on the kron. 4 morning news, political unrest in oakland. people broke into businesses while a vigil is taking place for those recently detained by ice. ice activity reported in concord. several people were taken into custody and a protest there as well. and then the south bay san jose city council has approved a controversial ordinance about unhoused. people don't accept shelter. there's consequences. now time for morning news starts. it's 7. good morning and thanks for waking up with us on a wednesday on guard and a marina in for james this morning. was below cooler. yeah, i notice it this morning right out of the gate and a little windy overnight. that's for sure, john. yeah, definitely windy overnight last night, especially up in the north bay marine sonoma, napa and solano counties.

telly roll right between galveston avenue and center road around this morning. 2 them were taken to the both hospital major injuries. one of the victims later died at a hospital eabound side of telly road where that crash happened is still closed and will remain closed. pop police investigate. >> 701. now let's get to the developing news out of los angeles where there was a curfew that is just now acts going to expire this morning. it went into effect at 8 o'clock last night. >> and the mayor there says that this may be repeated. >> curfew because they're trying to control the crowds that are demonstrating against president trump's sending troops. and a los angeles lapd officers moved in at one point and made arrests, as you can see here, putting people on this bus and there were those who refuse to leave. that's why they were arrested. the mayor karen bass says she is going to be evaluating how things go and see if the curfew is needed for days to

calm living in the east bay, oakland, police are investigating story hit by looters and it's all caught camera. yeah. and this was all part of what was happening with ice protests last night. crawford's joey horta is live in alameda with the fallout. joey? >> and right of those looters are accused of ransacking a store and again, all of this unfolding in front of cameras rolling after those peaceful protests. take a look at this video and you'll see large group of people running up to these businesses here on international last night. one suspect they're swinging. what looks like a sledgehammer banging on the security door outside the chic shoes store and they were spotted taking merchandise from inside of the store and causing a lot of property damage. group of police officers then showed up tackle, then took at least one suspect into custody. we also spotted a car that went up in flames. this all comes after what started out as a peaceful protest individual at the fruitvale bart station over

ice arrests and the national guard being deployed to los angeles. >> city remains committed to protecting our immigrant neighbors. >> it's unacceptable. that happening. school graduation. and even today in our immigration court. the miliri of los angeles. >> now, this is unclear at this point. have any suspects or are actually facing charges for looting that store or if any other businesses were targeted. investigators will no doubt be looking for surveillance video today to identify them. and we're working to find out just how bad the damage is and whether or not spent suspects, rather were part of the protests. we're a shot too. oakland police and the mayor's office says, well, this of course, comes after other leaders like the governor have said that

this sort of activity, this violence is fanned lives and property damage. it's not going to be tolerated. back to you. all right. thanks a lot, >> in san francisco, roughly 300 protesters gather right outside of an immigration courthouse on montgomery street on tuesday. this comes after reports of ice arrested several immigrants who showed up to court hearings. >> we're being portrayed as folks that are not law abiding a guest, especially immigrants. we are everybody that's coming here today. want to be able to follow the rule of law. unfortunately, the administration is not doing the same. >> demonstrators claim the immigration court close early tuesday because of the protests. but the court, it's not confirm if that is true. >> here to support my people since my family are immigrants. my people are immigrants and i'm here to show people are just coming to us for, you know, better opportunities provide a better life for their families. and everyone wants opportunity and it shouldn't be police like

that. >> we also have reports of ice to 10 people in concord and attorney. public defender's offices. i showed up to the immigration court and detained 4 people sparking an impromptu protests. attorneys warn those who have an immigration court date should not avoid it. >> think that the tactics that they take yes, are unlawful. avoid giving people full due process. extremely important people to come to their hearings because do they will be ordered deported in their absence they will have an active criminal what that that causes allows. nice to remove there for the 4 people that were detained here. their process is not over. >> ayes would not confirm or deny the concord arrests. >> meantime, governor newsom is still condemning president trump's move to send military into southern california in a virtual address last night, the governor said trump's immigration enforcement and recent response to the protest threatening democracy. >> if some of us could be

