the bridge. a lot of clouds up there as well. we will talk about the weather. it is a very active week. we will bring in steve paulson in a moment. we welcome you back to mornings on 2. i'm gasia mikaelian. >> good morning. i'm dave clark. we will go to steve paulson. he will tell you what to expect and what we have. >> almost done. it is moving south pretty quick. there is still some wrapping back in lake county and northern napa county. the lull says i'll get going right now. closer to the coast, around the bay, clearing taking place rapidly you have towards guerneville, over to novato. into san francisco, there's not a lot here. just a ttlebit. it is close enough to the low where things are weakening on the san mateo coast. it is trying. it is moving south to big sur and almost san luis obispo. look at this coming in from the

sacramento valley. producing snow at the higher elevations. this is working into parts of middle town, highway 29. 30s, 40s on the temps. cold out there. the low will give us a little bit of a possibility of a thunderstorm. by late morning, early afternoon, we will be on the drier side as the system accelerates out of the picture. it is time that we get a break. we will after today. 50s on the temps. where would you like to start, sal? i know you have a bunch. >> we do have a bunch. i'm going to start with the bay bridge. it has been slow and we're seeing improvement. earlier we had a crash on the span. now it is cleared up. the maze, after an hour and a half of it being gone, it looking better. the carpool lane is slow there. but things were worse. let's look at the bay bridge toll plaza itself.

a 25 to 30-minute delay. nothing too bad. but if you are only a schedule, add another ten minutes. i would do that here. speaking of adding time to your schedule, if you drive on 580 from tracy into the central valley through this area, we had earlier pothole repair that was going on on the pass. they finished that. but traffic will still be slow. it is taking at least an extra time for you to get through this area. so it won't be the normal amount of time to drive through. please give yourself extra time there. 7:03. we are continuing to follow a developing story in san jose. the crash has shut down a section of one of the busiest streets in the city. janine de la vega joins us live along tulley road. >> reporter: tulley will be closed for another hour. you can see here is the intersection of tulley and

center. traffic is backed up because the westbound lanes are closed. it is shut down from 10th to center street. now, a car almost ran over one of the investigators who was here at the scene of the accident. the car actually drove through the scene. so make sure that you're careful. that driver ended up getting a ticket. now, let's go to video that we took earlier of the initial crash. police tell us that the pedestrian who was hit was j walking on tulley road and crossed in front of a car traveling in the westbound lanes. the driver that hit him, was on his way to pick up an uber fare. he ended up stopping to call for help. crews rushed the pedestrian to the hospital. he has life threatening injuries. >> while it is still under investigation, the driver indicated that he was traveling in the westbound direction when the pedestrian stepped out in front of him and didn't have time to avoid the collision. >> reporter: we don't know the identity of the victim. but we're told that he is a man

in his 60s. investigators say the driver was not impaired and wasn't talking on his cell phone when he hit the pedestrian. the traffic investigation team is still out here and taking measurements. but they know this is a busy thoroughfare that people use for the morning commute. they say they should have it opened up by 8:00 a.m. back to you. >> thank you, janine de la vega. the time is 7:05. a 16-year-old teenager was shot and killed last night just outside of the hayward city limits. it may have been a drive-by shooting. several shots were fired at 6:45 p.m. at princeton street and smalley avenue, about a mile from hayward city hall. the teenager was pronounced dead at the scene. so far there are no suspects and no arrests have been made. from here in the bay area all the way to southern california recent storms are causing major problems.

take a look. homes underwater. snow past car roofs. many communities are digging out and others are cleaning up after damage from fallen trees and sink holes as well. in the sierra, that snow just continues to pile up. some areas getting more than 20 feet of snow. governor brown has declared a state of emergency for most of california due to damage from recent storms and flooding. 50 of our state's 58 counties are in this emergency pro claimation. the rain we have been getting in the bay area has led to crumb willing roadways and potholes are opening up. they cause traffic jams and damage cars. crews just finished repairing a giant hole in the road that had a huge impact on the traffic. >> report: it backed up traffic in a big way coming

