bank of america locations in berkeley. we're live with a look at what's being done to protect customers. good morning, jade. >> reporter: good morning. it seems simple enough, don't leave your atm card in the machine. but berkeley police say that some thieves are preying on every day forgetfulness. when someone leaves the atm in the machine the thieves waste no time withdrawing money from their account. they report this problem at two bank of america atms. one at telegraph and durant and the other at north shad dock. despite the arrest of two men whom are in jail this morning, police say the community should be aware because there are still susceptible to crime. >> they are only responsible for a handful about six cases. so we know there are other suspects out there that are committing this crime. >> start out there. >> reporter: police say they've added more security but still warning bank customers to be aware of people lurking nearby.

stand behind his decision. >> the announcement of the official playoff roster is expected before 10:00 a.m. the game time tonight is 6:30. ktvu's kraig debro in san francisco this morning where the city already has playoff fever. kraig, you're not in your bright orange tie are you? >> reporter: what's that? complete coincidence. complete coincidence. i didn't notice. i got dressed in the dark this morning. what a coincidence though. nobody out here just yet this morning. certainly a lot of excitement in san francisco. today could be the beginning of the end of a 56 year drought for the giants. that's how long it has been since the giants have won a world series. and the san francisco giants have never won a world series in san francisco. a chance at a title is bringing people and their money into san francisco. nobody has numbers right now but business owners are gauging their gain from the increase in the number of people at their establishments. but the players are looking

orange october slide show. just e-mail them to photos@ktvu.com. bad news could be coming down the line for you commuters who depend on cal train. cal train's board of directors will vote today on a plan to close a $.3 million budget deficit i. includes a 7.2% fare hike and would cut four weekday trains from the schedule. now according to a report in the san jose mercury news, cal train executives gave themselves very generous pay raises at the same time they were making plans to cut services to balance the budget. documents obtained by the mercury news show a 14% pay raise over the past three years for cal train administrators. now when adding in benefits, the total compensation for them grew 34%. 5:05 is the time right now. let's check in with sal for a look at the commute. sal. >> all right. pam and dave good morning to

you. traffic is doing well. we have an accident clearing on 580 westbound at golf links road. be aware of that causing a big delay. southbound 101 there's a fuel leak blocking one of the lanes as you're driving through the north bay. right now we're doing pretty well. start off and look at 80 westbound. that traffic looks very nice as you drive to the macarthur maze. the bay bridge toll plaza that traffic moves well. reminder of the game we're talking about is tonight at 6:30. that means any time after about 4:00 or 4:30 you're going to see a lot of people on the bridge coming into san francisco this evening which is not usually the case. make plans for that. let's move along and take a look at northbound 280 getting up to highway 17 that traffic also moves well. last time there was a giants game in the evening on these playoff-type situations huge traffic jams on 101 too getting up to the stadium area. so just take that into account.

5:06. here's steve. sal, thank you very much. yesterday had the clouds in the morning then it cleared up for a long time. late in the afternoon from about fremont south pretty good shower activity and clouds. system responsible now accelerated into the nevada but the wrap around left a lot of low clouds especially in the north bay which is under mostly cloudy skies seems to be taking the brunt of the low clouds right now. and also up the sonoma coast and marin coast. patchy clouds elsewhere. pushing off east to sacramento. sun and clouds cool to mild. still a very cool air mass in place. 60s, 70s across the board. 51 at gnat pa airport. 58 oakland, berkeley and same for san jose. 58, 40s in the mountains. shower activities. thunderstorms possible in the sierra and into nevada later today. talk about cool 60 in sacramento due to cloud cover. there's the low yesterday it was down here by santa maria and santabarb. it's moving.

