hoping from being houston hospital employee to a u c s f employee is going to cost these people about 10th all $10,000 a day. excuse $10,000 a year and take home pay. so multiple unions here representing about 2500 employees october hospital locations in oakland hitting the picket line. hear them chanting union says already losing some longtime members over this transition. and there are about 1300 members that represent and most of those not registered versus but >> it will be some of those out striking as well to support their colleagues. ucsf says despite the rumors no one's being fired, these employees will be getting better. long-term care benefits after the transition in july. it ucsf says this morning, quote, some take-home pay may change because today many employees are not paying nothing toward their health insurance or retirement. and are you see employment, though? they will contribute?

exploded this morning. we're sitting short of 93 acres. it was so frenetic that at one point they told certain homes, certain neighborhoods you have to evacuate. then cal fire in san jose fire. they called for aerial support so they find it from the ground and from the air. the good news is we're not hearing any structures damaged. no one hurt and evacuation orders have been lifted. but 2 neighborhoods still have evacuation warnings. got a chance to talk to some people during that just. >> madness of it here's their res onse to what unfolded. >> looks back. start head go all the way through field. i'm scared because like how about for some of that? that we have more trees every color. treason. >> the fire jump the road and just, you know. things that just, you know. things that have happened that i happen because it is for trees, kind of sparsely

to la during those ice protests. an appeals court heard yesterday from attorneys from the trump administration and from governor newsom's office. >> and kron four's dan kerman brings us up to date. >> what does it mean for the president to be unable with regular forces to execute the laws for a little over an hour, 3 judge panel with the 9th circuit court of appeals peppered attorneys for governor newsome and president trump with questions as the 2 attorneys argued whether or not the president has the legal authority to deploy the national guard to the streets of los angeles. know there is no rule for their court. >> to to play and reviewing that decision. >> the attorney for the trump administration argued the judicial branch has no legal authority to review such a decision by the president. and furthermore, his decision to deploy the guard does meet statutory requirements. >> the guard is essential to continuing to safely enforce immigration laws and protecting federal buildings in los angeles. and just mention, court is essential with this injunction, the state otherwise lives and

property will get best or at least needs to some consideration. >> of whether there are more modest measures that all in for the national guard before taking that great, extraordinary step. >> the attorney for the governor argued despite protests, ice is able to carry out its duties meeting. the president doesn't meet the requirements for deploying the national guard every day that this order remains in effect. it is causing harm. >> for our nation's broader democratic tradition of separation of the military, from civilian affairs. >> and that is not just a problem for the 60 day presumptive deployment here. >> the question for this court will be do they agree with a lower court decision that the president didn't have the right to deploy the guard or will they side with the trump administration? it's not clear where the panel's going to go. >> but the 2. trump appointed judges seem to be inclined to not support what the district court judge had ordered, which

would mean they would rule in favor of trump's order. rory little is a constitutional law professor at uc law. san francisco. >> simply affirming the trump ordered this point is going to suggest that it's not going to be so rare and that the president can call out the national guard almost whenever he wants. that's a very dangerous position. and one would hope that the 9th circuit won't say that whatever the ruling is, it will likely be appealed to the u.s. supreme court. in the meantime, the california national guard remains on the ground. >> in los angeles, dan kerman kron. 4 news. meantime, president trump has ordered ice to increase. >> the daily number of arrests they made to 3,000 per day and meet that goal. immigration raids will be resuming. they stay at hotels, restaurants and farms if they ever stop. the trump administration may be briefly paused the roundups because the industry had voiced some concerns about losing reliable employees.