into the livermore valley. thankfully this pothole is all patched up now. just a short time ago, work crews finished filling up that hole that opened up in the lanes of 580. all of the lanes of the freeway are now back open. there are some residual delays. nothing like what we saw earlier this morning. drivers coming up and over the ultimate pass web on five -- westbound on 580 were backed up for miles trying to get into the livermore valley. crews were doing emergency repair work on a hole that opened up in the lanes yesterday. this actually happened along an elevated bridge section of the freeway. a worker told me that when he first got to the hole, you could see clear through the freeway all the way down to the ground below. now, after so many so strong storms here in the bay area, hundreds maybe thousands of potholes have opened up on freeways and streets across the area. caltrans says the problem is pretty significant and they're

trying to deal with all of the potholes as they come up. but obviously it will take a while to do repairs. now, according to a caltrans spokesperson, the big problem is rain water seeps into the asphalt and that creates fissures. also water wears away at the sand and gravel underneath the roadway until the asphalt finally gives way. >> it is at least as bad as we've ever seen. we've had a lot of rain falling very quicklyand very heavily. any time that you have so much precipitation so quickly, you will have a lot of potholes. >> reporter: and this particular sink hole in oakland that opened up along highway 13 in the southbound lanes, north of broadway terrace, was so large and so significant the chp decided to give him a name. this is steve. steve is five feet across. the hole initially ten feet deep. but they are getting rid of

steve fortunately right now. work crews are patching steve up, filling incompetent up. that particular pothole in oakland or sink hole, i should say, should be fixed and everything back open in time for tonight's commute in oakland. obviously you have, gasia, some of the larger potholes like this one in livermore and oakland. then the little ones will pop up on the road in front of you on the ride to work. it creates hazardous driving conditions. caltrans says it's a good idea to keep an eye out for them if you can. they can do damage to your car. >> yep. >> and make things dangerous. >> and expensive to fix. thank you, alex. all right. the time is 7:09. a call for more jobs in the auto industry. up next, the big meeting this morning between three automakers and president trump. and the executive order that may cause a big controversy. and still very slow traffic in many areas. if you are driving on 80 westbound it's been kind of

house sta short time ago as part of his push to bring jobs back to the u.s. the president told the automakers he is looking to ease regulations to help auto companies and any other business that want to make their products here in the u.s. >> we're going to make the process much more simple for the auto companies and everyone else who wants to do business in the united states. i think you're going to find this to be from very inhospitable to extremely hoes pittability. >> some of those attending this morning, the top executives of ford, general motors and chrysler. just about 45 minutes from now, president trump is scheduled to sign an executive order once again. we are now hearing that he will sign two actions to advance the building of the keystone xl and dakota access pipelines according to bloomberg news. we will have more on that story coming up at 8:00.

well, many of us have been shopping for cars online for a while. but now you can take care of more of that mound of paperwork in the comfort of your own home. for more on that, we check in with hillary vaughn in our fox business news bureau. what is new about buying a car, hillary? >> reporter: good morning, pam. ford is completely changing how you finance a car. they have partnered with auto fi that connects lenders with dealers. and they're allowing the customers to choose their financing options online. you don't have to sit in the dealership showroom and go through all of the options there. do it from the comfort of your own home. just walk into the dealership, pick up your keys and sign your final paperwork. they are starting in ohio but plan to expand it across the country. and it really is changing the game for car buyers. >> love it. i think a lot of people will be happy about that.

hillary vaughn in our fox business news bureau. other news, sprint is making a big purchase in music streaming. sources say sprint paid $200 million for title with is a streaming service. jay-z launched title about 18 months ago. other owners include alecia keys, kanye west and madonna. it does not offer a free option like spotify and pandora. sprint customers will be able to receive exclusive music content because title often streams albums before anyone else. that will be their draw in. but a lot of competition in the music streaming business now. >> definitely. thank you, pam. >> all right. let's check our commute. sal, how does it look out there now? >> it's improving in some areas, dave. >> great. >> and gasia. but you will see that traffic is slow approaching the bay bridge. we had an earlier accident on the span that has been gone for almost two hours now but we're

looking at traffic that is busy. we're also looking at traffic that is busy at the man patio -- on the san patio bridge. a truck slowed down traffic on westbound 92. let's move along to the bay bridge. as we mentioned, there has been a big backup. if you're driving there this morning, add another 10 or 15 minutes and you might actually stay on schedule. one of the slowest commutes of the entire morning has been 580 at the ultima pass. we had emergency pothole repair there. and traffic on 205 and 580 has been very, very slow in the area. we have seen slow traffic on 80 westbound because of earlier issues. 680 is okay but slow from 242 to the walnut creek interchange. today's weather, let's bring steve. >> thank you, sal. >> you're welcome. >> so close to being done with this system. it is hugging the coast. you can see a little bit of