high pressure building in giving us more of a warmer day tomorrow. today patchy fog and sunny and warmer as we head into friday and we'll continue that on the weekend with patchy fog coast. 80s inland. not high 80s. it will be a fall pattern. sun and clouds cool to mild more low clouds to the north bay at least so far today. that's why it's looking 60s, 70s mid-70s at best. warmer weather kicking in on friday, saturday. carry that into maybe the early part of sunday but then i think clouds come in monday. thank you, steve. it's now been four weeks since the pipeline explosion in san bruno that killed eight people and destroyed 37 homes. the neighborhood looks much different now than it did in the days immediately following last month's disaster. demolition crews have cleared away tons of debris. the ruptured pipeline is sealed. and the huge crater is now fenced off. a big vote today by stay lawmakers on a proposed new budget plan worked out by

governor schwarzenegger and legislative leaders. legislators saw it for the first time yesterday this budget conference committee meeting. as of today the budget is a record 99 days late. to pass that budget needs to be approved by two-thirds of the assembly and state senate. some lawmakers have criticized what they call the budget's creative accounting. it calls for delaying almost $2 billion in payments to public schools until next year. and for suspending a corporate tax break over two years. the budget depends on the federal government giving california $5.3 billion which critics say is overly optimistic. it also contains pension roll backs for new state employees. that was something governor schwarzenegger insisted on. you can find a detailed summary of the state budget proposal on our channel 2 website. just look under the ktvu.com right now section. there's new hope for iphone

welcome back to the morning news. now 12 minutes after 5:00. the state of california has a fresh supply of the drug needed to carry out the death penalty. the associated press reports that the shipment came late last week. it arrived just one day after condemned killer albert greenwood brown was scheduled to die at san quentin. it would have been california's first execution in 14 years. they must now set a new execution date. increasing security all over the trains across the country. ktvu's allison burns is live in our washington d.c. newsroom for the reason why they're doing this. good morning, allison. >> reporter: good morning to you, dave. the chief of am track police assures me the increased security at train stations has nothing to do with the heightened terror threat in europe. i talked to chief john o'connor who says train stations across

the country will see a security surge through next week. it's part of an annual security exercise called operation rail safe. chief o'connor says while there's no knowledge of an immediate threat, his biggest concern is a high profile coordinated terror attack like those that have targeted mass transit and other public places overseas. >> with concern about london or madrid-type of attack, it's an open system. we are vulnerable. but we are working with a number of agencies across the united states to reduce that vulnerability. >> reporter: if you're taking am track over the next few weeks you're likely to see more bomb sniffing dogs and s.w.a.t. teams. and air marbles will be riding the rails. reporting live from washington d.c., ktvu channel 2 news. republican who is running for lieutenant governor against newsome has picked a couple

endorsements for democrat glik some of my friends may be surprised to see me here supporting for governor. >> i can speak on behalf of many san francis cans, we are so tired of those who use politics to advance their own political careers. >> he chose to announce his democratic endorsements right on the front steps of city hall. the mayor's home base. >> this is the people of california's house. and everybody has the right to come here and to tell californians what they're going to do in the future. >> to do it on the steps of city hall is rather curious considering what everything san francisco city hall's been about he's fought against. >> according to the latest field poll his lead dwindled from nine points in july to four points late last month. time now 5:15. 27 uric lip tus trees will be cut down in lark spur. that will end a long running battle between neighbors there. last saturday crews started what will reportedly be a three

week process to remove those trees. now a marin county judge ruled last year the trees were a safety hazard. in june the california supreme court refused to hear the property owners' appeal. residents being told now to better move their boats and other equipment away from the russian river shoreline today. starting tomorrow the army corp of engineers will begin releasing water into the russian river. the corp says the coyote valley dam which holds back waters of lake have reached unprecedented levels. increasing the flow into the russian river is expected to improve migrating conditions for salmon and will also help control flooding. san francisco's transit agency is working on a smart phone application that could make people's commutes a little easier. the app is expected to provide realtime information on cost, distances and time estimates for all forms of transportation including muni trains and buses, taxi cabs, bikes and

cars. the program is scheduled to launch some time next year. all right. time now 5:16. we're launching sal. >> we still need sal. >> he's all over the commute everywhere. >> i'm trying to convince my friend to get a smart phone. that might do it because he's a muni rider. if you can get the times that's great. we follow muni here of course. if you are taking muni right now or taking bart we don't have any significant delays reported. they're just starting out. everything starting out okay. this morning's commute starting out okay as well on westbound 24 getting up to the tunnel. looks like it's pretty good. there are no major problems on interstate 680. also this morning looking at the bay bridge. going to remind you quite a bit of the giants game tonight at 6:30. that means this evening we're going to get a lot of people coming into san francisco even if you're not a baseball fan you should be aware of all those people being at the game tonight and tomorrow night for that matter in san francisco. going to cause a big traffic delay.

