demonstrations happening in the bay area. san francisco mayor saying despite dozens of arrest, the protests are becoming more peaceful. also solving a 265 million dollars said the budget plan announced today by oakland city council members to do so. thank you for joining us here on kron. 4 news at 3. i'm justine waldman. governor gavin newsom has filed an emergency motion in federal court. >> to block the trump administration from using the national guard and marines to assist with immigration raids in los angeles will go live now to los angeles as newsom's move this coming after president trump ordered the deployment of about 4,000 national guard members and 700 marines to la. this is following protests that have been driven by anger over the president, stepped up enforcement of immigration

laws. here's a live look now near the ronald reagan federal building in los angeles. we can see the large group of protesters that have gathered here and there in the back. it does appear to be. >> some sort of military vehicle and other trucks there that may be not able to get through the road as there is an increased law enforcement and federal law enforcement presence in that area. just like we saw yesterday. so we're keeping our eye on what's happening here because that's what's going on in los angeles and we'll see how these protests sort of develop throughout the afternoon the governor's request said that this was in response to a change in orders for the guard members who originally deployed to protect federal buildings. >> our washington correspondent raquel martin is now live in dc. she starts our team coverage this afternoon. >> he just he will today. president trump in the oval office says expect to see troops in los angeles until there is no more danger. his defense secretary following up saying that could be as long

pentagon is now reporting that the deployment of these military troops is going to cause. >> american taxpayers upwards of 134 million dollars and certainly a pretty high price tag for this continued present in los angeles. recall martin live for us there in dc. thank you so much. >> now australia's prime minister is saying that the australian reporter was targeted by an officer when she was shot with a rubber bullet while covering the protests in la on sunday. the prime minister made these comments regarding this correspondent here, more intimacy with 9 news. she was wrapping up a live report when her cameraman caught an officer turning his less lethal gun towards her and then opening fire. so the prime minister there will be at the g 7 summit in canada this but declined to say whether or not he's going to bring this matter up with president trump welcome back to the bay at a protest took place in downtown san francisco this afternoon. a

group calling and immigration circle here they were doing this around the courthouse at 100 montgomery. they are speaking out against ice raids and arrests. demonstrators started showing up around noon and at the peak there were about 300 people they showed up after receiving alerts on social media that ice arrests were happening at this immigration court inside the building. >> really have to make it clear that san francisco ice out of our communities that we're not going to let our families get separated. we're going to stand strong. we're not going to intimidated by rabbi eyes by the by any federal kind of military that if they ever tried to do that. >> protesters were offering support to immigrants arriving for scheduled hearings. the demonstration has now ended staying in san francisco. the city spent today cleaning up following a second night of protests. >> there were at least 60 people detained when a squall group broke away from that main protest started causing some problems. kron 4 charles

clifford continues. our team coverage. >> well, despite the violence and arrests we saw on monday evening here in san francisco, the mayor says he believes overall the protest were fairly cold. monday evening. thousands of protesters angered by recent actions by ice marched through the mission and their city hall. the san francisco police department says that around 10:00pm some of the crowd started causing problems, including vandalizing nearby businesses. >> we say that when the trouble to clear the assembly unlawful and detained around 60 people using nonlethal force in the process. >> throughout the day and night, i was in close contact with organizers of the demonstration. >> tuesday morning, mayor daniel lurie said that his office had been in communication with the organizers of the march and the overall he believes that monday's protests were comer. then this past weekend, he says the problems they saw were caused by too small groups of people. >> as the march was ending when most participants had dispersed a small group broke off and began damaging property. our officers

responded swiftly made arrests and sure the area was secure. we will always protect the right to protest peacefully but violence and destruction have no place in our city. >> it's unclear when or if protesters will return this week near union square on tuesday. at least one store had boarded up their windows just as a precaution. there's also a notable law enforcement presence in the area. the police department said on tuesday that they are prepared to move quickly. if there are any more problems, we will continue over days and weeks to come to coordinate and prepare for anything that may occur since sunday. nearly 200 people have been detained or arrested for alleged vandalism or assaults. almost all have been cited and released. the district attorney's office has said that they will review evidence before making any decisions on possible charges in san francisco, charles clifford kron. 4 news. >> in the south, a call for action for both the immigrant community and the unhoused community close to 500 people