rain still here. parts of marin county, san francisco, over the golden gate, western parts of the city, san mateo coast and a little bit wrapping back in from the valley towards northern napa county and also into lake county with low snow levels. the bulk is weak and accelerating rapidly out of the picture. it is moving quick. it is boot scooting as we say. there it goes. you can see right over the golden gate and the marina district, maybe towards stenson beach, light rain, light drizzle. not a lot because the bulk is accelerating, moving rapidly. you can see the heavier moisture is making an express lane trip towards central california coast, more towards san luis obispo and points south. coming back from from chico, sacramento valley, look at that, over highway 29 and clearlake as well. and it looks like northern napa county. not done yet here but we are

areas including boston. three inches expected by this afternoon. winter weather advisories posted as an icy mix of sleet and pockets of freezing rain are expected. the storm has left 14,000 homes and businesses with no power in parts of massachusetts. well, the death toll from this weekend's storm in the deep south keeps going up. at least 20 have died, including 15 from southern georgia. the storm prediction center in norman, oklahoma says 39 possible tornadoes were reported at least around the southeast from early saturday into sunday night. it left a path of destruction. the clean-up could take months. there are reports of a new tragedy in central italy this morning. sky news reports a rescue helicopter sent to pick up a skier. all six people on board died. the see rescue was not related

to the avalanche. search crews found seven more bodies in central italy. that brings the death toll to 15. 14 people are still reported missing. searchers have been walking side by side and poking the snow with poles to see if they can discover any more victims in the tons of snow and debris. there are now reports that the resort operator had asked italian officials to evacuate his guests just hours before the avalanche smothered his hotel in tons of snow, ice and trees. there is one bright spot to report in the rescue effort. these puppies were trapped under the hotel hit by the avalanche. just yesterday, rescuers pulled them out and the dogs are alive and well. apparently having a thick fur coat paid off for the puppies. the. this morning, governor brown will swear in the california's new attorney general. he was confirmed yesterday by the state senate. he graduated from stanford law school and was california's deputy attorney general before

the bay bridge. probably at this point before you woke up if you're watching at this time. but it did lasting damage when it comes to slow traffic. it has taken an hour to drive from the carquinez bridge and the macarthur maze. there are no major problems on the stretch. it's just a lot of residual traffic from earlier bay bridge backups. by the way, speaking of the bridge, you can see that the backup here at the toll plaza is backed up for a 30 to 35- minute delay before you make it on to the span. it has been quite a commute. traffic on the peninsula will be moderate. southbound and northbound 101 from san bruno, you can see slow traffic in san mateo. a crash on northbound 101 at the embarcadero. medics are rolling to the crash scene on the peninsula, by the way. >> thank you, sal. berkeley investigators waiting to hear from the coroner about the cause of death of two people whose bodies were found in a berkeley

apartment. allie rasmus is in berkeley with the very latest details. good morning. >> reporter: good morning. this apartment is on deacon street near telegraph. i heard back from berkeley police this morning. they are considering the deaths of these two people found inside the apartment as suspicious. we also spoke to the next-door neighbor who came out briefly this morning. she says it was a man and woman, a married couple, husband and wife, who lived in the apartment for about 7 years. the man and the woman and their two cats were found dead here around 1:00 yesterday afternoon. and berkeley investigators found no signs of foul play or forced entry or violence. they're considering the deaths here suspicious and it is a mystery as to what caused the deaths of these two people. berkeley police responded around 1:00 and discovered the two adults and cats dead inside. the residents were found dead in different parts of the apartment. the initial concern was that

there was a chemical leak. so hazmat crews came out and tested for radiation, carbon monoxide and gas leaks and all of the tests came back negative. >> because it wasn't apparent what it was that the people died from. that's why we ended up calling hazmat, pg&e and the fire department to check in to what could have caused their deaths. it's still a mystery. >> reporter: the alameda county coroner's office is conducting autopsies and toxicology tests on the two deceased adults. but the officer with berkeley police told me this morning that investigators will wait for the results as they continue this investigation. but in the meantime, they will be considering the deaths that happened here as suspicious. back to you guys. >> thank you, allie rasmus, in berkeley. the time is now 7:33. in about 90 minutes from now, the family a missing 18-year- old woman may start to get some answers about what may have

