it will be okay. everything is in southern california. or back of the carolinas if you will. pretty good thunderstorm activity down to las vegas and popping up along phoenix. for us it's just patchy fog and a little coolness there. temperatures starting off mostly in the 50s. mostly in the 50s. there is a few 40s. the fog seems to want to hang out toward the marin and sonoma coast but we still have some on the san mateo, santa cruz coast. nice lightning show saturday night but but it has parked etc. in southern california. there will be serious flood issues due to that system. 50s on your temps year. sfo at 51. there is a low. very strong deep low coming out of the gulf of alaska. maybe higher clouds for us. over all high pressure will nose in after this low kicks out. it will be a very quiet week for southern california.

for us patchy fog sunny and nice. upper 70s to low 80s inland. 60s and 70s around the bay. all right sal 7:01 tell us you have good news. we have not a lot of bad news. i can't say good because we have a lot of slow traffic out there. let's take a look at 280 northbound. you can see traffic is going to be busy as you drive in san jose. as a matter of fact, it's backed up from highway 101 on northbound 280 and we've had a couple problems along the way. northbound 280 and 101 both have crashes. they didn't last for too many long but if i put it on the map here, you can see there are a couple spots where there is rough going. 85 is also slow. so the crashes we had they weren't major ones but we did have slow traffic there. on the peninsula 101 is not too bad. but i think 280 is also a great bet for you. let's talk about the toll plaza. traffic here is backed up for a 20-25 minute delay.

there was an earlier stall on the bridge that got out of the way quickly. now we have word of a crash on the east shore on the right hand side. that is west 80 at gill man. 7:01 let's go back to the desk. we are following a developing story. over night call about a burglary in san francisco ended with a police officer getting hurt. ktvu fox 2 allie rasmus is live at that scene. allie. >> reporter: gasia, this all happened around midnight in the bernal heights neighborhood. san francisco police officer was injured after police say a man driving a stolen vehicle hit him and pinned the officer against his own patrol car. this is the stolen vehicle you are look at. police towed it away earlier this morning. there was visible front end damage to it. this happened when the man driving the stolen car tried to run over one of the officers and ended up pinning the

officer between his patrol car. the driver and two other people were arrested. >> it was that white bmw. and then we seen guys flying down the street. >> within minutes of seeing the car speeding down the street, police arrived. and five minutes after that she could hear the officer yelling for help. the officer was rushed to san francisco general hospital. he is in stable condition and he is recovering from broken ribs and some unknown leg injuries. but again all three people involved in this incident according to police are in custody. so that is good news for the neighbors. gasia. >> allie, are things back to normal? it looks quiet behind you. >> reporter: yeah around 6:30 this morning police opened up this street. there were the three tow trucks that took away the police patrol truck that was hit and the stolen bmw.

once they cleared the cars away everything was okay. 7:04 now. the city of san francisco has reached a settlement with the state of nevada over controversial claims of patient dumping. you may remember san francisco sued nevada to years ago claiming psychiatric patients were given one way bus tickets to san francisco and little support. many were in need of medical care. at the same nevada officials denied any improper patient care. san francisco supervisors still have to approve the agreement. our time is 7:05. here's the latest from oregon. today students and staff at umpqua community college will go back to the campus, retrieve any belongings they left behind from last weeks massive shooting. there will be no classes today. classes resume next week. in the meantime at church

services religious leaders talked about the shooting. antepresident of umpqua is grate -- and the president of umpqua is grateful for the support of the community. >> nobody is without pain today. and so we're here gathered in what we do in church but our heart is with everyone out there. >> now that gunman killed himself after a shootout with police. and there are still conflicting reports if he targeted christians during that shooting rampage. a lot of questions remain unanswered as the investigation continues. meantime here in the bay area a memorial and rally was held for the victims of the umpqua college shooting. the people gathered yesterday until san mateo outside the congregational church to honor the nine people that were killed in oregon.

bells rang for each of the victims and roses were placed in their honor. there is also hope that this tragedy will lead to changes in gun roll laws. >> don't forget we lose 89 people every single day to gun violence. so these mass shootings only amplify and then people pay attention but we are in a crisis. >> gun control supporters say federal loopholes have to be closed. even though it's not certain if expanding background checks to include gun shows or web steals or private buy -- or web sales or private buyers might have prevented him from buying a dozen weapons. a man accused in a bizarre kidnap for ransom case is due in federal court. the grand jury indicted matthew muller for inducting denise huskins back in march. vallejo police initially called the case a hoax.