rallied in front of san jose city hall monday demanding city leaders address both issues. the group called on the city council to invest more than a million dollars into legal defense for undocumented families. >> more or less that speak of the more of us. more of them know that there's something wrong with what they're doing. organizers say they hope to continue their ice protests in san jose and the police chief posted a statement here. this is police chief paul joseph. this was in response to the protest. it reads here. i would like to express my gratitude to the organizers and participants from last night's demonstration at city hall. those present spoken felt passionately and vehemently about the issues for which they gathered. it was a powerful display that remained peaceful and acted lawfully at all times. the san jose police department remains committed to facilitating the exercising of our cherished first amendment rights. well, currently not running in downtown los angeles, a request for pick-up or

here on kron 4 this afternoon as we continue to follow the developing news not only in the bay area, but also los angeles. you can find the latest information on our website. kron 4 dot com. >> what about side right now? >> there is the bay bridge still pretty gray in this part of the city right now. meteorologist kyla grogan here now with details. yeah, i found some sunshine out there, but certainly we do have the clouds hanging on to get a little bit breaking through here in san francisco, half moon bay definitely still socked in. but the east bay starting to see a little sunshine. and as we go to san jose, they've been sunny all day today. so been looking good there. but if you're anywhere near the coast, it has been colao d 70 mile per hour wind right now in san francisco are getting that onshore flow. here we go again. just like yesterday. it's gonna get a little breezy temperatures. cool out where we are by the coast in san francisco and half moon bay. we made it to the 70's. if you head inland effect, pittsburgh now up to 79. same story in fairfield. so that's my warm as temperatures are, but 60's around the bay and a few 50's as well. right now. so there

is that marine layer. it has not moved. it really has it. it's just giving us little glimpses of sunshine right now in san francisco. but it's been very present today, not just here, but all along the coast of california. you can see a very strong cloud deck as we look right down towards los angeles and san diego. here's a live look from the east bay. so start to get some brightness in. they're not exactly sunny, but as we go through the night tonight, we are going to see the clouds move back in that marine layer pull back in breezy conditions as that happens. temperatures out that in the overnight we do have a full moon happening tonight. probably saw that my graphic. it's actually sync with the actual moon phase. and it's gonna be an interesting one because it's going up here very, very low on the horizon. we'll talk about that a little later in the show. but let's take a look at the next couple of days. pretty consistent forecast, a little bit warmer as we get into thursday, but no big changes in the next couple of days. >> still ahead here at 3

>> in the east bay, oakland's budget will be unveiled tomorrow before the city council. a deficit is looking very likely. there was a plan to try to save some money that

included closing fire stations. but that might not be happening now. kron four's terisa stasio is in our newsroom. she has the update. i justine 265 million structural deficit. that's how much the council member says that though the city has been dealing with putting a lot on the line. but now. >> but team has planned all in place to stave off massive cuts. >> reversing course. i am really proud of the work my budget team was able to do on proposing extremely thoughtful amendments. oakland city councilmember robert chandra, and revealing new amendments to the 2025. through 2027 budget. staving off 265 million dollar deficit. >> and improving on public safety. this is a mindful budget that really trash prioritize fiscal health. >> it is it is fully balanced. ramachandran and 3 other council members worked on the

budget team reversing one of the proposed fire station brownouts. are investing significantly in illegal dumping working for 4 million dollars in illegal dumping related work in technology. she also added on like former mayor sheng taos budget which relied on the coliseum sale. >> this new budget works with current revenue. how was removed in a recall and the coliseum deal is still in the works. because we didn't get the coliseum money and time than the deal still has not been finalized. >> there was a series of budget cuts in contingency funds but isn't all all of this wildly irresponsible last minute things that could have been avoided if we didn't use that money and this budget does not take into account anything along those lines. there's a lot of and a lot of requests about what a pole are extremely limited budget in different directions. but what we wanted to focus on is the