happened to her. starting at #, recovery teams in alameda county will start dredging up a car submerged in alameda creek at niles canyon. they found what appeared to be a car in the water there yesterday. the sheriff's office flew a drone th later confirmed there were tires underneath the surface there. >> their attention is so focused on finding their loved one that it really is -- was a miracle they were able to find that anomaly in the water. >> investigators believe the young woman collided with another car and the car plunged into the water saturday morning. she was a college student driving from her home in tracy to visit family members in menlo park. now, to get to the car, authorities are lowering water levels there. they're shutting down a nearby dam. the road will be closed beginning at 10:00 a.m. during that recovery operation. there's a new legal development to bring you in the

oakland warehouse fire. attorneys for the manager of the ghost ship warehouse says there is evidence that the deadly fire did not start inside of that building. lawyers released an 11-page report that says the fire was started by an electrical problem at a building next door. they say that would mean that their client is not responsible for the fire. but the city of oakland says it is still working with federal investigators looking for the cause of the fire. it will not comment further on this report. a federal judge in san francisco says he plans to fine pg&e the maximum amount allowable for violations of pipeline safety laws after the explosion that killed eight people back in 2010. this came after an emotional hearing from family members yesterday. pg&e will be handed down the official sent tension on thursday. it look like the sentence will cost the company $3 million. pg&e has paid $1.6 billion in fines from other proceedings. the company is also expected to

spend five years on probation under the watchful eye of an independent court appointed monitor which was san bruno's main priority. >> they're going to have an independent monitor over the entire operation, which is huge for us and everybody. >> the judge may order pg&e to disclose the details of the criminal conviction when it runs ads about safety or in all of the ads. the fbi is not saying much about how a machine gun was stolen from a agent's car two weeks ago. the bureau is investigating the matter internally. the agent could face misconduct charges. the state senator hill tells the bay area news group that the fbi should be more transparent in discussing how the weapon was stored. the bay area news group found in california, 944 guns belonging to law enforcement were stolen or missing since

the year 2010. the time is now 7:37. an investigation goes on in vallejo after a 21-year-old man was shot and killed by police who say that man had a knife and was fighting with the teenager. family members say that angel ramos was defending his brother yesterday during a fight early yesterday morning. vallejo police responded to 911 calls complaining about a big house party, people fighting, and a woman screaming for help. now, police say ramos had a knife and was fighting with the 16-year-old boy. however, some of the witnesses claim ramos did not have a knife and that the teenager was not in danger. >> the 16-year-old looked like a grown man. he's a big boy. it's not like he's a little 16- year-old and angel was pouncing on him. >> people don't make great decisions when they're drunk. it's a tragic incident on all fronts. certainly no one joins the police force to use lethal force but it is part of the job. >> the police officer involved

in the shooting has been with the department for five years. he is now on paid leave during the investigation. ation. san francisco's new police chief is starting his first full day as chief on the job today. 52-year-old william scott was sworn in by mayor ed lee at san francisco city hall. in the middle of the ceremony about half a dozen hecklers started yelling about police brutality. chief scott is taking charge of the department as it works on implementing several reforms. recently the police department adopted body cameras for its officers and the police commission banned the use of a neck hold restraint which cuts off the flow of blood to the brain. >> the question goes back to now what other options do we have? i think tasers is a good option. >> now, the san francisco police commission has not approved tasers to be used by san francisco police. chief scott says his first order of business, build bridges with the rank and file

and with the district attorney's office which has had a tough relationship with the police department in the past. across the bay now to oakland where the mayor introduced oakland's incoming police chief almost three weeks ago. there is still no date for her swearing in ceremony. the mayor describes anne kirkpatrick as someone who can clean up the troubled police department. she has worked in law enforcement for more than 30 years and will focus on reducing violent crime and reforming the department after a year of scandal. oakland has been without a permanent police chief since sean went resigned in the midst of the scandal. santa clara county conducting a survey to count the homeless in the bay. they are checking abandoned buildings, parked cars and homeless cams. this is video taken in san jose a short time ago this morning. there were 6500 homeless people in santa clara county in 2015. the lowest number we have seen in a decade. the numbers actually went up in cities including gilroy and

