>> on this juneteenth holiday, lawmakers in california's legislative black caucus say more work is needed to ensure reparations can become a reality for descendants of those who were enslaved kron four's capitol correspondent eytan wallace reports. >> the goal is for actual long-term repair of the harms that happened inflicted upon black california. and that's the objective, california legislative black caucus chair, san diego state senator doctor weber pierson says she and her colleagues in the black caucus seek to achieve with what they're calling the road to repair bill package. the package includes more than a dozen bills aimed at helping california descendants of enslaved black americans and the black community as a whole. all the more significant on this juneteenth, a federal holiday commemorating the emancipation of the enslaved, some 160 years ago. if you don't know your history, you're doomed to repeat it. once chattel slavery was ended here in america and there was no repair of the harms of

slavery. and so what we see after that is just a continuation of harm's with. >> jim crow laws even law. so we've had here in california, even though california was not a slave state, we participated in the fugitive slave laws. we definitely did redlining. we took people's property. we prevented people from getting loans to be able to purchase homes. all of these things have continued to be a harm from the original sandwich was slavery. that's where she says the latest bill package comes it incorporates some of the 100 plus recommendations laid out by the california reparations task among the proposals in the bill package where pearson's bill sb 518, calling on the state to establish the california bureau of descendants of american slavery aimed at assisting sentence of the enslaved. >> to a genealogy property reclamation, division and education and outreach division and a legal affairs

division. as for how the state will prove someone is, in fact, a descendants of the enslaved. that's where weber pearson's other bill sb 437, comes it will require the california state university system to independently research and report on scientific methods to determine once genealogical fingerprint and verify. they are descendants of the enslaved. the goal pay when someone comes and says. >> i believe that i'm a descendant. you have the correct path. the correct methodology to then go and test to prove or disprove that theory. >> importantly, this year's bill package does not include the reparations task force recommendation for direct cash payments to the senate of the it's late that has left some in the black community. frustrated. nothing works without direct payments. nothing else is going to work without direct payment. so you can change all the policies. we can change all the laws. but if we don't have wealth actually return directly to our people, none of that's going to work. but pierson makes clear this year's bill package is just the start of a

long journey. she says will yield results. we are very clear. >> that this is a multi-year effort. and we in the california legislative black caucus are committed to doing this and continuing at every year until we have worked through all of the recommendation. >> and webber pearson's bills are set to be taken up in committee later this summer reporting at the state capitol. eytan wallace kron. 4 news. officially proclaimed to the juneteenth the day of observance today as proclamation, the governor recognized the thousands of black americans who settled in california. he specifically noted the la area in the bay area. in a statement he says in part celebrate how far we have come and take stock of how far we must go to truly realize our nation's founding ideals. >> a crisis hotline service for lgbtq youth is shutting down president trump's administration has ordered to end the operations of the press. 3 option that you can get on the 9, 8, 8, suicide

and crisis and july 17th. the service began as a pilot program in 2022. to assist lgbtq people who are under 26 years old. the substance abuse and mental health services administration says that press 3 option will now be available for anyone needing help. >> the trump administration is lifting restrictions on immigration raids at work sites that heavily rely on undocumented labor talking about places like farms, hotels, restaurants. it's a major shift from prior guidance and it's sparking some sharp backlash. washington correspondent reshad hudson has thesvery latest. >> the department of homeland security is reversing course once again allowing immigration raids at certain workplaces. much clear. >> that work will continue work site 5 hotels, but based part-time basis, criminals come first. >> president trump's border czar tom homan says raids are

about enforcement, not politics, but acknowledges that many of these industries maybe hiring people. ice is trying to catch workforce immigration law we got over 1000, james on the street every day across country. president trump ordered federal agencies including ice to expand efforts to deport illegal immigrants and the country's largest city. >> radical democrats will no longer be allowed to shelter illegal to threaten public safety as part of their cynical efforts to expand political power. illinois democratic senator tammy duckworth criticized the move, calling it political. the fact that they're targeting democratic areas is basically an constitution and deeply, deeply troubling to me. when asked about the focus on sanctuary cities home and pushed back, they knowingly release public safety threats legal to the community every day. >> so that's why sending more resources for sure. >> duckworth is also warning against deploying troops for immigration enforcement

administration. >> it's politicizing our nation's military when it should not be politicized. the white house has not deployed troops to participate in raids so far. >> only to the southern border to prevent illegal crossings reporting in washington reshad hudson. >> investigators in the south bay are looking for this man. take a look at your screen here. he was caught on camera wednesday, touching himself in front of several passengers on a vta bus. he was also seen assaulting the driver before leaving that bus. a south king and telly roads in san jose. there's a good look at him there. if you recognize this person, you're asked to contact santa clara county sheriff's office. pittsburgh police are looking for the man you see in this video throwing rocks at pittsburg, high school resource patrol cars. officers say the suspect was riding a silver and black bike wearing a green long sleeved shirt when he was a. doing us. this happened on davey avenue