snatched off the streets without a warrant based only on suspicion or skin color, then none of us are safe. authoritarian regimes beginning by targeting people who are least able to defend themselves. but they do not stop there. trump and his loyalists, they thrive on division because it allows them to take more power and exert even more control. >> so far president trump has sent about 5,000 troops to los angeles. governor newsom and the attorney general rob bonta. they have filed a lawsuit to block the deployments and a san francisco judge denied that request. but a hearing is still scheduled. so the matter isn't over that hearing is tomorrow. we'll let you know what happens. and the south bay, the san jose city council, actually approve mayor matt mahan controversial plan potentially arrest unhoused people if they rushed new shelter. yeah, they refused multiple times and then there will be action. this is part of his agenda aimed at reducing homelessness. kron four's will tran is live in san jose with

more. well. >> it basically they're saying area that we spend hundreds of millions of dollars. we are trying our best to get people off the streets into permanent shelter and it's been very difficult. so they've asked and soon they will tell you and force them to do it by way of a different kind of shelter jail. it's very controversial. a lot of people, including critics believe they are criminalizing homelessness. a lot of people want to move into shelters, but simply cannot. but according to the city, it is a done deal and should go into effect in a couple of months from now. of course, homelessness is a huge problem throughout the bay area throughout the state and san jose. they are trying their very best, especially in many hot pockets. they want to remove them to get them into permanent housing. take a look at your screen. the ordinance was passed yesterday and according to mayor, matt mahan, it will go into effect

in terms of penalties first and then ultimately jail time if it's not complied. now he says we cemented our commitments to open 1000 new interim housing units more than any other city on the west coast using measure e funds and gave our outreach workers and police officers. new tools to makes sure people choose housing or treatment when it is available through our responsibility to shelter policy. as far as the policy are mention social worker will go out first time? they don't listen. they will get a ticket second time that ticket 3rd time, possibly jail time. but they're leaving it up to the social workers discretion to decide whether or not police officers will get involved. a lot of people say, sometimes they moved to shelters and then something happens and then they're back out on the streets. and unfortunately, by then, a lot of other things that they rely to live on the streets or in their rv's are gone. so a very controversial

court documents show the incident happened on march 22nd at the company santa rosa store documents say that she walking down an aisle front of a display county when it suddenly fell over on top of her. the lawsuit claims she suffered multiple injuries, including a traumatic brain injury. she's now seeking a total of 14 million dollars in damages. the lawsuit was initially filed with the alameda county superior court but was moved at the request from costco to federal court. happening today, a san francisco supervisor along with legal aid advocates and union leaders and a rally on the steps of city hall. they are protesting mayor daniel lurie's proposed 4.2 million dollar cut to civil legal aid which advocates say could push over 300 people into homelessness every year. open door legal ceo adrian true don t is going to start a hunger strike at that event. organizers say the cuts threaten critical eviction defense and also housing services for low-income residents. the rally starts and 9 this morning. >> 7.17, and it's time to talk for your money with jane king

by judge. if you're confronted in the right to remain silent and to speak to a lawyer. mitchell says if you are detain state com. >> so one of the issues that we're seeing now it's taking a long time for attorneys to get access to any of the individuals that have been detained. there's an ice locator online periodically gets updated that can help you identify which facility loved one may be detained at. and then you can look at the individual, the facility to what the visiting protocol is. and mitchell says if you see someone being detained, you can also take videos and photos of that happening and today there's going to be a budget hearing in oakland. they're trying to figure out how to solve the financial crisis they face without cutting essential services like. >> as you can see here, fire department services on tuesday, councilmember jim nani ramachandran revealed a set of proposed amendments for the 2025 to 27 budget. and the

ideas include adding over 10 million dollars to help keep the city's fire stations open and restore police services and ad civilian positions to the police department as well. ramachandran says that unlike the existing budget plan, the new proposal would not rely on the sale of the coliseum. but what we wanted to focus on is the number one issue that our residents are asking of us, which is. >> invest in public safety, clean streets so we can have an economic revitalization and have a city. we can be proud of. and feel safe to be >> oakland right now is facing 265 million dollar budget deficit in the south bay accusations of short staffing and negligent management at the san jose city-run animal shelter. this after an audit in november found some serious issues detailing of the conditions of the animals. the audit says the shelter and overcrowded conditions on kept kennels and there was