let's move along and take a look at the commute here on 101 northbound and southbound. looks pretty good. if you're driving to the south bay we're off to a good start. at 5:17, here's steve. thank you, sal. good morning. a little cool. more cloudiness towards the north bay. and temperatures today 60s and 70s. most of the unstable air is moving out. associated with a low that brought a lot of rain to southern california. it was raining and raining. that kicked out. now it's into nevada. showers and thundershowers over sierra. for us on the drier side but a lot of lower moisture seems to be stacking up around marin county and the coast. areas south not as bad. still a partly sunny, partly cloudy day. sun and clouds, cool to mild. 60s, 70s and 70s. not much of a warm up. 51 napa. 58 san jose and 55 san francisco. 40s up in the mountains and 46 little cool there yet 60 in

sacramento big difference on that. cloud cover versus clear skies. there's the low. as it heads into nevada and high pressure will build that will give us a little bit better conditions. still a lot of cool air in place. so today patchy fog, sunny, then a little warmer. head into friday and the weekend 60s on the coast and 70s and 80s across the bay and inland. sun and clouds cool and mild today. low clouds toward the north bay. 60s and 70s. pretty good temperatures not really going very far. tonight mostly clear. 6:30 it will be 60 for the giants and atlanta. little cooler than that sunset now happens a lot sooner but still won't be that bad. little warmer as we head into the weekend. european markets slipped in early trading following a down day by most benchmarks in asia.

south korea's stock index fell after sam sung forecast earnings short of expectations as global demand falls. sam sung's stock dropped nearly 3%. japan's also closed down slightly. many investors are still worried about asian exports after the yen hit a new 15 year high against most other major currencies. checking in on numbers, thingings might be a little quiet until we get a new jobs report. we have retail sales coming in and the start of a very important earnings season, october brings the year end numbers for many companies. so we'll see how that effects things. small news yesterday the dow jones starts pretty close to the 11,000 level. well, it's official. apple will start making iphones that will work on the verizon and sprint networks. it will be similar to the current iphone 4 sold by at&t but will reportedly use a different wireless network that customers hope will be faster with better coverage. the new phone is supposed to be

ready by early next year. a recent survey shows nearly half of all iphone users would switch to verizon from at&t if they could. here's something. parking your car can break the bank where making a simple mistake at the meter can cost you more than anywhere else in the country. and the port of san francisco has gone green. now offers cruise ships something no one else in california has. good morning. san mateo bridge drivers face a pretty good commute getting out to foster city. tell you more about the morning commute and the bay weather. q

good morning. a lot of low clouds around. it will be a partly sunny, partly cloudy day. temperatures will be in the 60s and 70s. time now 5:23. today is the official start of san francisco's fleet week. this year a record number of ships are expected to arrive from the third u.s. naval fleet. today the blue angels precision jet team will practice in the bay area skies for saturday and sunday's air shows. and the san francisco zoo is offering free admission to members of the military and their families. remember that recall of mcdonald's drinking glasses that featured the characters from the movie "shrek"? now the consumer products safety commission says just touching those glasses could be

a cause for concern. the commission says tests showed children under the age of 6 who touched the puss and boots glass eight times a day were exposed to hazardous levels of a metal. it rubbed off on to the hands of the children. mcdonald's recalled 12 million of those glasses last june. san francisco' thousands 's now one of the most expensive places to park in the whole country. meter rates and fines have more than doubled in the past 15 years. the city charges between $2 and $3.50 an hour to park at a meter. downtown parking costs the most. the fine for parking at an expired meter in the downtown area is $65. the port of san francisco is now a cleaner and greener place for cruise ships to dock. the island princess was the first ship to hook up to the newly unveiled shoreline power supply for cruise ships.

they can shut down their diesel engines which means less toxic emissions are going into the air and water around the environment. and san francisco will be paid $16 an hour when the ships hook up to the city's electric grid. >> all that power now is coming from renewable energy. as the water comes to our tap actually goes through a hydroelectric dam and that dam creates the power. so there's no emissions. >> san francisco is the fourth city in the world to offer clean power to cruise ships. the others are also on the west coast. seattle, vancouver, british columbia and juneau, alaska. a crime of opportunity. there is a simple step people are forgetting to do when they go to atms. and criminals are taking advantage of it. >> reporter: cal train's board of directors taking a key vote this morning. we'll tell you why one rider says it will be double trouble

