today is an important day for evacuees in sonoma and napa county. many will be allowed to go back into the neighborhoods for the first time. the coffey park neighborhood and the orchard park and journeys and mobile home parks will have controlled entry beginning at 10 am. the firefighters are getting very close to fully containing the tubbs fire. it is 92% contained. the fires combined to destroy at least 6900 homes and caused at least $1 billion in damage. 15,000 people are still evacuated but that is down from a high of 100,000 last weekend. hundreds of people attended a meeting in santa rosa last night. it was supposed to focus on the process for allowing people back into neighborhoods but many in the crowd questioned fire officials about the lack of notice they got when the fire started. >> we get these amber alerts. a four-year-old in oakland was kidnapped. look out for him. something like this was not

quite important enough? this was a catastrophe. this was a catastrophe where we cannot let everyone know as quick as we'd like? >> after people had a chance to express their frustrations, officials began sharing information about how people will be allowed back into their neighborhoods today. many say they know it will be an emotional experience. >> it's still going to be devastating to go in and see everything you've belt come all the remodeling we did, the life that we have there, the memories we have there. >> we've been in this house for 20 years and everything is gone. and we are trying to figure out how we will go forward from here. >> not everyone at the meeting expressed gratitude to the first responders -- everyone at the meeting expressed gratitude

to the first responders. some people who evacuated in the santa cruz mountains are also being allowed back into their neighborhoods. a steady stream of cars went back into the las cumbres neighborhood yesterday. firefighters credit cooler temperatures and higher humidity that let them get the upper hand on the fire that has burned 320 acres and is 35% contained. >> how happy are you to come back? >> this is great. we are very, very happy. >> right now the flames are very small. direct to video is greatly reduced from what we saw the first couple of days of this fire. >> the fire destroyed four homes and buildings and is still threatening 300 other homes. today marks the 26th anniversary of the oakland hills fire. it killed 25 people and destroyed more than 3000 homes and businesses. the first fire began on saturday but flared up the next morning because of the wind.

people who lost their homes and the fire say the recovery was a long learning process in which they learned about insurance, politics, neighborhood unity and community activism. the san francisco police department has identified the officer critically hurt when he was hit by a suspect in an suv. he is a 32-year-old elia lewin- tankel . a five-year police department veteran, well- respected, who has been honored and recognized for outstanding police work several times. he is still in intensive care with a severe head and spinal injury. the police chief read a statement by the officer's wife. >> if elia was writing this he would want to say that he is like every other cop working in san francisco. he goes to work every day to protect and serve his community. he does this with heart and passion. >> the officer was injured on wednesday when i suspect to police were trying to pull over hit him and did not stop. the police later arrested the suspect. >> we are learning more about the man accused of hitting

officer lewin-tankel. he is facing a long list of charges including attempted murder. tara moriarty sat down with him for an interview and he told us it was an accident. >> reporter: marquise johnson is charged with the attempted murder of officer lewin-tankel . part of tenderloin's station by patrol unit. he agreed to an interview, added that the collision was not on purpose. >> you hitting that police officer on the bicycle, that was not intentional? >> no. >> it was an accident? >> yes. >> and you did not see him? >> i did not. kind of like a person getting hit with a stick trying to walk away. raymond johnson, a homeless man who goes by the name willie

i extend my condolences and apology. i don't know what else to say. >> reporter: sources tell us johnson was traveling upwards of 30 miles per hour when he came out of that garage, hit the officer and continue to flee. they tell us whether intentional or not, johnson will be facing evasion and hit- and-run charges. in other news, the alameda county sheriff's office is questioning two people in connection with a carjacking in san lorenzo. yesterday morning james figueroa junior started his pickup truck outside his home and went back into the house. when he came back out, a man jumped into the truck and when figueroa tried to stop him, the man ran him over. >> i think our victim had good intention to try to stop the person from stealing the car and unfortunately the suspect was intent on getting away and causing harm.

bridge but the dumbarton bridge traffic looks good to the peninsula. we are mostly finished with the rain. there's a lot of cloud cover from the peninsula over to the south bay. the rain was quite impressive. this so a little bit to the north. still some activity from fort bragg and in mendocino and lake county. there has been a little skirting through cloverdale and the russian river and on the sonoma coast. i think that will be the southern extent of it. some activity is passed -- popping up in east san jose, fremont and union city. this is very light compared to what went through. enhancement is taking place on the bottom of the system and dragging in cloud cover. but it is not producing much. mount tam, almost an inch of rain. monte rio did have a half inch.

