the spring before summer officially arrives tonight at 7.42, it's going to be cooler than normal. so it's a cooler than normal. and to spring a cooler than normal start to the summer. and we have continued gusty winds which spells elevated fire danger. and, you know, clear skies in many spots across the bay area, but not everywhere. half moon bay showing some low clouds right there. temperatures across the bay area mainly in the 50's. a few spots in the north bay are only in the 40's. we'll warm things up quite nicely, but it will be a cooler than normal start to to the summer time. and we're going to see gusty winds and low relative humidities and that is why we have critical concerns for fire weather, especially in the inland east bay and also parts of the santa clara valley. back to you now for news. more coming up in weather. all right. thank you for let's get a look at your morning commute. pretty light on our bridges so far, 9 on our bay bridge, some of ridge, no major issues or delays. while you're richmond, sandra fell still under 12 golden gate bridge, 19 and a bar to lure. this is for this

weekend. they're not gonna have any trains between walnut creek and concord. they are offering free buses to replace that. so keep that in mind. the doing some trackwork saturday and sunday. all right. james, back to you. >> all right. thank you. reyna breaking news overnight. the chp now at the scene of a fatal crash on southbound highway 101. it happened just before 2.50, this morning, right near the ralston avenue off-ramp. one vehicles involved. no word now on the cause just yet or how many people were inside the vehicle at the time of the crash. the coroner's office is investigating and will keep you updated throughout the morning. >> 6 o'clock and the developing story that we're following right now is a legal win for president trump. a federal appeals court ruled the president can keep control of the national guard troops that he deployed to los ngeles. yes, so we've got will tran standing by live in san francisco with more on the reaction this morning. will. >> the ruling from the court right behind me came down late

last night. so if you're waking up and you did not stay up late last night, you didn't hear it. so we want to tell you exactly what's going on. governor newsom does not have the power over the national guard that temporary restraining order that he won last week was reversed by the court of appeals right behind me, which gave the power back to president trump. president trump says he called the national guard into los angeles believing that local authorities were not handling the job that he saw. what was going on from washington, d.c., and went over the head. governor newsom by sending in the national guard and the governor says that's the problem. i was never even contacted. the court of appeals said he technically was contacted because president trump let the general of the national guard know what was going on and the general works for governor newsome. so by proxy, according to the appeals court, governor newsom was, in fact notified. now take a look at rour screen. of course. now we live in the age, a social

media. so they knew what happened last night. and here's president trump's reaction. it's a long ones, but i'll read some parts of it to you briefly. he says big win in the 9th circuit court of appeals on the president's core power to call in the national guard. the judges obviously realize, but the governor is incompetent and ill prepared. but this is a much bigger issue than gavin, because all over united states for cities and our people need protection. we are the ones to give it to them. should the state and local police but be unable for whatever reason to get the job done. now, attorney general rob bonta. he's been fighting this on behalf of california governor newsom. he took 2 social media as well. so here's his reaction. he says while it is disappointing that our temporary restraining order has been stayed pending, the federal courts appeal. this case is far from over. we will remain confident in our arguments and we'll continue the fight and he's absolutely

right. because legal experts say no matter who won the second round, you might recall the first round was the tro. the second round was the appeals court. they believe that whoever won this particular round, ultimately it will probably head to united states supreme court. back to all right. thanks a lot for that to get a full update following it as it moves up the system. thank you. will. >> all right, 603. is the time right now. several east bay communities are without power because of the ongoing fire risk. >> pga triggered some public safety power shut-offs for the areas that you see here on the screen. those areas highlighted in pink which includes alameda contra costa and portions of santa clara counties pg e does these power shut offs in anticipation of high winds and dry conditions. they don't want their power lines coming down and sparking a fire. so they de-energize those lines. >> time now 604. and as far as the power goes and when it's going to come back.

>> they're estimating at this point sunday at 04:00pm. that's a whole weekend without power. yeah. think about that. and in the livermore valley east of the downtown area, many of the business owners there say they were prepared and they are keeping their doors open. scrambling, though, to make that happen. kron four's dan kerman explains. >> but i know if you can hear that sound, but it's a portable generator and they're very prevalent over this part of the livermore valley. the winds in the livermore valley were being whipped into a frenzy thursday afternoon, which is one of the main reasons p g is shut off power in the area in hopes of reducing the risk of downed power lines causing a wildfire. >> we can't really do anything about it. it's for safety. so as long as we have all the right measurements and can prepare. we just do what we gotta mcgrail vineyards had its power shut off at 09:30am, in the morning. but wine tasting was in full swing despite the lack of power and will continue to be thanks to this generator is powering