>> good morning. i'm pam cook. time now almost 5:30. let's check in with steve for a look at weather. thank you very much pam and dave. we have clouds around more so towards the north bay. little cool. 50s for many. partly sunny day. 60s and 70s. not much of a spread even between san francisco, morgan hill, just 64 to 74. as we get a little mixed bag of sun and clouds. calmer conditions today. now here's sal. good morning. westbound interstate 80 traffic is moving well if you're driving in from richmond. not a bad drive all the way down to berkeley. also this morning we're looking at toll plaza so far so good. it's 5:30. back to the desk. cal train is about to raise their fares and cut train service. it's all part of a plan to close a $2.3 million budget deficit. ktvu's claudine wong is in san bruno now with details of this morning's scheduled vote. good morning. >> reporter: good morning, dave. the board of directors is expected to approve these

changes which would cut service and raise fares. the story is one we've heard before. there's a budget deficit they have to deal with. this is how the board says it needs to be fixed. in cal train's case we're talking about more than $2 million terms of a deficit. if this plan gets the green light, fares are going to go up by 7.2%. and four trains will be cut from the schedule. officials have done some outreach meetings with the public and got feedback from ride horse are clearly not happy about the changes. we talk today one man this morning who says he knows it's all coming but doesn't like it. >> first train in the morning. [ indiscernible ] >> reporter: you're going to lose a train and you're going to be paying more. >> yeah. it's not right. >> reporter: so a monthly go pass will go from $140 to $155.

another pass from $205 to $225. if you're buying by the trip look at zones. if you come here live to this ticket machine here at the san bruno cal train station everything is separated from one to six zones. every time you pass a zone the fare goes up 25 cents. certainly that's not making people happy. if approved these changes are going to go into effect in january. live in san bruno, claudine wong, ktvu news. the parolee accused of intentionally running down a fremont motorcycle officer is scheduled to be arraigned in an east bay courtroom next week. police arrested him yesterday morning as he left a home that was under surveillance. he faces charges of attempted murder for the terrifying incident in fremont on monday. police say he intentionally crashed a stolen delivery van into officer patrick browers as he sat on his motorcycle.

we're now learning police received a tip from a man who encountered diaz shortly after the crash. the man said he looked beat up and disheveled as he asked him to call a taxi. the man complied but later called police after recognizing a photo of him on the news. meantime the officer could be released from the hospital as early as tomorrow. he underwent reconstructive surgery for a broken foot and leg. time now 5:32. the alameda county coroner says it's going to take time to identify a body that was found inside of a burning truck in fremont. the firefighters found a man's body in that pickup truck yesterday afternoon on stevenson boulevard. it's not sure yet if the fire caused the man's death. well, there's a warning this morning to be very careful when using atms. 23 thefts have been reported at two bank of america locations in berkeley. ktvu's jade hernandez joins us now with a look at how the

committing this crime. >> reporter: police say b of a has added more security. but they're still warning bank customers to be aware of people lurking nearby. local managers would not talk to us on camera but police say the bank is also increased the time to remind customers to take their card when they're finished with their transactions. live in berkeley, jade hernandez, ktvu channel 2 news. the coast guard says it could have been a disaster. a run away boat went on a joyride in the san francisco bay without a captain. yesterday he fell over board near the richmond bridge. now his 32-foot boat still running wound up at pier 70 in san francisco. it slammed into a dry dock but caused little damage. the boater was wearing a life jacket. so he wasn't hurt. two men and a woman have been arraigned on felony charges accused of lewding at least one marin county home on sale. they're suspected of breaking into a house on mt. tamalpais earlier this week and removing

about $10,000 worth of kitchen appliances on the home. the trio may also be responsible for burglarizing another home on the market in the same area. time now 5:35. debate about the fate of palo alto's measure r. that's the november ballot measure that would require voter approval before any firefighters are laid off. >> the citizens should know whether or not a station's going to be closed in their neighborhood or going to be rotated. maybe they should have a say in how that effects them. >> i don't think it's a good idea to take a certain interest group and to exempt them from the budgetary process. >> now so far neither side is released any pre-election polls, but so far opponents of measure r raised more money for the campaign. also in san francisco police see warns of dramatic staffing losses in the future because of budget restraints. he says his police department could lose 25% of its force in