cloverdale, 0.44. fremont, oakland and los altos, a little over a quarter. the heaviest amounts were in mount diablo. three quarters of an inch. kenwood picked up a half inch. then loman, 0.38. in santa rosa, most locations had a quarter inch but some areas had almost a half inch. 40s on the temperatures. cold air is moving in in the north. kelseyville, 42. winter, 47. petaluma, 49. san rafael in the low 40s. here comes that cool air. mostly in northwest or westerly breeze. 32 in truckee. 51, sacramento. i winter weather advisory in until 11:00. snow on the higher peaks.

good morning. thank you for joining us on mornings on 2. it's friday, october 20. i'm dave clark. >> we did see a welcome sight last night. that first rain of the season. it was especially needed in the fire zones and in the santa cruz mountains. this is video from santa rosa where that cool weather is badly needed after the fires over the last two weeks. a high surf advisory is in effect along bay area beaches. dangerous waves up to 20 feet high are expected. the national weather service issued the advisory and they warned to not turn your back to the ocean. the sierra is also getting snow this season along with high wind.

the national weather service has issued a winter weather advisory. people driving and mountain passes are being warned about slippery roads, travel delays and some chain requirements. up to 8 inches is expected at elevations above 8000 feet in the northern sierra. the wind is around 60 miles per hour at the highest peaks. >> steve is right here to talk more about your weather. >> the rain was really good for us. some cold air is moving in in the north and there could be an isolated shower around san jose. there is a lot of cloud cover. the front continues to march south. there is still moving from fort bragg and up to lakeport. some of it try to sneak in over cloverdale and the russian river. there could be a little around kerrville but i think that is the northern extent. you can see a little bit

a little wet from the rain and windy in some areas. chp has warned us of gusty wind on the altimont past and the benicia bridge. and napa county more evacuation orders are being lifted after the wildfires two weeks ago. the atlas fire is now 87% contained. the tubbs fire, 92% contained after burning 36,000 acres in the calistoga area. the nuns fire has burned more than 54,000 acres and is 84% contained. u.s. senators from oregon, washington state and idaho are responding to the fire emergency with new legislation. they introduced a bipartisan bill to help western states try to prevent catastrophic wildfires. the bill would speed up environmental reviews and also spend more than $100 million to thin out forests in fire prone areas. a disaster aid bill passed by

the house includes almost $577 million to fight wildfires. later this morning some people who were forced to evacuate will be allowed to return to their burned out neighborhoods in santa rosa. >> alex savidge is in the coffey park area. tell us about the people being allowed back into the neighborhoods today. there was a big community meeting last night. tell us about it. >> reporter: there was. the meeting got tense. good morning. we are in santa rosa this morning. starting at 10:00, some people will be allowed to return to some of the hardest hit neighborhoods in the city. that includes the coffey park area where, as you can see, there's really not much standing. evacuees are also going to be allowed access today to the nearby orchard park mobile home community and also the journeys and mobile home park which is

on mendocino avenue. people who live in these neighborhoods will need to get entry passes before hand to get through law enforcement checkpoints that will be set up , or have been set up since the fires in these neighborhoods. they will then be allowed access if they have one of those passes. for those who barely escape the flames in the north bay, this will be the first chance to see what's left of their homes. >> it's still going to be devastating to go in and see everything you belt. all the remodeling we did. the life we had there. the memories we had there. >> why was there no notice at the start of the fires that it was coming? >> reporter: last night there was anger and frustration during this meeting for fire victims and evacuees held in santa rosa. the meeting was meant to focus on the process for allowing people back into their neighborhoods but many in the

crowd instead began to question authorities about the lack of warning they got as this fire raced into town. authorities responded this was an unprecedented catastrophe that they were dealing with. again, later this morning, those who evacuated will be allowed to return to certain neighborhoods including the coffey park area where we are this morning and also the orchard park mobile home community and the journeys and mobile home community. they will be allowed access only for today and tomorrow. that access begins starting at 10:00 this morning. we should also point out that another neighborhood, the fountain grove neighborhood east of highway 101, people have not been allowed to return to that neighborhood. authorities are working on a plan to get evacuees back in there in the next few days. a santa rosa woman was

determined to thank the and protected her and others in a parking lot as the tubbs fire raged around them. >> thank you. >> you are very welcome. >> that was a hug she waited 11 days to give. jennifer arrington shot this video while escaping the tubbs fire. deputy mark aldridge and other deputies were all over the hill evacuating people. fire surrounded them and officer aldrich stopped and waved fleeing cars onto the pavement at a former restaurant. he had everyone cluster their cars together and hunker down inside. officer aldrich admits he was more scared than he left on but did not want anyone to panic and leave. >> some of them tried. there were a couple people. you can tell. you can see it in their face. i said stay here. there was literally no other place to go. >> there were young mothers, one had a four-month-old baby. she was throwing up behind her car. she thought she would see her baby burn.