one of the issues that will be considered is whether muller's hands and feet should be shackled while in court. brian flores is live at sfo where your adventure is just about to get under way. isn't it? >> reporter: it is, gasia. good morning to you. until about 20-25 minutes we will -- in about 20-25 minutes whether be taking off in a helicopter and will be landing on the uss summer set. it will be such a fun adventure. it's a beautiful brand new naval ship. we have some pictures of uss summerset. one of the newest naval ships. has the capability of holding up to 1200 marines and sailors on board. i think there are 700 right now. it can go as fast as 10,000- horsepower also. but we will be getting a tour of the uss summerset. you are right it kicks off

fleet week which begins today. with more on that we are here with christian hogan, good morning to you. so what can we expect for fleet week? >> fleet week is a week of exciting events. we always think of the blue angels, the ship les coming in under the golden gates. but today really kicks off a week long of events and special drills because the city comes together with the military and we actually train and exercise and talk about topics that can help us to be prepared. the military would be coming to san francisco in something that looks like a large scale event. so we are here to come together and have a great time and enjoy the sights and all the beautiful iconic imagery of the blue angels. we are also here to train and exercise and work together and develop plans and relationships we are able to respond.

new this morning the u.s. coast guard says the u.s. cargo ship has sank and it has found the body of one crew member. it also found one life board with no people on board. the ship had two lifeboats on board that could hold 43 people each. they will search for the other 32 crew members that were on board. they are definitely look for

survivors. crew members from the ship radioed on thursday say they were taking on water but the situation was manageable. they have not been heard from since. the governor of south carolina says the rain and flooding in our states is to the likes of none other than we have seen. >> or reporter joe walden what is it like now joel? >> reporter: at daybreak today we saw a little bit of sunshine and since then very light drizzle. although rain is still in the forecast this is the sidewalk and over here is the roadway. since we spoke last, sadly, theythe number of dead because of this storm from 5-6 here until 5-6 here in -- 5-6 here in south carolina. >> if for any reason you're in your car and you are driving

and you see water turn around. >> reporter: the governor of south carolina warning residents about the severity of what is being called a thousand year rainfall. >> this is an unprecedented event in our county. we have not seen anything like this here. >> reporter: one of the hardest hit areas is the state of columbia. pummeled with a foot of rain over the weekend. flood waters destroying hundreds of homes and businesses. >> it was all over the house. and then the toilet backing up in the house. i thank god we all came out. >> reporter: hundreds of national guard troops were deployed to help with the recovery efforts while specially trained firefighters are moving throughout hard hit areas to assess with evacuations and water rescues. >> over night i think we put somewhere in the area of 30 people.

>> reporter: with the rain expected to continue into tuesday, officials are enforcing over night curfews. >> so please follow that, stay safe. stay add home so we don't have -- at home so we don't have to create a service call. >> reporter: now president obama has declared already a state of emergency here in charleston. schools are closed today as well as a slew of businesses. it was also parents weekend at the university -- at charleston university. they have canceled that which has been a big hit to the economy. >> just before you two, that community you are standing in now, is that an evacuated community or are people still in the house right behind you? >> reporter: you know what, it is not evacuated. there are shelters in the area but people here are living in these homes. as a matter of fact, a gentleman who came out told me the water, the flood level has receded by ten inches. amazingly since we've been out

here, you see people bicycling through this. which i don't think i could do. we also have people driving through. people are trying to get to work although the the governor has urged people to stay inside. clearly not all the streets in charleston look like this but at least 50 roads have been closed. >> thanks for the update joel. >> you heard the governor say turn around, don't drown. let's bring in sal castaneda. we never really see water on the roads like that. but when we do get heavy rains. turn around, don't drown. you have said that before. >> i do remember we've had some situations where there has been standing water and people have gotten into trouble. right now we have good old fashioned slow traffic out there. we have a lot of it this morning. it's taking almost an hour to drive on 80 westbound from the carquinez bridge to the