north. a community group reports that ice activity happen in santa rosa and social media. they posted that one person was arrested by ice around 06:00am yesterday near corby and santa rosa avenue and the agents were in civilian clothing and that they did not appear to be there later on in the morning. the video of the ice officer was posted to the response network website. we did reach out to ice in san francisco and part they responded u.s. immigration and customs enforcement officers and agents are on the street every day. prioritizing public safety by locating arresting and removing criminal alien offenders and immigration violators. all aliens in violation of u.s. immigration law may be subject to arrest detention and if found removable by final order, then removed from the u.s. and quote. >> santa rosa now to the city of san jose in the south bay. that city is pledging a million dollars to ensure that its immigrant community

members get legal help when needed. the city council unanimously approved the funding during their meeting last week. the vote came as the trump administration continues to ramp up ice activities and mayor matt mahan says expanding resources there in san jose was the least they could do. >> new this morning, a report from san francisco a civil grand jury raises concerns about the city's vision, 0 traffic safety program. it was adopted in 2014 and it aimed to eliminate traffic deaths by 2024, which would have been last year and unfortunately report found that year was the deadliest year on city streets since 2007. the report titled failed vision, revamping the road map to safer streets cites a sharp drop in traffic law enforcement by the sfpd as a major factor. while the sfmta has made strides in pedestrian and bike safety. the jury says enforcement must

know and we want to let incoming superintendent know that this is really important that we're not willing to allow tur elections to continue to not get what they need on our campus, that we are going to be here for months to keep the pressure on the contract, not renewed cost a total of $250,000. the board president has explained her vote citing budget cuts last 4 days behind way passed 2026 27 school year. >> due to declining revenue, property taxes broadcast revenue reversed. >> but to bury says the marine county superintendent of schools and other organizations have made offers to step in and help fund the program. and there's money out there. there's money in the budget. all we need is for the board to stop playing petty politics. and remember the principles that they ran the new superintendent. courtney good spent some time at tam high last week to learn about this program. the board president says it will continue on with district employees.

arrested while protesting cuts to public services in san francisco. according to union officials, more than a dozen city workers went to the board of supervisors meeting tuesday afternoon and started chanting and their chance halted the meeting for nearly 2 hours. san francisco sheriff's office confirmed the arrests. they say all 11 people were cited and released shortly afterwards, the union members oppose mayor daniel lurie's budget cuts which include layoffs in funding cuts to several public services, including health programs and emergency management. >> 07:34am and ralliers took to the steps of san francisco city hall. they're upset. >> about a ban on long-term rv it would limit. >> parking for rv's to 2 hours citywide with kron 4. stephanie rothman with a closer look. >> working class people under on the steps of city hall. opposition is heard loud and clear. notice them to people.

getting assistance from the american red cross. a new program in san francisco is aimed at detecting cancer and firefighters. mayor daniel lurie announced a half a million dollars be used for screenings. kron four's rob nesbitt has more. >> the money for the new cancer prevention screening program is coming from mayor daniel lori's proposed budget. the mayor says budget constraints are tight, but that the money was needed to say first responders lives. when firefighters respond to an emergency call, they aren't just putting themselves in harm's way at an active fire. >> they also face long-term health risks. san francisco fire chief team chris been knows this all too well in the past year. we've got to feel girls work predominately this station. who suffered from cancer contracted on the job and on the line of duty from cancer, it's firefighters exposure to toxic substances, hazardous materials that makes them 14% more likely to die from cancer. according to the cdc mayor daniel lurie visit

station 2 in chinatown to announce a new cancer screening pilot program for firefighters in the city. we deserve. >> to give every firefighter a fighting chance. and it's about honoring the people who dedicate their lives to protecting ours. you have our back. we should have yours. 500,000 $1 of the mayor's proposed budget will go towards advanced imaging scans typically not covered by insurance. >> firefighters over the age of 40 with at least 5 years of service will be eligible. we know screenings can save lives. we know when we catch cancer early it drastically increases the survival rate of firefighters. the mayor says the screenings have identified cancers that may have gone undiagnosed until advanced stages. he has partnered with the board of supervisors and firefighters union to ensure the pilot program is fully funded. chief chrisman says the screenings believe to proactive treatment directly affect his members lives. they really just want to help the