tuesday evening. the rocks caused severe damage to those patrol cars. anyone who knows this person is asked to give police a call. hundreds of families of murder victims will be coming together for a powerful event this weekend. and kron four's joey horta is in san leandro to explain what is plant. >> with a mom who started this says she's on a mission to help others after losing her own sons to violence. she says while the pain never goes away, walking out here helps her cope with the trauma. ryan taylor's life would change forever in february of 2000, her twin sons, awful day and diet taylor were both shot and killed with an ak. 47 in oakland just 22 years old. she says when their world came to an end, so did hers. and after years of battling depression, taylor return her pain and the purpose by 1000 mothers to prevent violence, she would form a support group reaching out to others who lost a child to violence. and it's been really hard.

per hour at this hour. at one point, you're gusting in the 30's at 23 miles per hour in oakland. 21 in concord. so we are breezy even at the surface, which means we're warm, breezy and the higher elevation were also cooler. today. 24 degrees down in concord and 23 in livermore. so those are the warmer spots yesterday in the 90's. and now you're down to the 70's. let's take a look at the numbers out the door now down to the 60's in livermore, 79 in brentwood, 70 in concord. and we have some 50's in san francisco and 70's in nevado and we have 50's over by the coastline. so here's the other a part of the forecast. we're keeping an eye on the fire weather. we do have watches and warnings just yet. we do have one in the sacramento area and that does include fairfield and a vallejo. but that's not until saturday. so this map is lit up right now in the yellow and even pockets of red. that does indicate moderate to high risk wildfires. that red is around the areas we've been talking about potential psps is we do

>> let's get you a check of the forecast. taking a live look at the bay bridge at this hour. it's a holiday, but lots of people driving around today. >> maybe go into the mid market event and the city movie gayle ong is here with a look at the forecast to yeah, we're going to be windy. may have a notice that if you're out today and out and about. so that's the weather story and we're much cooler with the temperatures. we dropped about 20 degrees or more in places like concord and livermore. yesterday you are in the 90's. so here's a live look at francisco. we've been showing you this camera because it really tells the story with the wind. you see the trees blowing the branches and even the flag out there along the embarcadero. so numbers out the door. 58 degrees of cooling down in san francisco has so 60's and o'flynn and upper 60's and san jose know the big difference is livermore concord and santa rosa, moreso livermore in concord where now we're seeing 60's 70's. so you're a big drop here. it's all because of

this. you know, area of low pressure. we're in this win gradient. pretty much low pressure to the north and high pressure to the south and, you know, we we get that drives. the strong winds in this is that on shore flow that's bringing that cool ocean air into our area. so we could see breezy conditions through the night anywhere between 30 to even 40 miles per hour. wind gusts. and here's a to tomorrow. late afternoon around 3 o'clock. when that time of day we see the strongest winds that we could see stronger winds tomorrow. so as you can see, another push here and this time we're seeing upwards of 30 miles per hour, even upwards of 40 plus miles per hour. wind it's really colors. you want to pay times. you the coast here, but really the concern we have been talking about are in the east bay hills, the south bay hills because of the dry vegetation, the dry you notice the areas lit up in red there. that said the areas where pg e is looking into this psps is so overnight, though, will notice we're clear now. but as we get into the evening, we're noticing we're seeing the

cloud cover over in our live cameras and that is popping up this evening and into the overnight. so that's a big difference from yesterday. and i definitely help with their recoveries as far as you know, the dry grass goes. so they'll in the linger into the morning. but we're mostly sunny in the north bay. there. and here's that fire watch. it's really the greater sacramento area. parts of the central valley there. and it does include fairfield and vallejo in our coverage area. this is saturday morning until sunday morning because of the dry winds and the, you know, just how dry it's been mix that with the winds. we've already seen those brush fires pop up. so overnight lows were in the low 50's and you could see cooler temperatures in the north bay and that the to the upper 40's and maybe low 50's there for you and jumping to tomorrow's highs of it saying as of the far the first day of summer, we're actually cooling down to spring-like weather with the mid 70's as our daytime highs. our warmest spots. so here's that 7 day forecast. i will have cooler temperatures breezy conditions

north bay students are rolling up their sleeves getting hands-on experience with cars. the fairfield sassoon unified school district launched its first ever paid automotive internship program. there's 2 outstanding students in turning out for a donor on from fairfield, high school and crispin at lumen from rodriguez high school. they're learning everything from how to do an oil change to lessons in car safety. students get the training to work as a full-time bus driver when they turn 18. all right. the city of vacaville is holding a free paper shredding event saturday. organizers say it's a great way for people and businesses to safely get rid of any confidential documents. it will be in the parking lot in vacaville city hall. 09:00am to noon. clothing. donations are welcome, too. if you can't make it saturday, the events are happening. every 3rd saturday. >> until october, 18th. and with the san francisco pride parade just around the corner, bart is encouraging people to ride with pride. bart will be