maccarthur maze. you will see a lot of slow traffic there. when you do make it to the bay bridge toll plaza, it is slow. we had an earlier stalled week. it wasn't there for too long but you will be waiting. this is not like it was on friday where you can see there was a little bit lighter commute. today it's very slow. we've called it full strength and a lot of slow traffic there. we also have slow traffic this morning in san jose on 85, 280 and 101. we can go to the maps and i can show you that. 580 is heavy through livermore and into the dublin interchange. 7:19 let's go to steve in the weather center. thank you, sal. we have mostly clear skies. some fog. san mateo coast a little bit there. more toward the marin and sonoma coast. making a push from bodega way to santa rosa. once that lifts it will be ready to go.

sometimes said listen. sometimes he said doesn't. if you are listening, sid. let us know. all right. we do have clear skies. patchy fog. sunny and warmer. no rain this week. looks pretty quiet here. san francisco's forecast starting off 58. we will go 66. a high today of 70. what should the high be on october 5th in 70-degrees. that is the average high. 58. a little bit above the record with normal low. the record 1987 san francisco was a blazing 102. san jose was 101. sfo was 99 for those going 19 -- oh yeah. kind of a cool picture because you have dual lows. tropical joaquin and then the upper low which came down right out of georgia and funneled in

the moisture. the rainfall coming in is hard to fathom here. it does look like the line is is lifting a little north toward charleston. columbia had 6.8 inches of rain yesterday. that is the greatest 24 hour rainfall for any month. some of the totals coming in 25 inches. there have been some over 25 inches. remember this is just friday into sunday. and charleston south carolina 10.74. one day 13. think about getting two feet of rain. let's hope things calm down for a very, very long period of time. but that was just unprecedented. for us low clouds, back. that is is about it. the system that gave us the nice lightning show saturday night has moved into southern california. kind of hit and miss shower activity there. really lighting up around las vegas and it looks like more rain on the way for phoenix and into the four corners. 50s on your temps. had a few 40s. there is your low in southern

california. very deep system to alaska. high pressure is out ahead of it. as it builds in it will kick the low off toward the four corners in texas where they will have a lot of rain. patchy fog sunny and nice. 70s for many. upper 70s and low 80s for a few. slow climb up on these temps as we rebound from that vigorous low. that was an impressive low for october to come in. didn't do a lot here rain wise. thunderstorm was pretty cool saturday night. now it's into southern california and it's going to stay there for about another day. for us we're on the dry side. expect for higher clouds or fog it will be dry all the way into the week and the weekend. >> we passed an important moil seen in our house this weekend. turn the heater on for the fist time on sunday morning. >> it is getting a little cool now. >> it was on for about an hour. welcome back do mornings on 2. muni a step closer for passengers using smart phones to pay their fares. muni will test a mobile ticketing app. it will allow riders to use a credit card or debt card to buy a ticket. passengers will then be able to show their phones to muni operators to prove they paid. 200 muni riders will be used to test this. the deadline to sign up to be an app test rider is tomorrow. muni is expected to launch the service later this year. 7:26. twitter's cool founder jack dorsey will be the new chief executive officer of that microflogging -- microblogging system. there have been reports last month that dorsey would get the position. dorsey has been serving as interim ceo and he will retain his other job as ceo of square the mobile payment service he cofounded in 2009. linked in has agreed to pay

its users millions of dollars over spam. the mountain view based company agreed to pay $13 million to settle a 2013 lawsuit. it's all due to linked in ad connection feature. some were upset that people were sent multiple reminders to connect if they didn't act within a certain amount of time. the settlement applies to those that used the feature between september 2011 to 2014. the nba champion golden state warriors are back in action tonight. the special treat for fans as the team heads to the south bay for game one. >> plus there are new concerns over corrosion on the southeastern span of the bay -- on the eastern span of the bay bridge. >> good morning. we are looking at a commute here where traffic is very slow in many areas. as a matter of fact, it's getting slower here in san jose. we'll tell you more about that

good morning. live in downtown san jose. the warriors showing a lot of love to the south bay today. not only are they playing their first preseason game tonight, there are a couple other treats in store for south bay fans. janine de la vega is going to have more on this coming up in a few minutes. i owe our director scott an hour of babysitting. his newborn baby girl will be in my arms for an hour. they told me they are playing this song. he said i assure you, you know this song. it is 7:31. i hope you're having a great monday as we are. i'm gm gm -- i'm gasia mikaelian. >> and i'm dave clark. it's pretty cool. >> pretty quiet here. some areas in charleston, south carolina had more rain in three days than we usually get in a year. >> that is is ridiculous.

