right now. as you do get a little bit of that june gloom up in the north bay, though, and especially on to the carquinez. so do watch for a band that even into the late morning. this is going to take a while for it to burn off. >> that's really just going to moderate your temperatures in marin and sonoma counties will be inland east bay and solano county. do see temperatures at or very warmest in the 80's. currently we're in the 50's to 60's for most of the bay. oakland. you can't let go of those 50's at 59 right now. while hayward at 63 degrees santa rosa at 55 sonoma. you held on to 40's all morning long. now you're at 53. so temps today, obviously starting cool. we have that patchy fog up in the north bay. that is going to be persistent while cool sunshine for the rest of us already into the afternoon. do expect some 80's inland 60's and 70's for the bayshore. >> re all right, john, thank you for that. no major accidents on our ridge is we did. start off very slow this morning. 60 minute ride on of a bridge right now. you still see that traffic building at the toll plaza summit over javale 18 at the peak of the

morning commute. we're at like 30 minutes on both of those bridges. so we're seeing a lot of improvement. 16 along the richmond, sandra fell and the golden gate bridge around. 32 minutes. sorry. james, back to you. thanks. a lot rain. a 901. and we have a new report now that reveals the factors that led up. >> to a 3 day fire at the martinez refinery earlier this year. yeah, that report basically finds plenty of blame for the fire that 6 people in the and put up a bunch of toxic smoke. as you can see into the force will tran is live in martinez with what we know will. >> it was a scathing report by a 3rd party. it was not done by the martinez refinery themselves. this was a contractor who looked into it for the past several months and they found human factors. cause the refinery fire right now. no fire at the martinez refinery, but people who live nearby say it is a sleeping giant and that giant can erupt at any moment. and that's

exactly what happened on february. first, it burned for 3 days and by the time it was over, 6 people were injured. thankfully not severely, but it also caused thousands of people to shelter in place because he was simply too dangerous for them to be inside while the pollutants were shooting into the air, 4100 gallons of pollutants went into the air, according to the refinery. most of it was burned off by the flames and there were burning away from the homes. that's their report. let's talk about the contractor's report. take a look at your screen as far as the human factors. they say lack of qualified contractors played a role in this in the past. they had people whose expertise was to do maintenance. they were not so much worried about them because this is what they do. but those days are done. changes now require them to go to union halls and have contractors and they are not

as skillful which leads into the second factor lack of training and lack of supervision. and also the work was not done in a timely manner if they get their permit, they have to begin the work 90 minutes after their permit in this particular case. it happened one minute. i am hour and 15 minutes after that particular point might not seem a lot to uni, but in their industry, that is a huge window and created for not optimal conditions. and finally, they also said that the supervisors, many of them are contracted and they are not knowledgeable about their work and they want those contractors to be trained as if they are permanent employees. ok, thank you very much. will. >> 904, right now. and fire crews in fairfield knocked down a fast moving fire that broke out yesterday that grass fire did force evacuations and threatened homes for a time. they called it vista grande

fire. it burned 62 acres. and at last check, it was 75% contained this morning. but all the evacuation orders have been lifted. now, this fire started 03:30pm, in the afternoon yesterday near the water main water treatment plant on capital away and responding. we saw solano county firefighters. they are contra costa county fire. was there yolo county as well? and the wind, they say, played a big role in spreading that fire. >> time we have wind involved and fired. it tends to increase both intensity and and ready to spread. that definitely happened here. >> they still don't know how it started. so they're asking the public if you have any pertinent information to give the fairfield. police are fairfield fire. a call. >> well, happening today. don't be alarmed if you see smoke in the area of calero reservoir in santa clara county. so fire officials are conducting a prescribed burn this morning. and that will last until about 05:00pm tonight in the areas that you see highlighted. this is also going to be happening

tomorrow. so you'll see smoke in the area possibly is visible from as far away as highway 101, fire officials are asking that you not call 9-1-1. if you see activity in this area. this is a planned burn. happening right now. the bay area air district is extending the air quality advisory as it's extending it through tomorrow because of all that wildfire smoke that's coming in from canada, stripping all the way down here to the bay area. it's causing hazy skies. you might smell smoke in the air. so air quality is going to come on healthy for some and officials are urging you if you are susceptible to air quality like this, stay inside. if you can. >> for many this morning, the price of gas in california. we don't really pay the most in the nation. and now there's a new vote in sacramento and some are questioning whether they're going to make the situation worse or better. the assembly is voted against a measure to block the state's new low-carbon fuel standard,

which is intended to reduce emissions by 30%. but opponents are saying that this could cause gas prices to go up about $0.65 a gallon as a result of that measure, governor newsom's office disagrees. they say 65%. gas hike is utterly false. when it comes to commuting, the richmond sandra fell bridge is much better this morning. but what a mess. it was a nightmare. yeah. caltrans crews had to shut down lanes so they could do some emergency repairs. >> we have proper sara stinson looking at the impact of that and the work they had to do. >> caltrans repaired the issue, but they had to wait for the concrete to settle and dry before allowing drivers to go over it. and the damage was done. this traffic jam lasted from mid afternoon all the way into the night. >> ali traffic came to a standstill during the evening commute on monday on both sides of the richmond. sandra fell bridge where people are