number one issue that our residents are asking of us, which is invest in public safety. the budget hearing starts tomorrow wednesday at 09:00am in the newsroom. theresa stasi back to just a >> san francisco cracking down on rv parking and the latest response to the city's homeless crisis. mayor daniel lurie is new plan would limit parking citywide for rv's. >> to just 2 hours. so this would restrict long-term parking for people who live out of their cars. people violating this ordinance would face fines and towing the mayor's office says they will be expanding temporary and permanent housing for the unhoused impacted by this new plan. >> we must give families a better option. and we must provide clean and safe streets for our communities and small businesses. that's what this plan does. >> the most recent city data found that the amount of people living in cars jumped 37% from 2022. to 2024. up to nearly 1500 people. some

community advocates are speaking out against the mayor's plan. the collision and homelessness issued a statement. it reads in part, mayor lures proposal does not offer long-term solutions and disproportionately impacts and we're going communities and poor black and brown folks that have turned to their rvs as their housing solution due to the lack of deeply affordable housing. one of the world's richest cities. the bay area air district has reached a settlement with chevron to enhanced air monitoring and transparency around the richmond refinery. the agreement requires chevron to monitor pollutant concentrations around the refinery, provide public access to real-time and historical data that can be easily downloaded. provide quarterly report summarizing measured pollutants and also hold a public meeting to solicit feedback and respond to comments from richmond residents also pay the air district, a penalty of $100,000. >> we're looking outside here from mount tam and kyle has

been tracking the marine layer for us this afternoon. i somebody to find today it is. doesn't want to give up. but >> it has given up in small spaces inland, right? but you can see it's been hanging on to the bridge. that's for sure today. and that has affected our temperatures. keep it cool in san francisco. 63 oakland, it's just 50's in san francisco. san jose's in the 70's livermore made it. they're napa. you just pulled in the 70 degree club in santa rosa. just 73. half moon bay is socked in 57 degrees right now. we are going to be gusty as we get into the afternoon that wind is going to start moving in. it's already been moving in today, but the gusts are going crease a little bit as you get over the next couple of hours and that marine layer is on the move. now, let's talk about this. we have a full mood in the overnight tonight. it's called the strawberry moon named after the fact that wild strawberries will be harvested this month. but it's interesting tonight because this one is going to be what's called a lunar standstill, which is happening, which makes the moon appear the lowest on the horizon, that it

would appear in 18.6 years. so it's kind of an unusual and now are we going to be able to see this tonight? well, that's the trick, isn't it? when you live in the bay area? let's talk about this because the fog is rolling right back in so unless you're inland, i think it's going to a little tough to see it. this is about 7 o'clock tonight in the overnight israeli when you would get a glimpse of it and you can see we're going to be pretty socked in here with the fog as we get into tomorrow morning in particular. having said that, if you do get a chance check it out because it should appear, you know, really low on the rise, should be kind of cool and kind of neat to see. and it doesn't happen that often. this particular alignment of the way the moon kind of gives the biggest distance between the moon rise in the moon set and you get kind of that lower look on the horizon tonight. so lots of folks really gonna take some really cool pictures tonight. we'll look out for that. we get into tomorrow. all about the marine layer. that's what it is. but we do have a little bit of high pressure sitting off the coast little to south of us. you can see a little low pressure dipping in as we get into thursday. that's what's gonna help to kind of. mean, you know, moderate this is that we're a little zone go between these. but there's really no