>> 24-25 inches of rain fell in parts of south carolina. unbelievable. no rain here. although we had a decent little lightning show. lake county, solano. by sunday morning it was like you are gone. well, it is. the fog is left. that is about it. and temperatures cool off. it was rather chilly sunday morning and we still have a little coolness out there but the lows said no, i'm not stepping here. i'm on my way to southern california. a little bit of fog, low clouds. already some breaks in it. i don't think it will last very long. there is the low on its way to las vegas. already some rain for them. rain in southern california off and on. 50s and 60s on your temps. and you get the good look as the low moves off. more rain for them. very, very strong deep system gulf of alaska. unfortunately. high pressure is out ahead of it. that is what will build over us. plans to southern california, las vegas they are dealing with

rain. patchy fog sunny and nice. upper 70s and low 80s. 60s and 70s for others. here is sal. slow rack. anything new? or about where we were? >> that is about where we were. we had a couple incidents on the roads. generally it's a slow commute. let's start off with the east shore freeway. i want to talk about the drive time here on 80 between the carquinez bridge and the maccarthur maze. now taking more than an hour to drive that stretch. remember when there is no traffic it's about 20 minutes. it's taking you three times as long to drive this trip. just a lot of people on a feeling the commute will be just as slow. moving along to the bay bridge toll -- toll plaza the traffic here will be slow as you drive into the toll plaza area and it has stayed that way on the bridge. a little bit slow on that span. i want to show you contra costa county it is a little slow. as we go to the south bay, all

the freeways there are slow get into the west valley. it's kind of a theme we have a lot of slow traffic. not that many crashes but a lot of slow traffic. this morning there are some new concerns about the safety of the bay bridge. there is a new report that says the main cable on a new span of the bridge is at risk of corrosion. alex savidge is joining us live now. what is this all about? good morning alex. >> reporter: dave, good morning to you. first the issue was cracked rods. now they are worried about the integrity of the single steel cable that holds up the ages and the designer of the bay bridge has warned caltrans that the cables are in danger of rusting. down inside the deck the steel strands that form the cable are exposed to the elements. according to the chronicle.

caltrans officials admit rainwater has seeped into is the anchorage in the past but the agency claim there is is no active corrosion right now. caltrans uses dehumidifiers inside the anchorages but the agency says it may have to come up with a new plan to deal with water leaks. one thought is to wait for a storm that lasts several days and look to see where the water seeps in. you will remember bridge officials have expressed concern in the past that rods at the base of the spans tower could be corroded by the elements but according to the chronicle the lead designer of the bridge is even more worried about this new issue the possibility of corrosion on that main cable. again the main cable that holds up the entire span of this single anchor suspension bridge. >> alex savidge we'll touch back with you later on. thanks for the update. three universities in philadelphia sent out alerts about a threat of violence on their campuses today.

the university of pennsylvania, temple university, and drexel university all sent out the alert. the university says the fbi warned them a social media posting threatened some sort of violence. what happened at 2:00 this afternoon against a university near philadelphia. the cools plan to operate normally today but students are being urged to report any suspicious activity. students at summerville high school they go back to class today after four students reporteddedly planned a mass shooting there last week. the plot was foiled but a lot of parents are upset about the way they were told about this potential attack. most of them received a voice message on thursday but they didn't know how serious the threat was. several parents actually posted their concerns on social media. >> i got a text from my son who lives in washington asking me what is going on about this

shooting plot. what shooting plot? if we can find some way to notify parents, just you know not to scare us but to let us know exactly what is going on. >> now the school superintendent says the voice message was deliberately vague because the investigation was still going on and he didn't want to give away too many details. the u.s. supreme court has rejected hearing san jose antitrust challenge to major league baseball. the city helped to lure the oakland a's to silicon valley but major league baseball backs the giants claim that it owns territorial rights to the south bay. that violated federal antitrust laws. appeals courts had ruled against san jose and the decision will stand. that means san jose has no legal options left. that was among hundreds of appeals rejected by the justices. they will begin determining which cases they will hear during the next few months. some of the more high profile