i hugged her. >> airrington said over those five long hours, the deputies were remarkable. the deputy checked on everyone going from car to car, giving the kids treats. the deputy said he is not a hero. he did what he had to do. half of the schools in the city of santa rosa will reopen next friday. the only santa rosa district campus lost in the fire was hidden valley satellite elementary. cardinal newman high school, a private school, had the most damage losing 20 classrooms, the library and the main office. coming up tonight, the state superintendent will join us live, talking about how the fires affected schools in the north bay and what is next as they try to get students back into the classroom.

two high school football players in the east bay have been arrested on suspicion of sexually assaulting a teenage girl. christien kafton is in concord to tell us what the authorities and what school officials are saying. >> reporter: we will show you some of the schools and how close these schools are to each other. two male students, one from de la salle to the left and the other from ygnacio valley high school have been arrested, accused of raping a student who attends carondelet, and all- girls high school across the street from de la salle. the female student told authorities earlier this week that she had been sexually assaulted last month by two students. she said it happened in an area of unincorporated walnut creek. contra costa county sheriffs department issued a statement saying detectives immediately launched an investigation and confirmed the allegations. two male juvenile suspects were arrested wednesday evening and booked into juvenile hall in

martinez. while de la salle confirms that one of the students arrested is from that's cool, the bay area news group is reporting the second student attends ygnacio valley high school and both are football players. carondelet and de la salle sent notices to families and students notifying them of the incident and the arrest. this is not the first allegation of sexual assault at de la salle. a freshman football player was arrested and later convicted of raping a carondelet student. at this point the investigation is underway and investigators are asking anyone with information to come forward. we are learning more about the san francisco police officer injured after being hit on his bike. coming up we will hear from a man arrested and the reason he said it was an accident. next, would you consider stock in part of the bay area? we will tell you the latest

plaza to city hall. they fear that google coming to san jose will force the working class out. >> i'm here today because bringing 20,000 people into san jose means traffic, a lot more traffic. they will raise the rent and everything will go up. >> in june, city leaders announced google's plan to develop a complex on the site company. the mixed-use development would be at least 6 million square feet. san jose officials say the city has been planning for high density growth for decades and is looking at building 12,000 housing units in downtown to accommodate the expansion. a commuter shuttle service is shut down in san francisco temporarily after feeling safety inspections. chariot is a service owned by ford motor company that allows commuters to heal a 14 person van to take them to work from their home. the chp said some of the shuttles' drivers did not have valid class b drivers licenses

which are required to drive a bus. chp plans to reinspect the service today. the recent developments, after complaints from some residents about the bands driving their block does the driveways. officials are worried about the company stealing business from public transit. mastercard wants to speed up your time and check out lines and is eliminating the need to sign receipts. mastercard calls it too time- consuming. the decision is up to the discretion of the store. the signature option was used as a security precaution but recent technology such as chips have provided a better method in terms of security. those changes are set to take effect in april. there's a push to change the name of the stockton metropolitan airport and include san francisco in the name. an advisory committee and san joaquin county believes that would help attract business and increase awareness of the airport. supporters believe it would build a connection with the bay

city. this is a 15-20 minute wait before you get onto the span. this is a look at the san mateo bridge. you see how clear the weather is. i can see all the way across. that will help the planes at sfo. this is a look at interstate 880 in both directions. traffic is busy but not too bad driving through. southbound 880 slows just after 238 for the drive into union city. if you're driving and to the south bay, silicon valley, it's not too bad right now. a little bit of slowing on 101, 280 and 85 in the usual spots. i remember from dublin to pleasanton to stockton there was nothing. just cows.

fires did not just endanger people and homes. some rescuers risked their lives to save hundreds of animals from the flames now many of those animals are going home. as tom vacar tells us this includes house pets, livestock and some animals like these. spoke this afternoon at the fairgrounds which has been welcoming rescue animals volunteers prepared to take domesticated himalayan yaks and longhorn highland cattle back to sonoma. >> we came together and we have pulled out hundreds of animals. 100 cows, 50 goats and sheep and pigs and rabbits and horses. we have gotten so many animals out.>> they beam with pride. >> i have nicknamed them

because they were going into the fires. we had people pulling horses out of fields in flames. >> it is critical for rescuers to get the animals out as soon as possible. >> the rate at which the fire was advancing was just pretty surprising. it covered a couple of miles in one and a half hours so there are areas where it was risky to get in and get out. >> one of the lessons is that there needs to be people who are willing to rescue animals be properly certified so they can easily get through police lines to do the rescues. the places that take the animals also must be certified to make sure they are well cared for. >> a lot of these animals are caged. some owners turn them loose in