big break in the weather. no big change, at least not until we get to about mid-week next week. then it looks like we have a shot at warming up some and changing things. so yeah, he like the weather right now and you're into it. you got a whole week ahead of but 10 dead whales have discovered in the san francisco bay area just in the last 3 weeks. this is according to the california academy of sciences. so that brings the confirmed dead well count in the bay. >> to 19 and here we have an image of the most recent said, well, that was found washed up on saturday at lands. and in san francisco, their win. 33 individual gray will spot in the bay area this year last year. there were 6 the reasons behind the spike in the sightings still being investigated. it is expected that gray whales will be in the bay area for another one to 2 weeks before they continue their migration north. >> still ahead here at 4 skews me kron 4 at 3 o'clock. another day of large-scale demonstrations in southern california. this is a live look in la right now. our team

washington, d.c., correspondent hannah brandt has the latest. defense secretary pete hegseth faced congress in a hearing for the first time since his controversial confirmation focused on what's important war fighting and warriors. his appearance comes as national guard soldiers and marines are deployed to respond to protests in los angeles. mister chair want to express my severe concern with the deployment of national guard in los angeles without consultation of the state of california. the decision to deploy active duty marines as well. >> is downright escalatory. congresswoman betty mccollum and congressman pete aguilar also voiced worries about the cost of that deployment, which the defense department expects to be around 134 million dollars. but secretary hegseth defended the we want to ensure that those rioters, looters and thugs on the other side assaulting our police officers know that we're not going anywhere when we're here to maintain the peace on behalf of law enforcement officers in los angeles where she was having moose and won't do secretary hegseth also face questions from both sides of

the trump administration deployed national guard troops and u.s. marines to los angeles in response to protests over widespread immigration crackdowns. the u.s. district judge also granted the trump administration's request for more time to respond to the governor's filing and a court hearing is now scheduled for thursday. los angeles mayor karen bass denounced any violent actions carried out by protesters in los angeles saying it's not done in support of immigrant rights. she also asserted military presence is not necessary because local police can handle the unrest in the city. >> the idea that the administration would usurp the authority of our state government, take it away from our governor. gavin newsom that if we put a request in for the national guard and it went to him, he would comply. there was never an issue there because we were never thinking about calling upon the national guard. >> the pentagon says the deployment of national guard

immigration enforcement, but she never expected her husband to be targeted. and i just want where he said. >> and if ok, and of you want to come full. >> sandra mitchell. >> some immigrants who are caught up in immigration sweeps last week have already been deported. mexico's foreign minister says for immigrants who were detained in friday's ice raids in los angeles arrived in mexico less than 48 hours later, some advocates called the speed of their deportation. unusual. the department of homeland security has not said how many immigrants they might have detained in raids so far but says at least 16 people who are captured had extensive criminal histories. immigrant advocacy groups say more than 200 people who were detained did not have criminal records. in washington, d.c., california. democrats are condemning the president's move to deploy national guard members and the marines. well, republicans say that the

president is restoring order when the governor will not. our washington correspondent maddie beer-temple reports. >> it's a deliberate attempt by trump to incite unrest. california democrats are denouncing the president's move to mobilize the national guard in marines in los angeles to quell protests over immigration raids. this is a pattern of going down the road of being a dictator. in recent days. protesters have set cars on fire, throwing bricks at law enforcement and blocked a highway. congresswoman nanette barragan says democrats support peaceful protest. we all condemn the violence and those people should be prosecuted. lawmakers also say the governor never asked the president to take action. former speaker nancy pelosi says that's unlike on january 6th. we beg the president of the united states. to send in the national guard. he would not do it. california's republican delegation is formally condemning the protests with a resolution introduced tuesday. president

trump is trying to restore order. congressman vince vaughn says this is about enforcing the law. you have illegal immigrants who have committed heinous acts. you have a law enforcement trying to execute search warrants approved by a and congressman kevin kiley blame in part the state's sanctuary status for limiting local law enforcement's ability to cooperate with federal immigration officials. chaos we're seeing in la right now. >> is a direct result of the reckless policies that have been inflicted. >> on our state, kylie says the protests have crossed the line and put public safety at risk. he says the president made the right move because governor newsom has refused to keep californians safe in washington. i'm maddie beer-temple. immigration activists in the bay area. want you to know your rights if you're contacted by ice. officials are emphasizing the importance of having. >> resources ready during this growing period of unrest. kron 4 stephanie rothman reports. >> showing up to accompany them to their court hearings into their chickens. we're