cases will include a case out of texas. regulating abortion clinics. yet another battle over president obama's health care overhaul to provide more control and another round from the university of texas over the consideration of race among other factors in college admissions. fans of the golden state warriors they are celebrating the start of the preseason which begins tonight. ktvu fox 2 janine de la vega is joining us live in san jose and south bay fans are really excited because the first preseason game is at the sap center. not oracle arena in oakland. >> reporter: that is right. it's very much a treat for people here in the south bay. they are going to be playing here in downtown san jose at the sap center against the raptors. the last time they played here at the shark tank was 15 years ago for the preseason. playing in san jose is a way to say thank you to the fans here.

the first 10,000 fans will get a bobble head of steph curry wearing a san jose shark jersey. you can see them wearing the new black and red jerseys to support the team. the warriors have a growing fan base in the south bay and as a treat the 2015 nba championship trophy will be at san jose city hall from 11:30 to 3:00 p.m.. and who could forget last season when they captured the team's first nba title in 40 years? those attending tonight's game are excited and they hope the momentum keeps building. >> i would like to see how they work together on the floor and have a good time. and toronto is a good team to play against. they are young and fast. so it should be an exciting game tonight. >> reporter: later this morning san jose mayor sam liccardo

7:43. new developments in a deadly air strike in a hospital in afghanistan. a u.s. general now says it was afghan forces that asked the u.s. to target that location. ten patients and 12 hospital staff members were killed in the air strike in the city of canada saturday. the nonprofit medical group say there is were no taliban forces

at the hospital. taliban gunman did seize the city for several days last week before afghan troops moved in. oakland police want your help. they're trying to find out whoever shot and killed a well known ice cream vendor. jasfeer was shot on sunday. a witness told the paper that he crashed into a parked car during that shooting. we don't know if anything was stolen. crime stoppers and the oakland police are offering a $10,000 reward for any information leading to an arrest in that case. an oakland nonprofit group is asking for your help as well as work resumes on a mural where an artist was killed. antonio ramos got into an argument with a man who later fatally shot him. the police are still searching

for his killer. that mural is right under the 580 overpass on west street. the nonprofit organization that ramos worked for they are asking community members to come out to that mural while the work is taking place to help make the other artists feel safe. 7:45. new this morning retailer american apparel has filed for bankruptcy. pam cook is back in the studio with some of the reasons why that clothing company has been struggling. pam. >> reporter: it has. sex and scandal. those are two of the big reasons american apparel is faced with dropping sales and rising debt. for years the closing company has been known for sexy and pornographic advertising but that changed with the changes in the top office. the top ceo was fired amid allegations of sexual harassment. he has filed 20 lawsuit against the company which has added to the corporal debt. american apparel has also been hurt by internet sales.

more people even teenagers who are known for mall shopping are going online. for not only the convenience but often the internet specials. american apparel's new ceo wants to change things from what she calls chaotic to classic. some stores have closed in the last year but the company plans to operate its remaining stores during the bankruptcy restructuring process which is expected to take six months. on the news this morning the stock down another 6%. american apparel trading at $0.11 a share. shares were down 17% for the second quarter. and wall street gasia and dave, that is another reason why retailers are doing so poorly. we have seen the volatility in wall street this year. people are worried about their stock. housing is more expensive. we are spending our money on other things. >> you mentioned online shopping. we don't really need to go to the mall anymore. teenagers these days are figuring out what they like on

you've been busy this morning. >> yeah it's busy. mondays are usually not great days on the road. let's take a look at the commute on highway 4. we will start there and it will be slow coming over the hill to concord. i don't see any crashes reported on highway 24 but there is slow traffic on the way to the tunnel. also looking at the bay bridge toll plaza and you can see traffic is going to be busy as you drive through the toll plaza area. it will be very slow on the bridge as well. let's take a look at the south bay. we've had a couple things going on. southbound on 880 is slow as well. northbound 17 and also northbound 85 are slow. 280 is backed up on to 680. they just cleared an accident from the sunol grade. just getting from the south bay to the east bay will be super slow. the theme is it's not an easy drive almost anywhere you look. 7:49 let's go toasty.