the next five years because of retirements and also limits on new police academy classes. the chief is reportedly in negotiations with city officials about that issue. the valley transportation authority is counting on a jump in ridership to help avoid a budget crisis. vta reportedly expects ridership to increase by 88% over the next ten years. but some say that if that projection doesn't happen, it could lead to bigger problems down the road. in the meantime a committee is expected to recommend a plan to reduce spending by $40 million a year starting in 2012. time now 5:37. sal, everyone behaving themselves so far? >> they are. as a matter of fact, we are doing pretty well around the bay area. not a lot going on. this is the quiet part right before things get going. let's go outside and take a look at highway 4. we already have a little bit of slowing on highway 4. no major problems. but it is a little bit slow here in some places. also this morning's commute on the bay bridge is light coming

in to san francisco. it looks pretty good. ask this morning's commute here on the livermore valley westbound 580 is okay all the way to castro valley with a couple spots where it's getting crowded. interstate 101 southbound car fire reported. 5:37. let's go to steve. thank you. big morning low yesterday some areas had sunshine yet others fremont tracy over to fremont santa clara south pretty good rain. thunderstorm activity out towards tracy as well. for some it was nice but for others okay clouded up pretty fast all associated with the low right there that is now into nevada. low clouds want to persist especially up in the north bay right now. kind of get a look at it right there. right there on the coast and sonoma county. slow to burn off today on the low clouds. probably upper 60s and low 70s. in the city patchy low clouds.

marin county, parts of napa and sonoma county. partly sunny, high 60s and 70s. all right. steve, thank you. welcome back. guilty or not good morning to you. quick look at some stories we're following right now. 5:42. today state lawmakers are scheduled to vote on the proposed new state budget plan. it needs votes of two-thirds of the lawmakers to pass it. this evening the giants will play their first playoff game in seven years hostingthe atlanta braves. tim will be on the mound for san francisco. heightened security at am track stations throughout the bay area and around the country over the next week. am track police say this is part of an annual security exercise. today nato forces in afghanistan reportedly killed eight insurgents including a senior taliban leader who was responsible for attacks on afghan security forces. today marks the nine year anniversary of the american invasion of afghanistan.

and th taliban issued a statement marking the anniversary. it claims that 75% of afghanistan is now under its control and urged the u.s. and allies to immediately leave the country. well, it's being called the biggest police corruption investigation in the f.b.i.'s 102 year history. federal agents arrested 130 people in puerto rico yesterday. most were police officers. they are accused of providing security to drug smugglers moving cocaine and heroin from south america to the u.s. mainland. the bribes range from $500 to $4500. the u.s. territory has been plagued with police corruption for years. time now 5:44. the death toll is now 140 in asia as a result of deadly floods and a lot of rain. take a look at vietnam. this is vietnam. look at the waters. disaster workers just gained access to areas that have been cut off by these high waters. villagers are now starting to

go back to their homes as the waters begin to recede. but at least 23 people are still missing. meantime in china 130 villagers were forced to leave their homes because of the worst flooding there in that area in almost 50 years. and then a toxic red sludge that has already destroyed dozens of homes in hungary has now reached the danube river. the sludge burst out of an aluminum plant monday. four people were killed, more than 100 others were hurt and three villages were flooded. european officials fear this red sludge could contaminate the danube river. several nations downstream are testing the river every couple of hours. a heartbreaking case in canada. this one is raising some very tough questions. a surrogate mother refused the couple's demands to have an abortion. that demand came after the couple found out she was carrying a fetus that was likely to be born with down syndrome. the surrogate mother eventually

people in haiti that billions of dollars in aid relief will be there soon. he visited one of the many tent cities in haiti as his role as u.n. special envoy. back in march officials around the world pledged $9.9 billion in aid but only 30% of the pledges have been received so far. the $1 billion pledged by the u.s. has been held up in congress. many people from the bay area have gone to haiti to help out as volunteers. one is a young woman from discovery bay. >> right behind me is the truck that was able to distribute fresh water. we now have a pull out here. now we're working on getting the pump and everything. >> now this is sara carlson's third trip to haiti with a group of volunteers. they have worked to bring fresh drinking water and much needed supplies to the many left behind. sending a signal to the cell phone industry.