sending legal observers and other volunteer observers to see what's going on to make sure that if anything happens, we can go ahead and activate legal response. sonic on the hodge and with bay area immigration services organization, mission action. >> says the community should be aware of their rights if confronted and intimidated by ice agents. they do not have to speak to an ice agent. sign anything or allow for them to enter without attorney present and often times they don't have a warrant and that they do not have a warrant signed by a judge. they cannot enter your private property. the mission action hotline has seen an influx of callers and requested accompanying them at hearings, faith in action bay area is a rapid response team that works with mission action. they go to their jobs. they do what they can and they come home. >> they're nervous about going to the store. they're nervous about so many things in the area because they just don't know what's going to be happening. community leader

ready on the move at this hour already right early in the afternoon. so it has not gone far today for those got some sunshine and you are quite lucky because it really hasn't moved very much and over the next couple of days, our forecast doesn't really move that much. but as i mentioned, we will heat up a little bit on thursday by a couple of degrees, at least maybe get a little more sunshine in there on the afternoon. keeping an eye on that 7 day forecast to see when things change. we'll talk about that when come back in a bit. well, the u.s. is gearing 2 gearing up to host several major sporting events that will drive millions of spectators to the country. this includes the 2026 fifa world cup. >> and the 2028 la olympics. says discussing the heightened security threats that these events pose. there is a retired lieutenant general reynold hoover who is responsible for organizing the 2028 summer games. he says the secret service is already working with state and local officials on overall security. he's asking congress and the white house to approve. any

here at mount diablo in the east bay, blue skies from this shot, carlos ghana. talk to us about what's going on and also look at the temperatures. yeah, i wanted to take a look at kind of national temperatures to everybody. very interesting what's goingk on here. take a look at take your eye to boston. right hand side your screen. 58 degrees or e and then take your eye in the middle of the screen there over place rapid city 92 wichita at 90, you know how this heat right in the center of the country today and then bring it down to the southwest where 108, in las vegas. i just sent a note to my friend tiger there. instead, i hope you're staying cool 106, in phoenix. there is some serious heat going on and that he helps to kick off some of the convection that you're seeing here. and you know, of in the extreme reaches of northern california, even there could be some hail up. there are some of these, but you can see some of the storms also rolling across texas parts of the east coast. we are relatively quiet here in the bay area. but down in southern california, right in the desert area. there we are dealing with some of this extreme heat warnings that are happening there. so barstow heading over las vegas. that area palm springs today since

little as we head towards the weekend next week, a possibility that we could warm up a bit mid week. a federal judge has declined an emergency motion filed by governor gavin newsom to stop what he's calling the unlawful use of the military in los angeles. >> it's several democratic members of the legislature demanding trump end ice raids across the state. our capitol correspondent eytan while shares their message and explains how ice is responding. >> well, the governor and legislative democrats say trump's actions have led to violence but republicans and the head of ice argued the very sanctuary state policies. democrats support have made the state less safe. this is the emergency motion governor gavin newsom filed in federal court tuesday. the governor asked the court to immediately block and overturn president donald trump's deployment to 4,000 national guard troops and marines to los angeles newsom arguing this, quote, put simply soldiers patrolling the streets of la have not made anyone safer. indeed, the opposite is true. legislative

>> let's go back live to los angeles as we now as protesters on the 101 freeway in la arrests have also been made during these protests today outside the federal building. they declared an unlawful assembly. so arrests started. this was during the 5th day of anti-ice protest in los angeles. they've already resulted in demonstrators being taken into custody by the la pd. they were asked to disperse from downtown la. so the live pictures here, we can see police officers going after protesters tried to get them off the highway cars. they're stopped. we're trying to keep our eye on the situation. what's happening here, protesters being met face to face there with the police officers who are pushing them back again. these are live pictures from our sister station, ktla and their cpper. they peers to have frozen. so we'll keep our eye on what's happening here and