every function at the winery needs. refrigerators, lights, computers, printers. >> everything to make day-to-day operations work. well, mcgrail vineyards has seen its power shut off before. this is the first time the livermore valleys, purple orchid resort and spa has gone dark. the owners of the purple or could have been here for 14 years. and this is one of our notifications from pg e that we are having a power shut off. so something new but not something we're not prepared for. but the purple orchid had multiple generators ready to go for basic services and more will soon be arriving to power up the entire place through the weekend. we have our days property that's in full service today. we've got our hotel with all of our rooms booked and wedding this weekend that we plan on. >> preparing for similar preparation was also in place for many other businesses in this area. >> which is comprised mostly of horse ranches. cattle ranch vineyards and wineries. so this power shut off a

certainly an inconvenience to be sure. but many of these businesses have prepared for and plan for and they're ready to see it through and keep the doors open until it's over. >> in the livermore valley, dan kerman kron, 4 news. >> 606, right now. and in brentwood, 6 people have to find a new place to live because of a grass fire that broke out yesterday. one 30 in the afternoon on sunrise drive near highway 4. it damaged 2 homes and also a shed and the fire has since been knocked out. the red cross is helping those displaced residents. they still don't know the cause of the fire and a big fire in antioch that we brought you live here on the kron. 4 morning news yesterday. it is contained now and residents have to clean up the mess. you can see bright pink fire retardant that's covering homes and streets outside the black diamond mines, regional preserve at least, you know, their home is done. bernie can see how close the flames claim came. so they would rather be cleaning up

fire. it started then sifting through the rubble of any homes that had been destroyed, which they were not. they were saved and the area is an area that is for a lot of aging community members. so there are still concerns. >> gets windy around here. so the fire was really chasing down into a room with from what i understand the 3 older people up the street that had to go to hospital for smoke inhalation. so because it was pretty thick. >> yeah, a lot of thick smoke. they endure. the firefighters did a great job and the neighbors say they are just happy that their homes are still standing. >> and we ask you now to please join us in a moment of silence. you know, lonzo his memory. >> and this was the scene in the south bay where community came together to remember a teen who was killed in a crash. 17 year-old alonso alvarez died in a crash in hollister back on june 14th. he was driving home the day

after graduating from christopher high school in gilroy. his family, friends and neighbors held a candlelight vigil and a moment of silence thursday night. according to the gofundme page that's been set up for his family. alvarez was the youngest of 3 and had dreams of becoming a firefighter. happening right now, the chp is searching for the driver of this speeding car that they tried to pull over. officers released this dash camera footage of them going after that car with a legal window tent. officers say they tried to stop the car early thursday morning on eastbound 5.80, right there, park boulevard in oakland. but the driver took off speeding up to 120 miles per hour. at one point and going the wrong way. the chp ended up. breaking away from the chase. but they did find the car later in the morning. again, the driver is still on the loose and that's who they're looking for. >> juneteenth celebrations happened all around the bay yesterday, including this one

in downtown san francisco. mid-market community members gathered and you can see them enjoying the holiday there. it has been 160 years since slavery was abolished and this has evolved into a day dedicated to celebrating black liberation and joy. it was a block party. a lot of artists where they're musicians, fashion designers and more. >> raise the visibility of our communities. we have to continue celebrate our diversity, but specifically our freedom and our liberation that switching teams is about. >> and this juneteenth event was part of a block party series called on stage, which happens every thursday of the month from now through october and you can see a packed crowd here enjoying the celebration at the oakland museum of california. they had the what they call hello, juneteenth celebration. families were there that if future black

>> 6.14, is the time here for things to know today for members of a prison gang were sentenced earlier this week for racketeering, conspiracy in oakland. this after a three-month trial in 2024. were prosecutors presented evidence and a jury found the men guilty of drug trafficking, murder conspiracies, attempted murder and money laundering inside state prisons. there are additional prison terms range from 10 to 15 years following their convictions. livermore police arrested 3 children aged 12, 14 15 in connection with nearly 50 car break-ins. police say the smash and grabs happened overnight from early may through just this last friday in the downtown area and surrounding streets. officers say the 2 boys and a girl smashed windows and stole usb drives. battery packs, sunglasses, wallets, all different kinds of things. all 3 children have been cited and released to their parents. police say juvenile hall would not accept them due to the nonviolent nature of their fences. in the east bay,