in downtown lafayette. now, we showed new yesterday on mornings on 2. it is a big one. 150-foot-tall tree toppled down during sunday's storm next to the restaurant. luckily no one was hurt. but at least five cars in the parking lot were just crushed. i'm sorry, lady. tree trimmers say it may take several days to cut up the tree and take it out of there. >> southern california is also getting hit hard by the rain. a tree came down on a mobile home during the storm on sunday morning. surveillance video captures the moment it happened. there were two people inside the mobile home. they were shaken up as you can expect but they were not heard. >> very amazing. that tree could have crushed the entire trailer. luckily it caught the corner ask didn't come down in the center it was. >> the home is a total loss. one neighbor says there were 60 miles per hour winds when the tree toppled over.

the property manager says all trees inside the mobile home park are inspected and pruned regularly. did you watch the warriors play last night? they lost 105-102 to the miami heat. they had won 7 in a row. but last night was different. the warriors who have the best record in the nba were stunned by the miami heat who had the second worst record. however, the heat's guard waiters was the hero. he had a game high 33 points, including the game winner. that three-pointer with a half second left in the game. the heat shocked the warriors. despite losing, a couple of the warriors are getting high honors. they will host the all-star game in new orleans. steph curry and durant were named starters last week. today steph curry will fly to his native north carolina.

the wind is turning more northerly. this is heading towards central california. the only thing is this system wrapping back to napa county and parts of lake county. over 29 st. helena there is snow there. all the way out to livermore and brentwood, concord, walnut creek, plenty of 30s. fog will be the big issue the next couple of moves. then the low dives into southern california. 50s on the temps. sal. >> it has been a tough commute. it hasn't been the greatest. we're getting through it. let's look at what we have with the bay bridge. you can see that traffic has been busier than normal because of earlier issues. and i have noticed this morning they have had a lot of people being pulled over here in the carpool lane. i think people have been trying to sneak through the carpool

lane. i have noticed they are doing enforcement here. chp doesn't mind us telling you, hey, pay attention. be in the lane you're supposed to be in and there won't be any issues. there you go. let's move along westbound 92 as you head out to the highrise. traffic is going to be moderately heavy as you drive out to 101. and when you get there, 101 southbound and northbound a little busy getting into mountain view and palo alto because of earlier crashes. a new crash in the danville area 680 at stone valley road. traffic driving from danville to walnut creek is going to be affected by this. see slow traffic in the area as well on 680 southbound from before 242. highway 4 is still pretty slow all the way through pittsburg and over the hill to concord. at 8:03, we continue following a developing story in the south bay which an uber driver hit a pedestrian very early this morning. the crash shut down a section of one of the busiest roads in the area.

>> reporter: sal, tulley road just opened up 120 minutes ago. it had been closed since about 3:40 this morning here near center road. the westbound lanes. this is where someone jay walked and got hit. police say the pedestrian was crossing right in front of a car, traveling on tulley. he was rushed to the hospital and suffering from life threatening injuries. an you knower driver was the one behind the wheel. he cooperated with police and said that the pedestrian stepped in front of the car. it doesn't appear that the driver was impaired or speeding at the time of the collision. we don't know the identity of the victim. but we're told that he is a man in his 60s. there is a crosswalk here at this intersection. police say this crash illustrates the importance of taking the time to walk to it because it really could save your life. in this case, this man is still at the hospital, unsure what

the condition is. but we know that he is fighting for his life. that's the latest that we got from police. back to you. back to you. >> janine, thank you. a 16-year-old teenager was shot and killed last night outside of hayward city limits. it may have been a drive-by shooting. several shots were fired at 6:45 at princeton street and smalley avenue. the teen was pronounced dead there at the scene. the investigation continues. so far there are no suspects and no arrests have been made. from here in the bay area alt way down to southern california, the recent storms are causing major problems. many communities are partly under water. people in other cities are cleaning up the damage from fallen trees and large sink holes. up in the sierra, the snow continues to pile up, with some areas seeing more than 20 feet of new powder. today, most of california is under a state of emergency because of damage from all of the recent storms. 50 of the state's 58 counties

