castro valley area towards hayward. one thing i want to mention, there is some police activity on church, your probably be routed down to bus shuttles. emergency crews are at a deadly crash where a car drove off the road into a pond off crow canyon road. rescue teams searched at the scene. >> reporter: the sheriff did find one man dead inside the vehicle. the driver driving a tesla model s, crash through this white fence traveling through the

field and crashed into a pond on private property. the property owner heard the crash last night around 8 pm. and called 911. the property is about one mile west of san ramon. at this time year the pond can be eight feet deep. a dive team responded, it took some time to remove the car. >> the vehicle was submerged, in order to get the tow cable to the vehicle we needed divers . they located the vehicle, recovery of the vehicle took longer than planned, because of the trees in the water that were catching the vehicle.

pakistan for her funeral. the governor has called for a moment of silence today to honor the shooting victims to honor the 10 victims. schools in the santa fe school district will be closed today and tomorrow. and the governor will hold a roundtable meeting about finding the solution for gun violence. the 17-year-old suspect, dimitrios pagourtzis is cooperating with police and is being held without bail. court documents show that he purposely did not shoot students he likes so they could tell his story. his attorneys have not decided if they'll asked for mental competency exam. >> these are trying

bridge toll plaza to tell us more about this push for regional measures. >> reporter: voters across the bay area will decide if they are willing to pay more to cross bay area bridges. if this measure passes, gradually tolls would increase by three dollars in the upcoming years. eventually it would cost nine dollars to cross the bay bridge during rush hour. a later today the mayors of three major cities will be coming together for a news conference in support of the measure. they will decide whether to increase tolls on seven local bridges.

the money raised from the toll increase would pay for various transportation improvement projects across the area. some commuters are not on board with the idea. >> it's going be very difficult. especially with the cost of living increasing. now they want to raise the cost of the bridge. especially for those the commute. i cross two bridges, that would be really terrible. >> reporter: the backers of regional measures three. said that it will generate 3.4 million dollars. if approved it would be phased in over six years starting with a one dollar increase in that 2019, with a total increase by three dollars by 2023. the news

we have rain in carson city this morning, some of that moisture is coming back in to carson city, and reno. that will play into the sierra nevada weather. that could be coming across. i don't think it'll make it over here. a lot of cloud cover has been wiped out to the north. it's still pretty solid for some to the south. were fighting between some partly cloudy to some partly sunny. you see this is going help chew up some of that cloud deck. las vegas under cloudy skies, 73 and the rain. their forecast high will be 80

degrees. that is quite unusual. one year ago it was hot here, it was 95 degrees. it's going be 51 in sacramento, yesterday many in the 40s and 50s. 53 in berkeley. if you have a phone app you'll see that it's 46 in santa rosa. and 52 in oakland. and the city has dropped to 50. so what's the water temperature ? 51 degrees in san francisco. those water temperatures play in a huge way on overnight lows.

welcome back to mornings on 2. the social security administration might have to make some big changes soon. the social security board of trustees said that the year 2022 will mark the first time that social security is paying out more in benefits than they take in. to make up for the deficit, so security will have to do dip into its trust fund. if nothing changes, they could run out of money by the year 2034. the report suggests that they may need to cut social security benefits by 23% to keep the payouts going. some of the reasons for a shortfall could be people living a longer, lower yield interest rates, and more baby boomers retiring. people are excited for summer vacation. the word vacation searches up

you can see the dunbarton bridge does not have that flow of traffic. let's head over to steve paulson for weather. we will see a few clouds around, but temperatures will bump up from yesterday's very cool readings. walnut creek is up to 76, and palo alto up to 71 degrees. we will see some cloud cover around, but it will lose some of its energy because there is a system on the back side. the moisture coming back in from nevada over the sierra will generate more afternoon thunderstorms. that breeze has tapered off. they expect and afternoon storm.

april, and a small group of protesters stood outside to talk to people about their views on guns and weapons. and local leaders have long expressed their opposition to this event happening. but the cow palace is operated by the state.'s only state lawmakers can pass legislation to ban those gun shows. >> things have changed, we have had this explosion of massacres of children of schools across country. and people want fewer guns. especially here in california. >> reporter: this legislation has been in the works for several weeks. this comes in the wake of the shooting from texas last week they killed 10 people.

for stabbing a man in the face while driving across the golden gate bridge. he's facing charges of attempted murder. the circumstances are unclear. this happened late on friday night and the victim went to a hospital in fairfield. they were able to speak to the victim and tracked down the suspect. a new affordable housing venture in the canyon is taking applications. this is a valley view senior living project. and it is almost complete. there are 69 rental units. the parties given to veterans and seniors 55 years old and older. the application deadline for the one or two bedroom units is a june 15. the move-in dates are expected at the end of this year. advocates for charter

big island of hawaii. you can see some of the intense volcanic activity happening at the kilauea volcano. >> reporter: fumes, steams and particles hitting the water. you can get glass shards admitted. they fly causing damage. you don't want to be anywhere near the water while that lava is flowing into it. once that lava hit the water the haze extended 15 miles west. it could change direction without warning. >> the wind shifts and the plume comes back this direction.

a lot of this cloud coverage is getting chewed up rapidly but the strong low will get some rain down into las vegas and some of the moisture coming back for afternoon thunderstorms already popping up in reno, carson city back up to the mountains. 40s and 50s this morning even though we have mostly sunny skies, a little bit of cloud coverage holding up the temperatures to the south. scotts valley, boulder creek 50 degrees, 53 monterey, overall cloud coverage with some good buildup to the east but high- pressure is our friend today and it is a little warmer with more sunshine. it looks like almost one and done as temperatures will be dipping tomorrow as the fog comes back, today 60s with some 70s near 80 in a few areas. 7:00 we have an issue on the roads. we have problems with muni you may want to use a different route because of these major delays because of this blockage near
