peruvian dishes like and and save each in its raw, fresh fish or shrimp. >> marinated in citrus juices typically in peru, its lime. but we used lemon, which makes it a little bit sweeter for us. the food compares to a home cooked meal. she says it's her own recipes. the

all the thunderstorms associated karl now moving in along the coastline right now. here's the latest forecast. stay winds of 45 miles per hour. now moving to the southeast. look at the trail that is taken first shooting the north kind of just doing a dosey doe and then headed south once again. and here comes when moves on shore. it's going to be some issues says we're going to see maybe 3, maybe 7 inches of rain as it begins to make its way on shore into mexico as we head in toward late friday and saturday, maybe as much as 10 inches of rain over some of the mountainous region. so, yeah, dangerous weather for them. more flash flooding on the way outside tonight. plenty dark out there tonight with that patchy fog and more that on the way. want to show this to you, though. this is the long-range forecast. this one coming from know. this is the 8 to 14 day forecast showing the chance of average may be above average precipitation. look, we're at we're in the green. that's exactly where we want to be. we want to get the rain going again. and boy, how about that shown above normal, possibly into northern california. so maybe about 50% chance of above normal rainfall in the

bay area during that period. so long range models have been pointing at a change in. here we go high pressure overhead right now. you can see on the models, get that nice clear the ridge very evident there. i think even we get the first part of the weekend, you're looking good. but all of a sudden you start to see this guy come down underneath that ridge. that's what happens with blocking ridges. sometimes you'll under cut these ridges and eventually break them down. that storm system comes a little bit close on tuesday. there's always a slight chance we could see showers then. but i think more importantly, how about this as we get in towards the late next week, got a better chance of rain begin to drop into the bay area. maybe saturday night into sunday and kind of opening up the door for some rain around the bay area. when that be nice to see as we head in toward the 2nd half of the month. temperatures off overnight, those 40's and some 50's going to be a little chilly out there for tonight. by day. tomorrow should be a beautiful day. it will be a little bit warmer friday outside plan about 85 degrees in concord. 85 in livermore, 77 degrees in san jose. 72 in

>> the mystery of the world war, 2 vessel that was found in shasta lake may have been solved. the national park service tweeted about this over the weekend was found drought lowered waters. you see a picture there and that's gate reader pointed out. it looked like the boats used in the 1960's to dredge the lake for summer. vacationers. it is believed the park might have bought the boat from the military. exactly how it sank, though, remains a mystery. the attack transport was part of the uss monrovia and was used as patton's headquarters during the invasion of sicily that's produced it will be restored and displayed at the museum in nebraska. so patton was basically using that as