are in this emergency alert. the state of emergency can help city governments get funding to clean up and repair damage from the storms. all the rain that we have been getting in the bay area has led to crumbling roadways and a huge number of potholes. these big holes like this one in the east bay have damaged vehicles and caused traffic jams. alex savidge has been in livermore all morning where crews just finished repairing a giant hole that opened up on interstate 580. >> reporter: well, this particular pothole caused a huge traffic jam early this morning, coming into the livermore valley. this hole opened up in the westbound lanes of 580 near north flynn road. crews finished repairing it a short time ago. but the backups, they continued for quite some time. early this morning, though, drivers were backed up for miles, trying to get into the livermore valley and up and over the ultimate pass. that's because cruise shut down one lane on the right-hand side

and doing emergency repair work after a hole opened up in the freeway yesterday. this happened along a bridge section of the freeway that is elevated. a worker told me that initially you could look through the hole and see all the way down to the ground below. after so many strong storms here in the bay area recently, hundreds, maybe thousands of potholes have opened up on freeways and surface streets. rain water tends to seep into the asphalt. and that creates fissures. the water also can wear away at sand and gravel underneath the roadway until the asphalt finally gives way. >> we know where some normal problems are. we predict where we will have a lot of potholes and other problems. but no place is immune. we're working hard to stay up with the problem. >> reporter: some sink holes are so big that they have been given named. the chp called this one steve. steve is about ten feet deep and opened up along highway 13

>> the time is 8:14. new this morning in massachusetts a weather alert is in effect as a strong coastal storm moves up the east coast into southern new england. there is a flood watch in boston. up to three inches of rain is expected this afternoon. winter weather advisories are also posted as pockets of freezing rain are expected. the storm has left 14,000 homes and businesses without power in parts of massachusetts. the death toll from this weekend's storm across the deep south continues to rise. as least 20 people have died, including 15 from southern georgia. the storm prediction center in norman, oklahoma says at least 39 possible tornadoes were reported across the southeast from early saturday into sunday night. the storm left a path of destruction. clean-up could take months. there is new tragedy in italy this morning.

officials say a helicopter that was carrying an injured skier crashed into a mountain side in central italy, killing six people on board. this is new video here of that crash just into our news room. it is the latest tragedy in a region that experienced a number of recent earthquakes, heavy snowfall and last week's avalanche. the crash took place in the same mountain range as the avalanche but the two incidents are not considered related. there were reports of heavy fog at the time the helicopter crashed. at the avalanche scene, search crews found 7 more bodies near the resort town there in central italy. that brings the death toll to 14. 15 people are still reported missing. searchers are been walking side by side and poking the snow with poles to see if they can discover any more victims in the tons of snow and debris there. there are reports that the hotel operator had asked italian officials to evacuate his guests just hours before the avalanche hit his hotel. there is one bright spot

the lake shore curve. now at 8:32, let's go back to the desk. >> berkeley police consider the deaths of two people found in their apartment yesterday suspicious. as allie rasmus explains, the long-time residents of a four plex there were found dead along with their two cats. the deaths are still a mystery? >> reporter: yes. the fact that the cats were found dead in the apartment and the adults were in two different places in the apartment, that raised concerns about a chemical leak. they found no sign of foul play or violence, no signof forced however, hazmat crews were called outyesterday. they did tests for radiation, gas and carbon monoxide and found nothing. other residents of the four plex where the apartment was located were evacuated yesterday as a precaution after the bodies of the two adults were discovered around 1:00. they were tested. the other residents were tested

for carbon monoxide poisoning. those also came back negative. the coroner's office are not releasing the names of the two victims. a next-door neighbor says the man and woman were married and have lived in the apartment for about 7 years. she believe they operated a business inside the home but she wasn't sure what kind of business. >> i know i complained about a generator going and there was an odor coming through our bedroom. it was like a smelly, rubbery odor. i called the police a few times but they didn't do anything. so, you know, they said call back when it is actually running. it would run for a couple of hours at night around 9:00. it was just really strange. you know. so i just don't know. >> reporter: a neighbor also told us it was a friend of the couple who worked with them who had walked into the apartment yesterday afternoon and discovered the man and one of the cats dead and called police for help. we don't know how long they had