freeway. it's taking about an hour to drive between the carquinez bridge and the maccarthur maze. it has been quite a commute and when you get to the bay bridge, there is slow traffic waiting for you at toll plaza. it will take about 25-30 minutes to get on but some of that traffic is getting slightly and by slightly just a little bit better than it normally is. from the capital expressway top mountain view 85 is slow and so is 280. if you are driving on the peninsula, i would say 280 is the best bet but there is slow traffic in redwood city. almost everywhere you look, it's pretty slow out there for a monday. 8:02 let's go back to the desk. we are going back to a developing story in san francisco. over night burglary call took an ugly turn. a police officer ended up in

the hospital. >> ktvu fox 2 allie rasmus explains three people were arrested. >> reporter: that officer is recovering after police say a suspected car thief hit and pinned the officer against his own patrol car. it happened around midnight. police towed away the stolen bmw. there was visible front end damage to it and that is because what happened the man driving the stolen car tried to run over one of their officers and pinned the officer against his car. the driver of the bmw took off and hit another police car along the way. police were able to stop him and keep him from escaping. neighbors heard and saw some of the commotion. >> we heard an officer scream. >> what did you hear? >> help me. that's all you heard. >> reporter: the officer was rushed to san francisco general hospital. he is in stable condition recovering from some broken ribs and unknown leg injuries.

federal antitrust laws. major league baseball has been exempt from antitrust laws since 1922 supreme court ruling. that was among hundreds of appeals rejected by the court as they head back to court this morning. they will begin determining which cases they will hear during the next few months. some of the more high profile cases will likely include a case from texas regulating abortion clinics that will leave large parts of the states without any abortion providers. yet another battle over president obama's health care over haul. and another round from the university of texas for the consideration of race among other factors in college admissions. three north bay car owners filed a class action lawsuit against volkswagen. this adds to the fallout over the auto makerred a midding it installed software in millions of diesel vehicles. the press democrat reports a

morning on wall street. trading has been under way for two hours. the markets are up so far this morning. the dow is up 200 points in early trading. s & p and nasdaq up by 1%. >> investors may bin influenzad by last weeks jobs report. economists now say it's only a 5% chance feds almost raise interest rates at its policy meeting. and 30% chance rates will go up before the end of the year. before that weak jobs report, economists overwhelmingly believe the fed would push up the rate. >> the former federal reserve chairman ben bernanke said they should have gone to jail for their roles in the crisis. brokerage firms and banks paid bees in fines. bernanke wouldn't reveal the names but said there should have been investigations into who approved or carried out the actions that triggered the great recession.

first the issue was cracked rods and now there is a problem with the cables. >> alex savidge is joining us live now. what are the experts worried about with this corrosion thing? >> reporter: good morning, to both of you. the focus is on the single cable that holds up the entire eastern span of the bay bridge and the concern is over corrosion. right where that cable attaches to the bridge deck. according to the san francisco chronicle there has been

rainwater that has leaked into those anchorages and the lead designer of the bay bridge is in danger of rusting and it could compromise its integrity down the road. up on the span itself that cable is protected from wet weather by a steel jacket but down inside the deck the steel strands are exposed by the elements. officials admit that rainwater has seeped into those anchorages in the past. but right now there is no active corrosion. cal tran uses dehumidifiers inside those anchorages but they may have to come up with a new plan to deal with water leaks. one thought is they may have to wait for a long storm that lasts several days and then look to see exactly where the water seeps in. now of course you will remember bridge officials have expressed concerns in the past that rods at the base of the main tower

studio with details behind the bankruptcy filing of american apparel. >> the new ceo says she wants to take the company from quote chaotic to classic. sex and scandal two of the big reasons american apparel is faced with dropping sales and rising debt. for years the clothing company has been known for sexy and pornographic advertising but that changed with the changes until the top office. the founder and ceo was fired last year amid allegations of sexual harassment but he has filed 20 lawsuits against the company. american apparel like other retailers has been hurt by internet sales. more people even teenagers who are known for heading to the mall for their shopping are going online for the convenience and often the lower price. now some stores have closed in the last year but the company plans to operate its remaining retail stores during the bankruptcy restructuring process which is about sixth