jumping in front of one another. you on the one-lane highway, zing, you know, different things like that is is dangerous, you know, to have to be in this predicament the miles long backup in sandra fell and richmond began after caltrans crews close lanes on the upper and lower decks. this after caltrans toll maintenance crews found cracked concrete on the upper deck of the bridge. basically what we have to do is cut out about a 40 inch by 20 and section of concrete. >> and report as crews made emergency repairs. frustration grew amongst drivers trying to get home. i went to pick a family member up on one side. it took me hour and 45 minutes to leave from green beret who go to oakland. this ever been this bad to get home. >> i'm not this bad now. it's been it's been i've had slowdowns, but this one's been very trent jackson turned around at the toll plaza to avoid the bridge. i live in moran. i think i actually go around to 37 a little bit faster than it's taken right now. and how long have you been on the road? well, turned

is a high school junior and transgender teenage girl. she was allowed to compete at the california high school track and field championships in fresno county. that happened over the weekend and she did meddle and her participation stirred some controversy. ultimately she was allowed to compete, as you can see, and they created a rule and they admitted additional more girls into the competition. yeah. now it's unclear exactly how much president trump plans to withhold from california in this fine as he's calling it our capitol correspondent eytan wallace has reached out to the white house to try and get some clarification will let you know when he gets those details. just saw com sluss than a week after the u.s. department of justice to announce and investigation into california to determine whether the state's transgender athletes policy violates federal law. meantime, transgender members of the military have until the end of this week to basically come forth and leave their

jobs. this is to comply with the president's order banning trans service members. california has the largest concentration of military personnel with about 45,000 active trans service members. trans service members have until friday to self identify with their superiors. major erik, a vandal with the u.s. army says that they basically have 2 options which are labeled either voluntary separation or involuntary separation. >> there's absolutely nothing voluntary about this. i think it boils down to whether or not we get on our own terms with monetary compensation associate with that or we are forced out encouraged by the military during this involuntary separation. >> friday is coming fast. so then what? well, after friday, then the defense department says that they're going to start going through medical records to identify who has not come forward. there is also an appeals case that's working its way through the

court system. they're appealing this executive order. there are various appeals that has to play on the course. but it could take several months. >> well, in the east bay, the girlfriend of the oakland teacher who was hit and killed by an out of control car last week is now sharing her side of the story. in a statement, she said, quote, marvin gave his life to save mine. i'm still here because of them. but i lost the love of my life. i'm living with unimaginable pain, physical and emotional and quote, as for the man accused of killing the oakland teacher, will he was in court monday. investigators identified him as 18 year-old erick hernandez. garcia. they said he was behind the wheel of a speeding car that crashed and killed castle month. high school teacher david marvin boomer investigators say the couple had been out for a walk that evening on may 28th when that stolen car sped through the oakland neighborhood, losing nontrol and crashing into them. at this point. the girlfriend doesn't want her

identity made public. she wants to maintain her privacy. she continues to heal. a popular san mateo county beach is back open this morning after a shark attack over the weekend. jens heller says he was paddling out on his board, their mom, tara beach, when he encountered the shark. this was sunday afternoon. he says he felt something behind him and then the shark bit his board. heller yelled at nearby surfers. they all paddled back to shore. luckily, nobody was hurt. coming out of it without a scratch. good. that's just to destroy board. >> it's super lucky and hit me pretty hard so that it that i fell off the board. and then i look back and then i saw just the big mouth with the teeth and the black eye of the shark head. yeah, thanks. well, the academy california academy of sciences says that it is possible that the shark mistook heller. >> and his surfboard for sea lion, a seal. perhaps the kind of look similar from underneath they recommend

anyone that's going into the water. use a buddy system. they say having a partner will really improve your chances of surviving a labor because your worst form of the mace or get away all the time. >> there is a nearly 50 year old cold case that has just now been solved in san jose. police now say they know who killed high school teacher almost 50 years ago. and at the time it was a 16 year-old boy who was an a student at her school, dianne peterson. she was stabbed to death and she was a teacher at brandon high school back in 1978. was the first day of summer break when she was stabbed to death. and this is the man boy who did it. harry nickerson. it turns out that all those years ago he confessed to stabbing a teacher. but this case never work its way through the courts. pack them he actually detectives believed at the time that what the teacher did was interrupted a drug deal on campus that day. but they just

couldn't corroborate the claim. and the investigation didn't lead to him back then. but in the following years, nickerson ended up being arrested and convicted of armed robbery and assault with a deadly weapon and kidnapping and he ended up committing suicide in 1993. so how did the cold case get broken? well, it happened this year. there was a meeting with nickerson a family member of nickerson and that family member said that he had confessed to killing the teacher just minutes after he did it all those years ago. >> it is 9.37, in the east bay. look at this. a truck crashed into a power pole in richmond. our photographers on the scene say they actually saw the truck speeding down the road, hitting at least 2 other cars before then smashing into this traffic light. police, firefighters, paramedics, they all responded. we did reach out to richmond police to try to get some more information about this crash. and if there are any injuries, we'll let you know when we hear back. it is

officially fire season in santa rosa over the next 2 weeks. fire officials are going to start conducting weed abatement inspections. the ordinance requires homeowners to cut their grass down to 4 inches or shorter, remove any dead plants or weeds. the goal office east trying to prevent some of those destructive wildfires like the ones we saw back in 2017 that absolutely decimated the wine country. it was a series of fires that in the end killed 44 people and burned nearly 9,000 homes. damage from those fires were estimated at about 15 billion dollars. it was hard we're lucky to be alive. >> they've been through one so don't need another one there that when we do come around, we are looking for, you know, that overgrown lots overgrown properties that may need to be mode. and that's where the sweet abatement ordinance comes into play with us coming out. >> fire officials recommend you clear those spaces in the morning hours when temperatures are cool and fire risk hopefully at a minimum.