recovery operation. there is a new legal development in the oakland warehouse fire. attorneys for the manager of the ghost ship warehouse says there is evidence that the deadly fire did not start inside of that particular building. lawyers for the owner released an 11-page report that says the fire was started by an electrical problem at a building next door. they say that would mean their client is not responsible for the fire. but the city of oakland says it is still working with federal investigators looking for the exact cause of the fire. it will not comment on the report any further. a federal judge in san francisco plans to fine pg&e the maximum amount allowable for violations of pipeline safely laws uncovered after the san bruno pipeline explosion back in 2010. it comes after an emotional hearing from family members yesterday. right now, it appears like the sentence will cost the company

$3 million. pg&e has already paid $1.6 billion in fines from other proceedings. the company is expected to spend five years on probation under the watchful eye of an independent court appointed monitor which was san bruno's main priority. >> they're going to have an independent monitor over their entire operation which is a huge thing for us and everybody. y. >> the judge may also order pg&e to either disclose the details of the criminal conviction whenever it runs ads about safety or in all ads. the fbi isn't saying much about how a machine gun was stolen from an agent's car in contra costa county two weeks ago. a spokesman says the bureau is investigating it internally. the san mateo state senator hill tells the bay area news group that the fbi should be more transparent in discussing how the weapon was stored. hill sponsored a bill that became a law that required agents to lock up their weapons

while unattended in cars. 944 guns belonging to law enforcement officers were stolen or missing since the year 2010. an investigation continues in vallejo after a 21-year-old man was shot and killed by police. he had a knife and fighting with a teenager. family members and friend say he was defending his brother during a fight. police responded to 911 calls about a big house party, people fighting and a woman screaming for help. police say ramos had a knife and was fighting with a 16-year- old boy but some witnesses claim that ramos did not have a knife and that the teenager was not in danger. >> the 16-year-old looked like a grown man. like he is a big boy. it's not like he's a little 16- year-old and angel was pouncing on him. >> people don't make great decisions when they're drunk. it's a tragic incident on all fronts. certainly nobody joins the police force to use lethal force but it is part of the job. >> the police officer involved in the shooting has been with the department for five years

now and is on paid leave during the investigation. san francisco's new police chief is starting his first full day on the job today. 52-year-old william scott was sworn in by mayor ed lee yesterday afternoon. in the middle of the ceremony, hecklers starting yelling about police brutality. scott takes charge of the department as it works on a series of reforms. recently the department adopted body worn cameras for the officers. the commission banned the use of a neck hold restraint that cuts off flow of blood to the brain. >> the question goes back to now what other options do we have? i think tasers is a good option. >> the san francisco police commission has not approved tasers for use by sfpd ficers. chief scott says the first order of business will be to build bridges with the rank and file and the d.a.'s office write has had a rocky relationship with the department in the past. the warriors winning streak is over as the team got cold against the heat. they had won 7 straight games

>> 8:43 now. tree trimmers will be back at work trying to remove a huge eucalyptus tree that toppled over in downtown lafayette. we showed new scene live yesterday on mornings on 2. it was a 150 feet that fell during the storm right next to the restaurant. no one was hurt but at least five cars in the parking lot were crushed. tree trimmers say it will likely take several days to cut up the tree and remove it. southern california getting hit hard by the rain. a tree came crashing down on this mobile home in santa barbara. surveillance video captured it falling. the people inside were not hurt. >> very amazing. that tree could have crushed the entire trailer. luckily it didn't come down in

the center it was. >> the home is a total loss. one neighbor says there were 60 miles per hour winds when the tree toppled over. the property manager says all treeinside the park are inspected and pruned regularly. happening now, santa clara county is conducting a survey to count the number of hopeless in the south bay. 200 volunteers are checking abandoned buildings, parked cars and camps. this is video in san jose taken a short time ago in the city. there were 6500 people living on the streets in santa clara county in 2015. the lowest total in a decade. but the number actually went up in cities including gilroy and morgan hill. officials need an accurate count in order to reach out to the homeless and provide them with the services they need. college students in the south bay went on a field trip to learn what people on the streets are going through in their community. the students visited a homeless encampment in san jose to hand out blankets and foods and talk to people there. it was part of a religious