hundreds of families of murder victims come together tomorrow in a walk for healing in san leandro. the founder, laurean taylor, our lorraine taylor had her. 22 year-old twin sons shot and killed in oakland back in february of 2000. after years of battling depression, taylor would turn her pain into purpose by founding founding. a group called 1000 mothers to prevent violence the others walk for healing returns saturday morning at 9.30, at stanley andrews marina park. you can register online for the 2 mile walk at 1000 mothers dot org. everyone is welcome. and the national association of black journalists turns 50 later this year. a new document documentary called beyond the headlines. the na bj journey is telling the story of the organization's history and the sacrifices of its founders. the film is being screen this weekend at the brill clay theater in san francisco in partnership with the sf black

gusty winds. and finally, that windy can do concern really lessons on sunday. now, there's not a whole lot of moisture. you see just a little bit around the san mateo county coastline. boy, it it just goes away quickly. and we really say goodbye to the coastal stratus for quite a few days because low relative humidity, far away from the water's edge. 3rd, 29 per cent in fairfield this afternoon. 34 1% in concord. 33% in santa rosa was low relative humidities are concerning because the inland areas where they have elevated grassy areas, especially a concern for fire. lots of fuel. our cool temperatures are courtesy of big area of low pressure and that's going to stick with us for quite a while. so we're not going to see in a sizzling hot summer temperatures anytime soon. that is for sure. right now back to rain. >> happened on par between walnut creek and concord. they're actually in to provide free buses for that route. this is saturday and sunday.

hours the spring time and then summer arrives at 07:42pm, tonight. we're starting out a great note in a few spots, especially along the san mateo county coastline killer. we're looking right here, pacifica. so we've got some gray skies, beautiful conditions. it's lovely. but you know what? it is cooler through the weekend, whether it's spring or summer. we've got cool conditions and we do have enhanced fire weather concerns because of gusty winds and low relative humidity, especially in parts of the east bay elevated areas with all the grass. that's big area of concern. other area of concern is the san mateo and the santa clara county hills. so it's going to be gusty winds and that's going fuel the concerns for the fire. we certainly don't have any fires of choice to fuel, but we felt you don't want to have those. and we're going to have low relative humidity and that's going to be places in the east bay such as concord. we're going to see relative humidity is down to 23% or so in some spots. and also even in the north bay about 23 34% humidity. so we don't have a whole lot of clouds and fog.

and her colleagues in the black caucus seek to achieve road to repair bill package. - the package includes more than a dozen bills aimed at helping california descendants of enslaved black americans and the black community as a whole. all the more significant on this juneteenth, a federal holiday commemorating the emancipation of the enslaved, some 160 years ago. if you don't know your history, you're doomed to repeat it. once chattel slavery was ended here in america and there was no repair of the harms of slavery. and so what we see after that is just a continuation of harm's with. >> jim crow laws even law. so we've had here in california, even though california is not a slave state, we participated in the fugitive slave laws. we definitely did redlining. we took people's property. we prevented people from getting loans to be able to purchase homes. all of these things

have continued to be a harm from the original sandwich was slavery. that's where she says the latest bill package comes it incorporates some of the 100 plus recommendations laid out by the california reparations task among the proposals in the bill package where pearson's bill sb 518, calling on the state to establish the california bureau of descendants of american slavery aimed at assisting sentence of the enslaved. >> to a genealogy property reclamation, division and education and outreach division and a legal affairs division. as for how the state will prove someone is, in fact, descendants of the enslaved. that's where weber pearson's other bill sb 437, comes it will require the california state university system to independently research and report on scientific methods to determine once genealogical fingerprint and verify. they are descendants of the enslaved. the goal pay when someone comes and says. >> i believe that i'm a descendant. you have the correct path. the correct methodology to then go and test to prove or disprove that

theory. >> importantly, this year's bill package does not include the reparations task force recommendation for direct cash payments to the senate of the it's late that has left some in the black community. frustrated. nothing works without direct payments. nothing else is going to work without direct payment. so you can change all the policies. we can change all the laws. but if we don't have wealth actually return directly to our people, none of that's going to work. but pierson makes clear this year's bill package is just the start of a long journey. she says will yield results. we are very clear. >> that this is a multi-year effort. and we in the california legislative black caucus are committed to doing this and continuing at every year until we have worked through all of the recommendation. >> and whether pearson's bills are set to be taken up in committee later this summer reporting at the state capitol. eytan wallace kron. 4 news. >> 6.34 is the time of mountain view man now facing up to 20 years in prison after prosecutors say he admitted to
